La Municipalité de Casselman est à la recherche d’un Directeur général (DG).
Se rapportant au Conseil municipal, le DG sera responsable de la planification
générale, la coordination et l’administration de la municipalité. Le DG s’assurera
de la prestation efficace et efficiente de tous les services conformément avec les
règlements applicables, les politiques, et les exigences légales. Le DG
surveillera la préparation de plans et de programmes devant être présentés au
Conseil municipal en ce qui a trait au développement économique, la
construction, la maintenance et la réhabilitation des propriétés et installations,
ainsi que du développement et de l’amélioration des services.
Fonctions du poste
 Fournir la gestion générale et l’orientation stratégique aux Directeurs de
services pour la municipalité conformément aux règlements, politiques et
plans établis et approuvés par le Conseil municipal;
 Assurer la gestion efficace des employés municipaux à l’exception des
agents nommés en vertu de n’importe quelle loi à l’égard de leurs obligations
légales et responsabilités;
 Responsable des opérations efficaces et de l’administration de la
Municipalité;
 Élaborer des stratégies pour élargir davantage le développement économique
c'est-à-dire le logement, les affaires et les services afin d'accroître l'économie
locale en créant des partenariats avec les secteurs public et privé;
 Participer aux activités de planification économique régionale au besoin.
Exigences
 Grade universitaire en Administration des affaires et/ou en Développement
économique ou l’équivalent;
 Formation officielle et une expérience appréciable en administration
municipale accentuée sur le Développement économique, expérience en
gestion de niveau supérieur en ressources humaines et financières;
 Compétences organisationnelles et de gestion supérieures;
 Expérience dans l’élaboration de la formation et de plans de
perfectionnement continus pour le personnel;
 Maintenir une bonne compréhension sur le fonctionnement du processus
politique et avoir une expérience appréciable pour assurer la diligence







Excellentes compétences à la communication orale et écrite en français et en
anglais;
Connaissance approfondie des principes et des pratiques de l'administration

Job Description

Position Overview – Basic Function & Responsibility
The Municipality of Casselman, a growing community in Eastern Ontario is
seeking the services of a Chief Administrative Officer (CAO). Reporting to the
Municipal Council, the CAO will be responsible for the overall planning,
co-ordination and administration of the Municipality. The CAO will ensure the
effective and efficient provision of all services in compliance with all applicable
by-laws, policies, statutory requirements. The CAO will oversee the preparation
of plans and programs to be submitted to the Municipal Council for economic
development, construction, maintenance, rehabilitation of property and facilities
and the development and improvement of services.
JOB DUTIES
Economic Development

Develop strategies to further expand economic development i.e. housing,
business and services to increase the local economy by partnering with the
private and public sectors.

Develop programs, business plans and project funding proposals that will
influence companies to locate to Casselman by working with both public and
private sector partners to improve the area’s economic development
infrastructure.

Develop and implement policies and viable strategies that support and
encourage the expansion and diversification of existing business sectors in
support of continued employment growth and area economic development.

Participate in regional economic planning activities as required.
Human Recourses and Directors

Co-ordinate and oversee the Directors in the administration of the business
affairs of the municipality in accordance with the by-laws, policies and plans
established and approved by Council.

Exercise control and direction of all Municipal employees, except officers
appointed under any statute in respect of their statutory duties and
responsibilities.

Responsible for motivating and developing the skills of the Directors and their
staffs to foster productivity, professionalism and high morale.

Convene and conduct regular meetings of the Directors of the Municipality
and other appropriate employees as required, to facilitate development of
policy, education and development of staff and to coordinate administrative
activities.

Responsible for the appointment, promotion, demotion, suspension or
dismissal of Directors reporting directly to the Chief Administrative Officer,
and advising Council as appropriate.

Have authority in cooperation with the appropriate Director to employ,
appoint, promote, demote, suspend or dismiss employees of the municipality
below the rank of Director and not covered by collective agreements in
accordance with the lines of authority that are defined in the organizational
structure.

Coordinate the administration of Council approved wage or salary plans
affecting employees reporting directly to the Chief Administrative Officer.

Responsible for ensuring all Department heads have sufficient resources to
perform statutory and related duties.

Create and re-organize such administrative Departments of the Municipality
as may be considered necessary and appropriate to fulfill the functional
obligations of the municipality, subject to prior approval of Council.

Have authority, within statutory and Council limits, to direct the performance
of staff through the organization’s Directors and supervisory staff.

Provide for policies and procedures established and maintained for equitable
employment practices, i.e., hiring and retaining staff, collective bargaining and
employee relations, compensation and benefits, conditions of employment,
personnel records, staff training and development practices.
Operations

Responsible for the overall efficient operation of the Municipality’s
administration.

Co-ordinate and oversee the Directors in the preparation of plans
programs to be submitted to Council for the construction, maintenance
rehabilitation of municipal property and facilities, and for the development
improvement of municipal services and for the development
redevelopment of land in the municipality.

Co-ordinate and oversee the Directors in the implementation, management
and evaluation of all by-laws and programs approved by Council so as to
generally interpret and monitor all the decisions of Council with Directors for
the purpose of assuring that the policies approved by Council are carried out.

Organize, co-ordinate, and present to Council, recommendations arising from
administrative operations which require the approval of Council, and to
propose legislation or resolutions arising from such recommendations.

Review and evaluate the effectiveness of the total organization providing for
analyses of alternative structures and systems of administration that can help
improve the effectiveness, productivity and responsiveness of Council, its
committees and task forces and staff operations and providing reports to
Council with recommendations.

Present to Council, in cooperation with the Directors of the Municipality,
reports and information regarding progress and accomplishments of
programs and projects.

Ensure effective utilization of people employed by the Municipality.

Expedite, in cooperation with the Clerk, all communications from local boards,
commissions, advisory committees and task forces, and to ensure action,
coordination and recommendations to Council.

Coordinate and oversee the Directors in the implementation and maintenance
of public relations as it pertains to municipal staff, general public and
taxpayers.

Delegate appropriate duties and responsibilities to Directors within the
organizational structure.

Maintain for reference purposes a comprehensive manual of policies
approved by Council and/or the Chief Administrative Officer.

Attend to the interest of the Municipality on intergovernmental issues at the
administrative level.

Apply modern management methods to direct the business of the
Municipality.

Provide staff with necessary resources, support and authority to perform
responsibly to ensure that policy decisions are managed to Council’s
satisfaction and that statutory obligations are met.

Maintain appropriate relations with the Solicitor, Auditor, consultants, and
representatives of other governments, the media and the public.
Finance / Legal

The Chief Administrative Officer shall obtain the advice of the Solicitor,
Auditor, consultants retained by the Municipality, and provincial ministries, as
deemed necessary and in accordance with Council defined guidelines and
budget restrictions.

Direct the operation of the Municipal organization within Council approved
budgets.

In conjunction with the Treasurer office, ensure the Corporation’s financial
results in cooperation with the appropriate Director, are administered in a
sound and efficient manner within the guidelines set by Council and shall be
deemed to include:
 establishment of annual estimates of current revenues and
 expenditure and capital forecast; and
 financial control over all operations;

Ensure that all real property and other property owned by or invested in the
name of the municipality or any of its dependent legal boards is adequately
insured.

Coordinate with the appropriate Director, for the negotiation, purchase,
acquisition or sale of real property on behalf of the municipality.

Ensure that no officer, employee or agent of the Municipality shall place any
order to purchase or make any purchase, except for a purpose and in the
sum authorized in the Budget By-law or any supplementary appropriation of
funds, unless there are sufficient funds in the approved budget to cover the
proposed expenditure, and conforming at all times to the prevailing
purchasing policy as approved by Council.

Establish such limited administrative committees and task forces as may be
considered necessary.
Municipal Council

Attend Council and committee meetings to speak but not to vote thereat.

Provide policy advice on the basis of civic operations and staff assessment of
problems on staff initiative and in response to new federal/provincial
legislation and programs as well as to Council initiative.

Be responsible for the organization
recommendations to Council.

Ensure that Council is provided with intelligent choices, where possible, for all
policy decisions with fully supported recommendations and analysis of impact
of each choice.

Ensure the policy making process is effectively served with timely, practical
suggestions with workable alternatives where applicable.

Take responsibility for the implementation and management of policy
decisions by Council.

Provide for the smooth, timely flow of information and advice to Council, using
delegation and information techniques to avoid delay in the Chief
Administrative Officer’s office.

Establish coordination and communication links between elected and
appointed officials to provide for timely recommendations to Council.

Responsible for providing Council, its committees and task force with
necessary secretarial and technical support.

Chair the Staff Management Committee, a forum for the coordination of policy
advice, organizational change and administration of Council decisions.

Responsible for establishing and maintaining a bond of trust between elected
and appointed officials for the successful operation of political and
administrative activities.

Maintain a high level of expertise by attending seminars, courses and
conferences and by selected reading.

Balance accessibility to staff, Council and the general public with
management of his/her own time to perform policy advisory and management
functions.

Represent the municipality as the senior administrative spokesperson to
exchange, with other governments, information and advice that will be of
interest to the municipality.

Provide information, advice and assistance to the public and media either
personally or through appropriate staff.
REQUIREMENTS

University Degree in Business Administration and/or Economic Development
or equivalent;

Formal training in municipal administration with emphasis on the use of
human and financial resources, as well as significant municipal management
experience;

Advanced organizational and managerial skills and, staff development ability
with an understanding of how the political process works with ability to
manage from an administrative perspective;

Ability to support policy advisory functions;

Ability to encourage creative thinking by staff;

Excellent verbal and written communication skills in both French and English;

Ability to earn respect for the office of Chief Administrative Officer and other
appointed offices;

The personal conduct, deportment and attitude of the Chief Administrative
Officer will be such as to reflect credit upon the Municipality and the Council
in the best interests of the general public;

Strong working knowledge of all applicable federal, provincial and local laws,
codes and regulations;

Strong understanding of the principles and practices of public administration,
including budgeting, purchasing and the maintenance of public records;
organization and functions of an elected Municipal Council; the Municipality’s
personnel rules and policies;

Strong working knowledge of the principles and practices of management and
supervision;

Ability to evaluate alternative solutions and develop sound conclusions,
recommendations and courses of action;

Ability to present proposals and recommendations clearly and logically in
public meetings;

Ability to understand, interpret, explain and apply local, provincial and federal
laws and regulations;

Ability to evaluate management practices and adopt effective courses of
action in conjunction with the Clerk’s office;

Ability to develop clear, concise and comprehensive technical reports,
correspondence and other written materials;

Must exercise sound, expert independent judgment within general policy
guidelines; and

Ability to establish and maintain effective working relationships with the
Municipal Council, officials, other governmental and regulatory officials, staff,
private and community organizations, developers, contractors and others
encountered in the course of work.
