AIP ASECNA 12 ENR 1-6-03 13 NOVEMBRE 2014 NIGER PROCEDURES ADS-C / CPDLC DANS LA FIR NIAMEY ADS-C / CPDLC OPERATION IN NIAMEY FIR I.- Introduction Dans le cadre de l’amélioration des services ATS rendus aux usagers, les services liés aux communications Pilote-contrôleur par liaison de données (Controller Pilot Data Link Communications : CPDLC) et à la surveillance automatique dépendante (Automatic Dependant Surveillance : ADS-C) sont fournis dans la FIR de Niamey à l’exclusion de l’UTA de Ouagadougou, pour les avions équipés FANS 1/A II.- DOMAINE D’APPLICATION I.- Introduction In the framework of the improvement for Air Traffic Services provided to the users, Controller-Pilot Data Link Communications (CPDLC) and Automatic Dependant Surveillance (ADS) services are provided within Niamey FIR except within the UTA of Ouagadougou, for aircraft equipped . II.- VALIDITY AREA a) FIR de Niamey a) Niamey FIR La FIR de Niamey (DRRR) est la partie de l’espace aérien défini comme suit : - Limites latérales : Les limites de la FIR de Niamey sont situées entre les points suivants : Niamey FIR (DRRR) is the part of airspace described as follow : - Lateral Limits : - 24°10'N-03°35'W, frontière ALGERIE/MALI, puis frontière ALGERIE/NIGER jusqu'au méridien 11°30'E - 24°10'N-03°35'W, Algeria/Mali territorial limits, then Algeria/ Niger territorial limits up to meridian 11°30'E - Méridien 11°30'E jusqu'à la frontière NIGER/NIGERIA - Meridian 11°30'E up to Niger/Nigeria territorial limits - Frontière NIGER/NIGERIA jusqu'au parallèle 11°00'N, parallèle 11°00'N jusqu'au point 11°00'N-03°00'W, frontière BURKINA FASO/GHANA jusqu'au point 09°52'N-02°45'W, 10°02'N-05°37'W,10°22'N-05°32'W 11°30'N-05°15'W, 12°00'N-04°48'W, 12°52'N-04°17'W 14°31'N-04°04'W, 16°21'N-03°36'W, 24°10'N-03°35'W - Limites Verticales : sol / FL 460 - Niger/Nigeria territorial limits up to parallel 11°00'N, parallel 11°00'N up to the point 11°00'N-03°00'W, BURKINA FASO/ Ghana territorial limit up to the point 09°52'N-02°45'W, 10°02'N-05°37'W, 10°22'N-05°32'W 11°30'N-05°15'W, 12°00'N-04°48'W, 12°52'N-04°17'W 14°31'N-04°04'W, 16°21'N-03°36'W, 24°10'N-03°35'W - Vertical limits: ground/FL 460 b) Zone d’exclusion du CPDLC dans la FIR Niamey b) Area where CPDLC is not applicable within Niamey FIR UTA de Ouagadougou dans les limites latérales suivantes : - Limites latérales : The UTA of Ouagadougou is within the following : - lateral limits : 12°52'N-04°17'W, 12°50'N-03°13'W, 13°36'N-01°02'W, 13°26'N-00°39'W, 13°03'N-00°48'W. Arc of circle of 60 NM radius around OG VOR/DME 12°20'46,6"N-001°30'46,2"W until point 12°21'N-00°29'W, 11°00'N-00°29'W, 11°00'N-02°43'W, 11°00'N-03°00'W – Border of BURKINA FASO/-GHANA until point 09°52'N-02°45'W, 10°02'N-05°37'W, 10°22'N-05°32'W, 11°30'N-05°15'W, 12°00'N-04°48'W, 12°52'N-04°17'W 12°52'N-04°17'W, 12°50'N-03°13'W, 13°36'N-01°02'W, 13°26'N-00°39'W, 13°03'N-00°48'W. The Flight Plan Air Situation Display (FPASD) AMDT 12/14 12 ENR 1-6-04 20 SEPTEMBRE 2012 AIP ASECNA NIGER Le système inclut aussi les outils d’aide à la décision au contrôleur tels que : The system also includes the controller’s decision-making tools such as : 1. la gestion automatisée des strips 1. the automatic processing of strips 2. la gestion des Alertes système : 2. the processing of the system alerts : - EMG (Emergency Message) : alerte CPDLC ; - EMG (Emergency Message) :CPDLC alert ; - CLAM (Clearance Level Adherence Monitoring) : déviation d’altitude entre le niveau de l’avion et le niveau autorisé ; - CLAM (Clearance Level Adherence Monitoring) : Altitude variation between the aircraft flight level and the cleared flight level; - RAM (Route Adherence Monitoring) : déviation latérale de la route affectée au plan de vol ; - RAM (Route Adherence Monitoring) : Lateral deviation from the route assigned in the flight plan ; - FPCP (Flight Plan Conflict Probe) : détection de conflit de route à partir des informations du plan de vol ; - FPCP (Flight Plan Conflict Probe) : Route conflict detection from the flight plan information ; - DAIW (Danger or Restricted Area Infringement Warning) : alarme indiquant que le profil de vol pénètre une zone Dangereuse ou Règlementée ; - DAIW (Danger or Restricted Area Infringement Warning) : alarm indicating that the flight profile is entering a restricted or dangerous area ; - ETO (Estimated Time Over) : différence entre les heures reportées et celles estimées par le FDPS ; - ETO (Estimated Time Over) : difference between the reported times and those estimated by the FDPS ; - ARCW (ADS Route Conformance Warning): Détection de la déviation entre la route plan de vol et la route ADS projetée. - ARCW (ADS Route Conformance Warning): Detection of a deviation between the route assigned in the flight plan and the projected ADS route. Le segment sol du système à Niamey offre également la possibilité des communications pilote-contrôleur par liaison de données (CPDLC) et de report automatique de position (APR) The ground segment system in Niamey also offers the possibility of controller-pilots data link communication (CPDLC) and automatic position report (APR). Le CPDLC permet, en plus des alertes ci-haut mentionnées : CPDLC allows besides the alerts mentioned here above : - the transmission of ATC clearance and control instructions; - la transmission des clairances ATC et des instructions de contrôle ; - les demandes de reports de position et les demandes de clairances par les pilotes ; - the applications of position reports and request for clearances by pilots; - la transmission de textes dénommés “Free Text” comme compléments aux messages pré-formatés. - the text transmission called “free text” to supplement a pre-formatted message L’ADS-C permet le report automatique de position par le système de gestion de vol (FMS) des avions et la transmission d’autres informations conformes au contrat établi entre l’avionique et les équipements au sol. La période de report ADS-C par défaut dans la FIR de Niamey est de 15 minutes. The ADS-C provides the automatic position report by the flight management system (FMS) of aircraft and the transmission of other information in accordance with contract between the avionics and ground equipment. The default period of ADS-C contract in Niamey FIR is 15 minutes. IV.- PROCEDURES DE CONNEXION IV. LOGIN PROCEDURES 4.1. LES INDICATIFS DES SERVICES ATS DE NIAMEY 4.1. NIAMEY ATS SERVICES CALL SIGN - L'indicateur d’emplacement OACI de Niamey est : DRRR - L'indicatif d’appel de l’ACC de Niamey est : NIAMEY CONTROLE - L'adresse ACARS de Niamey est : NIMCAYA - Les messages ATS doivent être envoyés à DRRRZQZX et DRRRZIZX pour tous les vols entrant dans la FIR Niamey - 4.2. PREMIERE CONNEXION (INITIEE PAR LE PILOTE) 4.2. INITIAL LOGIN (INITIATED BY THE PILOT) 4.2.1. Aéronef venant d’un espace aérien non équipé ADS/CPDLC 4.2.1. Aircraft coming from Airspace not provided with ADS-C/ CPDLC The initial logon (FN_CON) should be performed by the pilot using the ICAO code of Niamey FIR (DRRR). The pilot should perform the initial logon at least 15 minutes prior to the Niamey boundary estimate and should not establish it more than 45 minutes in advance. La connexion initiale (FN_CON) doit être effectuée par le pilote en utilisant le code OACI de la FIR Niamey (DRRR). Le pilote doit l’effectuer au moins 15 minutes avant l’estimée entrée FIR Niamey et 45 minutes au plutôt. AMDT 10/12 Niamey FIR location indicator : DRRR Niamey ACC call sign : Niamey Control ACARS Niamey Address : NIMCAYA ATS messages must be sent to DRRRZQZX and DRRRZIZX for all flights entering Niamey FIR SERVICE DE L’INFORMATION AÉRONAUTIQUE - A S E C N A AIP ASECNA 12 ENR 1-6-05 20 SEPTEMBRE 2012 NIGER 4.2.2. Aéronef venant d’un espace aérien équipé CPDLC 4.2.2. Aircraft coming from Airspace provided with ADS-C/ CPDLC Le transfert ADS et CPDLC se fera automatiquement entre le centre de Niamey et le centre adjacent au cas où les deux centres utilisent les mêmes applications. La connexion CPDLC se fera cinq (05) minutes avant la limite FIR Niamey. The CPDLC and the ADS-C will be transferred automatically between Niamey ACC and the ACC responsible for the adjacent FIR, just in case the latter unit also uses such applications. The CPDLC connection will be transferred five (05) minutes prior crossing the limit point of Niamey FIR. 4.2.3. Aéronef quittant la FIR Niamey 4.2.3. Aircraft leaving Niamey FIR L’avion quittant la FIR Niamey recevra les messages A [POSITION] SURVEILLER (ou CONTACTEZ) [code OACI du centre] fréquence [primaire] et FIN DE SERVICE cinq (05) minutes au moins avant la limite FIR Niamey. Ainsi le transfert des communications est effectué et la connexion CPDLC terminée. Aircraft leaving Niamey FIR will receive the AT [POSITION] MONITOR (OR CONTACT) [Unit ICAO indicator] [primary frequency] and END SERVICE messages, but not less than five (05) minutes prior to crossing Niamey FIR limits. Thus the transfer of communications is performed and the CPDLC connection with DRRR terminated. Nota Bene : Lorsqu’un aéronef équipé CPDLC évolue dans la FIR Niamey sur : NOTE: When a CPDLC equipped aircraft is operating within Niamey airspace: - On UB730, UM998 and UM108 : - UB730, UM998 et UM108 ; • CPDLC sera le principal moyen de communication ; • les fréquences HF et VHF seront utilisées comme secours ; - Dans le reste de l'espace aérien de la FIR Niamey, les fréquences VHF et HF sont le principal moyen de communication et le CPDLC sera utilisé comme secours • CPDLC will be the primary means of communication ; • HF or VHF frequencies will be used as back up ; - within the rest of the Niamey airspace, VHF and HF will be primary means of communication and CPDLC will be used as back up 4.3. AERONEFS TRANSITANT DANS L’UTA DE OUAGADOUGOU 4.3. AIRCRAFT FLYING VIA THE UTA OF OUAGADOUGOU Les conditions de connexion et de déconnexion de l’ADS et du CPDLC restent conformes aux dispositions du Paragraphe IV ci-dessus ; toutefois : • pour les aéronefs entrant dans la FIR Niamey par l’UTA de Ouagadougou, bien que connectés par CPDLC au centre ATS de Niamey, ils devront entrer en contact VHF respectivement avec Ouagadougou Contrôle (129,5.MHz, au moins 10 minutes avant l’entrée de l’UTA et maintenir le contact VHF durant la traversée de l’espace aérien considéré. ADS and CPDLC log on and log off conditions remain in compliance with the provisions of paragraph IV above; however : • All aircraft entering in Niamey FIR via the UTA of Ouagadougou, though ADS/CPDLC connected with Niamey centre, must contact Ouagadougou control on 129,5 Mhz at least 10 minutes before passing the UTA boundary and remain in VHF contact with Ouaga control during his flight within the above mentioned airspace • pour les aéronefs connectés au CPDLC avec Niamey Contrôle et qui transiteront par le UTA de Ouagadougou avant la sortie de la FIR Niamey, il sera mis fin à la connexion CPDLC avec Niamey contrôle, 5 minutes avant l’entrée de l’UTA considéré. Les aéronefs établiront le contact VHF avec Ouagadougou contrôle, au moins 10 minutes avant le point d’entrée dans l’UTA et maintiendront le contact VHF avec ledit durant toute la traversée de l’espace considéré. • All aircraft, CPDLC connected with Niamey control that will exit Niamey FIR via the UTA of Ouagadougou, CPDLC connection shall be ended 5 minutes before passing the above mentioned UTA Boundary. The aircraft shall establish VHF contact with Ouagadougou control at least 10 minutes before passing the UTA boundary and remain in VHF contact with Ouaga control during his flight within the above mentioned airspace SERVICE DE L’INFORMATION AÉRONAUTIQUE - A S E C N A AMDT 10/12
