MOTION PREPAREE POUR L’ASSEMBLEE GENERALE
2007
Le Bureau Exécutif de l’AITES,
étant donné :
-
-
Le degré de réalisation de la Stratégie décidée par l’Assemblée Générale 2000 et
rapportée régulièrement aux Assemblées Générales successives : création du
secrétariat permanent, utilisation du site internet, amélioration de la communication et
développement des actions techniques,
La demande croissante du Grand Public à propos de l’utilisation correcte des fonds
publics et de la sécurité pendant la construction et l’exploitation,
L’importance croissante de la Gestion des Risques pendant la construction et
l’exploitation,
L’état des relations avec l’industrie : création de la catégorie des Prime Sponsors et
Supporters et les actions communes organisées,
Le développement des relations entre l’AITES et les Associations et Organisations
Internationales traitant de l’Utilisation de l’Espace Souterrain,
Le potentiel financier de l’Association,
Les opinions exprimées par les membres de l’Association.
et après avoir effectué une analyse stratégique sur l’évolution de l’AITES et son
environnement,
demande à l’unanimité à l’Assemblée Générale de l’AITES de prendre les décisions
suivantes :
1 – Réaffirmer la Vision de l’Association : “ITA, the Leader in Tunnelling and Underground
Space” -“AITES, Leader dans le domaine des Tunnels et de l’Espace Souterrain”, ce qui
signifie en matière d’actions :
- D’élargir la représentation géographique de l’AITES en augmentant le nombre de
Nations Membres,
- D’améliorer les relations avec les Organisations Internationales et les Décideurs,
surtout ceux qui contribuent au Développement Durable par l’utilisation de l’espace
souterrain,
- D’améliorer la communication à l’intérieur et à l’extérieur de l’Association,
- D’améliorer les actions Scientifiques, Techniques et de Formation de l’Association.

2 – Approuver le plan d’actions prioritaires suivant pour 2007 – 2010 :
a) Consolider le Secrétariat :
- Employer un Secrétaire Général à plein temps
- Employer un Editeur pour les moyens de Communication
- Assurer les resources financières nécessaires
b) Améliorer continuellement le site internet de l’AITES :
- Le mettre à jour en ce qui concerne la documentation actuelle et future (bibliothèque
virtuelle)
- Mettre en oeuvre la section de “Underground Worldwide Space” en se concentrant
sur les informations pour le grand public et les décideurs
- Mettre en oeuvre une section dédiée aux Membres de l’AITES
c) Améliorer la Communication entre :
- Le Bureau Exécutif et les Nations Membres, en organisant des actions communes
(séminaires, forums, publications, pages internet) et notamment en développant le
bulletin ita@news,
- L’AITES et les Associations et Organisations Internationales en promouvant des
actions communes,
- L’AITES et le Grand Public, surtout en participant à des événements spécifiques.
d) Améliorer la diffusion (électronique et papier) des contributions des Groupes de
Travail et des Comités, surtout dans les domaines de l’Environnement, de la Gestion
des Risques, de la Sécurité et de l’Utilisation de l’Espace Souterrain.
e) Augmenter le programme de Formation en mettant en place le Comité de l’AITES sur
La Formation et l’Education (Réseau Universitaire de l’AITES).
f) Améliorer la visibilité de l’ITA-AITES en amendant le nom :
International Tunnelling and Underground Space Association
Association Internationale des Tunnels et de l’Espace Souterrain
3 – Valider les prévisions financières correspondantes.

MOTION PREPARED FOR THE 2007 GENERAL ASSEMBLY
The ITA Executive Council,
Considering:
-
-
The degree of achievement of the Strategy decided by the 2000 General Assembly and
regularly reported to the successive General Assemblies: creation of the permanent
secretariat, use of the website, improvement of the communication and development
of the technical actions,
The increasing demand of the General Public concerning the proper use of Public
funds and concerning the Safety during Construction and Operation,
The increasing importance of Risk Management during construction and operation,
The level of relationship with the industry: creation of the category of the Prime
Sponsors and Supporters and the joint actions organised,
The development of the relationship between ITA and the International Associations
and Organisations dealing with the Use of Underground Space,
The financial potential of the Association
The opinions expressed by the members of the Association.
And after having achieved a strategic analysis on the evolution of the ITA and its
environment,
Unanimously ask the ITA General Assembly to take the following decisions:
1 – To reaffirm the Vision of the Association: “ITA, the Leader in Tunnelling and
Underground Space” “ AITES, Leader dans le domaine des Tunnels et de l’Espace
Souterrain” which in actions means:
- To enlarge the geographical representation of ITA by increasing the number of its
Member Nations
- To improve the relationship with International Organisations and Decision Makers
especially those contributing to the Sustainable Development by the use of
Underground Space
- To improve the communication inside and outside of the Association
- To improve the Scientific, Technical and Training actions of the Association
2 – To approve the following plan of priority actions for 2007 – 2010:
a) To consolidate the Secretariat:
- To employ a full time Secretary General
- To employ an Editor for Communication means
- To secure the necessary financial resources

b) To continuously improve the ITA website:
- To upgrade it regarding the existing and future documentation (virtual library)
- To implement the section of “Underground Worldwide Space” focusing on the
information for the general public and decision makers
- To implement a dedicated section to ITA Members
c) To improve Communication between:
- The Executive Council and Member Nations, in organising joint actions (seminars,
forums, publications, website pages) and notably in developing the ita@news
- ITA and International Associations and Organisations by promoting joint actions
- ITA and the General Public, especially in participating in specific events
d) To improve the dissemination (electronic and paper) of contributions by the Working
Groups and Committees, especially in the fields of Environment, Risk Management,
Safety and Use of Underground Space.
e) To increase the Training programme by establishing the ITA Committee on Training
and Education (ITA University Network)
f) To improve the visibility of ITA-AITES by amending the name:
International Tunnelling and Underground Space Association
Association Internationale des Tunnels et de l’Espace Souterrain
3 – To validate the corresponding financial forecasts.
