EU type examination request – File for preparing a measuring instrument type examination request Non automatic weighing instruments (NAWI) To formalise your application for an EU type examination, you should send the following to the LNE: The type examination application form (720 CIM 0701-17) completed and signed; An application letter on your company’s headed letter paper with a file containing the following items A technical documentation (1) Partie I General presentation of the application The general presentation must include name and address of the manufacturer and presentation of his activities, if he is not the applicant In the case where the applicant is not the manufacturer, include a letter (original document) appointing the applicant as authorized representative and containing the tasks listed in Article 7 (2) of Directive 2014/31/EU specifications according to which the type examination is requested: o European Directive 2014/31/EU, o Current standart EN 45501, copy of the certificate and the related test report, if certification has been granted in another European Union country and if the applicant wishes to claim recognition of these tests (2) Partie II summary data sheet The purpose of this sheet is to summarize the main characteristics of the NAWI, i.e.: the type of instrument and the type of sensor installation (conventional or not, critical or not – see the Welmec 2.4 guide) the type designation, the precision class aimed for, value of the smallest scale interval e, value of the maximum number of scale intervals n, single or multi-scale, single or multi-range, minimum range Min, maximum range Max, temperature range, type and supply voltage, If a tilted use is possible, characteristics of the modules making up the prototype provided : o indicator module (explain the arrangements for resetting, tare weight, etc), o weighing load cells (analogue and/or digital), o terminal device o Digital data processing device 720 CIM 0501-34a rev 3 du 20/01/2017 1/3 Partie III Description of the instrument These elements are specified in 1.3.c of Annex II to Directive 2014/31/EU and paragraph 9 of Welmec 2 guide General description of the type, explanations necessary to understand the operation of the instrument (operator’s manual, technical manual), Design document, diagrams and drawings of components, subassemblies, electrical circuits, especially covering the load receiver, the lever system, the devices for applying the force to the weighing load cells, the electrical connection details, the weighing load cells and the indicator, List of characteristic descriptions and data of all devices incorporated into the instrument, Functions of price calculating instruments (for direct sales to the public), Description of the interfaces o Types, intended use, immunity to external influences, o Peripheral devices presented to be connected during interference testing, Reactions of the instrument to significant faults Division of the instrument into modules – e.g.: weighing cells, mechanical system, indicator, display – indicate the functions of each module and the fractions pi of the maximum acceptable errors o Weighing load cells o Mechanical system o Indicator, Terminal, Primary display, data processing device In the case of an application for UE type examination under a modular approach, you should provide us with : o The compatibility sheet for the modules of the prototype provided, o The list of to be mentioned, o A copy of the up to date test certificate for each of these modules, o The authorizations from the manufacturers of the modules concerned, The technical documentation of these modules, including also the evaluation reports describing how the essential requirements are met, as well as the test reports. Partie IV Instrument marking and sealing Your technical documentation must also provided A projected sealing plan for the instrument, A project for the instrument identification plate, including at least the following information : o Brand or manufacturer’s name, o Type name and serial number of the instrument, o Metrological characteristics, o Precision class, o Reference of the UE type approval certificate, o Mailing address of manufacturer, A diagram showing the positions of the various mandatory markings. Constitution of a NAWI type examination file 720 CIM 0501-34a rev 3 du 20/01/2017 2/3 Partie V Instrument user’s manual The user's manual or equivalent documentation must be in English or French. General notes: (1) (2) The technical details should provide a detailed description of the instrument. This description must be written in French or English. It must include the manuals, drawings, diagrams or photographs necessary for the description and comprehension of the working of the instrument. In the event of recognition of tests carried out by a legal metrology body in another European Union country, simple copies of the reports may be attached to the file by the applicant to facilitate processing. However, these reports should either be sent directly by the issuing body to the LNE, or be supplied by the applicant in the form of copies certified by the issuing body (original stamps) to guarantee conformity with the original documents. In the case of a request for a type-examination certificate revision, it is not necessary to return all the documents listed above. The list of documents necessary for the appraisal of the supplement shall be communicated by the LNE upon receipt of details of the modifications made to the design of the instrument. The manufacturer of the instrument must also undertake that the parts of the design not covered by the supplement remain unchanged.
