Word of the coordinator
I
t seems to me that it was yesterday that
I have written the last coordinator word.
Times goes too fast!
For all of you that are appreciating our
newspaper, maybe you’re waiting for it and
think that 4 newspapers per year that’s not
enough. But for us, it’s like we are always
working on it, we’re never finish. You have
no idea how much work and research it
needs for the realization of an informative
newspaper like the “Wings of Hope”.
We obviously try to include the most
information we can in a simple and
accessible language that makes it easy to
understand for everyone. We wish
that our small texts will hang you
to our various texts and also to
allow you to keep concentrated
and to remember the most
information.
New information is very important to us and
for you too, because it can help you to take
better decision in your life. The more you
know things about rights, the more people
could not get you. If you know about your
rights you will be able to defend yourself if
something happen.
The improvement of the health services and
social services necessarily passes by the
implication of all of us in a personal way in
the services you will receive. To really be in

the center of the services that concern
us, we must imply ourselves and become
the most important actor in the decision
that concerns us.
An imposed treatment will never have
good results.
An objective to reach,
decided by someone else has also nt much
chance to
work. So, I suggest you to make a good
plan and to be able to decide by yousself
what’s important for you.
What’s good
for you do not menas that is good for your
friend, doctor or parents.. Think about
what YOU want to change or transform in
your life. Some people can also help you
for solutions or differrent ways to reach
your goal. You will have to trust you and to
remember that you’re the most important
people in your life.
Remember: Small train goes far away… so
spreads your wings.
Discover or rediscover HAPPINESS to
feel alive.

We can say that winter time his really here
by now! A lot of snow that remind us that
we are comfortable in North Country where
cold wind gets to our bone. But
sometimes South and exotics
country image goes through my
mind! If I could go on a warm
South beach and take a cold drink and
listen waves from the beach. It would be
beautiful!

M
y name is Édith and I’m on a
employment
with
Rights
and
Recourses
in
mental
health
Gaspesia- Magdalen Islands since august
2007. I’m working part-time. My functions
are varied. I make maintenance in the
office, I attend formations with Anick, I
make mental health research on Internet
and I also write for the newspaper the
Wings of Hope. I must tell you that I know
Rights and Recourses since a few years by
now
because
I
needed
their
services a few times.
I was also was on the
board of directors
of the organization
during a few years. So you will understand
why I had as much interest to come to work
here. I do not regret anything, because it
is a fantastic staff. The team is dynamic,
and makes great work for the Gaspesia and
Magdalen-Islands population.
Outside my work in Rights and Recourses,
I’m also a users representatives, on the
local action plan in mental health of the
Health Center of the Baie-des-Chaleurs. I
attended my first meeting on January 31
2008 with all the partners in mental health
of the Baie-des-Chaleurs. The meeting was
animated by Mr Charles Guérette, director
of the public health program, mental health
and childhood youth. Here are people that
were there too:

Each one presented themselves while
explaining their work for mental health
services. Me, I’ve talked about the principal
services offered by the report, what could
be change or improve to get better
services. I must say to you that I’ve found
this day really interesting. There is so
much help in mental health. We are very
lucky because it would be difficult without
these many services to help us. There were
organizations which I knew already to have
had need their in the past and others that I
did not know, but I’m happy to have
discovered those organization because we
never know, I will maybe need their
services further in my life. I congratulated
all people that were there, for all the work
they make in mental health. There is people
who has the vocation to work in mental
health and that they do not have
prejudices, which is very important in the
work that they make. Moreover, some of
these organizations suffer from not having
much subsidy and they continue to survive
and give services.

to the hospital emergency to go in the
mental health department, even if we’re
alone?
They answered me that firstly, the person
has to pass a physical examination, that is a
law and it is obligatory. Then people have
to wait to see the emergency doctor and at
this time only, it makes the decision to
hospitalize or not the person.

I think that this situation is very
frustrating, because it is a certain form of
autonomy to realize that our
health is getting worse and that
we need help! Why we have to
wait so long! They told me that
they were going to re-examine all
that and to work for faster
services. I was happy with the answer they
gave me.
I really liked my day and I’ve learn a lot of
things. I will give you other news after the
Baie-des-Chaleurs Mental Health Local
Action meeting in March. I can’t wait to talk
to you again, dear members.

Particulary with my boobs They seem to
make a kind of race to see which one will go
the first to my size.
The public laughed so much that it cried. It
is a simple and honest woman and who shows
enormously of wisdom in her words!

Amount for disability pension
(an increase of 2% for 2008)
I
n 2008, the maximum payment is 1
077,49 $ a month. This sum is made up
of:
An estimate of the amount of the
retirement pension that could be paid at
age 60 (or the date of the statement) and
a fixed portion of 414,05 $, paid to every
at age 65, if the worker continues to
beneficiary
contribute on earnings similar to those
a variable amount based on the employment
earnings recorded under the contributor's
name for the Québec Pension Plan
At the beginning of each year, the Régie
sends beneficiaries a Relevé 2 slip that they
must enclose with their income tax return.
The slip shows the amount that received
during the preceding year as a disability
pension beneficiary.
Beneficiaries can ask us to deduct income
tax at source by telling us the amount to be
deducted.
Every 4 years, the Régie mails a Statement
of Participation in the Québec Pension Plan
to all contributors. It can also be consulted
at any time on-line.
What does a statement of participation
show?
The earnings on which contributions were
made to the Québec Pension Plan and the
Canada Pension Plan.
An estimate of the amount of the disability
pension to which a worker could be entitled
if deemed to be disabled.
An
estimate
of
the
amount
of
the
retirement pension that could be paid at
age 60 (or the date of the statement) and
at age 65, on the basis of the earnings
already recorded.

Imbalance between incomes in
couple
« I win less, I pay less »
Josée gains 60.000$ per year and MarcAndre gains about 30.000$. How do we
share the expenditure in a couple when
salary is not equal?
If Marc-Andre really wants to pay 50-50
because “after-all, it has his pride”, he will
not be able to follow the rhythm a long
time. It is the same for certain feminists
who believe as the financial autonomy of
the women passes obligatorily by the 5050 of all common expenditure.
Our solution:
We add the two salaries: 60.000$ +
30.000$ = 90.000$.
We assume expenditure by salary
proportion. Josée will pay the two thirds
of the domestic expenditure and MarcAndre the third. Common expenditure is:
groceries, electricity, telephone, Internet,
holidays, rent or refunding, insurances and
car (if there is only one for the couple).
The individual expenditure is: respective
cars, personal leisure’s, studies, gifts,
cellular, products of personal care,
clothing.

Am I narcissists?
A
pattern of traits and behaviours
which
signify
infatuation
and
obsession with one's self to the
exclusion of all others and the
egotistic and ruthless pursuit of one's
gratification, dominance and ambition.
Most narcissists (75%) are men.
NPD is one of a "family" of personality
disorders (formerly known as "Cluster B").
Other members: Borderline PD, Antisocial
PD and Histrionic PD.
NPD is often diagnosed with
other mental health disorders
("co-morbidity")
or
with
substance abuse, or impulsive and
reckless
behaviours
("dual
diagnosis"). NPD is new (1980) mental
health category in the Diagnostic and
Statistics Manual (DSM).
There is only scant research regarding
narcissism. But what there is has not
demonstrated any ethnic, social, cultural,
economic,
genetic,
or
professional
predilection to NPD.
It is estimated that 0.7-1% of the general
population suffer from NPD.
Pathological narcissism was first described
in
detail
by
Freud.
Other
major
contributors are: Klein, Horney, Kohut,
Kernberg, Millon, Roningstam, Gunderson,
Hare.
The onset of narcissism is in infancy,
childhood and early adolescence. It is
commonly attributed to childhood abuse and
trauma inflicted by parents, authority
figures, or even peers.
There is a whole range of narcissistic
reactions - from the mild, reactive and

Narcissists are either "Cerebral" (derive
their narcissistic supply from their
intelligence or academic achievements) –
or "Somatic" (derive their narcissistic
supply from their physique, exercise,
physical or sexual prowess and "conquests").
Narcissists are either "Classic" - see
definition
below
or
they
are
"Compensatory", or "Inverted" - see
definitions here: "The Inverted Narcissist".
NPD
is
treated
in
talk
therapy
(psychodynamic or cognitive-behavioural).
The prognosis for an adult narcissist is
poor, though his adaptation to life and to
others can improve with treatment.
Medication is applied to side-effects and
behaviours (such as mood or affect
disorders and obsession-compulsion) usually with some success.
Narcissits do not trust themselves
An all-pervasive pattern of grandiosity (in
fantasy or behaviour), need for admiration
or adulation and lack of
empathy, usually beginning by
early adulthood and present in
various contexts. Five (or more)
of the following criteria must be met:
Feels grandiose and self-important (e.g.,
exaggerates achievements and talents to
the point of lying, demands to be
recognized
as
superior
without
commensurate achievements)
Is obsessed with fantasies of unlimited
success,
fame, fearsome power or
omnipotence, unequalled brilliance (the
cerebral narcissist), bodily beauty or sexual
performance (the somatic narcissist), or
ideal, everlasting, all-conquering love or
passion

Devastated relations
Firmly convinced that he or she is unique
and, being special, can only be understood
by, should only be treated by, or
associate with, other special or unique, or
high-status people (or institutions)
Requires excessive admiration, adulation,
attention and affirmation - or, failing

(narcissistic
supply).
Feels
entitled. Expects unreasonable or special
and favourable priority treatment. Demands
automatic and full compliance with his or
her expectations. Is "interpersonally
exploitative", i.e., uses others to achieve his
or her own ends?
Devoid of empathy. Is unable or unwilling to
identify with or acknowledge the feelings
and needs of others. Constantly envious of
others or believes that they feel the same

Increasment of antidepressant
treatment in Quebec
Very recently updates from the RAMQ
show that 5,9 million antidepressant
traetment were prescribed in 2007. That
means an invoice of 115 million dollars for
the organization which pays the invoice of
the old people, for people receiving social
assistance and worker who do not have
access to a private insurance.
The vertiginous growth of the recourse to
these drugs paid by the public mode of
insurance drug reflects also as regards the
private insurers who cover 4,3 million
Québécois.
“There is an amazing increase in the
absenteeism in work for mental health
problems, we can say that about 150% in 10
years”, notes professor Jean-Pierre Brun,
titular of the management in health-safety
of work at the Laval University. In the
private sector, the insurers saw the
requests for disability of long duration to
increase by 120% in 10 years, and half of
these
requests
are
connected
to
psychological disorders, observes the
academic.
“We can also see an increase in the
psychotropic. It is now the first or the
second type more prescribed drugs” says
the teacher.
The situation in Quebec is not particular.
“It is the intensification of the work that
we observes everywhere in Occident; the
tendency is the same everywhere. People
are overloaded more and more, and that
ends up having consequences. We can see
that in the services, particulary in banks.
The sector of health is also
in a bad way”, observes Mr.
Brown.

Actively aging
T
here’s no escaping it: all of us are
getting older. In fact, statistics
show that North Americans are
quietly undergoing a “grey revolution:”
by 2026 one in five will be over 65 in
Canada compared with one in eight in
2001.
Whether you yourself are looking
forward to retirement, or are anxious
about helping older loved ones stay
happier and healthier longer, the
following tips can show you how to live
a physically, socially and emotionally
vibrant life well into the golden years.
Getting Physical
Weakening bones, chronic pain, and
declining mobility: probably the most
striking stereotype of aging is the
gradual decline of physical strength.
As people age there’s often a feeling
of being betrayed by the body.
While coming to terms with mobility
challenges or chronic conditions can
be difficult for everyone involved, it
doesn’t mean exercise has to stop.
Regular physical activity can actually
help manage or improve many
conditions including, type 2 diabetes,
depression and osteoporosis. In fact,
one recent McMaster University
study of 70-year-old seniors who
participated in bi-weekly resistance
training reinforces what the science
continues to suggest; regular exercise
can actually reverse the aging
process.

equipment, risk or a grueling

program. Start

resistance training to keep bones
strong) and can accommodate those
with mobility concerns or chronic
conditions. Joining a group activity is
not only a great way for seniors to
stay connected to others in the
community it has also been shown to
boost mood. Lend your support and
time to an older relative’s outside
interests by offering to act as
‘chauffeur’ to and from the activity.
Aging ‘actively’ is about accepting
life’s challenges with its perks and
understanding that good health is a
recipe that strives to strike a balance
between physical, cognitive and
emotional well-being.

Medication Information
Celexa
(Citalopram)
Antidepessant
Celexa is an orally administered
selective
serotonin
reuptake
inhibitor with a chemical structure
unrelated to that of other SSRIs or
of tricyclic, tetracyclic, or other available
antidepressant agents..
Important Information
Do not take Celexa together with a
monoamine oxidase inhibitor (MAOI) such
as isocarboxazid (Marplan), phenelzine
(Nardil), rasagiline (Azilect), selegiline
(Eldepryl, Emsam), or tranylcypromine
(Parnate). You must wait at least 14 days
after stopping an MAOI before you can
take Celexa.
Side effects
Get emergency medical help if you have any
of these signs of an allergic reaction: skin
rash or hives; difficulty breathing; swelling
of your face, lips, tongue, or throat.
Call your doctor at once if you have any new
or worsening symptoms such as: mood or
behavior changes, anxiety, panic attacks,
trouble sleeping, or if you feel impulsive,
irritable, agitated, hostile, aggressive,
restless,
hyperactive
(mentally
or
physically), more depressed, or have
thoughts about suicide or hurting yourself.

Children and teenager
Celexa must not be use to help kids and
teenager under 18 years old. Many studies shows
that if kids or teenager are taking Celexa, they
could have very bad side effects, like suicidality
thoughts, bad attitude they also can get
aggressif. So doctor must deal with this problem
and find a better medication for this kind of
patient, it’s very important.

Increase of minimum salary for
2008
Quebec's lowest wage earners are getting a
wage increase.
Quebec Labour Minister David Whissell
yesterday announced the government will
increase the province's minimum wage by 50
cents, upping the hourly rate from $8 an
hour to $8.50.
The increase is effective May 1, 2008 and
will mean some extra cash for more than
254,000 Quebecers, Whissell said at a new
conference at the National Assembly.
The signal today is that we want people to
have a decent salary," Whissell said adding
it is the highest single increase in the
minimum wage in more than 30 years.
In concrete terms, a minimum-wage earner
working 40 hours a week will see his or her
income increase by $1,000, a 6.25 per cent
increase.
At the same time, workers earning their salaries
off tips moves from $7.25 to $7.75 an hour.
The move, which will cost business a total of
$163 million, is not as much as social groups had
wanted though. Yesterday, acting on behalf of
the Front de défense des non-syndiqués, Gouin
Parti Québécois MNA Nicholas Girard tabled a
petition with more than 14,000 names on it
calling for the minimum wage to be increased to
$10.16. But Whissell argued Quebec's increase
is still "very strong," and possible because of the
strong Quebec economy where the jobless rate
is under 7 per cent.
There are 55,000 fewer Quebecers living on
welfare today than when the Liberals took power
in 2003, he said.
"It's (the increase) and incentive to return
to work or to keep working," Whissell said.

Support payment indexation
Support payments awarded pursuant to a
judgment are generally indexed annually in
accordance with the indexation rate
applicable to the Quebec Pension Plan. They
are indexed on January 1st of each year,
but in certain cases may be indexed on the
date set forth in the judgment.
An individual seeking legal aid services must
apply at the legal aid office located closest
to his residence.
Note: Before going to a legal aid office, it
is preferable to phone to set up an
appointment.
The application
After providing information on his financial
status and that of his family, the individual
seeking legal aid services must sign his
application. The applicant thereby commits
to inform the legal aid office of any change
in his condition or that of his family which
could affect his eligibility for legal aid.
Furthermore, the applicant commits to
reimburse legal aid costs in the cases set
out in the Act and Regulation related to
legal aid and to provide notice of any change
of address.
In addition to signing his application, the
applicant must sign a declaration and an
authorization:
the declaration states that the information
and documents provided are accurate.

legal aid centre to verify the information

with another government department, an

I am a co-signer for a car loan
C
o-Signing on a car loan is a big
responsibility it is important to know
if you are able to be removed. First
of all before I go into that it is a
good rule to follow that you never co-sign
with anyone. Not a friend, spouse, parent,
or child. That might seem a little cold
hearted but you can absolutely kill your
credit if you do.
IN FACTS
In May 2001, a 19 year old young woman
agrees to sign, with her spouse, a sale
contract for the purchase of a car. She also
agrees to be designated as joint owner. Her
husband will be the only one to use the
vehicle. By accepting co-signer, she simply
wanted to help her husband to obtain the
credit and she did not believe to be
responsible for the loan. Following the
signature
of
the
contract,
only
three
payments were made by her husband, after
there was non-payment. Today, the bank ask
them the payment of the debt. The young
woman judges that the obligation too much
for
her,
abusive,
excessive
and
disproportionate. She said that the car was
not for her and that the bank should have
realize that a loan over 17 000$ what way to
much for her.
LITIGATION
Is the contract between the woman and
the bank be cancels?
THE DECISION
The judge cancels the contract.
The
request will be accomodated against her
husband.
The REASONS
When the contract was signed, an
imbalance between the bank services for
the benefit of the young woman and the
obligation. The woman believed that by be
a co-signer on the contract, it simply
helped her husband to obtain the credit
which it wished. She never use the car and
she as now the obligation to pay for this
loan. The judge comes to the conclusion
that the bank exploited the young woman
considering the weakness of
her financial standing. In
fact, the bank was able to
realize of precariousness of
her financial standing but
instead they accept it. So there was a
serious imbalance between the parts which
because lesion with the young woman. The
judge decides that it is necessary to
cancel the contract between her and the
financial institution.

he support-payment collection program
applies to every judgment rendered on
or after December 1, 1995, that awards
support for the first time. This
program is administered by Revenu Québec.
If your judgment was handed down before
December 1, 1995, you may take advantage
of the support-payment collection program
if you are in either of the following
situations:

owed to you, and you ask to participate in
the program. Your application must be filed
with the clerk of the court, at the
courthouse in the district in which the

What can you write about?
It can be hard to begin a newspaper,

Instructions:
With the rule, measure the front of your
book; add approximately 2 cm to create a
edge. With your cissors, cuts out two pieces
of identical size tissue (for the front of
the book, the other for the back). Add a
thin layer of glue on the front of the book
and on the side. Put tissue on the table and
stick it to the book in the middle of it. If
you do not have glue, you can use masking
tape. Repeat the same operation for the

Mental
illnesses can take many forms,
just as physical illnesses do. Mental
illnesses are still feared and misunderstood
by many people, but the fear will disappear
as people learn more about them. If you, or
someone you know, has a mental illness,
there is good news: all mental illnesses can
be treated.
In this section, you will learn about mental
illnesses – which can also be called
psychiatric
disorders

Getting help
If you or someone you know develops the
symptoms of a mental illness, it is important
to get it diagnosed and to start treatment

Mental illness is common. Statistics show
that one in every five Canadians will have a
mental health problem at some point in
their lives. Mental illnesses account for a
large percentage of hospital stays every
year. Yet, in spite of the fact that every
Canadian knows someone who has been, or
will be, affected by mental illness, few
people know very much about it.
It is human nature to fear what we don't
understand. As such, mental illness is
feared by many people and, unfortunately,
still carries a stigma (a stigma is defined as
a mark or sign of disgrace). Because of this
stigma, many people hesitate to get help for
a mental health problem for fear of being
looked down upon.

The myths of mental illness
There are many myths about mental illness.

How much do you know about mental illness?
Here are some of the common myths -and
truths.
People with mental illness are violent and
dangerous. The truth is that, as a group,
mentally ill people are no more violent
than any other group. In fact, they are
far more likely to be the victims of
violence than to be violent themselves.
People with mental illness are poor and/or
less intelligent. Many studies show that
most mentally ill people have average or
above-average intelligence. Mental illness,
like physical illness, can affect anyone
regardless of intelligence, social class or
income level.
Mental illness is caused by a personal
weakness. A mental illness is not a
character flaw. It is an illness, and it
has nothing to do with being weak or
lacking will-power. Although people with
mental illness can play a big part in their
own recovery, they did not choose to
become ill, and they are not lazy because
they cannot just "snap out of it."
It is unfortunate that this happens
because effective treatment exists for

Mental illness is a single, rare disorder.
Mental illness is not a single disease but a
broad classification for many disorders.
Anxiety,
depression,
schizophrenia,
personality disorders, eating disorders and
organic brain disorders can cause misery,
tears and missed opportunities for
thousands of Canadians.

Stereotypes people with mental
illness (that is, assumes they are all
alike rather than individuals)?
•
Trivializes or belittles people with
mental illness and / or the illness
itself?
•
Offends people with mental illness
by insulting them?
•
Patronizes people with mental
illness by treating them as if they
were not as good as other people?
Words can hurt
Words like "crazy," "cuckoo," "psycho,"
"wacko" and "nutso" are just a few
examples of words that keep the stigma of
mental illness alive. These words belittle
and offend people with mental health
problems. Many of us use them without
intending any harm. Just as we wouldn't
mock someone for having a physical illness
like cancer or heart disease, it is cruel to
make fun of someone with a mental illness.
Mental illness in the media
People with mental disorders are, many
times, not described accurately or
realistically in the media. Movies, television
and books often present people with mental
illnesses as dangerous or unstable. News
stories sometimes highlight mental illness
to create a sensation in a news report, even
if the mental illness is not relevant to the
story. Advertisers use words like "crazy" to
convey that their prices are unrealistically
low and to suggest the consumer can take
advantage of them.
You can help change the way mental illness
is talked about in the media by speaking up.
Recognizing the problem
Use the STOP criteria to recognize
attitudes and actions that support the
stigma of mental illness. It's easy. Just ask
yourself if what you hear:

If you see something in the media which
does not pass the STOP criteria, speak up!
Call or write to the writer or publisher of
the newspaper, magazine or book; the radio,
TV or movie producer; or the advertiser
who used words which add to the
misunderstanding of mental illness. Help
them realize how their words affect people
with mental illness.
Other things you can do
All of us can help the way people think
about mental illness. Start with yourself. Be
careful about your own choice of words. Use
accurate and sensitive words when talking
about people with mental illness. Your
positive attitude can affect everyone with
whom you have contact.
Try to influence all the people in your life
constructively. Whenever you hear people
say things that show they do not really
understand
mental
illness,
use
the
opportunity to share with them some of the
information that you have.
We have already changed the way we refer
to women, people of colour and people with
physical disabilities. Why stop there?

By order dated December 6, 2007, Mr.
Justice Cullity of the Ontario Superior
Court of Justice certified the Ontario
proceeding as a class action and approved
the Serzone® Settlement. By judgment
dated January 22, 2008, Madam Justice
Gaudreau of the Quebec Superior Court
authorized the Quebec proceeding as a
class action and approved the Serzone®
Settlement, thereby making the Settlement
effective. A copy of the notice advising of
