Message from the MFRC Board of Directors
The 2005/2006 year, which we are reviewing in this annual report, was characterized by the
deployment to Afghanistan commencing in January after many months of training in the latter months of
2005. This deployment has been long and trying for our families and marked by sadness at the news of
each Canadian death.
Despite the pressure to meet the needs of all deployed families and the massive additional workload
in providing services to those families, some 1200 in all, the staff at the Military Family Resource Centre
(MRFC) and in particular those in the Deployment Support Centre (DSC) have more than risen to the
occasion. Their efforts are to be applauded.
As always we rely on comments, positive or not, from our members to monitor our performance and
improve the programs and services offered by the MFRC. Improvements are made, as quickly as possible,
on the feedback we receive from our users as evidenced by our response to member’s requests for
additional deployment childcare for example. Deployment childcare was increased to weekly sessions in
addition to the already scheduled weekend sessions. This process of evaluation will once again be
formalised next year with a Community Needs Analysis as mandated by the Directorate of Military Family
Services (DMFS), our primary source of funding.
Funding from DMFS and through fees for service and programs represents approximately two
thirds of the MFRC ‘s operating costs. We rely heavily on fund-raising to enhance these funds which
would not be possible without the very generous support of many companies and individuals in the
community, a list of whom you will find in this Annual General Report. To acknowledge this support a
Donor Recognition wall was established and formally unveiled in late May.
One of our outstanding achievements this year was the accreditation of our daycare, making us one
of only half a dozen centres in the province that have met the rigorous provincial regulations for
accreditation. This accreditation provides the MFRC with the financial means to pay higher wages and
provide funds to staff for supplies and professional development. A $5000.00 stipend is also paid to the
MFRC annually.
In March of this year DMFS allocated a non-recurring personnel cost adjustment to the MFRC to
recognize the staff and their dedication to achieving the Military Family Services Program (MFSP) goals
over the course of FY 2005/2006. Judicious management of our assets allowed the MFRC to augment the
DMFS payment so that each staff member received a 5% bonus.
The MFRC is resting on a healthy and solid foundation. It is now up to the Board, staff and
community members to continue over time the strong results achieved over the past 15 years. To stay
this course we must focus on the process of continuous improvement in the delivery of programs and
services to the military community.
We know we can count on the unfailing commitment of the Board, staff and volunteers in achieving
these goals, and we thank them for that.

Parents are looking for people with warmth, understanding and childcare skills
who are willing and able to offer high quality care for up to six children in their
home, usually in or near the children’s own neighborhood. Being an approved
provider enables you to make a valuable contribution to your community by
working through an Agency while, at the same time, supplementing the family
income.
Providers are invited to attend in-services and workshops offered by Children’s
Services at the MFRC. Access to other resources at the MFRC is also
available. Approved day home providers may offer to provide care for children at
the request of the Emergency Childcare Service.
If you are interested in becoming an approved family day home provider, please
contact Janna Stirling Gilchrist, the Emergency Childcare Coordinator at the

This unique program for preschoolers provides a basic improvisational
approach to dance through music and movement.
The instructor - Margaret Dalwood - is a professional dance instructor and
choreographer.

Tuesdays November 14, 2006 to January 30, 2007

For military families of babies and toddlers.
Civilian families may put their names on a wait list.
During each 10 week session parents, caregivers and children are
exposed to a wide variety of nursery rhymes, songs and stories. Parents
are encouraged to interact positively with their infants and toddlers.
Families will learn to use nursery rhymes and songs to distract their
children and to change stressful situations into more positive experiences. They are shown actions to increase the
enjoyment of songs and rhymes.
There is no charge for this program. However, registration is required by Tuesday, November 7, 2006.
Registration is limited and based on a first-registered basis.

The EDGE Youth Centre exists to provide structured and non-structured programs, social opportunities
and leisure activities for youth between the ages of nine & 17 of military families of the Edmonton
Garrison.
The MFRC’s “Edge Youth Centre” is the place for military teens and pre-teens to hang out, watch videos,
use the computer station, play games and discuss issues that pertain to today’s military youth. There’s
also a pool table; bubble hockey; foosball; air hockey; video games consoles (PlayStation, X-Box), bigscreen TV, and a fully-stocked canteen.
All EDGE programming and events are fully supervised. We provide teens with valuable volunteer
experience. We also have an active Youth Advisory Committee and teen volunteers who help out at many
events on base.

Child Health Clinics are a Capital Health service offered by Community
Health Nurses. Some of the services include:

Health education/counselling/support for parents

Referrals to appropriate health care providers such as
physicians, community resources.

maintain a lasting relationship. All couples that are married,
or living common-law are eligible to participate in the program.
Basic Relationship Training is NOT COUNSELLING; it is a
comprehensive, skill-based and effective approach to navigating the unique challenges of life in the CF for couples. It
consists of 14 modules over 12 hours, and includes topics

Emergency Childcare

The MFRC Emergency Child Care Service supports the
ability of CF members to be available for all types of duty by
ensuring parents have access to child care in unexpected
emergency situations. The service also assists families in
the development of a family care plan, and provides
referrals to a variety of child care services.
In specific circumstances the Emergency Child Care
Service may provide up to 72 hours of financial support for
families during an emergency by paying for childcare.
Emergencies do not including recurring events during the
course of a year.
Such circumstances should be addressed in the family care
plan. Emergency situations are expected to be resolved
within a 24-72 hour period and are considered situations
that are not foreseeable.
Examples of emergencies that would qualify for this service
are:
 When the CF member is on duty and the spouse/
caregiver is unavailable due to illness.
 When the CF member is on duty and the spouse/
caregiver is unavailable due to a family emergency.
 When a single parent or both parents are CF members and CF duty requirements are such that the
regular child care provider is unavailable.
 When a child is ill and the parent is unable to access their usual child care arrangement at a time
when the CF member's presence at work is critical to the militarily operation.
 Respite Care (when a parent is experiencing life stresses).
Family Care Plans (FCP)
To reduce the likelihood of an unfamiliar person caring for their children, military families are encouraged
to have their own FCPs. Information is available from the MFRC about how to develop an FCP.

Second Language Service

community and interacting

This program helps interested military spouses
learn English or French in a structured
environment.

program to help Francophone partners (only)
