SESSION 4: Practical implementation and stakeholder involvement Public authorities organisation in post nuclear crisis management --Public authorities organisation in post nuclear crisis management Philippe Volant, Secrétariat Général de la Défense Nationale, Direction de la protection et de la sécurité de l’Etat The interministerial directive of the 7th of April 2005 ask the Nuclear Safety Authority to establish the outline, to define, to prepare and to apply the necessary required arrangements to answer to a post accidental situation. This directive concerns the emergency phase. The mission of the CODIRPA, among others, is to propose an organization of the public authorities to manage the post evenemential phase following an accident on a nuclear facility, an explosion of a dirty bomb with radiological component, an explosion of a nuclear bomb or the contamination of the national territory due to a radioactive cloud coming from abroad. The first results of the CODIRPA propose a chronological planning in two distinct phases : a transition phase (weeks/months) to analyze the consequences of the event and to set up the action of public authorities and a long term phase (years) to apply the program of long term consequences management. It is not possible to set up an unique organization of the public authorities in case of a nuclear crisis. The scenarios for the accidents are different and the geographical/economical impact will not be the same. So, it has been proposed to develop an organization of the public authorities like a “tool box”, modifiable following the level of crisis seriousness. This organization will be organize at the same time at two levels : the governmental and the local level. At the local level, during the transition phase, the preparation of the program of long term consequences management will be prepared including the associations and stakeholders, in relation with the governmental level. Because of the multiple aspects of the crisis management, all of the ministries will be impacted. So, the governmental management of the crisis will be de facto interministerial. 98 - Séminaire international, Paris, 6 et 7 décembre 2007 SESSION 4 : Le passage à la pratique et l’implication des parties prenantes Organisation des pouvoirs publics et implication des parties prenantes --Organisation des pouvoirs publics et implication des parties prenantes Philippe Volant, Secrétariat Général de la Défense Nationale, Direction de la protection et de la sécurité de l’Etat La directive du 7 avril 2005 charge l’ASN (Autorité de Sûreté Nucléaire), en relation avec les départements ministériels concernés, d’établir le cadre, de définir, de préparer et de mettre en œuvre les dispositions nécessaires pour répondre à la situation post-accidentelle nucléaire. Cette directive concerne la phase d’urgence. Les travaux du CODIRPA ont pour vocation, entre autres, de proposer une organisation des pouvoirs publics pour la gestion de la phase post événementielle suite à un accident de sûreté dans une installation nucléaire de base, un acte malveillant ou terroriste au moyen d’un engin à dégagement d'énergie nucléaire ou à dispersion de matières radioactives et au passage d'un nuage radioactif au-dessus du territoire national. Les premiers résultats du CODIRPA proposent une chronologie de la gestion des conséquences suite à la phase d’urgence en deux temps : une phase de transition (semaines/mois) pour l’application des premières mesures post événementielles et pour la rédaction d’un programme à long terme de la gestion des conséquences, puis une phase de long terme (années) pour l’application de ce programme. Un modèle d’organisation unique ne peut répondre exhaustivement à l’ensemble des scénarios envisagés. Il a ainsi été proposé une organisation des pouvoirs publics conçue comme une « boîte à outils » modulable en fonction de la gravité de l’accident. Cette organisation se déploiera parallèlement sur deux niveaux, le niveau gouvernemental et le niveau local. La préparation du programme à long terme de la gestion des conséquences au niveau local se fera avec l’ensemble des parties prenantes et associations en liaison avec l’échelon central. Les objectifs des pouvoirs publics en phase de transition sont multiples et concernent l’ensemble des ministères. Cette grande diversité des actions à entreprendre imposera de fait un pilotage interministériel. Séminaire international, Paris, 6 et 7 décembre 2007 - 99
