A lot has been achieved
With your support, the majority of the board and our staff, I have been able to keep most of my
commitments since I was elected President of the ODQ in 2011.
• More respectful procedures: no more registered
letters for regular inspections and as well options
for scheduling
• Numerous presentations to the National
Assembly to recognize oral health as an
essential component of all health legislation
• Establishing a relationship of trust inspiring
confidence with dentists so as to replace a more
repressive attitude: all new inspectors have clinical
experience
• Defending our scope of practice within the law
• Coaching and support as a new approach with
dentists to avoid sanctions whenever possible
• An open and direct dialogue between the ODQ
President and members
• Regularly meeting with the dental societies
• Transparent relations with professional
associations
• Developing ongoing public education and drive
to web campaigns maboucheensante.com
• Constant communications and tools to allow
dentists to adequately respond to their patients’
reactions prompted by media (sterilization,
fluoridation)
• Initiatives to validate and confirm our
profession as doctors of oral health: the stem
cell campaign, data collection on osteonecrosis,
sleep apnea, anesthesia guidelines.
• Networking and coordination with the College of
Physicians and the Order of Pharmacists
• Promoting term limits and rotation in all
elected positions including the Presidency and all
committees
• Developing important liaison with the national
and international regulatory agencies to resist
government initiatives to reduce accreditation
and competency
• Advancing the policy of more university
education and residency programs
• A personal initiative to fund student clinician
scholarships
• Personally obtaining more than $30,000 for our
Foundation and another $35,000 by transforming
the JDIQ gala and opening this event to all dentists
• Negotiating a reduction of banking fees for the
ODQ after 35 years of the status quo.
There is still a lot to be done
Critical negotiations are presently underway
with the government with respect to both the
modernization of our profession as well as changes
to our own code. This will require the experience and
proven networking skills and contacts that I have built
up over my career. International mobility and new free
trade treaties have very serious consequences for our
profession. In this regard, my presence with the
national regulators and my recent re-election
to the international Executive Committee are a
major asset for Quebec.
“Modernization”, scope of practice, the absolute
recognition of our role as physicians of the mouth
and the determination of our own medical procedures
are at the heart of a crucial debate for the future of
our profession within the Ministry of Health, l’Office
des professions and other levels. Continuity in these
negotiations will determine the outcome of the talks
when it emerges as formal policy.
My candidacy is motivated by five main reasons
• Continue the necessary reforms for public protection
with dentists as key partners in the process.
• Patient centered care, at the heart of the
debate on the reorganization of dental care.
• Completing the organizational improvements
within all our departments
• Integrating oral health with overall health
as a collaboration with professional bodies by
strengthening our relations especially with the
College of Physicians and the Order of Pharmacists
at this critical fork in the road
• Complete the internal reforms of the ODQ
to propel it into the future: human resource
management, environmental initiatives, information
technologies and a new architecture to permit
real-time communications, storage and many
other advances
Transparency and public protection while still respecting dentists has been
my trademark during the last four years.
I am asking for your vote of confidence for this second and final mandate as
ODQ President so we can continue this journey forward and not relapse.

Dr Barry Dolman a été élu à la présidence de l'Ordre des dentistes du
Québec en 2011.
Titulaire d'un doctorat en médecine dentaire de l'Université de Montréal
et d'un baccalauréat en sciences de l'Université McGill, Dr Dolman exerce en
pratique privée à Montréal sans interruption depuis 1975.
Il siège à de nombreux conseils d'administration :
- Conseil exécutif Société internationale des organismes de
réglementation dentaire
- Président de l’Académie Pierre Fauchard - Canada
Membre du Conseil exécutif de l’International Society of Dental
Regulators
et est également
- Professionnel désigné auprès de la C.S.S.T.
- Expert au Fonds d'assurance-responsabilité professionnelle de l'ODQ
Il a aussi occupé de multiples fonctions :
- Président de l’Association dentaire canadienne dont il est membre à vie
- Membre du bureau exécutif de l’Association des chirurgiens dentistes du Québec dont il est membre à
vie
- Secrétaire national à la Fédération dentaire internationale - Clinicien à l’Université de Montréal
- Administrateur pour le compte du Fonds régional de Solidarité - Conférencier au Congrès dentaire mondial
et aux Journées dentaires.
Il a été intronisé Fellow de l’International College of Dentists, de l’American College of Dentists, de
l’Académie Pierre Fauchard et de l’Académie dentaire du Québec
