Séminaire annuel de l’Observatoire Asie du Sud-est
Habituels acteurs des jeux politiques nationaux, les armées sud-est asiatiques prennent le large et s’affirment à
l’échelle régionale, notamment vis-à-vis des grandes puissances. Il a donc été décidé, dans le cadre du séminaire
2014 de l’Observatoire Asie du Sud-est, d’inviter des chercheurs européens et de l’ASEAN pour débattre : d’une
part des doctrines militaires, d’autre part des interférences avec le monde politico-industriel, notamment au sein des
pays en pointe dans les partenariats stratégiques avec la France.

Biographie des intervenants
Christian Le Mière, Senior Fellow for Naval Forces and Maritime Security, IISS (International Institute for Strategic
Studies - London)
Working within the Defence and Military Analysis Programme, Christian Le Mière is responsible for ensuring the
quality of the Institute’s maritime analysis and the information on maritime capabilities presented in the flagship
Military Balance publication. He is also responsible for the formulation and execution of research projects in his
areas of expertise. In tandem with his colleagues in the Programme, Christian contributes to other IISS publications,
databases and conference activities, as well as taking a prominent role in the work of other research programmes and
strengthening the Institute’s networks among defence ministries, naval forces and defence industries. Before joining
the institute, Christian Le Mière was from June 2006 the editor of Jane’s Intelligence Review and Jane’s Intelligence
Weekly, while simultaneously managing a team of security analysts. His research focus was on East Asian security
and maritime developments, reflecting his earlier position at Jane’s as an Asia analyst from August 2004. In other
professional positions, Christian has acted as a managing editor at risk analysis firm Business Monitor International
and Southeast Asia editor at Europa Publications. He undertook undergraduate studies in PPE at Oxford, and he
holds an MA in War Studies from King‘s College London.
Professor Geoffrey Till, Emeritus Professor of Maritime Studies, King’s College London, Visiting Professor,
RSIS (S. Rajaratnam School of International Studies - Singapore)
Formerly the Dean of Academic Studies at the Joint Services Command and Staff College, he is now Professor
of Maritime Studies in the DSD and Director of the Corbett Centre for Maritime Policy Studies. Before that he was
Professor of History at The Royal Naval College Greenwich. He has taught at the Britannia Royal Naval College
Dartmouth, in the Department of Systems Science at the City University, in the Department of War Studies, King’s
College London, where he completed his MA and PhD, and for the Open University. With the help of a NATO Defence
Fellowship he was a visiting scholar at the US Naval Postgraduate School, Monterey. Later, he held the Foundation
Chair in Military Affairs at the US Marine Corps University, Quantico, Virginia. In 2007 he was a Senior Research
Fellow at the Rajaratnam School of International Studies (RSIS), Singapore, and in 2008 the inaugural Sir Howard
Kippenberger Visiting Chair in Strategic Studies at the Victoria University of Wellington. In 2009 he returned to the
Maritime Security Programme of the RSIS as Visiting Professor. He has completed a major study of the impact of
globalisation on naval development especially in the Asia-Pacific region. This is intended to appear as an Adelphi
paper for the International Institute for Strategic Studies, London. He is currently working on a historical study of naval
transformation. His works have been translated into nine languages, and he regularly speaks at staff colleges and
academic conferences around the world.

Associate Professor Leonard C. Sebastian is also a Member of the Advisory Panel to the Government Parliamentary
Committee on Defence and Foreign Affairs (GPC-DFA). Before that, he has been Freeman Fellow (April 2005); Visiting
Fulbright Scholar (September – December 2005); Member of the Experts Group on the Security of East Timor in the
Regional Context sponsored by the Instituto de Estrategicos e Internacionais (IEEI), Lisbon and the Ministry of Foreign
Affairs, Portugal (2001-2002) ; Part-time Consultant for the Singapore Trade Development Board (now known as
International Enterprise Singapore) (June 2000-2001). His research interests lie in: Indonesian politics, Indonesian
defence and security policy, foreign policy trends, political Islam and militant movements in Indonesia, Indonesian
anti-terror legislation, Singapore-Indonesia relations, regional security developments in Southeast Asia with special
reference to the ASEAN Security Community concept.
Dr. Tang Siew-Mun, Director (Foreign Policy and Security Studies), ISIS (Institute of Strategic and International
Studies - Malaysia)
Dr. Tang Siew-Mun is Director (Foreign Policy and Security Studies) at the Institute of Strategic and International
Studies (ISIS), Malaysia. His primary research interest is East Asia security and Japan’s foreign relations. He has
contributed to numerous book chapters, in addition to national and international journals. His work has appeared in
Japanese Studies, the Journal of International and Area Studies, Global Asia, the Journal of Diplomacy and Foreign
Relations, Akademika, Journal of Media and Information Warfare and Jurnal e-Bangi. Prior to joining ISIS, Tang
was Senior Lecturer at the School of History, Politics and Strategic Studies, Universiti Kebangsaan Malaysia. He
has lectured in various universities in Malaysia, including Universiti Malaya, Universiti Teknologi MARA and Universiti
Pertahanan Nasional Malaysia. In 2007, he was awarded the Certificate of Good Teaching Practice by Monash
University Malaysia for his exemplary teaching. He is a member of the International Studies Association and the
Malaysian Social Science Association (PSSM). He also serves on the Executive Committee of the Malaysian Japanese
Studies Association. Tang holds a B.A (Hons.) (1993) from the National University of Malaysia, a MA (1995) in War
Studies from King’s College London, a MA (1998) in International Studies from the Claremont Graduate University
and a Ph.D. (2004) from Arizona State University in Political Science.
