DECLARATION
ofthePoliticalDirectorateoftheBurundiPeaceProcess
ontheimplementationprocessforthejointdecisionsmadeinPretoria,
April8,2009
FollowinghisvisitonApril1,2009,toBurundi,theFacilitator,MinisterCharlesNqakulaofSouth
Africa,convenedameetinginPretoriaonApril8inordertomakeafinalevaluationofthepeace
processbetweentheGovernmentofBurundiandtheFNLandtoagreethedefinitivestepsneeded
tobringthisabout.
ThePoliticalDirectorateparticipatedunderthedirectionofitsnewpresident,AmbassadorDumisani
Khumalo,aswellasthetripartitehigh-levelworkinggroupsetupbytheFacilitatorlastmonth
(consistingofDivisionGeneralEvaristNdayishmiye,representingtheGovernmentoftheRepublicof
Burundi,MrJonasNshimirimana,Secretary-GeneraloftheFNL,andLieutenant-GeneralDerick
MgwebiofS.Africa,itspresident);MrAgathonRwasa,PresidentoftheFNL,wasalsopresent.
Theparticipantsworkedwithduerecognitionoftheurgencyofthesituation.Theywerekeenly
awarethat,inthecontextofthepainfuleconomiccrisisandotherinternationalpriorities,any
furtherdelayinimplementingtheGlobalCeasefireAgreementofSeptember7,2006wouldbeboth
irresponsibleandunjustifiable.
Inlightoftheabove,andinordertofacilitateapprovaloftheFNLasapoliticalparty,decisionswere
takenastohowbesttoremovetheobstacleswhichstillconfronttheDisarmament,Demobilisation
andReintegrationprocess(Désarmament,DémobilisationetdeRéintégration,DDR),while
respectingtheprincipleofequitywhichhasunderpinnedthetreatmentofformerarmedpolitical
movements,sincetheArushaAgreementsof2000.
ThedecisionstakeninPretoriahavebeenspecifiedintermsofthefollowingspecificactionswhich
theBurundianpartiesmustimplementimmediately:

TheFNLhavingseparatedtheiradultandchildmembersmust(a)within3daysgather
togetheralloftheirmemberswhosenamesappearonthecertifiedlistandwhoarestillin
thepre-assemblyzones,disarmthemandhandoveralltheirarmstotheAfricanUnion
SpecialForce,(b)proceedtoseparatethevariouselementsandallocatethemtothe
followingfourcategories:
(1)3,500whoshallbeintegratedinthedefenceandsecurityforcesoftheGovernmentofBurundi;
(2)5,000whoshallbedemobilised;
(3)Uptoamaximumof10,000,outwiththosein(1)and(2),butwhomaybeconsideredtobe
“Associatedadults”oftheMovement;

(4)Uptoamaximumof1,000womenwhosenamescannotappearonthecertifiedlistbutwho,in
accordancewiththeyear2000SecurityCouncilResolution1325onwomen,peaceandsecurity,may
beconsideredtobeFNL“associatedwomen”.
Categories(3)and(4)willbeeligibleforsubsidies,animportantproportionofwhichwillbeaimedat
theirsocio-economicreintegrationinthecommunity.

TheGovernmentshall:
(1) Supervise,usingitsTechnicalCoordinationTeamattheGitegaMobilisationCentre,the
processforchildrenwhohaveseparatedfromtheFNL;
(2) Ensure,usingitsTechnicalCoordinationTeam,theurgenttransformationoftheRubira
zoneofassemblyandtheRandasiteintoDemobilisationCentres.Thiswillhelpto
acceleratethedemobilisationprocess,theGitegaDemobilisationCentrebeingreserved
forchildren.
(3) AccepttheFNLasapoliticalparty,assoonastheFacilitationTeamhasconfirmedits
disarmament;
(4) Proceedimmediatelytotheintegrationofthe3,500FNLcombatantsinthedefenceand
securityforces,ofwhich390FNLmemberswillbetrainedintheMixedProtectionUnit;
(5) Assistinthedemobilisationof5000membersinaprocessassistedbytheinternational
community,andmonitoredinsitubyinternationalobservers;
(6) Accelerateandwithin15dayscompletetheliberationofanyremainingFNLprisoners;
(7) Expeditenominationstothe33postsdesignatedforFNLcivilians,aprocesscurrentlyled
byahigh-leveljointcommitteeestablishedbyPresidentNkurunzizaandMrRwasa.
(8) Guaranteesecurityinthepre-assemblyzones,andthesafestorageofarms;underthe
controlofinternationalobserversandFNLleaders;
(9) Identify390GovernmentnomineestobetrainedfortheMixedProtectionUnit.
TheGovernmentofBurundiandtheFNLareinvitedtolaunchanintensecommunicationcampaign
toinformmembersoftheFNLandthegeneralpublic.TheTripartiteWorkingGroupandtheJoint
VerificationandMonitoringMechanism(MéchanismeConjointdeVérificationsedeSuivi,MCVS),
must,withtheassistanceoftheinternationalcommunity,providevisibleassistanceandsupportto
thiscampaign.
BoththeGovernmentofBurundiandtheFNLshallimmediatelynominatetworepresentativeswho
willworkcloselywiththeUnitedNationsandotherinvolvedpartiesonallaspectsofthesituation.
Ongoingfinancialsupportisrequestedfromtheinternationalcommunityforimplementationofthe
abovemeasuresaswellasaflexibleapproachtothebudgetarycostsofintegratingafurther500
FNLcombatants.

TheFacilitationTeam,thePoliticalDirectorateandtheentireinternationalcommunityundertaketo
supporttheBurundianpartiesthroughoutthetimelinedescribedabove.
ThePoliticalDirectoratecallsupontheBurundianpartiestomusterthedeterminationand
engagementnecessarytobringabout,ingoodfaithandassoonaspossible,asatisfactoryoutcome
ofthisfinalphaseofthepeaceprocessfortheBurundianpeople.
