Centre de Recherche Organisations, Carrières et nouvelles Elites (OCE) EMLYON Business School Septembre 2011 2 EDITO : La vocation de TUMM-Recherche. TUMM Recherche : Pourquoi? Richard Sennett. He earned his Ph.D. at the IESE Business School (Spain). Originally from Spain, where he graduated in Philosophy and in Economics at University of Barcelona (UB), he was also a visiting scholar at the Said Business School, University of Oxford. He has published articles in journals such as Journal of Management Inquiry, Journal of Business Venturing, Journal of World Business research in Argentina, in the city of San Carlos de Bariloche (“Bariloche” from here). The Fundacion Gente Nueva is a broad-based, community-driven organization working on popular basic, technical, and artistic education, community organizing, and more recently on the design and commercialization of inclusive technologies. Why Bariloche? Bariloche, officially founded in 1902, is today a city of about 120,000 inhabitants. Situated at the foothills of the pre-Andes, surrounded by lakes and mountains, it is one of the most praised and beautiful ski areas in Latin America. Yet, as it happens quite often, beauty in its multiple meanings and dimensions, is unevenly distributed in its access and presence. Along with the idyllic picture postcard image of Bariloche, “other” Bariloche has developed and grown. Several ‘villas’, made often of very precarious houses have been built in the last decades, often on land that was already owned (either publicly or privately), and with no facilities at all. The lack of electricity, gas, or water is not an insignificant issue, particularly in the winter, when the average temperature is between 6 and -2 degrees Celsius. Today the picturepostcard Bariloche is a city in which the subaltern, the poor, do not have a place. And they are not welcome. They encounter many obstacles –spatial and symbolic– to actively intervene in and make use of participatory instances and mechanisms, in particular regarding those decisions that affect them most directly. However, in the midst of these difficulties, one can observe the emergence of small, creative spaces in different parts of the city. We have studied one in particular: the neighborhood of Virgen Misionera and the work done there by the Fundacion Gente Nueva. Virgin Misionera is a neighborhood in Bariloche, situated in what is called “los kilometros,” which refers to the area around Lake Nahuel Huapi. It is right in the middle of some of the most valuable pieces of land in the city, and surrounded by very wealthy neighborhoods. Today, about 2200 people live in Virgen Misionera. They mostly live off precarious and occasional jobs (“changas”). The unemployment rate is today about fifty-five percent. By the early 1980s a group of social activists, lead by a catholic priest and inspired by the “Liberation Theology” movement, moved in “not to help but to build together a better world.” Providing popular education and dealing with land issues have been, since the beginning, the two main areas of intervention in Virgen by the Fundacion Gente Nueva. In their work, they found major inspiration in two key developments that came from the very heart of Latin America: Liberation theology and critical pedagogy as developed by the Brazilian educator Paulo Freire. Both take the experience and scandal of poverty as its starting point, being their objective to empower people who feel marginalized socially and politically to take control of their own learning and to effect social change. While the Fundacion Gente Nueva and others have certainly adapted to their own context and situation Freire’s ideas, the spirit remains. Popular education is mostly seen as a collective effort in which a high degree of participation is expected from everybody. Teachers and learners aren't two distinct groups; rather, everyone teaches and everyone learns! In popular education, the learning process starts with identifying and describing everyone's own personal experience, and that knowledge is built upon through various activities done in groups. 5 Flash sur: “Providing education, thinking social transformation” Saulo Dubard Barbosa Saulo D. Barbosa is Associate Professor at EMLYON Business School, France. He completed his Ph.D. at the University of Grenoble II. Originally from Brazil, where he graduated in Management at the University of São Paulo, he has accumulated some practical and academic experience in the field of entrepreneurship in Brazil, France, and the United States of America. He has published articles in journals such as Entrepreneurship: Theory & Practice, Frontiers of Entrepreneurship Research, and International Journal of Entrepreneurship and Innovation. His main research interests are on the psychology of the entrepreneur, decision making, and entrepreneurial initiatives that lead to social change and alternative forms of organization. - - - - Education is seen, in line with Freireian ideas, both as “a political tool” and a “lifestyle.” The building of those spaces has to use as primary material the living conditions of the students and the teachers to permit experiences that differ from those of the existing dominant relations, taking as a starting point the day-to-day experiences lived by the popular sectors. In this respect a teacher commented that: “it is a question of not renouncing to the reality but to take it as the starting point, to take it as it is and think it, rethink it, and see how to turn it around, not only with theory but, mostly, with real action”. This means that education, in their view, must go well beyond what is delivered in the classroom to include, visiting the people’s houses. For them, this becomes “as a fundamental aspect of what we do, we know well every single house … we cannot put barriers”. And this seems to have an important impact into an important portion of the teenagers they work with. Several of them pointed out how important the school had been for them and, also, how it has contributed to instill a critical point of view. For instance, a sixteen years old and already a mother, told us: “In this society, because all the schools I have gone to up to now ... because I have gone to many and in all those diurnal schools and all that, they teach you to be one more little sheep within this system that is quite faulty. But here they make you see that kind of things. They tell you this is what happens ....and they support you, they listen to you, etc. And they make you speak you and to be interested in that. This is what maintains this school alive” The educational project developed by the Fundacion Gente Nueva draws and builds upon an imagery of the school as an open and participatory space, in which both adults and youth were encouraged to make decisions and implement activities involving and affecting their community. Such educational project stimulated the emergence of several initiatives coming from community members—especially students—which clearly signal that a cultural change has been produced along the years. One that is particularly interesting is an initiative by students of the schools at Virgen Misionera. Back in 2007 the school offered to their students several training sessions on different mechanisms of participatory democracy that exist in Bariloche. Inclass and off-class discussions crystallized in a double reflection by the students. On the one hand, they explicitly expressed their frustration for not having spaces where they could communicate and express their concerns or ideas. On the other, they also elaborated on how they see those spaces and some of the issues to be discussed in. Thus, with the support of the school, they decided to “go public” and “become political actors”. They demanded an annual public hearing for youth in the local government. Such demand was articulated by means of a popular initiative that was launched on the 5th of September of 2009 and that is still on its way. One element is particularly remarkable in this initiative: it is the first time that youngsters under eighteen have initiated such kind of process in Argentina. In the meantime, other initiatives continue to develop and others to flourish. We strongly believe there are plenty of things to learn from them. And as one of the founders of the Fundacion told us … isn’t always from little things, from little projects, from “little people”, that change, the real change, occurs?
