Need to Know
Health Canada’s new approach to
natural health products
Where can I get
more information?
It contains new policies and process improvements
to expedite application review and improve access to
natural health products (NHPs).
There are over 60,000 authorized NHPs and this
number continues to grow.

The new approach creates stability and predictability
for the regulation of NHPs.
To find out whether a product has been authorized
by Health Canada, check the Licensed Natural
Health Products Database at: www.healthcanada.
gc.ca/lnhpd
With this foundation set, the objective is to ensure
that all NHPs sold in Canada have a Natural Product
Number (NPN) or Homeopathic Medicine Number
(DIN-HM) by September 1, 2014.
Transition Period
March 1, 2013: An 18-month transition period begins
that provides time for companies to adjust their
business practices and phase out products without
product licences (NPN or DIN-HM) and with noncompliant labelling.
December 1, 2013: By this date, manufacturers and
importers are expected to have phased out noncompliant products. After that time, all products
should have a product licence and be compliant with its
terms.
September 1, 2014: By this date, retailers are expected
to have phased out products without product licences
(NPN or DIN-HM) and with non-compliant labelling.
Site Licensing Requirement
Manufacturers, packagers, labellers and/or importers of
NHPs must hold a valid site licence.
The approach to compliance and enforcement
remains risk-based.

As of February 2013, exemption numbers (ENs) will
no longer be issued, but the transition period will
enable companies to phase out products with ENs.
During this time, the Exempted Products Database
will remain operational. It can be searched at:

l’égard des produits de santé naturels
Elle comprend des nouvelles politiques et des processus
améliorés visant à accélérer l’examen des demandes et à
améliorer l’accès aux produits de santé naturels (PSN).
Il y a plus de 60 000 PSN homologués, et ce nombre ne
cesse d’augmenter.
Cette nouvelle approche offre un contexte stable et
prévisible en matière de réglementation des PSN.

Ce qu’il faut savoir
Sur ces bases, l’objectif est de s’assurer que tous les PSN
vendus au Canada portent un numéro de produit naturel
(NPN) ou un numéro de médicament homéopathique (DINHM) le 1er septembre 2014.
Période de transition
1er mars 2013 : Début de la période de transition de 18
mois, qui donne aux entreprises le temps d’apporter les
modifications nécessaires à leurs pratiques commerciales et
d’éliminer progressivement les produits sans licence (NPN
ou DIN-HM) et sans étiquette conforme.
1er décembre 2013 : À cette date, les fabricants et
les importateurs devront avoir terminé l’élimination
progressive des produits non conformes. Après cette date,
tous les produits devront avoir une licence et se conformer
aux termes de leur licence.
1er septembre 2014 : À cette date, les détaillants devront
avoir terminé l’élimination progressive des produits sans
licence (NPN ou DIN-HM) et sans étiquette conforme.
Exigences de licence d’exploitation
Les fabricants, emballeurs, étiqueteurs et/ou importateurs
de PSN doivent être titulaires d’une licence d’exploitation
valide.
L’approche en matière de conformité et d’application
de la loi demeure fondée sur le risque.

Depuis février 2013, aucun numéro d’exemption (NE)
n’est attribué. Par contre, la période de transition
permettra aux entreprises d’éliminer progressivement
les produits dotés d’un NE. Pendant ce temps, la Base de
données des PSN exemptés demeurera fonctionnelle :
