Thank you Minister Garneau.
It is my pleasure to welcome you into
our facility today to talk about
unmanned aerial vehicles also known
as drones – an emerging and rapidly
growing threat to aviation safety and
security.
On April 17, a UAV hit British Airways
flight 727 as it was on final approach
into Heathrow’s Terminal 5.

There were no injuries reported to
the 137 souls on board, and the A320
aircraft was cleared for continued
operations.
Though this is the first reported
collision with a passenger aircraft, the
incident illustrates the potential
danger that drones pose to the
aviation industry, whether through
unintentional or possible deliberate
misuse.

Transport Canada issued nearly two
thousand five hundred Special Flight
Operations Certificates for drones
that weigh more than thirty-five
kilograms in 2015 and nearly twelve
hundred already in 2016.

This begs the question: how many
were not registered?

responder organizations and many of
our airport campus partners.
The event scenario involved a drone
striking an aircraft that was on its final
approach into the airport, causing it
to crash on the airfield, and resulting
in mass casualties and injuries.
While we all hope that such an event
never happens, the potential is very
real.

We hope that technology will
eventually be available for trial by
Canadian airports to help enhance
both situational awareness and ability
to react in the event that a drone
does venture too close to the airport.

we are always looking for ways to
improve our preparedness and
reduce risk inside the terminal, on
airport property and in the vicinity of
the airport.
Our canine unit, our recent anti-pass
back doors just above us, and our
active loading at the curb, are just

three recent examples of how the
Authority has put our commitment to
security into action.
The No Drone Zone campaign will add
another layer to the risk mitigation
toolkit while educating the public
about the dangers of operating
drones within nine kilometres of an
airport.
With effective enforcement, we hope
owners and operators will think about

the rules and the risks before putting
their drones in the air.
There have been stiff penalties
applied already, such as in a recent
Calgary case where the user was
criminally charged and will be fined
for flying a drone near the airport.
These deterrents are important if we
are to effect change and make drone
usage safer for our community.
