This large market has created interest for food producing countries worldwide. The increasing awareness of Muslims on their religious obligations is creating greater demand for halal food and other consumer goods. There are approximately 1,6 billion Muslims out of the 6.5 billion world population, the majority of the nations are in OIC Member Countries. Thus, in the late 1980s and early 1990s, the potential of the Southeast Asian and Middle Eastern markets for halal foods started to be realized, leading to an increase in the production and certification of halal foods. This has expanded into South Asia, the Mediterranean, Europe, Central Asia and South America. Halal product certification is the prerequisite for entering the global Halal market. A halal certificate is a document issued by an Islamic organization certifying that the products listed on it meet Islamic dietary guiddelines. In addition, it featured Halal Food and beverages, related machinery, technology, equipments and Halal certification bodies. This exhibition, which was open to the participation of 57 OIC Member States, the Muslim communities in non-OIC Membber States, Observer Countries, the OIC Institutions and Economic Operators in the OIC Member States, witnessed on its sidelines the organization of the Middle East Halal Congress on December 11th-12th, 2012 by Halal Development Council of Pakistan, the Islamic Centre for Development of Trade (ICDT) and Sharjah Expo Centre. Thirty African Tourism Ministers discussed in Tunisia the opportunities of developing tourism in the region é Current Challenges and Issues for African Tourism: What solutions can be adopted to ensure its competitiveness? T he 54th meeting of the Commmittee of the World Tourism Organization for Africa closed in Tunis on April 26, 2013 after havving lasted from April 24. The Director General of ICDT, Mr. El Hassane HZAINE, participated in this meeting and in the Internnational Conference on Current Challenges and Issues for African Tourism: What solutions can be adopted to ensure its competitivenness?. UNWTO forecasts that by 2020, Africa will receive 85 million international tourist arrivals and 134 million in 2030, representing 6.3% and 7.4% of international tourist arrivals respectively worldwide. Thirty African Tourism Ministers attended these two events along with several international experts. Mr.Taleb Rifaii, the Secretary Genneral of the World Tourism Organnization also took part in the meetting. The debate on African tourism was introduced by several conferences, including the improvement of the visa facilitation and air connectivitty to enhance the competitiveness of African destinations and the role of communication technologies in promoting African tourism destinattions. According to the barometer of the World Tourism Organization, 990 million tourists were recorded in 2011 and 503 million in Europe, with a regression of 6%, because of the situation that prevailed in several Arab countries, following the Arab Spring. The number of tourists slightly exceeded one billion in 2012, including 505 milllion for Europe, 216 million in AsiaPacific, 156 million in the Americas and 50 million in Africa remained unchanged. The potential of African destinattions is becoming more and more affirmed into the world market due to political stability, attractive destinatTIJARIS 131 MAY-JULY 2013 tions and recognition of tourism, which are keys to the socio-econnomic development sector and some of the main factors that contributed to the positive ressults of tourism in Africa in recent years. With the growth of 6% of internnational tourist arrivals in 2012, Africa stands as one of the most promising areas for tourism comppanies and entrepreneurs. UNWTO forecasts that by 2020, Africa will receive 85 million internnational tourist arrivals and 134 million in 2030, representing 6.3% and 7.4% of international tourist arrivals respectively worldwide. But, at present, Africa receives barely 5% of the global potential tourists. As such, it has still many challenges to overcome so as to enter international competition. H .E. Prof. Dr. Ekmeleddin Ihsanoglu, the Secretary Generral of the Organisation of Islamic Cooperation (OIC) received on 24-25 May 2013 at OIC Headqquarters the Turkish Minister for the European Union Affairs and Chief Negoatiator, H.E. Mr. Egemmen Bagis, and his accompannying delegation. The official visit paid by Minister Bagis to the OIC was an opporttunity for both sides to exchange views on further development of relations between the OIC and Turkey as well as between the OIC and the European Union so as to strenghten cooperation to this end. The visit was also an occasion for the Minster to be briefed on the OIC programs and activities in the political, economic, science and technology fields and on the current state of the Palestinian cause, as the core item on the OIC’s agenda. The lecture provided by Minister Bagi before the attendance of businessmen and the diplomatic and consular corps in Jeddah, focused on the state of affairs on the Turkey-EU relations as well as its impact on Turkey’s relattions with the Islamic world. r Excellency Prof. Dr. Ekmeleddin Ihsanoglu, the OIC Secretary General, concluded his official visit to Guyana on 29 May 2013. This visit was the first ever paid by an OIC Secretary General to the country since it became a a member of the Organisation in 1998. HE Prof. Dr. Ekmeleddin Ihsanoglu was honoured through a citation given and read out by the President reccognizing his Excellency’s relentless efforts to introdduce long needed reforms in the activities of the OIC so as to make the Organissation effective as well as his consistent role in enccouraging member states to be more proactive so as to make the best use of the OIC’s potential. The meeting with the Foreign Minister focused more on ways and means of advancing bilaterral cooperation issues. THE OIC SECRETARY GENERAL awarded in recognition for all the visionary and structural reforms HE Initiated and implemented in the OIC and for his efforts to activate and strengthen relationship between the OIC and Suriname. O IC-Suriname bilateral relations and issues related to muttual cooperation, in particular, economic and financial cooperration issues in support of socioeconomic development of Surinname were the core of the visit paid by His Excellency the OIC Secretary General on May 27th, 2013 to Suriname where he was awarded by the acting President for all the visionary and structur- ral reforms that H.E. initiated and implemented in the OIC and for his efforts to activate and strengthen relationship between the OIC and Suriname. On this occasion, H.E. the OIC Secretary General had meetings and exchange of views with the Foreign Minister, Finance Minister, Governor of the Central Bank, members of the Parliament, private sector representatives. Leaders of different faith based communities of Suriname, including Muslim leaders, met H.E. the Secrettary General under the framework of the Inter Religious Council on Suriname (IRIS) and discussed with him different aspects of peaceful coexistence through practicing tollerance and respect for each other. H.E. the OIC Secretary General quallified the multicultural experience of Suriname as an asset for the OIC and Humanity. r TIJARIS 131 MAY-JULY 2013 11 OIC NEWS H.E. the OIC SecretaRy General, Prof. Dr. Ekmeleddin Ihsanoglu, receives Palestine’s Instruments of Ratification of the OIC Charter, Trade Preferential and Civil Aviation Systems the instruments of ratiffication of the OIC Charter, Protocol on the Preferential Tariff Scheme for TPS-OIC (PRETAS), and the Statute of the Islamic Civil Aviation Council (ICAC) were signed by the Palestinian Foreign Min- nister, Dr. Riyad al-Malki, in the capital of Azerbaijan, Baku, on 11 July 2013, when he was received by H.E. the Secretary General of the OIC, Prof. Ekmeleddin Ihsanoglu. The Palestinian Foreign Ministter also signed the Statute of the Islamic Court of Justice, the Agreement establishing the Isllamic Committee of the Internattional Crescent, the Statute of the OIC’s Organisation for the Development of Women, and the Covenant on the Rights of the Child in Islam. r THE President of the Republic of Azerbaijan Receives H.E. THE OIC Secretary General AND appreciates the efforts DEPLOYED BY the OrganiSation The President of the Repubblic of Azerbaijan received on 11 June 2013, in Baku, capital of the Republic of Azerbaijan, His Excellency the Secretary General of the Organisation of Islammic Cooperation, Prof. Dr. Ekmeleddin Ihsanoglu. On this occasion, the Pressident expressed his apppreciation for the efforts deployed by the Organisattion in the service of the Isllamic world issues and for the close ties that bind both the Republic of Azerbaijan and the Organisation of Isllamic Cooperation. He also stressed the importance of developing bilateral relattions to achieve the principples of Islamic solidarity. The President also highligghted the efforts of the OIC for holding the Conferences on drawing the strategy for developing the city of Jerrusalem and the establishmment of an Islamic Finance Safety Net to support Pallestine, in the Azerbaijani Capital, in implementation of the decisions of the Isl- lamic Summit Conference at its twelfth session held in Cairo in February 2013. The ceremony was held in the pressence of the Deputy Secretary Genneral of the OIC, His Excellency A. Hameed Opeloyeru, the Members of ICDT’s Board of Directors, repressentatives of the Diplomatic Corps in Rabat and former Directors Genneral of ICDT, namely, their Excelllencies Moulay Driss Alaoui Mdagghri, Mohamed Guedira and Badre Eddine Allali. ICDT’s Board of Directors which is composed of the following Member States: Cameroon, Egypt, Kuwait, Morocco, Qatar, Saudi Arabia, Sennegal, Tunisia and Turkey considdered during ICDT’s 30th Ordinary Session, among others, the report of the Centre’ activities, the draft budget and the 2014 work program. In this regard, ICDT committed to coopperate in delivering training moddules in the field of International Trade and to host the B2B meettings between foreign operators, members of the the International Chamber of Commerce network worldwide and their Moroccan or OIC counterparts so as to build business relationships and parttnerships. In addition, the Internnational Chamber of Commerce engaged to promote through its global network the fairs and exhibbitions organized by ICDT. r TIJARIS 131 MAY-JULY 2013 TIJARIS 131 MAY-JULY 2013 15 15 LIGHT ON ENTRUSTED WITH ADVANCING ECONOMIC INTEGRATION AND TRADE EFFICIENCY BETWEEN THE 57 OIC COUNTRIES, ICDT SIGNS AN MoU WITH GCEL é the Islamic Center for Development of Trade (ICDT) AND The Global Coalition for Efficient Logistics (GCEL) SIGNED a landmark MOU marking a tangible first step to solidify OIC Countries’ participation in GCEL’s HumaWealth Program, which promotes trade efficiency through the use of the Digital Economy Platform. ICDT’s Director General Dr. El Hassane Hzaine and GCEL’s Co-Chairman Captain, Samuel Salloum, signed the Agreement on May 21st, 2013 in Casablanca in the presence of officials and senior executives from ICDT and GCEL. This joint MOU compliments simmilar partnerships between GCEL and other pan regional organizattions from around the world includ- ding the Leaggue of Arab States, the O r g a n i z a ttion of Amerrican States, ASEAN, etc… and follows the recent launch of the Asia BTL between G20 countries, India and Indonesia where GCEL completed trade efficiency assessments in the aforementioned countries in addition to Malaysia covering 20% of the world population and 40% of MEA’s non-oil trade volume. Note that the digital economy platfform represents the required set of tools to reduce OIC countries’ annnual trade costs by USD 75 billion, increase global trade by USD 1.2 trillion, create a new USD 6 trillion services industry market opportunnity and generate nearly 100 milllion new jobs, with 32 million jobs in the MEA region alone. On this occasion, Captain Salloum, the GCEL’s Co-Chairman, welcomed ICDT to the New Millennium Standdard for Growth (N-MSG) Council by stating that the N-MSG Council was a global partnership that came together at a time of urgency to asssist Aid For Trade (AFT) on a global level with regional implementation thus delivering tangible econommic results to the GCEL partners. Captain Salloum added that the Council was formed with the requirred agility and neutrality delivering a “New Message” to the world thus transforming hope to confidence and confidence into reality. He elaborated that the N-MSG to the world has four foundations: first, a defined and quantified econnomic target that meets their parttners’ ambitions; second, a roadmmap to reach the defined goals; third, the required tools needed when implementing the roadmap; and fourth, the global consensus that enhances and expedites the delivery of their program. In his turn, Mr. Hzaine stated that the world recognizes that trade is essential to sustain economic growth, that today with the econnomic crises, a new trade order is being shaped by emerging alliancces, such as the Trans-Pacific Parttnership (TPP) called by the USA and the Regional Comprehensive Economic Partnership (RCEP) trigggered by China and that the OIC countries must be ready to occupy the role that they deserve in this new trade order and overcome the obstacles that hinder regional inttegration in the region in particular non-tariff barriers including logisttics issues. r TIJARIS 131 MAY-JULY 2013 16 ICDT PARTICIPATES IN THE GCEL’S 1ST CONSULTATIVE COMMITTEE AND THE WIEF ADVISORS MEETING FOR ASIA é Following the signing of a Memorandum of Understanding between the «Global Coalition for Effficient Logistics» (GCEL) and the Islamic Centre for Devellopment of Trade (ICDT) on May 21st, 2013 in Casablanca, Kingdom of Morocco, Dr. El Hassane HZAINE, Director General of ICDT, took part as a Guest of Honour at GCEL’s first Consultative Committee in Asia held on June 8-9, 2013 in Kuala Lumpur, Malaysia. On this occasion, Dr. HZAINE presented the activities of the Centre to the Committee Members and discussed the practtical implementation of the MOU and the issue related to the developpment of E-commerce and the settting-up of a single window among the Member States of the OIC. During his stay in Malaysia, the Dirrector General of the Centre also participated in the Advisors meetting of the World Islamic Economic Forum (WIEF) for Asia held on June 10th, 2013 in Kuala Lumpur . r ICDT and the International Centre for Foreign Trade of Senegal (CICES) sign a memorandum of understanding for the organization of the 2nd Exhibition of Health of the OIC Member States (2nd OIC HEALTH EXPO) dial atmosphere the organizationnal modalities of the Expo and its promotional campaign. The Expo will be organized by é ICDT received a delegattion of the International Centre for Foreign Trade of Senegal (CICES) on 13 -14 June 2013 at ICDT’s Headquarters in Cassablanca in preparation for the joint organization of the 2nd OIC HEALTH EXPO. Animated by the common will to surround this event with all the conditions of success, both sides discussed in a cord- ICDT and CICES, under the aegis of Ministry of Commerce, Industry and the Informal Sector and the Ministry of Health and Social Welffare of the Republic of Senegal, from 26 -29 June 2014 in Dakar, in conjunction with the 6th Internnational Exhibition of Health and Medical Equipment (SISDAK). This coordination meeting between ICDT and CICES was an opportunity for both parties to define and expand cooperation between them in areas of commmon interest, including the organnization of businessmen mission in Dakar and abroad, Buyers / Sellers meetings for specific prodducts, the organization of speccialized exhibitions such as the exhibition on Higher Education, exhibition on machines & equipmment, exhibition on Environmenttal Technologies; and the organizzation of training seminars on the promotion of trade fairs and exhibbitions for the benefit of Members of the sub-region states. The meetting was crowned by the signing of a memorandum of understandding governing the organizational aspects of the event. r TIJARIS 131 MAY-JULY 2013 17 LIGHT ON a cooperation between ICDT AND FEDIC in the skins and leather sector HAS BEEN ESTABLISHED é The visit of FEDIC’s CHAIRMMAN to ICDT’s Headquarters focused on establishing a cooperation between FEDIC and ICDT and through it with the OIC Member States. The visit of Mr. Mohamed Amaiz, President of the Moroccan Fedderation of Leather Industries (FEDIC) to ICDT’s Headquarters where he was received by the Dirrector General of ICDT, El Hassane HZAINE, on May 28, 2013 focused on establishing a cooperation between FEDIC and ICDT and through it with the OIC Member States. Discussions also focused on initiatting ICDT, owing to its great experrience in organizing events such as fairs, exhibitions and forums, to partticipate in the organization of future editions of «MaroCuir» Exhibitions. Mr. HZAINE, recognizing the impportance of the Leather sector both for the Moroccan economy and for all OIC countries, expressed his willingness to promote the sixth edittion of this exhibition, which will be held in Casablanca in the Office of Fairs and Exhibitions of Casablanca from October 31st to November 2nd, 2013, in its Magazine «Tijaris», with the OIC Trade Promotion Organs and to provide the FEDIC with all the necessary support to organize the 1st OIC Leather and Skins Exhibition in 2015 ICDT also agreed to exammine the possibility of establishing a leather and skins stock Exchange in Casablanca. The leather sector has developed since the appointment of Mr. Amaiz, President of FEDIC. Indeed several projects have been modernized promoting thus the leatther industry, among which the label of the Moroccan leather, etc. One of the key actions is probably the best known both nationally and internattionally is «MaroCuir» the Internattional Leather Fair. It conventionally punctuated B2B meetings, confereences and round tables, exhibitions and fashion shows, which recorded a large foreign participation. Since its first edition in 2008, «MaroCuir» has become the only exhibition and trade platform which attracts Leatther operators in the Maghreb and Africa. On this occasion, Mr. Abdelaziz MANTRACH, the ASMEX Vice-Chairman stressed the importance of continuing the good cooperattion between the two instituttions in the areas of common interest including Auditing Export and trade defence. In his turn, Mr. RAHMOUNI extended his thanks to Mr. MANTRACH for his hospitallity and presented the activvities to be organized by the Centre in the future, namely: the 14th Trade Fair of the OIC Member States, which will be held in Tehran, Iran, from 28 November to 1 December 2013; the 2nd OIC Halal Food Expo which is scheduled to be held in Sharjah, UAE, from 16 to 18 December 2013; the 1st OIC-China Expo and Economic & Trade Forum 2013, which will be organizzed in Yinchuan, China from 15 to 19 September 2013 and the 4th OIC World BIZ 2013, which will be held in Kuala Lumpur, Malaysia on 25-28 September 2013. Mr. RAHMOUNI also presentted the projects initiated as well as those followed-up by the Centre, notably, the OIC Cotton Project, the project of creating a single window for trade facilitation between the OIC Countries, the project of creating a Business Center and a Permanent Exhibition at ICDT’s headquarters loccated at Tour des Habous, Casablanca during 2013 and 2014 and invited the ASMEX to join the said meetings and projects. The visit was also an oppportunity for both sides to convene about the dates and venues of the activitties to be jointly organized by both institutions in the future, namely: Seminar on the Opportunities and Challlenges of the Free Trade Agreements, the WAEMU case, which will be held in Casablanca on October 3, 2013 and which will be animmated by Moroccan Exportters and Importers along with an Expert from the UEMOA Commission. In compliance with the provisions of the Memmorandum of Understanding (MoU) on the orgganization of the Expo, which was signed on December 7th, 2011 between ICDT and the Govvernment of the Autonomous Region of Ningxia Hui, Organizers also agreed upon the Expo’s promotional campaign. The event was organized by the Islamic Centre for Developmment of Trade (ICDT), under the aegis of the Ministry of Commerce, Industry and New Technologies of the Kingdom of Morocco, and in collaborattion with the Islamic Devellopment Bank Group (IDB). L’une des priorités du Président de la République é Le Projet de société du Président de la République : ’’L’Avenir en Confiance», préconise la diversification de la base productive de l’économie du pays en vue de faire du Gabon un pays émergent à l’horizon 2025. Pour réussir cet objectif, une restructuration en profondeur du secteur agricole s’impose . Afin d’assurer son autonomie alimentaire, le Gabon oeuvre pour produire des denrées de première nécessité et diversiffier les sources de croissance et de développement durabble; ainsi, il faudrait bâtir une agriculture, une pêche et une aquaculture moderne, garanttissant la sécurité alimentaire du pays. Actuellement le sectteur agricole emploie environ 95% de la population gabonaisse, bien qu’il ne contribue qu’à 5% du PIB. Les cultures vivrièrres sont les productions princcipales au Gabon. Le pourcenttage de terres agricoles non cultivées est de plus de 20 milllions d’hectares, d’où le potenttiel pour de nouvelles cultures gabonaises et une répartition équitable. Les cultures vivrièrres au Gabon se constituent du manioc, de la banane planttain, de l’arachide, du taro, de l’igname, de la patate douce et du maïs. En 2009, le Gabon a lancé une politique agricole nationale destinée à régénérer l’industrie du cacao et du café. Le Gabon produit actuellement environ 300 tonnes par an de café et de cacao, exportés en Espagne, en France, aux Pays-Bas et aux États-Unis. La politique de réhabilitation des plantations a permis de porter cette production à 2 500 tonnes en 2012/13. 1000 hectares de terrain sont acttuellement cultivés (700 ha de plantations rénovées et 300 ha de plantations nouvelles). D’une richesse écologique inestimable, le potentiel marchand de la forêt gabonnaise reste à développer. Il est aujourd’hui estimé à 400 millions de m3 (dont 130 millions de m3 d’Okoumé). C’est la troisième source d’énergie consommé dans le monde, après le pétrole et le charbon. L’Etat gabonais veut se donnner les moyens de mettre à contribution le secteur gazzier dans la diversification de l’économie de manière durable. L’industrie du gaz va ainsi devenir un vecteur naturel du tissu socio-économique et participera au relèvemment du niveau de vie des Gabonais. Le Gabon a l’ambition de développer la production et l’utilisation domestique, ainsi que l’exportation de cette source d’énergie durrable qu’est le gaz. Le Gabon est actuell- lement le deuxième producteur monddial de manganèse. 95% de la production gabonaise est destiné aux industries sidérrurgiques. Le manganaise du Haut-Ogooué est la deuxième source de richesse du Gabon. Avec l’exploitation de la mine de Moanda, dans le sud-est du pays, le Gabon assure près de 25% du commerce international. Ce gisement dispose de réservves abondantes, près de 200 millions de tonnes, et est d’exccellente qualité avec une tenneur de 50%. Le Fer. Le Gabon détient le premier gisement de fer à catégorie distingguée sur la planète. Le principal gisement de fer au Gabon se trouve à Belingga, au nord-est du pays. Déccouvert en 1895 il est l’un des derniers grands gisements au monde jamais exploités. La teneur en fer qui en est extraite est de 64%, ce qui en fait le premier gisement de sa catégorie sur la planète. Ses résserves sont aujourd’hui estimées à 1 milliard de tonnnes. Outre le gisement de fer de Bélinga, on dénombre d’autres Gabon : Un potentiel gazier estimé à 39 milliards de m3 gisements dénommés Batoualla, Boka-Boka et Minkébé. L’exploitation de fer est un secteur particulièrement prommetteur : actuellement, la demmande d’acier à l’internationnal ne cesse de s’intensifier, en particulier dans les pays émergents tels que l’Inde ou le Brésil. Les experts en industrie exttractive estiment que la demmande mondiale aura une tellle incidence sur les cours du fer que celui-ci pourrait voir sa tonne augmenter de 50 à 90% sur les comptoirs internnationaux. L’exploitation du gisement de fer de Belinga soutient la vallorisation locale des matières premières au Gabon permetttant ainsi au pays de devenir un «hub métallurgique» et de créer une dynamique entreppreneuriale locale. L’exploitation du gisement de fer dans le cadre du Gabon Inddustriel entraînera en outre la construction d’infrastructures qui induiront nécessairement le développement d’autres secteurs: la construction de la nouvelle ligne de chemin de fer entre Belinga et Librevville d’une longueur de 561,5 km est l’autre projet-phare de l’exploitation; la constructtion d’un port commercial en eau profonde à Santa Clara est également à l’ordre du jour. En outre, le secteur minier est très diversifié avec égallement des gisements de niobium ; de phosphate ; de plomb-zinc; de barytine et de talc. Situées à Bakoudou au sud du Gabon, les réserves en or sont estimées entre 30 et 50 tonnes sur une dizaine de site. Son exploitation, jusque là artisanale, est en pleine inddustrialisation : dès le premier semesttre 2011, les mines d’or de la région du Haut-Ogooué ont été exploitées par la sociétté marocaine Managem. . Le diamant. La beauté inégalable du diamant du Gabon fait l’objet d’inttenses travaux d’explorration. C’est dans le massif du Chaillu et particulièrement à Makogonnio et dans les ré gions de Meddouneu et Mitzic que l’on trouvve de rares mais jolies pierres, des diamants. Ces deux minerais ont été mis en évidence dans le synclinal de la Nyanga à kroussou. La numérisation permet d’atteinddre des teneurs moyenne de 8% métal (Lobe Niambokambo) et de 10% (Lobe de Dikaki). Le stock métal en plomb-Zinc est évalué à plus de 11 000 tonnes sur le seul lobe de Dikaki. Une teneur moyenne de 30 grammes par tonnnes a été mise en évidence pour l’argent. banga, les réserves sont estimées à 31 millions de tonnes tirant à 46% de sulfate de baryum. Cette substtance a aussi été identifiée dans la région de Kroussou. La barytine. Le Gabon en site riche en talc. détient des réserves impportantes. Plans Établis par l’État prévoyant des réformes structurelles Pour soutenir l’ambition nationale d’industrialisation, le gouvernement gabonais s’est fixé l’ambition de porter sa capacité de production énergétique à plus de 5.000 mégawatts contre 414 mégawatts aujourd’hui. Cet objectif sera atteint grâce à des investissemments considérables dans la production gazière - dont le potentiel est de 39,59 milliards de m3 - dans la production hydroélectriqque et par la promotion des énergies renouvelables. Le réseau routier est actuellement composé de 9 170 kilomètres de routes, dont 936 kilomètres sont asphaltés et 7 600 kilomètres faits de latérite. Le Gabon possède 3.015 km de routes de classe A ; 1.528 km de routes de province; 834 km de route de classe B ; 571 km de routes non classifiées ; et environ 900 km de chemins sais- sonniers. Il se subdivise en quatre catégories essentielles: les transports routiers, aériens, ferrovviaires, fluviaux et maritimes. Infrastructures aéroportuaires. Le Gabon dispose de 44 aéropports public dont trois internattionaux (Libreville, Port-Gentil et Franceville). L’aéroport intternational de Libreville, qui accueille la majorité des vols à destinations multiples, se voit rattrapé par la ville. Le gouvernement a donc déccidé de déplacer l’aéroport à 60 km de Libreville, sur le site d’Andem qui couvre une superfficie de 1500. La construction du nouvel aéroport à Antem sera un moyen de développer cette banlieue proche de Librevville et d’y créer plus de 3000 emplois. Les Infrastructures fluviales et maritimes. Le développement des infrastructures fluviales et maritimes représente un vérittable défi pour le Gabon. Le projet d’établir le littoral comme zone d’action prioritaire vise l’établissement d’un cadre institutionnel de gestion et de développement durable de la réggion côtière. Le gouvernement gabonais, en collaboration avec le Japon, a décidé d’accorder 2,465 millions de dollars pour la réalisation de ce projet dont l’objectif est de répondre au problème de préservation de la zone côtière gabonaise. En plein développement au Gabon Dans son projet de société « l’Avenir en Confiance», le Président Ali Bonggo Ondimba reconnaît l’importtance de bâtir une infrastructure de base dans le domaine des Nouvelles Technologies de l’Informattion et de la Communication (NTIC), pour contribuer au développement économique global du pays. Le Gabon compte actuellement 40.000 téléphones fixes 350.000 abonnés à la téléphonie mobile; 55000 utillisateurs d’Internet, représentant 5% de la popullation; 13.000 abonnés PSTN; 210 cafés Internet. Le pays place les télécommunicattions et les NTIC au centre de son développement économique et social. En faisant du «Gabon des Services» l’un des trois piliers de l’économie du Gabon, le gouvernnement s’est engagé dans la mise en œuvre d’une stratégie sectorrielle dont l’un des axes concerne la redynamisation de la formation sur les NTIC. Depuis mai 2002, Libreville a été raccordée au câble sous-marrin SAT qui relie l’Afrique à l’Eurrope. En plus de la privatisation des Télécom du Gabon et le dévveloppement rapide du marché de la téléphonie mobile, la libéralisation du secteur a pour but de placer le Gabon comme leader régional en Afriqque Centrale en développant des services d’Intternet à haute vitesse; en amélliorant la qualité et la facilité d’acccès aux télécommmunications et l’interconnexion des réseaux nationaux ; en développant au niveau national et transnational des activités de services reliées aux Technologies d’Information et de Communicattion ; et en construisant un centre d’apprentissage pour ces nouvellles technologies. Le développement des NTIC et des télécommunications se fera nottamment grâce à la mise en œuvvre d’une infrastructure haut débit en fibre optique sur l’ensemble du territoire national et à l’introducttion de la téléphonie mobile de troisième génération, dite téléphonnie 3G. De nombreux projets sont prévus dans ce secteur. Le Gabon étant partenaire du projet de câble sous marin à fibre optique ACE, celui-ci va raccorder la côte ouest africaine à l’Europe. Un Secteur en pleine croissance é Le paysage gabonais dispose de nombreux atouts touristiques. Au coeur du Bassin du Congo, 2ème poumon de la planète, le Gabon possède une faune et une flore parmi les plus diversifiées au monde. On y trouve de nombreuses espèces animales : chimppanzés, gorilles, crocodiles, éléphants, hippopotames, baleines à bosse, dauphins ou encore tortues... De même, les végétaux présents au Gabon sont multiples. On dénombbre par exemple, plus de 400 espèces différentes d’arbres. The Islamic Centre for Devvelopment of Trade (ICDT) participated in the 22nd Sesssion Committee and the 29th session of the Follow-up Committee of the Standing Committee for Economic and Commercial Cooperattion of the Organisation of Islamic Cooperation (COMCCEC), held from May 13 to 15, 2013 in Ankara, Republic of Turkey. The first meeting was an oppportunity for the OIC instituttions to review the agenda items as: the implementattion of the Strategy of the COMCEC; the experiences of the OIC institutions in the implementation of their activvities ; and the improvement of coordination between the OIC institutions. Abdullah GÜL expressed his satisfaction with the progress achieved in cooperation efforts in various economic sectors through forrums, seminars and worksh- hops which enable Member States to share information and best practices in the resppective fields. Prof. Dr. İHSANOGLU requestted the Committee Members to support various initiatives, mechanisms and modalities for increasing intra-OIC tradde, not only in the framework of removing tariff barriers but also in the area of non-tariff measures. H.E. the Secrettary General emphasized the need for creating workable implementation modalities for all OIC programmes and mobilizating funds for identtified projects. The Secretary General stressed the importtance of deepening national ownership and the elaborattion of bankable projects to generate greater confidence, participation and collaborattion of international donors and regional partners. As regards the Islamic Centtre for Development of Trade (ICDT), it was commended for the actions it has carried out till the holding of this COMCEC session. Indeed, the Committee took note with satisfaction of the organizattion of the seminars, conferrences and training seminnars that ICDT organized in different fields. ICDT was also requested to hold more sector-specific exhibitions and to keep on utilizing proffessional expertise in relation to these activities and to exammine new ways and means to improve the content of its trade fairs and exhibitions in collaboration with relevant authorities in the OIC Member States with a view to attractting visitors from all around the world. The Session was attended by the representatives of the OIC Member Countries and those of the OIC and its subsidiary, specializzed and affiliated institutions. The Commission resumed its proceeddings as the Islamic Commission for Economic, Cultural and Social Affairs through reviewing and disccussing a long list of agenda items on various issues of cooperation in areas such as trade and financce, poverty alleviation and food security, agriculture and tourism, science and technology, cultural and social affairs. The main objective of the forum was to discuss the concept and implementation of open government in African countries through case studies as well as this concept possibilities, conditions and challenges and its implementation. The EGM, which was attended by the Experts from the OIC Member States, namely: Afghanistan, Algeria, Bangladesh, BurkinaFaso, Djibouti, Egypt, Indonesia, Iraq, Lebanon, Libya, Malaysia, Mali, Mauritania, Mozambique, Kazakhstan, Kuwait, Kyrgyzstan, Niger, Nigeria, Oman, Pakistan, Palestine, Qatar, Saudi Arabia, Senegal, Sudan, Turkey, Uganda, UAE and Yemen, along with representatives of OIC institutions: the General Secretariat, SESRIC, ICDT, IDB and regional and KAZAKHSTAN TIJARIS 131 MAY-JULY 2013 78 international organizations, namely ECO and IFAD, was marked by the speeches delivered by H.E. The meeting thus listed the backkground report presented by the OIC General Secretariat on the extent of the work so far accompplished towards establishing an OIC Food Security institution, in particular, the compilation of the views of OIC Member States on the initial draft constituent instrumment of the proposed institution and subsequent elaboration of the harmonized text of the constittuent instrument in the form of Draft Statute of the proposed insttitution. «The Islamic Organisation for Food Security», the name that has been given to the newly born institution, after its Draft Statute has been examined and several amendments have been made to its provisions. Being thus adopted, the Statute of the new institution has been recommended for considerattion and adoption by the Council of Foreign Ministers of OIC. The EGM meeting aimed at provviding expertise and technical know-how to the Member States on various aspects of agriculture, rural development and food seccurity, including the fight against desertification and deforestation. It aimed also at checking the stattus of food security in the Member States to determine and carry out humanitarian interventions deemed necessary; in addition to mobilizing and managing resources to devellop agriculture and improve food security of Member States, as well as developing and implementing the Common Agricultural Policy, inccluding the transfer of appropriate technology. r « P romoting the E xports of the S M E s in the O I C M ember S tates : T he R ole of T rade P romotion O rganizations » Theme dabated at the First Meeting of the COMCEC Trade Working Group é ICDT participated in the First Meeting of the COMCEC Trade Working Group held on June 20th, 2013 in Ankara, Turkey, under the theme of «Promoting the Exports of the SMEs in the OIC Member States: The Role of Trade Promotion Organizations». The Meeting was attended by the repressentatives of 19 Member States, which have notified their focal points for the Trade Working Group namely, Azerbbaijan, Bangladesh, Cameroon, Egypt, Indonesia, Iran, Iraq, Jordan, Kuwait, Libya, Mali, Oman, Pakistan, Palestine, Saudi Arabia, Senegal, Sudan, Turkey and Uganda. The main objectives of the seminnar were notably, the exchange of experiences between Arab countries in terms of trade defence, presentation of the strategies to prottect trade within the framework of the Trade Preferrential System of OIC Countries (TPS/OIC) and those used at the regional and internationnal levels. National Experiences on trade deffence were also presented in the seminar. r TIJARIS 131 MAY-JULY 2013 80 Seminar on the valorization of R&D, Technological Innovation and Intellectual Property in the OIC Member States: to promote South-South cooperation Within the framework of the implementation of the COMCCEC’s project on «Technical Cooperation between the Offfice of Industrial Property of the OIC Member States», the Islamic Centre for Developmment of Trade (ICDT) and the Moroccan Office for Industtrial and Commercial Property (OMPIC) will organize in collabboration with the World Intelllectual Property Organization (WIPO), under the auspices of the Ministry of Industry, Trade and New Technologies of the Kingdom of Morocco, a seminnar on “The Valorization of R & D, Technological Innovation and Intellectual Property of the OIC Member States” on 24-25 October 2013 in Casablanca, Kingdom of Morocco. This seminar is open to the participation of the Executivves operating in the field of the industrial and intellectual property of the OIC Member States as well as Experts of regional and international orgganizations as well as Acaddemics. The objective of this seminar is to review the latest developpments in the field of the valorrization of R & D, technologiccal innovation and intellectual property in the international arena and in the OIC Member States and to promote SouthSouth cooperation in this area. The seminar will cover the following issues: Intellectual property and the valorization of R & D; Management infrasttructures of the valorization and the intellectual property; Promotional Tools of technollogical intelligence and intelllectual property. The seminar’s program includdes a study visit to the Nationnal Institute of Posts and Tellecommunications (INPT) and the Moroccan Foundation for Science, Innovation and Advvanced Research (MASCIR) of Rabat, which will be followed by a round table on the parttnership model between the OIC countries in the disseminnation and marketing of technnological innovation, notably patents, in a bid to launch the second phase of the technical cooperation project between the Offices of Industrial Property of the OIC Member States. r TIJARIS 131 MAY-JULY 2013 81 SEMINARS & CONFERENCES Decent Work for Sustainable Social Welfare Theme debated at Baku at the 2nd Session of the I S L AMI C C ONFE R EN C E OF L ABOU R MINI S T E R S ( I C L M ) BAKU é The Islamic Centre for Development of Trade took part in the the 2nd Session of the Islamic Conference of Labour Ministers (ICLM) was held in Baku, Republic of Azerbaijan during the period 23-26 April 2013 under the theme “Decent Work for sustainable Social Welfare”. THE CONFERENCE was chaired by H.E. Mr. Fizulli Alakbarov, Minister of Labbour and Social Protection of the Population of the Reppublic of Azerbaijan. The Senior Officials Meeting, which preceded the Minnisterial Conference, was held on 23-24 April with the participation of Senior Officials from the Ministtries of labour of 36 membber countries. The Meeting was also attended by reppresentatives of the OIC General Secretariat and the relevant OIC and reggional and international institutions. The particippants discussed and delliberated on four various issues related to labour markets and employabillity in the OIC countries. These issues constituted the main agenda items of the Conference as follows: Occupational Safety and Health; Reducing Unempployment and Role of Cappacity Building; Foreign Migrant Labour and Social Protection; and Labour Market Information Strattegy. The participants also discussed and deliberatted on the “Draft OIC Frammework for Cooperation on Labour, Employment and Social Protection” and its implementation mechannism. The end of the Meetting witnessed the preparration and examination of the Draft Resolutions and the Draft Baku Declaration as well as the Agenda and Programme of the Ministterial Session for submisssion to consideration by the Ministers. TIJARIS 131 MAY-JULY 2013 82 BAKU, AZERBAIJAN The 2nd Session of the ICLM was attended by Ministers in charge of labbour and employment, Heads of delegations from 37 member countries, reppresentatives of the OIC General Secretariat, OIC institutions, regional and international Organizattions. During the General Debate, the Ministers and Heads of delegations adddressed the Conference on their national programmmes, underscoring areas of potential collaboration. They also considered and adopted the “Draft OIC Frammework for Cooperation on Labour, Employment and Social Protection” and its implementation mechannism, which was examined by the Senior Officials. The Conference further adoptted the Baku Declaration and Resolution on the Cooperation on Labour, Employment and Social Protection among the OIC Member States, which urgges Member States, inter alia, to: establish a susttainable social protection system by developing eff- fective social programmmes, aimed at protecting the welfare of the most vulnerable people of OIC member states and to impplement the proposal of the President of the Republic of Azerbaijan to establish an OIC Labour Centre, and request the Secretary Genneral to expedite the prepparation of the necessary studies, given the urgent need for such an instituttion in view of the multiple problems faced by member states in the labour area. Members were also urged to increase cooperation for innovative approaches and methods by introducttion of active labour markket and social assistance programs to accelerate allleviation of poverty in OIC member states. The GCC-Moroccan relations are distinct at the political, economic, social levels thanks to the refforms undertaken in the Kingdom of Morocco, where the Moroccan government was quick to adopt a number of measures stimulating and encouraging to attract foreiggn investments. Morocco has also outdrawn severral major projects to drain foreign investment, which attracted Gulf investors, as creating a number of free zones, namely, the Free zone in Mohammed V Internationnal Airport in Casablanca and the Tanger Med Free Zone. The aim of these free zones is to make of Morocco a competitive and attractive investment and international trade area. These Free Zones areas in Morocco are considered as one of the foundattions of the Morocco’s National Industrial Emergence and the devvelopment strategy for the next ten years in the Kingdom. With regard to trade between Morrocco and the countries of the Gulf Cooperation Council, it remains relatively limited as it did not excceed U.S. $ 3 billion in 2011. The Moroccan Enterprises can benefit from the privileged locattion of the Gulf States between the Asian and African continents as a station key to activate the reexport of their products to Asian countries and the establishment of strategical stores for their prodducts in the GCC; in addition to the possibility of establishing MoroccTIJARIS 131 MAY-JULY 2013 84 TANGER-MED can commercial centers in the States of the Gulf Cooperation Council (GCC) to promote and market Moroccan products. Forecasts indicate that the tottal direct and indirect Gulf invvestments could rise to more than U.S. $ 100 billion within the next ten years. Furthermorre, the tourism sector enjoys a priority for the Gulf investtors who collected 15 billion Dirhams in the four sovereign funds with the aim to put Morrocco within 20 tourist desttination in the world; These are: Al Maabar International Investment in the UAE, the Bahhrain Property Fund, the Generral Authority for Investment of Kuwait and Qatar Investment Fund. In this context, many businessmen participating in the forum underlined the need to diversify the Gulf investmment projects by opening-up to areas other than real estate and tourism, such as industry and new technologies, energgy, electricity, transportation, ports, airports and phosphattes, agriculture and food seccurity in Morocco. In this resppect, the soon establishment of an agricultural and food seccurity fund was announced in the forum, with an allocation of U.S. $ 100 million and with the contribution of the Morocccan and Gulf public and privvate sectors, and with the partticipation of the Federation of GCC Chambers of Commerce and the Bank of «Credit Agriccole» in Morocco. The Forum also recommended the need to harmonize laws and regulations related to invvestment between the two siddes and take advantage of the program of the joint work plan between the GCC States and the Kingdom of Morocco for the period 2012-2017. Note that during this meeting, ICDT’s Director General held several bilateral meetings to promote the services providded by ICDT and the products of the OIC countries through the organization of general Trade Fairs and specialized Exhibitions so as to facilitate bilateral meetings between businessmen and to raise the level of trade and investment between the Member States of the Organisation of Islamic Cooperation. r TIJARIS 131 MAY-JULY 2013 85 ECONOMY, FINANCE & INVESTMENT TRADE REGULATIONS & AGREEMENTS housing, infrastructure and finnance. é SUDAN AND TURKEY: SIGNATURE OF AN AGREEMENT ON COOPERATION é Gabon and Turkey: Strengthening of economic relations Libreville and Ankara agreed to strengthen cooperation during a visit paid by the Turkish Prime Minister, Recep Tayyip Erdogan, to the Gabonese capital. Several agreements were signed at a ministerial level during this visit, in particular, in the health and agricultur sectors and at a diplomatic level, removing the visa requirement for diplomatic passport holders. The Turkish Prime Minister, Reccep Tayyip Erdogan, described his visit to Libreville as the begginning of «a new chapter» in billateral relations between Gabon and Turkey. Turkey signaled on the occasion its willingness to cooperate with Gabon in other sectors, such as: the timber industry, tourism, minning, oil and gas, energy, ICT, Dr. Awad Ahmed Al-Jazz, the Sudanese Minister of Petroleum and the Turkish Minister of Energgy and National Resources, Tanner Yildiz, signed an agreement in the field of oil and gas excavvation and production. Following the signing ceremony, Al-Jazz announced his country’s welccome of the entrance of Turkey the field of oil investment, stresssing his country’s determination to boost oil production througgh Turkish experience, among others, in the field of oil and gas. é EU-Azerbaijan: Association Agreement trade isssues discussed in Baku A meeting of the AzerbaijanEuropean Union sub-Committtee of Cooperation on Trade, Investment & Economy was held in Baku on 30-31 May. «In addition to the questions which are standard for the subcommittee meetings, it is expected on the second day of the meeting to discuss tradde issues of the Association Agreement between the EU and Azerbaijan», Mammadgulliyev, Deputy Foreign Minister, said. Previously, the EU urged Azerbbai- jan to accelerate negottiations on the Association Agreement. Trade related aspects are key here, as Azerbaijan is not yet a member of the World Trade Organization. é Tunisia and Libya: Will to Vitalise Bilateral Agreements in Matters of Vocational Training Tunisia and Libya recently exppressed a joint will to vitalise the bilateral agreements in matters of vocational training. During the talk held in Tunis between Minister of Vocationnal Training and Employment, Nawfel Jammali, and his Libbyan counterpart, Mohamed Fitouri Ahmed Soualem, both sides asserted the need to activvate the conventions between Tunisia and Libya since March 2012 in the vocational training field. Other OIC Members’ accesion to the WTO is underway. With the accession of Tajikist- tan to the WTO in March 2013, the number of the OIC Member States whose accession to the WTO is undderway equals thirteen. These are: Afghanistan, Algeria, Azerbaijan, Comoros, Iraq, Iran, Kazakhstan, Lebanon, Libya, Sudan, Syria, Uzbbekistan and Yemen. The access conditions of the new applicant have become excessive and inconsistent with the economic Developmental level of the appliccant country. In fact, the candidates are subject to more restraining obligations than those to which the WTO Members are subject (called the WTO-plus obligations) and the special and diffferential treatment is not accorded to developing countries during their accession to the WTO. The transition periods accorded to the first WTO Members were not automatically offered to acceding countries under Article XII, whattever their economic development level may be. Some transition perriods were allowed in limited secttors and for short periods after the transmission of a comprehensive implementation schedule and in retturn of which the conformity to the WTO was guaranteed (promulgattion of the required in all sectors. It is therefore, important for the OIC countries legislation, training of the staff in charge of implementtation etc…) to defend the idea of according appropriate transition periods to acceding countries. Likkewise, market access should be adapted to the economic developmment of the candidate applying for accession. The adhesion to multtilateral agreements, such as the Agreement on government procurrement and the Agreement on Civil aviation should not be considered as a pre-requisite for accession to the WTO. It is also important to simplify and to speed up the accession procedures appliccable to the LDCs. r TIJARIS 131 MAY-JULY 2013 90 The OIC’s actions within the framework of the multilateral trade negotiations organized by the World Trade (WTO) The Islamic Centre for Development of Trade (ICDT) and the Standing Committee for Economic and Commercial Cooperation of the Organization of Islamic Cooperation (COMCEC) were mandated by the Secretary General of the O.I.C to follow-up in collaboration with the the Islamic Development Bank (IDB) , the multilateral trade negotiations organised by the World Trade (WTO) Within this frammework, ICDT submmits on a regular basis, proggress reports on these negotiattions to the COMCEC’s annual meetings, to the Islamic Commmission for Economic, Cultural and Social Affairs of the O.I.C and to the annual Council of the Foreign Affairs Ministers (CFM). اإلسالمي ،الذي سيعقد في طهران بإيران ،من 28نوفمبر الى 1ديسمبر ،2013 واملعرض الثاني للمواد احلالل ملنظمة التعاون اإلسالمي املزمع عقده في الشارقة باإلمارات العربية املتحدة ،في الفترة ما بني 16و 18ديسمبر 2013؛ املعرض األول ملنظمة التعاون اإلسالمي والصني واملنتدى االقتصادي 18جتاريس 131مايو -يوليوز 2013 والتجاري لعام ،2013الذي سينظم بالصني خالل الفترة ما بني 15و 19سبتمبر 2013وأخيرا املنتدى التجاري االقتصادي العاملي الرابع ملنظمة التعاون اإلسالمي لعام ،2013الذي سيعقد في كواالملبور مباليزيا ما بني 25و 28سبتمبر .2013 كما قام السيد الرحموني بتقدمي املشاريع التي كلف املركز بإنشاءها والتي يقوم مبتابعتها كمشروع القطن ملنظمة التعاون اإلسالمي ،ومشروع إنشاء النافذة الوحيدة لتسهيل التجارة بني الدول األعضاء في منظمة التعاون اإلسالمي، ومشروع إنشاء مركز لألعمال و معرض دائم مبقر املركز املتواجد باملركب التجاري احلبوس بالدار البيضاء ،وذلك خالل عامي 2013و ،2014كما وجه السيد الرحموني الدعوة للجمعية املغربية للمصدرين للمشاركة في االجتماعات السالفة الذكر. ولقد كانت الزيارة التي قام بها السيد الرحموني ملقر اجلمعية املغربية للمصدرين فرصة مواتية للجانبني للتشاور في مواعيد وأمكنة انعقاد األنشطة التي تنظم بالتعاون بني الطرفني، نذكر منها :ندوة حول فرص وحتديات اتفاقيات التجارة احلرة، حالة االحتاد االقتصادي والنقدي لغرب أفريقيا ،التي ستعقد بالدار البيضاء يوم 3أكتوبر 2013والتي سيتم تنشيطها من قبل املصدرين واملستوردين املغاربة وخبير عن جلنة االحتاد االقتصادي والنقدي لغرب أفريقيا .كما سيتم عقد اجتماع B2Bعلى هامش هذه الندوة .أما فيما يتعلق بالندوة التدريبية التي سيتم تنظيمها لصالح املصدرين املبتدئني في منطقة أغادير ،فقد تقرر تنظيمها يومي 22و 23ديسمبر 2013بالدار البيضاء ،وسيتم تأكيد ذلك الحقا. أما فيما يتعلق بالندوات التالية التي سيتم تنظيمها بالتعاون بني الطرفني في عام ،2014وهي: ندوة حول النهج املتبع لولوج أسواق دول مجلس التعاون اخلليجي ،وندوة حول السوق الليبية التي تعقد حتت شعار «ما هي اإلمكانيات والفرص املتاحة للصادرات املغربية؟» وندوة حول «شهادة حالل» التي سيتم تنظيمها بالتعاون مع املكتب املغربي للملكية الصناعية والتجارية ،فقد مت التباحث في أليات تنظيمها باستفاضة خالل االجتماع التنسيقي الذي عقد بني الطرفني يوم 8يوليو r .2013 طالب من كلية إدارة األعمال الكندية « HECمونتريال» يقومون بزيارة ملقر املركز اإلسالمي لتنمية التجارة استقبل املدير العام للمركز اإلسالمي لتنمية التجارة ،السيد احلسن احزاين، وموظفي املركز طالب من كلية إدارة األعمال الكندية « HECمونتريال»، رفقة أساتذتهم السيد إبراهيم عاللي والسيد بلقاسم رحماني ،وذلك يوم 20يونيو 2013في مقر املركز بالدار البيضاء. وبهذه املناسبة ،قام املدير العام للمركز بتقدمي شرح مستفيض للطالب عن 17جتاريس 131مايو -يوليوز 2013 أنشطة منظمة التعاون اإلسالمي واألنشطة التي يقوم بها املركز ،تاله جلسة أسئلة /أجوبة بني الطالب وموظفي املركز. وفي اختتام الزيارة عبر األساتذة إبراهيم عاللي وبلقاسم رحماني أصالة عنهما ونيابة عن طالبهما عن عميق شكرهما للسيد مدير املركز وللموظفني على كرم الضيافة والترحيب احلار الذي تلقوه أثناء زيارتهم ملقر املركزr . أضواء على الشروع في خلق عالقات تعاون بني املركز اإلسالمي لتنمية التجارة واالحتاد املغربي للصناعات اجللدية في قطاع اجللد nيعتبر انخراط املركز اإلسالمي لتنمية التجارة في املنهجية التي اتخذها االحتاد املغربي للصناعات اجللدية في مجال تنظيم املعارض اجللد اخلطوة األولى نحو بدء خلق التعاون بني الدول األعضاء في منظمة التعاون اإلسالمي في مجال اجللد ركزت الزيارة التي قام بها السيد محمد أمعيز ،رئيس االحتاد املغربي للصناعات اجللدية ( )FEDICإلى مقر املركز اإلسالمي لتنمية التجارة ،حيث استقبل من قبل املدير العام للمركز ،السيد احلسن احزاين ،في 28مايو 2013على إقامة عالقة تعاون بني االحتاد املغربي للصناعات اجللدية واملركز اإلسالمي لتنمية التجارة ومن خالله خلق عالقات تعاون مع الدول األعضاء في منظمة التعاون اإلسالمي في مجال اجللد. 16جتاريس 131مايو -يوليوز 2013 وقد ركزت املباحثات التي دارت بني الطرفني على خلق عالقة تعاون بينهما من أجل إشراك املركز االسالمي لتنمية التجارة في تنظيم الدورة السادسة للمعرض الدولي للجلد باملغرب ،وذلك نظرا للخبرة الكبيرة التي يتمتع بها املركز في مجال تنظيم املعارض العامة واملتخصصة. و إدراكا منه بأهمية قطاع اجللد سواء بالنسبة لالقتصاد املغربي أو بالنسبة للدول األعضاء في منظمة التعاون اإلسالمي ،فقد أعرب السيد احلسن احزاين عن استعداده ملساندة هذا املعرض الذي ستعقد دورته السادسة في مكتب الدار البيضاء للمعارض من 31أكتوبر إلى 2نوفمبر ،2013 وذلك بالترويج له في مجلة «جتاريس» التي يصدرها املركز، ولدى أجهزة التنشيط التجاري ملنظمة التعاون اإلسالمي، وكذلك بتوفير الدعم الالزم لالحتاد املغربي للصناعات اجللدية عند تنظيمه للمعرض اإلسالمي األول للجلد في ،2015 وقد أبدا املركز اإلسالمي استعداده لدراسة إمكانية إنشاء بورصة للجلد بالدار البيضاء .هذا ،وقد دعا السيد احزاين االحتاد املغربي للصناعات اجللدية للمشاركة في التظاهرات القادمة التي سيقوم املركز اإلسالمي لتنمية التجارة بتنظيمها .وقد عرف قطاع اجللد تقدما ملموسا منذ أن مت تعيني السيد أمعيز رئيسا لالحتاد املغربي للصناعات اجللدية ،فقد مت حتديث العديد من املشاريع مما روج كثيرا لصناعة اجللد باملغرب، إذ مت خلق تسمية اجللود املغربية، مبا يعرف ب «صنع باملغرب»، ولعل اإلجراء األساسي الذي مت اتخاذه هو تنظيم التظاهرة ذات الصيت الوطني والدولي، أال وهي املعرض الدولي للجلود املغربية « .»MaroCuirوقد مكن هذا املعرض من خلق اجتماعات B2Bومؤمترات وموائد مستديرة وعروض أزياء ،مما جعل املعرض يسجل مشاركة أجنبية كبيرة. ومنذ دورته األولى املنعقدة في عام ،2008فقد أصبح هذا املعرض منصة جتارية ستقطب على وجه اخلصوص الشركات العاملة في مجال اجللود في املغرب العربي وفي أفريقيا. وهكذا ،يعتبر انخراط املركز اإلسالمي لتنمية التجارة في املنهجية التي اتخذها االحتاد املغربي للصناعات اجللدية في مجال تنظيم تلك املعارض اخلطوة األولى نحو بدء خلق التعاون بني الدول األعضاء في منظمة التعاون اإلسالمي في مجال اجللدr . املركز اإلسالمي لتنمية التجارة يشارك في االجتماع األول للجنة االستشارية للتحالف العاملي من أجل كفاءة اخلدمات اللوجستية واجتماع املستشارين لدى املنتدى االقتصادي اإلسالمي العاملي آلسيا عقب التوقيع على مذكرة التفاهم بني التحالف العاملي من أجل كفاءة اخلدمات اللوجستية ( )GCELواملركز اإلسالمي لتنمية التجارة في 21مايو 2013بالدار البيضاء ،اململكة املغربية ،شارك السيد احلسن احزاين ،املدير العام للمركز اإلسالمي لتنمية التجارة، كضيف شرف في االجتماع األول للجنة االستشارية للتحالف العاملي من أجل كفاءة اخلدمات اللوجستية بآسيا الذي عقد يومي 8و 9يونيو 2013في كواال ملبور، ماليزيا. و بهذه املناسبة ،قدم السيد احزاين أنشطة املركز ألعضاء اللجنة االستشارية ،كما ناقش التنفيذ العملي ملذكرة التفاهم املذكورة أعاله والقضية املتعلقة بتطوير التجارة االلكترونية وإنشاء الشباك الوحيد في الدول األعضاء في منظمة التعاون اإلسالمي. و خالل إقامته في ماليزيا، شارك املدير العام للمركز اإلسالمي لتنمية التجارة في اجتماع املستشارين لدى املنتدى االقتصادي اإلسالمي العاملي آلسيا الذي عقد في 10يونيو 2013في كواال ملبورr . املركز اإلسالمي لتنمية التجارة واملركز الدولي للتجارة اخلارجية بالسنغال ()CICES يوقعان على مذكرة تفاهم لتنظيم املعرض الثاني للصحة في الدول األعضاء في منظمة التعاون اإلسالمي اإلسالمي. وعزما منهما على توفير كل شروط النجاح لهذا احلدث ،بحث الطرفان في جو أخوي كل اجلوانب املتعلقة بتنظيم هذا املعرض والتي تتعلق بحملته الترويجية .وسينظم املعرض من قبل املركز لتنمية اإلسالمي استقبل مدير املركز اإلسالمي لتنمية التجارة وفدا عن املركز الدولي للتجارة اخلارجية بالسنغال مبقر املركز اإلسالمي بالدار البيضاء يومي 13و 14يونيو ،2013وذلك في إطار اإلعداد لتنظيم املعرض الثاني للصحة في الدول األعضاء في منظمة التعاون 15جتاريس 131مايو -يوليوز 2013 التجارة بالتعاون مع املركز الدولي للتجارة اخلارجية بالسنغال ،وذلك حتت رعاية وزارة التجارة والصناعة والقطاع غير الرسمي ووزارة الصحة والرعاية االجتماعية في جمهورية السنغال، في الفترة ما بني 26و 29يونيو 2014 في داكار ،بالتزامن مع املعرض الدولي السادس للصحة ولألجهزة الطبية. وكان االجتماع التنسيقي األول بني الطرفني فرصة لكال منهما لتحديد وتوسيع التعاون بينهما في اجملاالت ذات االهتمام املشترك ،مبا في ذلك تنظيم بعثات رجال األعمال في دكار وإلى اخلارج ،واجتماعات املشترين / البائعني وتنظيم معارض متخصصة مثل معرض التربية والتعليم العالي، ومعرض اآلالت والتجهيزات ،ومعرض تكنولوجيات البيئية ،باإلضافة إلى تنظيم حلقات دراسية تدريبية للترويج لألسواق واملعارض التجارية لفائذة الدول األعضاء املنتمون لتلك املنطقة. وقد توج هذا االجتماع بالتوقيع على مذكرة تفاهم حتدد وتأطر كل ما يتعلق بتنظيم هذا املعرضr . أضواء على املركز اإلسالمي لتنمية التجارة و التحالف العاملي من أجل لوجستية فعالة يتفقان على وضع اتفاقية استراتيجية من أجل إدماج اقتصادي وجتاري متزايد وفعال بني الدول السبعة واخلمسون األعضاء في منظمة التعاون اإلسالمي nقام املركز اإلسالمي لتنمية التجارة و التحالف العاملي من أجل لوجستية فعالة بتوقيع مذكرة تفاهم وهي تشكل اخلطوة األولى امللموسة لترسيخ مشاركة دول منظمة التعاون اإلسالمي في البرنامج الذي أعده التحالف العاملي من أجل لوجستية فعالة من أجل تعزيز آليات التجارة من خالل استخدام منصة االقتصاد الرقمي. قام املدير العام للمركز اإلسالمي لتنمية التجارة السيد احلسن احزاين ونائب رئيس التحالف العاملي من أجل لوجستية فعالة بالتوقيع على مذكرة التفاهم هذه بحضور ممثلني عن كال املؤسستني في الدار البيضاء يوم 21 مايو .2013وتأتي مذكرة التفاهم هاته لتكمل منظومة التعاون التي تربط املؤسسة باملنظمات اإلقليمية عبر العالم ،نذكر من بينها جامعة الدول العربية، وجتدر اإلشارة إلى أن منصة االقتصاد الرقمي ميثل مجموعة من األدوات 14 جتاريس 131مايو -يوليوز 2013 املطلوبة للتقليص من تكلفة التجارة السنوية للدول األعضاء في منظمة التعاون اإلسالمي بنسبة 75مليار دوالر أمريكي ورفع التجارة العاملية بنسبة 1.2تريليون دوالر أمريكي و إنشاء سوق صناعية تقدر ب 6تريليون دوالر أمريكي تقدم خدمات و فرصا جديدة تعمل على خلق ما يقرب من 100مليون وظيفة جديدة ،من بينها 32مليون وظيفة في منطقة الشرق األوسط وأفريقيا وحدها. هذا ،وقد رحب رئيس التحالف العاملي من أجل لوجستية فعالة بانظمام املركز إلى مجلس إدارة ألفية النمو اجلديدة ونوه ب«الشراكة التي تعمل من أجل دعم التجارة على الصعيد العاملي ،والتي عملت على حتقيق نتائج اقتصادية ملموسة بالنسبة لشركائنا عندما مت تنفيذها على الصعيد اإلقليمي .وقد كان الهدف من ذلك تبليغ «رسالة جديدة» إلى العالم ،تهدف إلى حتويل األمل إلى الثقة والثقة إلى واقع ملموس ».و أضاف نائب الرئيس« :رسالتنا هاته ترتكز على أربعة أسس :ينبني األول على التعريف بنظامنا االقتصادي الذي يلبي طموحات شركائنا ،ويتمثل الثاني في وضع خارطة طريق للوصول إلى أهداف محددة ،ويهدف الثالث إلى توفير األدوات الالزمة عند تنفيذ خارطة الطريق ،أما الرابع فيتطلع إلى الوصول إلى توافق إجماعي من أجل تعزيز وتسريع تنفيذ برنامجنا » .ومن جهته ،قال السيد احلسن احزاين« :إن العالم يعترف بأن التجارة أمر أساسي للحفاظ على النمو االقتصادي .واليوم، مع اندالع األزمات االقتصادية ،فقد أصبح نظام جتاري جديد يتشكل من قبل حتالفات ناشئة ،مثل الشراكة عبر احمليط الهادئ التي دعت إليها الواليات املتحدة األمريكية والشراكة االقتصادية اإلقليمية الشاملة الناجمة عن الصني .وهكذا أصبح من الضروري على دول منظمة التعاون اإلسالمي أن تكون على استعداد الحتالل الدور الطالئعي الذي يليق بها لتتبوأ مكانتها داخل هذا النظام التجاري اجلديد وتعمل على التغلب على العقبات التي تعوق التكامل اإلقليمي في املنطقة وال سيما احلواجز غير اجلمركية مبا في ذلك القضايا اللوجستية .لذلك ،فإن الشراكة مع مؤسستكم تتطلب أساسا االنخراط في منظومة للتجارة كفؤة وشفافة». يأتي هذا االتفاق بني املؤسستني بعد انطالق التحالف الذي حصل مؤخرا بني آسيا ودول مجموعة G20والهند واندونيسيا ،باإلضافة إلى ماليزيا التي تغطي 20٪من سكان العالم و 40٪من حجم التجارة غير النفطية في منطقة الشرق األوسط وشمال إفريقياr . املركز اإلسالمي لتنمية التجارة وغرفة التجارة والصناعة للفدرالية الروسية يوقعان على مذكرة تفاهم للمركز يومي 4و 5يونيو 2013في سانت بترسبورغ بروسيا .وقد مت مذكرة توقيع التفاهم هذه ليلة الزيارة التي قام بها معالي األمني ملنظمة العام التعاون اإلسالمي، قام السيد احلسن احزاين ،املدير العام للمركز اإلسالمي لتنمية التجارة، ورئيس غرفة التجارة والصناعة للفدرالية الروسية بتوقيع مذكرة تفاهم في 6يونيو ،2013وذلك على هامش «املؤمتر الدولي للمنتوجات احلالل» الذي شارك فيه املدير العام البروفيسور إكمال الدين إحسان أوغلي ،ملوسكو .تهدف مذكرة التفاهم هذه إلى تعزيز التعاون بني املؤسستني وعلى وجه اخلصوص، إلى تعزيز العالقات التجارية بني الدول األعضاء في منظمة التعاون اإلسالمي والفدرالية الروسيةr. املركز اإلسالمي لتنمية التجارة واملركز املغربي إلنعاش الصادرات «املغرب تصدير» يحددان اخلطوط العريضة للتعاون بينهما تؤطر أوجه التعاون بني املؤسستني وعقد اجتماع للخبراء لتحديد خطة عمل املؤسستني للسنوات 2014و .2015وفي هذا الصدد ،فقد اتفق الطرفان على إعداد مشروع مذكرة تفاهم بينهما ،كما اتفقا على عقد اجتماع للخبراء في بداية شهر يوليوز عقد مركز اإلسالمي لتنمية التجارة واملركز املغربي إلنعاش الصادرات «املغرب تصدير» اجتماعا تنسيقيا في 22مايو ،2013في الدار البيضاء، اململكة املغربية ،حددا من خالله روابط التعاون بني مؤسستيهما. وبهذه املناسبة أكد الطرفان على ضرورة التوقيع على مذكرة تفاهم r .2013 13 جتاريس 131مايو -يوليوز 2013 عالقات التعاون بني املركز اإلسالمي لتنمية التجارة وغرفة التجارة الدولية (املغرب) في إطار تعزيز التعاون بني املركز اإلسالمي لتنمية التجارة واملنظمات الدولية في اجملاالت ذات االهتمام املشترك ،استقبل السيد احلسن احزاين ،املدير العام للمركز اإلسالمي لتنمية التجارة مبقر املركز بالدار البيضاء السيد محمد أوردنني ،األمني العام لغرفة التجارة الدولية (املغرب) يوم 29 مايو .2013كان الهدف من هذا االجتماع هو بحث سبل تعزيز التعاون بني املؤسستني ،خاصة في مجالي التدريب وتنمية قدرات املوارد البشرية .وفي هذا الصدد ،التزم املركز اإلسالمي بالقيام بدورات تدريبية في مجال التجارة الدولية وباستضافة اجتماعات B2Bبني الفاعليني األجانب املنخرطني في شبكة غرفة التجارة الدولية في جميع أنحاء العالم و نظرائهم املغاربة أو في منظمة التعاون اإلسالمي، وذلك لبناء عالقات وشراكات جتارية .أما غرفة التجارة الدولية فقد التزمت بالترويج للمعارض العامة واملتخصصة التي يقوم املركز بتنظيمها من خالل شبكتها العامليةr . أضواء على يحتفل املركز اإلسالمي لتنمية التجارة بالذكرى الثالثني على تأسيسه على هامش الدورة الثالثني جمللس إدارته nاحتفل املركز اإلسالمي لتنمية التجارة بالذكرى السنوية الثالثني على تأسيسه في 16أبريل ،2013 وذلك على هامش الدورة العادية جمللس إدارته الثالثني الذي عقد في 17 -16أبريل 2013في الرباط. وقد تشرف احلفل بحضور األمني العام املساعد للشؤون االقتصادية ملنظمة التعاون اإلسالمي ،معالي السيد حميد أوبيلوييرو وأعضاء مجلس إدارة املركز وممثلي السلك الدبلوماسي في الرباط إلى جانب املدراء السابقون للمركز ،وهم أصحاب املعالي موالي إدريس العلوي املدغري ،محمد اكديرة وبدر الدين عاللي. وقد قام مجلس إدارة املركز الذي يتألف من الدول األعضاء التالية: الكاميرون ،مصر ،الكويت ،املغرب، قطر ،اململكة العربية السعودية، السنغال ،تونس وتركيا ،خالل هذه الدورة باإلطالع على التقرير السنوي ألنشطة املركز ومشروع امليزانية ومشروع برنامج العمل لعام .2014 كما اطلع األعضاء على تنفيذ املركز لبرنامج «العمل العشري» املصادق عليه في القمة اإلسالمية االستثنائية التي عقدت في مكة املكرمة في ديسمبر r.2005 12جتاريس 131مايو -يوليوز 2013 املركز اإلسالمي لتنمية التجارة يحتفل املنظمة ونظامي أفضلية التجارة والطيران املدني تسلم معالي األمني العام ملنظمة التعاون اإلسالمي، البروفيسورأكملالدينإحسان أوغلي ،في باكو ،جمهورية أذربيجان ،في 11يونيو ،2013 منوزيراخلارجيةالفلسطيني، الدكتور رياض املالكي ،وثائق التصديق على ميثاق املنظمة و بروتوكول نظام التعريفة التفضيلية لنظام األفضلية التجارية للمنظمة ،وكذلك النظام األساسي للمجلس اإلسالمي للطيران املدني. كما وقع وزير اخلارجية الفلسطيني على النظام األساسي حملكمة العدل اإلسالمية ،واتفاقية إنشاء اللجنة اإلسالمية للهالل الدولي ،والنظام األساسي ملنظمة تنمية املرأة التابعة ملنظمة التعاون اإلسالميr . رئيس جمهورية أذربيجان يستقبل األمني العام ملنظمة التعاون اإلسالمي ويثمن جهود املنظمة استقبل رئيس جمهورية أذربيجان يوم 11يونيو ،2013في باكو عاصمة جمهورية أذربيجان، معالي األمني العام ملنظمة التعاون اإلسالمي ،البروفيسور أكمل الدين إحسان أوغلي. وأعرب له عن تقديره للجهود التي تضطلع بها املنظمة في خدمة قضايا العالم اإلسالمي ،والعالقات الوثيقة التي تربط جمهورية أذربيجان مبنظمة التعاون اإلسالمي، مؤكدا على أهمية تطوير 11جتاريس 131مايو -يوليوز 2013 العالقات الثنائية حتقيقا ملبادئ التضامن اإلسالمي. كما ثمن رئيس جمهورية أذربيجان اجلهود املكثفة التي قامت بها منظمة التعاون اإلسالمي لعقد مؤمتري اخلطة االستراتيجة لتطوير وتنمية مدينة القدس الشريف ،وإنشاء شبكة األمان املالية اإلسالمية لدعم دولة فلسطني ،وذلك في العاصمة اآلذرية ،تنفيذا لقرارات مؤمتر القمة اإلسالمي في دورته الثانية عشرة التي عقدت في القاهرة في فبراير .2013 ومن جانبه ،أعرب معالي األمني العام عن شكره وتقديره حلكومة جمهورية أذربيجان على مبادرتها باستضافة مؤمترين مهمني لصالح دعم دولة فلسطني ومدينة القدس، وهي القضية الرئيسة التي أنشئت املنظمة من أجلها. كما أشاد األمني العام بالعالقات الثنائية بني اجلانبني، داعيا إلى توسيع سبل التعاون مبا يخدم التضامن اإلسالميr . أنشطة منظمة التعاون اإلسالمي بالتعاون مع املنظمة ،كما اطلع معالي األمني العام على قرار حكومة للسياحة، أهم جلنة في املنظمة التي تضم ثمانية وأربعني دولة عضو. وقد شارك السيد احلسن احزاين، املدير العام للمركز اإلسالمي لتنمية التجارة في هذا االجتماع، وذلك تلبية للدعوة التي وجهت له من قبل األمانة الوعي املتنامي لدى املستهلكني املسلمني وغير املسلمني إلى خلق املزيد من الطلب على املنتوجات الغذائية وغيرها من السلع االستهالكية احلالل .ذلك ،أن عدد املسلمني يقدر بحوالي 1،6مليار مسلم من أصل عدد سكان العالم الذي يبلغ 6.5مليار نسمة ،وتتجمع الغالبية العظمى منهم في الدول األعضاء في منظمة التعاون اإلسالمي. وهكذا ،وفي أواخر 1980وأوائل ،1990بدأت أسواق الشرق األوسط وجنوب شرق آسيا لألغذية احلالل في التنامي ،مما أدى إلى الزيادة في اإلنتاج ومنح الشهادات لألطعمة احلالل .وقد توسعت تلك األسواق لتصل إلى جنوب شرق آسيا و البحر األبيض املتوسطوأوروبا وآسيا الوسطى وأمريكا اجلنوبية. إن منح الشهادات لألطعمة واملواد احلالل شرط أساسي لدخول سوق احلالل العاملي .ذلك أن تلك الشهادة متنح على شكل وثيقة صادرة عن منظمة إسالمية تقر وتصادق على أن املنتجات املدرجة فيها تتماشى مع املبادئ التوجيهية للمواد الغذائية اإلسالمية .وفي هذا الصدد ،ومبا أن قيمة املنتجات واخلدمات احلالل تقدر بأكثر اتفقت دول منظمة التعاون من 2تريليون دوالر أمريكي ،فإن منظمة التعاون اإلسالمي تعمل على إيجاد معيار واحد اإلسالمي على وضع اإلمارات العربية املتحدة .كان إطالق املعرض األول لألغذية احلالل في منظمة التعاون اإلسالمي منصة لتسهيل بيع وشراء املواد الغذائية احلالل واملنتجات ذات الصلة التي تتوافق مع متطلبات املعايير احلالل .وكان احلدث أيضا منصة دولية الستكشاف ومناقشة التكنولوجيات الناشئة واألسواق اجلديدة، واالجتاهات والقضايا والتحديات في مجال تصنيع املنتجات احلالل .كما كانت مجاال لتصنيف األغذية واملشروبات احلالل واملنتجات ذات
