THE BENEFICIAIRIES
Employees in companies in the nonagricultural private sector, whatever
their seniority and type of work contract.
Pre-retirees are deemed equivalent to
active employees.
Young people under 30 years old :
• in professional training (work-study
programme, apprenticeship contract,
professionalisation contract, …)
• seeking employment
• employed, including in the agricultural
sector and non-tenured civil servants
• students with government grants
• students in employment with:
- a current fixed term contract (CDD)
of a minimum of three months at the
time of request,
- or one or more fixed term contracts
(CDD) for a total minimum duration
of three months during the 6 months
preceding the request,
- or a work-placement (stage) convention of a least three months, on-going
at the time of the request.
Non-emancipated young people or
minors under tutelage through the intermediary of their legal representative.
FUNDABLE OPERATIONS
Rental accommodation for use as a
primary residence:
- unfurnished rental accommodation,
- furnished accommodation,
- occupancy agreement in a collective structure (home accommodation
or social residence),
- Sliding rental agreements, where the
occupant becomes the holder of the
occupancy title.

THE CONDITIONS
T he request must be made at the latest 2 months after entry into the premises.
T he beneficiary who has already obtained an AVANCE (ADVANCE) or GARANTIE (GUARANTEE) LOCA-PASS® for previous accommodation can present
a new request as long as he has repaid his liabilities.
T he accommodation must be subject to a rental agreement, an occupancy
agreement in a collective structure or an amendment in the case of accommodation-sharing.
Cannot be combined for the same accommodation with another AVANCE
LOCA-PASS® or similar aid granted by the FSL.
EXCEPT in the case of a separate residence imposed by working conditions to
facilitate professional mobility.
THE CHARACTERISTICS
R
epayable advance in the form of a no-interest loan for the amount of the
security deposit set out in the rental agreement or the occupancy title for
collective structures. This advance is limited to 500 € and is paid to the lessor
or tenant.
T his advance is repayable to CIL ATLANTIQUE :
- After a grace period of 3 months after entry into the accommodation.
- In 25 monthly payments maximum, flexible within that time period at the
beneficiary's choice (in the case of a rental contract under 25 months, the
duration of the loan is aligned with that of the rental agreement).
- Minimum monthly payment of 20 € (except the last payment).
In the event of early departure from the accommodation, the tenant commits to repaying his loan within 3 months.
E
arly repayment : at any moment and without cost.
- strictly professional and commercial
rental agreements,
- precarious occupancy agreements,
subletting (outside of collective structures) and as part of collective intermediation.
Case of accommodation-sharing: the
advance only covers the share of the
security deposit paid by the beneficiary
of the aid.
For seasonal workers and employees
transferred for a fixed time, benefiting from a rental contract
not exceeding 6 months, the advance may be repaid in one
payment when leaving the accommodation.
