Remuneration of the Chairperson of the Board 2.1. The Chairperson will receive an annual retainer, in an amount between $8,000 and $9,400, for accepting the position of Chairperson and performing the duties of such position. 2.2. The Chairperson may be granted an annual operating budget not exceeding $40,000 by the Board to provide for expenditures relating to his duties and functions including office, hospitality, professional development, travel and conference fee expenses and related per diem allowances (full day $375; half day - $187.50). 7 2.3. The Chairperson will also receive a per diem allowance in the amount of $375 or a half-day per diem allowance in the amount of $187.50 for attendance at board and committee meetings as well as for duties related to his or her position, and as determined from time to time by Order-in-Council. These per diems will be separate from the annual operating budget referenced in 2.2. THE MOTION WAS CARRIED. 2014-S10e - Amendment to the ACPDR Charter (D) Having considered a recommendation by Mark Dehler, it was moved by Richard Jennings, seconded by Michael Poliwoda, that section 2.1 of the Charter of the Advisory Committee on Planning, Design and Realty be amended as follows: The Committee will be comprised of nine (9) to eleven (11) members, each of whom shall be a recognized expert in his field. Rémunération du président du Conseil 2.1. Le président recevra des honoraires annuels situés entre 8 000 $ et 9 400 $ pour son acceptation du poste de président et l’exercice des fonctions s’y rapportant. 2.2. Le Conseil pourrait accorder au président un budget de fonctionnement ne dépassant pas 40 000 $ pour les dépenses associées à ses obligations et à ses fonctions, y compris les frais liés au bureau, à l’accueil, au perfectionnement professionnel, aux déplacements et à la participation à des conférences et à l’indemnité journalière correspondante (pleine journée – 375 $; demi-journée – 187,50 $). 2.3. Le président recevra aussi une indemnité journalière de 375 $ ou une indemnité de demijournée de 187,50 $ pour sa participation aux réunions du conseil d’administration et des comités ainsi que pour l’exercice des fonctions associées à son poste et, tel qu’établit de temps à autre par décret. Ces indemnités journalières sont séparées du budget de fonctionnement cité au paragraphe 2.2. LA MOTION EST APPROUVÉE. 2014-S10f - Amendement à la charte du CCUDI (D) Ayant pris en considération une recommandation de Mark Dehler, il est proposé par Richard Jennings, appuyé par Michael Poliwoda, que la section 2.1 de la charte du Comité consultatif de l’urbanisme, du design et de l’immobilier soit modifiée comme suit : Le Comité est composé de neuf (9) à onze (11) membres, et chacun d’eux est un expert reconnu dans son domaine. Having considered a recommendation by Mark Dehler, it was moved by Richard Aubry, seconded by Michael Pankiw, that Dorothy Stern and Cynthia Street be appointed as members of the Advisory Committee of the Official Residences of Canada from July 1, 2014 to March 31, 2017. Russell Mills abstained from the vote. THE MOTION WAS CARRIED. 9 2014-S11f - Composition du comité (CCROC) (D) Mark Dehler présente la composition du comité pour le CCROC. Ayant pris en considération une recommandation de Mark Dehler, il est proposé par Richard Aubry, appuyé par Michael Pankiw, que Dorothy Stern et Cynthia Street soient nommées membres du Comité consultatif sur les résidences officielles du Canada du 1er juillet 2014 au 31 mars 2017. Russell Mills s’abstient de voter. LA MOTION EST APPROUVÉE. 2014-P03e - Ottawa Convention Centre Demonstration Plan (D) Stephen Willis presented the Ottawa Convention Centre Demonstration Plan. Members asked questions and made comments on the following: 10 2014-P03f - Centre des congrès d’Ottawa - Plan de démonstration (D) Stephen Willis présente le plan de démonstration du Centre des congrès d’Ottawa. Les membres posent des questions et font des commentaires sur les sujets suivants : Provision for after the 10-year sponsorship period; Disposition après la période de commandite de 10 ans; Compatibility of signage and universal accessibility; Compatibilité de l’enseigne et de l’accessibilité universelle; NCC lead in interpreting guidelines. La CCN devrait être chef de file dans l’interprétation des lignes directrices. Ayant pris en considération une recommandation de Stephen Willis, il est proposé par Jacquelin Holzman, appuyée par Eric MacKenzie, que le Plan de démonstration du Centre des congrès d’Ottawa (CCO) soit approuvé conceptuellement sous réserve des conditions suivantes : 1. que toute future signalisation extérieure ou signalisation visible de l’extérieur, de jour comme de nuit, soit conforme aux politiques des Principes et lignes directrices de haut niveau approuvées de design de la signalisation (Annexe 5, Lignes directrices); 2. que le CCO élabore et soumette à la CCN un contenu de directive pour la signalisation temporaire qui soit conforme aux lignes directrices approuvées; 3. que le personnel de la CCN continue de collaborer avec le CCO et ses consultants pour améliorer la proposition en matière de signalisation et la résolution du mur sud dans le cadre des approbations fédérales du bâtiment et des lignes directrices. LA MOTION EST APPROUVÉE. Having considered a recommendation by Stephen Willis, it was moved by Jacquelin Holzman, seconded by Eric MacKenzie, that the Ottawa Convention Centre (OCC) Demonstration Plan be approved in concept subject to the following conditions: 1. that all future exterior signage and signage visible from the exterior by day or by night shall conform to the policies of the approved Signage Design Principles and High Level Guidelines (appendix 5, the Guidelines); 2. that the OCC develop and submit to the NCC a Content Guideline for Temporary Signage that conforms to the approved Guidelines; 3. that NCC staff continue to work with the OCC and their consultants in refining the signage proposal and the resolution of the South Wall in the context of the Federal Approvals for the building and the Guidelines. Members asked questions and made comments on the following: Document public 11 2014-P49f - Utilisation du site du Musée canadien de l’Histoire pour la tenue des Grands Feux du Casino du Lac-Leamy (D) Stephen Willis présente l’utilisation du site du Musée canadien de l’Histoire pour la tenue des Grands Feux du Casino du Lac-Leamy. LA MOTION EST APPROUVÉE Ayant pris en considération une recommandation de Stephen Willis, il est proposé par Michael Pankiw, appuyé par Richard Aubry, que l’utilisation du site du Musée canadien de l’Histoire pour la tenue des Grands Feux du Casino du Lac-Leamy soit approuvée, sous réserve des conditions suivantes : 1. que la CCN procède à la coupe du saule sur son terrain si : a. le Promoteur, en collaboration avec le Musée canadien de l’Histoire et la Province de Québec, obtient l’autorisation de la Province de Québec de couper le saule sur le terrain provincial; b. le Promoteur soumet à la CCN un plan de compensation acceptable pour la coupe du saule sur le terrain de la CCN. Le plan, développé avec l’aide d’un architecte paysagiste et accepté par le Musée canadien de l’Histoire, doit inclure : i. la plantation d’arbustes, de graminées et de vignes dans la bande riveraine permettant une amélioration de l’environnement aquatique et de la stabilité de la berge et la revégétalisation de la bande riveraine; et ii. la plantation de végétations et d’arbres sur le site du Musée pour un montant équivalent à la valeur de l’arbre à couper (9000 $). 1. que le Promoteur prenne en charge la protection et, lorsque nécessaire, la réhabilitation des terrains fédéraux et assure la sécurité du public sur les terrains fédéraux; 2. que le Promoteur obtienne toutes les autorisations Moved by Richard Jennings, seconded by Jacquelin Holzman, it was proposed that paragraph 2 of the motion be amended to include the words “and where necessary, restoring”. Having considered a recommendation by Stephen Willis, it was moved by Michael Pankiw, seconded by Richard Aubry, that the use of the Canadian Museum of History site for the Casino du Lac-Leamy Sound of Light be approved, under the following conditions: 1. that the NCC cut down the willow tree on its lands if: a. the Proponent, in conjunction with the Canadian Museum of History and the Province of Quebec, obtains Quebec's approval to cut down the willow tree on provincial lands; b. the Proponent submits an acceptable compensation plan to the NCC for the removal of the willow tree on NCC lands. The plan, developed with the help of a landscape architect and approved by the Canadian Museum of History, must include: i. the planting of shrubs, grasses and vines on the river bank to help revegetate the shoreline, make it more stable and improve the aquatic environment; and ii. the planting of trees and vegetation on the Museum site, for an amount equivalent to the value of the tree to be cut ($9,000). 2. that the Proponent take responsibility for protecting and where necessary, restoring federal lands, and ensuring public safety on said lands; 3. that the Proponent obtain all required C-201408 La demande au ministère par le promoteur -6- NCC-CCN 2014-06-26 Public Document Document public authorizations and permissions to hold the event, including those from the affected federal organizations; 4. that the Proponent work out the event's logistical details to the satisfaction of the NCC. Ayant pris en considération une recommandation de Stephen Willis, il est proposé par Jacquelin Holzman, appuyée par Eric MacKenzie, qu’une Autorisation fédérale d’utilisation du sol soit accordée pour permettre au Monument canadien des métiers de la construction d’être situé sur le site connu sous le nom de « plateau supérieur » du parc Major’s Hill. Having considered a recommendation by Stephen Willis, it was moved by Jacquelin Holzman, seconded by Eric MacKenzie, that a Federal Land Use Approval be granted to allow the proposed Canadian Building Trades Monument to be located on the Major’s Hill Park Upper Plaza site. THE MOTION WAS CARRIED. Request to operate OC Transpo buses on Sir John A. Macdonald Parkway (D) Fred Gaspar presented the request to operate OC Transpo buses on Sir John A Macdonald Parkway.
