CONSIDÉRANT la demande d’autorisation d’un projet
particulier visant à autoriser et à définir les
conditions d’autorisation pour un projet intégré
récréotouristique avec de l’hébergement atypique, soit
des Éco-dômes, des tipis et une yourte, des activités
d’interprétation et de santé, situés sur les lots 5A
et 6A du rang 1 ;
WHEREAS
the application for authorization of a
particular project to authorize and define the permit
conditions for an integrated project of recreational
tourism with atypical accommodation as Eco-domes,
tipis and yurts, interpretive and health orientated
activities, located on the lots and 5A and 6A range 1;
CONSIDÉRANT qu’il s’agit d’un projet admissible en
vertu
du
Règlement
229-2014
sur
les
projets
particuliers de construction, de modifications ou
d’occupation d’un immeuble (PPCMOI) ;
WHEREAS that it is an eligible project under By-law
229-2014 on specific construction, alteration or
occupancy proposals of an immovable (PPCMOI);
CONSIDÉRANT que la demande du projet a fait l’objet
d’une étude par le comité consultatif d’urbanisme de
la municipalité du Canton de Harrington lors de sa
réunion du 28 novembre 2014 et ce, en fonction des
critères d’évaluation applicables du Règlement 2292014 ;
WHEREAS the project application was the subject of a
study by the Planning Advisory Committee of the
Municipality of the Township of Harrington at its
meeting of 28 November 2014 and that, according to the
applicable evaluation criteria of the
By-law 2292014;
CONSIDERANT la recommandation favorable

lesquelles le projet peut être autorisé et que cellesci n’ont pas été énoncées dans la résolution # 2015-03R029, tel que prescrit dans la loi ;
WHEREAS the council has issued conditions under which
the project can be authorize that were not mentioned in
the resolution # 2015-03-R029, as prescribed by law;

remettre le terrain à l’état initial, à la
démolition des bâtiments ou tous autres travaux
jugés nécessaires;
Condition 2 : les travaux doivent être terminés au
plus tard dans les vingt-quatre (24) mois à partir
de
la
date
de
l’approbation
par
la
MRC
d’Argenteuil;
Condition 3 : un maximum de deux (2) tipis, une
yourte, cinq (5) éco-dômes tels que décrits dans
le plan daté du 5 novembre 2014 et accepté par le
Conseil;
Condition 4 : une limite

the project under the conditions below:

will be used for non-completion of the project to
restore the land to its original state, demolition
of buildings or other work deemed necessary;
Condition 2: the work must be completed no later
than twenty-four (24) months from the date of
approval by the MRC d'Argenteuil;
Condition 3: a maximum of two (2) tipis, yurts,
five (5) eco-domes as described in the plan dated
November 5, 2014 and accepted by the Council;
Condition 4: accommodation

CONSIDÉRANT qu’une demande de dérogation mineure a été
déposée eu égard à la propriété sise au 26 chemin
Allen, le 26 février 2015 afin d’être analysée par le
Comité Consultatif d’urbanisme;
WHEREAS a minor exemption application was filed with
respect to the property located at 26 Allen Road on
February 26, 2015 in order to be analyzed by the
Planning Advisory Committee;
CONSIDÉRANT que le Comité Consultatif d’urbanisme s’est
réuni le 10 avril 2015 afin d’analyser ladite demande
touchant le matricule numéro 1986-77-9085;
WHEREAS the Planning Advisory Committee met on April
10,
2015
to
analyze
the
request
regarding
the
registration number 1986-77-9085;
CONSIDÉRANT que le Conseil municipal de Harrington a
reçu une copie de la demande et une copie de la
recommandation du CCU et déclare en avoir pris
connaissance ;
WHEREAS the Municipal Council of Harrington received a
copy
of
the
application
and
a
copy
of
the
recommendation of the PAC and declares to have read;
CONSIDÉRANT QU’un avis a été publié selon les lois en
vigueur quinze jours avant la tenue de la séance de
conseil;
WHEREAS a notice was published according to the law in
force fifteen days before the council sitting;

considération la recommandation du CCU;
WHEREAS the Municipal Council studied the said request
and considered the recommendation from the PAC;

Conseiller Peter Burkhardt et résolu à l’unanimité

de refuser la demande de dérogation mineure # 2015-0013
afin de permettre l’implantation d’un garage à une
distance de plus de 50 mètres du bâtiment principal et
ledit garage est d’une grandeur et superficie ne
respectant pas les normes édictées par le règlement de
zonage 192-2012.
THEREFORE, it is moved by Councillor Gabrielle Parr,
seconded by Councillor Peter Burkhardt and unanimously
resolved to reject the request for minor exemption #
2015-0013 to allow the implementation of a garage at a
distance of more than 50 meters from the main building
and the said garage is of a size and surface area not
respecting the standards enacted by the zoning by-law
192-2012.

WHEREAS a part of territory of the Municipality of the
Township of Harrington borders Lake Papineau;
CONSIDÉRANT que ce lac d’envergure chevauche 2 régions
administratives, soit l’Outaouais et les Laurentides;
WHEREAS this major lake straddles two administrative
regions, namely the Outaouais and the Laurentians;
CONSIDÉRANT que dans les Laurentides, ce lac touche à
la municipalité du Canton de Harrington ainsi qu’à la
municipalité de Grenville-sur-la-Rouge, dans la MRC
d’Argenteuil;
WHEREAS in the Laurentians, this lake affects the

tant par ses accès très limités, que par la nature
encore vierge et sauvage de la majorité de ses abords;
WHEREAS Lake Papineau is relatively unique as it has
very limited access, as the wild and unspoilt nature of
the majority of its surroundings;
CONSIDÉRANT que ce lac possède des potentiels de
conservation immense, pouvant être jumelés à des
possibilités de mise en valeur multiressource de toute
sorte;
WHEREAS this lake has huge conservation potential,
which
can
be
matched
with
opportunities
for
multiressource development of all kinds;

is surrounded by a few private properties, some of
which include the Government of Quebec, in the RCM of

Outaouais a fait l’objet d’une transaction en janvier
2014, et que depuis, le contrôle de l’accès au plan

WHEREAS that private property that surrounds almost the
entire Lake Papineau in the Outaouais portion was the
subject of a transaction in January 2014, and that
since access control to the lake seems to be the object
of discussions, including discussion concerning the
crown land located in the RCM of Argenteuil;

a demandé des soumissions pour le prolongement du
réseau de la fibre optique, soit à partir de l’édifice
de l’hôtel de ville jusqu’au nouveau garage municipal;
WHEREAS the Municipality of the Township of Harrington
has requested bids for the extension of the optic fiber
network, namely from the town hall to the new municipal
garage;
CONSIDÉRANT QUE deux (2) soumissions ont été reçues et
