Summary of opening comments

The idea for this Commission came about as early as the UCLG’s founding
congress, in Paris, in May 2004, during which I chaired one of the first meetings. We
had proposed, along with the Mayor of Marseilles, Jean-Claude Gaudin, represented
by Jacques Rocca-Serra, Deputy on International Affairs, whose is at my side today

and whom I thank for all he did to set up this Commission, that the Technical
Secretariat be both hosted and run in conjunction with Cités Unies France.
For the Mediterranean is a crossroads and strategic zone, which needs to be
taken as a whole. The Mediterranean is a contact point for all three continents,
sometimes a source of tension between the three and for the world, but also a place for
them to converge and come together. I am a proponent of the Mediterranean, of an
area for development and solidarity and a Europe that is more rooted and balanced in
the South, nourishing a far-reaching policy for the Mediterranean. More than anything
else, we need to assert the common destiny shared by the peoples of the
Mediterranean, the similarity between their cultures and the art of living which they
share.
That the Commission required two years to be established was due to our desire to
define its content, objectives and working procedures with the involvement of the
greatest number of people possible and, in particular, the networks of cities,
departments/provinces/diputaciones and regions possible. There exist many networks
in the Mediterranean region, which is an active one. Was there a need to create one
more? Was the Mediterranean Commission intended to become a network of
networks? Of course not. Each identity must be respected as such. Yet it is was
imperative that a place, if not of coordination, than at least of consensus-seeking, be
sought to foster true political dialogue.
The need appeared all the greater after the Barcelona Summit in November 2005
and the failure thereof, at the governmental level. In contrast, the cities and regions
displayed their convergence when they brought together the Euromed Regions’ Forum
with the Euromed Cities’ Forum, having the two sign a joint statement. To revive the
Euro-Mediterranean partnership, impetus must come from the local and regional
governments, their likeness, the special relations maintained with civil society, their
ability to enhance the popularity of the Mediterranean project, in the sense that the
citizens make it their own.
In this sense, the UCLG Mediterranean Commission can be a forum, a place for
sharing information and a tool for organising the Mediterranean Forum of Local and
Regional Authorities.
The challenge, today, is to adopt an overall strategy for the Mediterranean. We
have the opportunity to do so with the start of the new European programmes: the
neighbourhood and transnational “Mediterranean area” policy, replacing “MEDOCC”
and “ARCHIMED” and restoring the Mediterranean’s unity. Other initiatives, which
contribute to this as well, are attempting to identify and fine-tune the interconnections
between them, whether the initiative taken by several Italian, Spanish and French
regions, to suggest, using the support of the network of Mediterranean institutes, a
joint action plan, encompassing such topics as the vertical relationship established
between local authorities, national governments, the European Union and the United
Nations, through the UNDP. I am pleased to see the converging efforts deployed
today in the Mediterranean region. For instance, the Latin Arc association, which
brings together departments, provinces and diputaciones, has signed an agreement
with the Inter-Mediterranean Commission and both are taking part in the
Mediterranean Commission’s Technical Committee, joining the networks of cities and
associations of municipalities that are very active on our Commission’s Technical
Committee. However, to be effective, such combined efforts must reach out to the
populations, influencing their mobility, ability to move within the Union and see
migrations as a positive economic part of shared development.

It is our duty and responsibility, even more so in light of what happened this
Summer in the Near East, to stand up for the people and the local authorities, so
that the Mediterranean becomes a place of peace, dialogue and joint development, and
does not remain on the doorstep of globalisation, but rather pushes that globalisation
toward greater solidarity and respect for each party’s identity. This is why it is
important that our Commission be open to all local authorities, regardless of whether
they belong to the UCLG, as soon as they request it, all the while striving to balance
out representation between the southern, eastern and northern coasts of the
Mediterranean, and fostering the sense that all those involved actually belong to the
same coast and are on the same side.
The Provence-Alpes-Côte d'Azur Region and the City of Marseilles intend to be a
driving force in this process, by making Marseilles an excellence centre for the
Mediterranean, through such actions as the creation of a Regional Centre for the
Mediterranean, on the port, where it will be designed to look like a map table showing
all of the Mediterranean and connecting Marseilles and the Provence-Alpes-Côte
d'Azur region to various points along the Mediterranean.

For many years now, the City of Marseilles, and in particular its Mayor, have
shown their full support for this project. As early as 1992, Jean-Claude GAUDIN
in fact provided the impetus for the Charter for the Mediterranean Basin. It was thus
only natural that, along with the Provence-Alpes-Côte d’Azur Region, we suggested
that the Mediterranean Commission be instituted and hosted in Marseilles. The City
of Marseilles has taken a very active part, for several years now, in revitalising
decentralised cooperation in the Mediterranean, whether bilaterally with our twin and
friendly cities in the Mediterranean (over 20 cities) or multi-laterally, with our partner,
the World Bank.
Designing such a bold project, aimed at restoring the Mediterranean’s past glory and
secure greater involvement on the part of the local Mediterranean authorities was not
easy. You may recall that, as early as 2003 and at a time when the EuroMediterranean process was losing its footing (discontinuation of the MEDURBS
programme), we met in Tunis, to consider how to build the global network of local
powers that the UCLG has become. Already at that time, with Etienne Butzbach, I
asked that, beyond the traditional continental borders, there be a place of choice kept
for our Mediterranean region (…).
Just one year ago, I had the pleasure of announcing to you the creation of the
Mediterranean Commission, at the Summit of Cities in Barcelona, held on EMP’s
10th Anniversary.
Since that time, we have often met with the networks of local authorities, such as
the Eurocities Euromed Group, the CPMR, the CEMR, the Latin Arc, Medcités, the
ANCLM, etc. And today, thanks to the debate engaged in all corners, we are able to
suggest a project designed along three main avenues:
that the Mediterranean Commission be open: naturally to local Mediterranean
authorities (Cities, Departments, Regions, Governorships, Wilaya, etc.) but also to the
local authorities not located along the Mediterranean Coast yet which feel affected by
the region’s future. We do not wish to exclude no one and welcome all forms of
participation.

- that the Mediterranean Commission be consensus-based : though the Commission
is to be hosted in Marseilles, we are fully aware that the Mediterranean is not
dependent on our territory alone, and therefore wish that each geographic region and
each entity be politically represented on our Commission and feel involved in the
common programme.
- that the Mediterranean Commission respect the work carried out on all sides : the
Mediterranean Commission is not intended push aside other networks or operations
currently in the Euro-Mediterranean process, but to invite the various parties to create
synergy between their actions so as to foster greater consistency and visibility. This is
why we are sending out a special call to all of the networks working in the
Mediterranean.
- that the Mediterranean Commission be useful and efficient : by conducting a work
programme developed with the involvement of all the players in the Mediterranean,
the Mediterranean Commission intends to make the views of the Mediterranean local
authorities, heard by the UCLG’s political bodies, but also spread them to other
governmental, European and multi-national bodies.
During this session, we will also be asked to determine the structure of the Commission’s
Bureau, composed of local officials. For all of the aforementioned reasons, we would like
this multi-party body to be chaired by three prominent figures, who are deeply involved in the
future of our common area, and who can represent the North, South and East Coasts of the
Mediterranean basin.
In this “three-headed” chairmanship, appointed for three years, one person will hold
slightly more pronounced executive functions each year. I suggest that, for the first year, the
Executive Chairman be a person from the South of the Mediterranean. The Southern
territories are often under-represented in trans-Mediterranean bodies, and this is something we
would like to remedy as early as today.
The Commission will also be equipped with a Mediterranean Commission, which will
bring together all of the networks established for a Mediterranean purpose, and will take part
in designing and implementing the work programme. The said programme will include
planning the Forum of Local and Regional Authorities, announced at the 10th Anniversary, in
Barcelona. This event may be repeated on a regular basis and is intended as a high forum for
dialogue and exchange between Mediterranean authorities and the vanguard for our
Commission.

Summary of contributions to debate
Mme Sonia Dubourg-Lavroff, in charge of international relations for the Mayor of
Bordeaux
On behalf of Alain Juppé, the new mayor of Bordeaux, I would like to very positively
welcome the idea of the Mediterranean Commission. Two points deserve to be brought out
more, however:
the need to provide technical assistance to project designers in the Mediterranean, in
order to reach the target populations;
the need to balance out the work carried out in the Mediterranean Commission with
that of other bodies or networks such as Eurocités, for instance. We need to unite
our strengths and clarify our cooperation methods.
Mr Bernard Soulage, Vice-President, Rhône-Alpes Region
The Rhône-Alpes Region is in favour of the UCLG’s project to create a Mediterranean
Commission, particularly as part of its commitment to the project to create an AlpesMéditerranée Euroregion. A few suggestions:
reflect on the relationship and boundaries with other UCLG commissions, and more
specifically to the “Culture” Commission, which deals with a cross-cutting topic
vital to the success of our exchanges; the topic of utilities and, more specifically,
water is also very important;
make the Mediterranean Commission a place which the populations can address,
based on a forum-concept, such that dialogue is possible with the associative
community.
Mr Serge Godard, Mayor of Clermont Ferrand
The Mayor emphasise the interest he has in the Mediterranean Commission, given the
cooperation agreements that bind the City of Clermont-Ferrand in the region with the rest of
the world and, in particular, in Morocco, with the City of Marrakech.
Mr Mohamed Fahmi, Chairman of the Board of Directors, International North-South
Cooperation Centre (INSCC)
The local authorities in Morocco play an historical part in global networks, particularly the
World Federation of United Cities (FMUC), and their commitment to the Mediterranean
region is long-standing. They have championed values such as openness and exchange and
have been true partners to the cooperation, in that they not only received, but also contributed
a great deal to inter-cultural dialogue, regarding the institutional process (FMUC-IULA), and
technical aspects as well. Some suggestions:
the Mediterranean Commission, in addition to its political role, needs to maintain
very concrete focuses, as cooperation is built through projects and achievements,
which are the only thing that can bring about a visible result for the populations.
In Morocco, the existence of the ANCLM created a very important contact point and
tool.

Mr Francesc Freixa, Director of International Relations, City of Barcelona
The City of Barcelona has always felt it was an integral part of the process to create the
UCLG Mediterranean Commission, from the outset. First of all, the City of Barcelona gave
its name to the Euro-Mediterranean Partnership (EMP) “Process” and has derived a great deal
of pride from this, as well as much frustration at the lack of results. The everyday lives of
populations in the Southern countries are not improving. We must create concrete reference
points in carrying out our actions, such as: improving access to services, water, housing, etc.,
for the populations. However, to solve the problems of cities, we need new action tools that
go beyond decentralised cooperation. We need:
a political forum
to improve our abilities and instruments for analysis, diagnosis, information
processing and assessment of what is working or not working in our cities and
territories.
Mr Joan Parpal, Secretary General, Medcités
Medcités is part of the Commission and has already contributed to its development and the
creation of its work programme, in particular through an action under the Cairo Process, on
the role of local governments and capacity-building therein. . We want:
to take part in a training programme with the European Union;
send out a message to Mediterranean countries in order to support local authorities
so that they implement European projects.

Jazouli, Mayor of Marrakech.

Mayor of Beirut.

The City and the local authorities are increasingly recognised as key places for
development policy. Inter-urban cooperation and decentralised cooperation demonstrate that
the role of local authorities is decisive for dealing with such issues as:
social cohesion,
economic development,
learning modern democracy,
training for the intellectual elite,
support for citizens and local democracies.
Moreover, it calls for new forms of action.
The first task of the Mediterranean Commission is to begin planning the Forum of
Mediterranean Local and Regional Authorities. We suggest the first work session here in
Marrakech, prior to the end of the Global Council, which will detail the action plan and deal
specifically with planning the Forum.

networks, drawn up at the request of the Mediterranean players on the Mediterranean

The first components for the UCLG Mediterranean Commission’s future Web site,
intended as a new tool for intensifying relations and activities in the Mediterranean region,
were developed by the international skills hub on urban development for the Mediterranean
(PICDUM); they are being temporarily hosted at the Web site developed by Europe-Mena, a
network of cities, run by the City of Marseilles and the World Bank (euromedina.org).
The information published on this pilot version must be approved by the relevant local
authorities and structures. They are invited to comment on this first version and provide
information to be published online, by contacting:

The next step is that the site be integrated into the UCLG’s Web site, in the areas set aside for
commissions and working groups. Dialogue with the UCLG Secretariat in Barcelona is
expected to focus on the feasibility and implications of this processes (technical, language,
etc.).

Summary Conclusions
1) One of the Commission’s top priorities now is to increase its membership, more
specifically that of countries where there are no or few networks or local
government associations. The aim is to increase the Commission’s capacity to
provide equal representation for all Mediterranean communities.
2) It is determined that the work already underway to put together a register of
local authorities and their networks and associations in the Mediterranean will
be continued, so that they can all be sent a letter signed by the Commission
Chairmen, inviting them to become members.
3) A formal participation procedure needs to be considered.
4) It is agreed that the Mediterranean Commission will need to organise a plenary
session with all of its members in the near future. The meeting will be held at the
First International Forum of Moroccan Local Authorities (FICL) on 24-26
January, in Casablanca.
At this important event, the Mediterranean
Commission has already planned to hold one or more topical workshops,
particularly on the theme of neighbourhood policy in the European Union.
5) Sonia Dubourg Lavroff offers to work to lobby the European Commission so that
neighbourhood policy be suited to local authorities’ Mediterranean projects.
6) Regarding the Forum of Mediterranean Local and Regional Authorities, no final
decision has been reached as to its location: holding it in a Southern

Mediterranean country would have complex implications as regards organisation
and financing. The decision will need to be discussed and backed up at a later
time. The Mayor of Beirut points out that the first Forum should be held in
Marseilles, as a sign of the Mediterranean Commission Headquarters’
commitment and for operational reasons, as the City of Marseilles and the PACA
Region have been working on this topic for a long time now.
7) A meeting of the Commission Bureau will be scheduled in December, between the
11th and 15th, in Marseilles.
