Tibichte EXECUTIVE SUMMARY 1 INTRODUCTION This document is the executive summary of a report describing a simulation of the start-up phase of CFMU operations (Central Flow Management Unit), using the ATFM Model developped at the EEC, Eurocontrol Experimental Centre. This study was registered under the EEC work programme AG02. The main report, including a full description, analysis of the various exercises, and the detailed findings of the simulation, may be obtained from the EUROCONTROL Experimental Centre - Sub-Division B1.3. 2 OBJECTIVES AND DESCRIPTION In July 1992 a potential role for the EEC in conducting and supporting research into current and future air traffic flow management (ATFM) systems was identified by the Directors of the CFMU and EEC. The long term purpose of the research was to define and validate new flow management concepts. A pilot study to examine the feasability of setting up a simulation capability in support of the CFMU was undertaken by the EEC during 1993. To this end two tools, NASPAC and CASA were installed at the Experimental Centre (see EEC Note 07/94 "ATFM Pilot Study Report"). 1 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION In February 1994 the CFMU gave a shorter term purpose to the study, which corresponded to the start-up phase of the CFMU and consisted of the verification of the CASA algorithm (the study of complex fields such as slot combinations), the fine tuning of certain parameters, and an operational optimisation of the regulations. The area simulated was all French airspace and the following scenarios were specified for the operational optimisation : - No regulations - the objective of this organisation was to determine the weak points of the system, in terms of capacity. - No regulations with re-routeings, in order to try to partially solve the capacity problem without departure delays. - Implementation of the system of regulations, based on the centralized principle for the French sectors and on the ANM at the border, including possibility of CFMU management of regulations outside France (e.g. departures from Europe to Greece). - Removal of some centralized regulations in order to, by successive steps, optimize the combination of regulations, both in terms of performance (minimal "throughput deviation") and equitable distribution of delays. Later, the definition and simulation of several contingency plans were added to the specifications. In addition, a number of improvements have been made to the NASPAC/CASA ATFM Simulator. They are described in the main report. 3 CONCLUSIONS The results of this study are presented in the five following domains : - Input data Parameters Algorithm Operational optimisation Contingency plans Input data The study of the input data led to two main conclusions : - As the results in terms of delays are very sensitive to the input data, it is important to have very accurate, and easy to update, means of describing sectors and routes. 2 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION - The calculation of the profiles, based only on the aircraft performances, is not sufficient to give a realistic picture of the demand in the different sectors. In addition to a good description of SIDs and STARs, the many modes used in the "forced profiles" program of NASPAC to describe Flight Level restrictions, can be used to overcome this problem. Therefore, they have already been sent to the CFMU and a "change request" (CR 2039) to TACT and other CFMU systems (ENV, IFPS, STRAT...) has been made by the URS, User's Requirement Section. Parameters - Time bands have been introduced to fulfill the requirement of equity among flights. The overall capacity may be divided among several time bands, according to the flight duration to the reference location. Each time band is assigned an allowance which defines the proportion of the capacity that can be used by flights belonging to it. In the first exercices, with the traffic sample simulated and only with the French sectors regulated, two time bands were used with a good equity between short haul and medium haul flights : - TB1, between 0 and 2 hours, with an allowance of 25% - TB2, between 2 and 3 hours, with an allowance of 75% When the simulation area was extended to include the French border, it was found that no general figures could be applied. However, these time bands were retained for comparison purposes. These are also mentioned in this report because they can be used, at least for the French airspace, as first entries in an iterative process to determine, by experience, individual figures for each regulation. - The window width parameter defines the tolerance between the reference time of the allocated slot and the CTO (Calculated Time Over) assigned to a flight, and thus the delay imposed. No delay should be given to a flight if a slot can be found inside a window of the specified size centered around the ETO of the flight. A 10 minute wide window has been used in this simulation. 3 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION Algorithm - The first conclusion in this domain is to recommend specific care to be taken at activation of regulation when bandboxing or splitting sectors, based at least initially on the "extension of regulations" logic. Furthermore, the development of an automatic tool should be studied. - The main output of the study so far was finding all the disadvantages of the logic of allocating slots to combined flights. Therefore the algorithm of CASA has been modified. Results have shown efficiency in both operational and simulated situations. - Further modifications of the algorithm seem to be necessary, especially to reflect the possible modification of the most penalising regulation during the amendment process. Operational optimisation - The operational optimisation, both by reroutings and removal of regulations, is a simulation of the pretactical phase. The result obtained, i.e. a reduction of one third of the total delay with no significant supplementary overloads, shows the importance of this phase. The number of flights regulated was reduced by more than 20%. The description and the detailed results of this operational optimisation, for the French airspace with no ANM at the border and for all the day, are contained in Appendix. - Other advantages of this optimisation cannot be measured by the simulator, such as load and response time of the real system. On the other hand the simulation team has been asked to measure the time spent by an experienced regulator on this task. For the entire area, this time was between 4 and 6 hours. Contingency plans The various contingency plans defined and simulated in this study have been analysed by the CFMU Planning Team and proposed to the Transition Working Group advisory team for Flight Data and Flow Management. They acknowledged the results and considered that this demonstrated the feasability of contingency schemes during the initial operations planned for Summer 1995. They requested that further studies are pursued in view of following transfer phases of CFMU (in particular ATMC at the end of 1995). 4 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION Follow up It is planned this study continue and include the following : - extension of the area simulated to the all ECAC zone, - contingency plan for the ATMC transfer, - study of reroutings, - improvements of the algorithm : PFD - DAF slots - True Revision Process - sector bandboxing - treatment of late updaters - itinerary effect - optimisation of total delay, - other domains : taxi time - missed slot - wind - definition of traffic volumes -other definitions of capacities. 5 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION Résumé du Rapport CEE N° 291 Tâche CEE AG02 Tâche EATCHIP ASM.ET1.ST11 Date: Décembre 1995 VERSION FRANCAISE DU RESUME SIMULATION ATFM de la Phase 1 du CFMU par M. Tibichte SOMMAIRE 1 INTRODUCTION Ce document est le résumé d'un rapport décrivant une simulation de la phase initiale des opérations du CFMU, réalisée à l'aide du Modèle ATFM développé au CEE, Centre Expérimental Eurocontrol. Cette tâche a été enregistrée dans le programme de travail du CEE sous le numéro AG02. Le rapport, comprenant une description complète des objectifs de la simulation, les analyses des différents exercices et les principaux résultats, peut être obtenu au Centre Expérimental sous-division B1.3. 2 OBJECTIF ET DESCRIPTION En 1992, les Directeurs du CFMU, Central Flow Management Unit, et du Centre Expérimental EUROCONTROL assignèrent à ce dernier un rôle de recherche et de support dans le domaine de la gestion des flux de trafic (ATFM, Air Traffic Flow Management). A long terme, les objectifs de cette recherche sont l'élaboration et la validation de nouveaux concepts ATFM. Une étude pilote a été menée par le Centre Expérimental, au cours de l'année 1993, dans le but d'examiner la faisabilité d'un outil de simulation des opérations du CFMU. A cet effet deux outils ont été installés au CEE, NASPAC et CASA (cf. Note CEE 07/94 "ATFM Pilot Study Report"). 6 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION En Février 1994, le CFMU donna à l'étude un objectif à plus court terme, correspondant à la phase de mise en service du CFMU, qui consistait à vérifier l'algorithme de CASA (étude de domaines complexes, comme la combinaison des créneaux), à affiner certains paramètres et à simuler une optimisation opérationnelle du schéma de régulation. La zone simulée couvrait la totalité de l'espace aérien français et les scénarios suivants furent spécifiés pour l'optimisation opérationnelle : - Pas de régulation - le but de cette organisation était de déterminer les points faibles du système, en termes de capacité. - Pas de régulation avec reroutements, pour essayer de résoudre partiellement les problèmes de capacité, sans appliquer de délai au départ. - Mise en place d'un système de régulations, basé sur le principe centralisé pour les secteurs français et sur l'ANM (ATFM Notification Message) à la frontière. - Suppression de certaines régulations centralisées dans le but d'optimiser, par étapes successives, la combinaison des régulations, à la fois en termes de performance (dépassement de capacité minimisé) et d'équité dans la répartition des délais. Des exercices supplémentaires ont ensuite été spécifiés. Ils avaient pour but la définition et la simulation de plusieurs plans de contingence. Le rapport décrit également les améliorations qui ont été apportées en 1994 au simulateur ATFM du Centre Expérimental, en particulier à la version Eurocontrol de NASPAC. 3 CONCLUSIONS Les principaux résultats de l'étude peuvent être répartis en 5 domaines, de la façon suivante: - Données Paramètres Algorithme Optimisation opérationnelle Plans de contingence Données Dans ce domaine, les principales recommandations de l'étude portent sur l'environnement et les contraintes ATC : - Les résultats, en termes de délais, étant très sensibles aux données d'entrée, il est important de pouvoir disposer d'un environnement (routes et secteurs) très précis et des moyens de le mettre à jour facilement. 7 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION - Le calcul des profils basé seulement sur les performances avions est insuffisant pour donner une image réaliste de la demande dans les différents secteurs. Ajoutés à une bonne description des SID et des STAR, les nombreux modes utilisés dans le programme de "profils forcés" de NASPAC pour décrire les restrictions de niveaux de vol, peuvent être utilisés pour résoudre ce problème. Aussi ont-ils été communiqués à l'URS, User's Requirement Section, du CFMU pour qu'ils servent de base à un "Change Request" (CR 2039) de TACT et d'autres systèmes du CFMU (ENV, IFPS, STRAT...). Paramètres - Le concept de "time bands" a pour but une plus grande équité entre les vols. La capacité totale peut être divisée en plusieurs time bands, en fonction de la durée du vol jusqu'au point de référence. A chaque time bands est associé un taux d'acceptation qui définit la proportion de la capacité allouée au vols qui en font partie. Dans les premiers exercices, avec l'échantillon de trafic simulé et seulement les secteurs français régulés, l'utilisation des deux time bands suivants a conduit à une bonne équité entre les vols court et moyen courrier: - TB1, entre 0 et 2 heures, avec un taux de 25%; - TB2, entre 2 et 3 heures, avec un taux de 75%. Quand la simulation a été étendue aux régulations à la frontière, il est apparu qu'aucun chiffre ne pouvait être appliqué de façon générale. Néanmoins ces valeurs ont été ensuite conservées à des fins de comparaison. Elles sont également indiquées dans ce rapport car elles peuvent être utilisées, au moins pour l'espace aérien français, comme premières données d'entrée d'un processus itératif de détermination expérimentale des valeurs individuelles de chaque régulation. - Le paramètre "Window Width" définit la tolérance entre le temps de référence du créneau alloué et le CTO (Calculated Time Over, Heure calculée d'entrée dans l'espace régulé) assigné à un vol et donc le délai imposé. Aucun délai ne sera donné au vol si son créneau se trouve dans une fenêtre de la dimension spécifiée, centrée autour de l'ETO du vol (Estimated Time Over, Heure estimée d'entrée). Une fenêtre de 10 minutes a été utilisée dans cette simulation. 8 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION Algorithme - La première recommandation dans ce domaine porte sur les mesures à prendre lors de l'activation d'une régulation quand il y a dégroupement ou regroupement de secteurs. La méthode "d'extension des régulations" telle qu'elle est décrite dans le rapport est recommandée tant que n'aura pas été développé un outil informatique. - L'enseignement le plus important de l'étude à ce stade fut la mise en évidence de nombreux inconvénients dus à la logique d'allocation des créneaux aux vols combinés, ce qui a conduit à une modification de l'algorithme de CASA. Les résultats de la nouvelle version ont été satisfaisants aussi bien en simulation que lors des tests opérationnels. - D'autres modifications devraient être apportées à l'algorithme, en particulier pour refléter le changement possible de la régulation la plus pénalisante lors du processus d'amendement. Optimisation opérationnelle - L'optimisation opérationnelle, par reroutements et suppression de régulations, a consisté en une simulation de la phase prétactique. Le résultat obtenu, réduction d'un tiers du délai total sans surcharge supplémentaire significative, montre l'importance de cette phase. Le nombre de vols régulés a été réduit de plus de 20%. En annexe, on trouvera la description et les résultats détaillés de cette optimisation pour la France, sans ANM aux frontières, et pour toute la journée. - D'autres avantages de cette optimisation ne sont pas mesurables en simulation, en particulier la charge et le temps de réponse du système réel. D'un autre côté, il a été demandé à l'équipe de simulation d'estimer le temps nécessaire à un régulateur expérimenté pour accomplir cette tâche. Pour l'ensemble de la zone simulée, cette estimation se situe entre 4 et 6 heures. Plans de contingence Les différents plans de contingence définis et simulés dans cette étude ont été analysés par le CFMU et proposés à l'équipe du "Transition Working Group" for "Flight Data and Flow Management", qui a pris acte des résultats et considéré qu'ils démontraient la faisabilité de schémas de contingence pour la phase initiale opérationnelle de l'été 1995. Elle a demandé que les études soient poursuivies dans la perspective des transferts suivants (en particulier celui de l'ATMC, fin 1995). 9 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION Poursuite de l'étude Il est prévu une suite à cette étude comprenant les points suivants: - extension de la simulation à toute la zone CEAC, - plan de contingence pour le transfert de l'ATMC, - études sur les reroutements, - amélioration de l'algorithme : PDF - créneaux DAF - "True Revision Process" - regroupement des secteurs - traitement des "late updaters" - effet d'itinéraire - optimisation du délai total, - autres domaines : temps de roulage - créneau manqué - vent - définition des "traffic volumes" - autres définitions des capacités. 10 EUROCONTROL EXPERIMENTAL CENTRE ATFM SIMULATION APPENDIX OPERATIONAL OPTIMISATION DEFINITION The objective of the operational optimisation was to simulate the operations of the CFMU at its start-up and to optimise the ATFM Scheme by means of reroutings and removal of regulations. Therefore, the simulated area was French airspace, using a 24 hour traffic sample.
