Bio: I was born in Argentina to a Haitian father and an Argentine mother. I spent the first
8 years of my life in Cordoba, Argentina before moving to Boston in 1997. I did most of
my schooling in the US, including my undergrad studies at Tufts University. I go back to
Argentina frequently since most of my family still resides there. I speak English, Spanish
and French.

MIA. Je veux devenir votre président pour m’
assurer que les étudiants actuels de IHEID
et ceux du futur peuvent profiter de toute que l’
Institute et que Genève a pour offrir.
Maintenant, il n’
y a pas vraiment une culture bilingue à l’
Institute. Notre président
actuel Adam Hennings et l’
ancien président Connor Sattely ont déjà préparé le terrain
pour créer cette culture ; je veux continuer celui qu’
ils ont commencé. Qu’
est-ce que
j’
envisage exactement pour les étudiants ? Si les étudiants doivent suivre au moins deux
cours obligatoires en français pendant la durée du Masters, ils vont avoir une motivation
réelle pour apprendre le français et finir leurs études avec un atout essentiel et très
important pour réussir pas uniquement à Genève, mais partout.
En outre, je veux aussi réduire l’
écart qu’
existe entre le conseil de GISA et le corps
étudiant ; et aussi celui entre de l’
administration et le corps étudiant. Comment est-ce que
je propose augmenter le transparence. Je propose d’
avoir, une live broadcast session par
Google+ Hangouts On Air une fois par semaine où les étudiants peuvent exprimer leurs
inquiétudes et me poser des questions.
Finalement, ma connaissance du français va être essentiel pour avoir un rapport fréquent
avec l’
administration et leur communiquer les soucis des étudiants et du GISA. Un
président qui ne possède pas cet atout ne pourra pas être efficace.
La position de président GISA ne s’
agit pas seulement de la planification d’
événements ;
que ceux qui sont bons pour cette fonction continuent à le faire. La présidence s’
agit
d’
avoir des qualités de dirigeant, transmettre un patrimoine pour le corps étudiant actuel
et aussi pour les futures promotions de IHEID. Il faut montrer l’
exemple. Une vote pour

est un vote pour le progrès.
Fellow classmates my name is Vladimir César and I am a first year MIA student. I want
to become your president in order to guarantee that current IHEID students take
advantage of everything the Institute and Geneva have to offer. Currently, there isn’
t a
truly bilingual culture at the Institute. Our current president, Adam Hennings, and last
year’
s president Connor Sattely laid the groundwork to create this type of culture; I want
to further that which they began. What do I have in mind exactly? If students have to
take at least two compulsory in French during the duration of their Masters, they will
have a true motivation to learn French and ultimately finish with a skill that will help
them succeed not only in Geneva, but in many other places as well.
Furthermore, I also want to bridge the communication/information gap that exists
between the GISA Board and the student body; and also between the student body and
the administration. How do I intend to increase transparency? I propose having a weekly
live broadcast session through Google+ Hangouts On Air where students can voice their
concerns and ask me questions that will be fielded during the session.
Finally, my ability to speak French will be crucial in maintaining a close relationship with
the administration that will allow me to communicate the needs and concerns of students
and of GISA. A candidate that does not possess this skill will not be an effective
candidate.
The GISA president position is not only about coordinating events; let those who are
good at event coordination continue doing so within the respective role. This position is
about leadership, leaving behind a lasting legacy for current as well as for future IHEAD
classes. It is about leading by example. A vote for Vlad is a vote for progress.
