combating ‘Human Trafficking’

New Delhi, - Najat Vallaud-Belkacem, Minister of Women’s Rights, France who is on a short trip to India visited
the Apne Aap centre in Najafgarh, to meet the women and girls, survivors of intergenerational prostitution, who
are now being imparted skill development courses and other alternate livelihood training by Apne Aap to
become self reliant and confident to lead independent- dignified lives.
Najat has taken up the issue of prostitution and sex trafficking very seriously in France. This is the French
Minister’s first visit to India after being appointed to the French government and defending women rights,
promoting gender equality, and fighting human trafficking are on the agenda for her visit.
Supporting Apne Aap’s mission to end human slavery and sex trafficking in India, while interacting with the
survivors at the Najafgarh centre Najat said, “I had the good fortune to meet Ruchira a few weeks ago in Paris
and I was very impressed with her commitment & her sincerity to put an end towards any kind of exploitation of
women. So I decided to support her during my visit and see her centre.”
She further added,” People with good intentions must help each other. If we need to bring new laws to change
mentalities we need to convince people that it is not normal to buy sex and I see in Ruchira a great and
committed activist.”
She also applauded the students and staff members for their sincere efforts and their enthusiasm to work
towards a more sustainable means of earning their livelihood.
Appreciating Najat Vallaud’s keen desire to understand and address the issue of violence against women and
her continuing efforts to lead the fight against human trafficking in her European Union Strategy, Ruchira
Gupta, founder President, Apne Aap Women Worldwide (AAWW) said, “We are honored to have Najat VallaudBelkacem between us and appreciate her support to Apne Aap’s fight against sex trafficking. It’s high time that
prostituted women and children are seen as victims of violence. At Apne Aap we work closely with vulnerable
communities to provide them with better opportunities and help them improve their livelihood.”
The Apne Aap cause and initiatives has received international support by activists and dignitaries like Gloria
Steinem, Hillary Clinton, Ashley Judd, Ashton Kutcher, Ricky Martin, Justin Hilton among others.
France in Talks With India on Nuclear Law Implications

France is in talks with India on the civil nuclear law's implications to take them into consideration during ongoing
negotiations to finalise their contract, French Minister Najat Vallaud-Belkacem said here.
The minister, who is also Spokesperson for the government, said all the French companies operating in India
respect the law of the country, stressing that France wishes to find a "lasting" technical solution for crucial
challenge of energy security for this country.
"We hold a dialogue with Indian authorities on the implications of this law, to take them into consideration in the
negotiations of the contract," Vallaud-Belkacem, who was here on a four-day official visit from October 25, told
PTI in an interview.
She also said, "We wish to find a lasting technical solution for a crucial challenge for India, i.e. ensuring energy
security and fighting climate change."
Civil nuclear cooperation has been one of the pillars of Indo-French strategic cooperation and under a bilateral
pact French nuclear giant Areva is set to supply six 'European pressure reactors' for the Jaitapur plant and the
supply of nuclear fuel for 25 years.
However, India's domestic liability law giving accident victims the right to seek damages from plant suppliers in
the event of a mishap has been a matter of concern for the foreign suppliers, including France and the US.
Asked about the multi-billion USD Rafale fighter deal, she said, "Discussions were ongoing. I strongly believe
that our Indian partners will be satisfied with the Rafale, which is the best fighter aircraft in the world."
"You know, there is a female Rafale pilot in France, and, one day, there will be one in India too," she added.
Minister for Women's Rights Vallaud-Belkacem visited several NGOs in Delhi that fight against prostitution and
marginalisation of children and interacted with women and adolescents.
She was also given a tour of the Delhi Police Control Room and the Women's Help Line centre and a
presentation on the measures taken to respond to acts of violence against women and exchange of good
practices
'Planning panel backing steps to end trafficking of women'

Planning Commission recognises the gross violation of human rights which the trafficking of women and
children constitutes, a senior official said today while stating that, under the 12th Plan, government would
intensify its efforts to check the crime.
"The 12th Plan recognises that trafficking of women and children is a gross violation of human rights. The
government will intensify its efforts to prevent trafficking for commercial sexual exploitation," Planning
Commission Member Syeda Hameed said today during a discussion here with a delegation led by French
Minister for Women's Rights and Government Spokesperson, Najat Vallaud-Belkacem.
The discussion touched on the various issues related to the ending of gender-based inequities, discrimination
and all forms of violence against girls and women.
Hameed averred that the government was serious about ending the practice of female foeticide and bettering
the skewed sex ratio in the country and said the Commission supported various programmes in that direction.
Vallaud-Belkacem talked of how the French government had tackled certain problems related to women's rights
in their country through the strict implementation of laws.
Planning Commission Secretary Sindhushree Khullar, too, participated in the discussions along with other
senior officials.

Members of the Planning Commission on Monday discussed steps to end gender-based inequalities,
discrimination and violence against girls and women, including the act of female foeticide, during their meeting
with a visiting French delegation, which was led by French Minister for Women's Rights and Government
Spokesperson, Najat Vallaud-Belkacem.
During the discussions Planning Commission member, Dr. Syeda Hameed, expressed the Central
Government's serious intent to end the errant practice of female foeticide and the resultant skewed sex ratio in
the country.
"Planning Commission supports various programmes taken up for this purpose. The 12th Plan recognizes that
trafficking of women and children is a gross violation of human rights. The Government will intensify its efforts to
prevent trafficking for commercial sexual exploitation," Hameed assured.
Meanwhile, the leader of the visiting delegation, Najat Vallaud-Belkacem threw light on how the French
Government tackled problems relating to women in their country, and stressed on the importance of the strict
implementation of laws.
Planning Commission Secretary, Sindhushree Khullar and other senior officials of the commission also
participated in the discussions.
During the visit, the French delegation has taken keen interest in the Indian planning process, and has attached
significant importance to the issue of women and children.
Delhi gang-rape widely reported in France, says Minister

The December 16 gang-rape case was widely reported in France not just because of the savage nature of the
crime but also due to the protests that followed, French Minister of Women's Rights Najat Vallaud-Belkacem
said here today.
She said that Justice Verma Committee was appointed swiftly and its report is of "great quality" though she
herself disagreed on the issue of capital punishment.
The minister said that violence and inequality is felt by women across the globe and countries like India and
France can learn from each other's experiences.
"Inequality of women concerns both India and France, though it might have different manifestations in both the
countries. In France we also see a lot of violence against women, we see that not a lot of women entrepreneurs
are there who start companies," she said through an interpreter.
"But today, we are seeing that international feminism is going beyond borders and it is useful to come here and
learn from good practices because we have been inspired by lot of good things we saw and heard in India," she
added.
Vallaud-Belkacem said that she was impressed by a door to door campaign that Delhi police conduct in areas
where rate of violence against women is high and also the self-defence training given to girls.
Speaking about the Delhi gang-rape case, the French minister said the case involved very savage violence and
was extensively written by the French Press.
"What was very shocking was the young age of the aggressors," she said, adding that with the civil society
speaking out, it seemed that there was a collectively reaction.
Speaking further, the French minister said it is also a problem that not enough women complain of such crimes.
"Only one out of ten women complains. She feels guilty instead of considering the man guilty," she said.

Biography - Vikas Swarup
Diplomat and author Vikas Swarup was born in Allahabad (India) in a family of lawyers. After graduating from

India-France Technology Summit 2013

The Department of Science and Technology, Confederation of Indian Industry (CII) and French Embassy jointly
organized the India-France Technology Summit from 23-24 October 2013 in the Capital. A number of
Memorandums of Understanding (MoUs) has been signed between India and France in the field of Science &
Technology and Education.
During the summit, various programs for increasing bilateral collaboration in the field of Science & Technology
were announced along with a new scholarship program for exchange of undergraduate and graduate
Students for spring semester. Among other important educational announcements during the summit
was the establishment of Mahindra-Ecole Centrale Engineering College in Hyderabad.
Also, a partnership agreement was signed between Sciences Po Paris and Ashoka University to
execute undergraduate and postgraduate student exchange and faculty exchange program. Among
several other initiatives taken at the summit were the establishments of an HR Club of French companies in
India and an India-France Job Opportunities Board for those Indian students who have pursued higher
education in France.

French news channel launch in India

AREVA signe un accord de coopération avec l’Université de Jadavpu

AREVA a conclu un accord de coopération avec l’Université de Jadavpur, reconnue pour ses travaux dans le
domaine de l’énergie nucléaire afin de soutenir les étudiants en doctorat à l’École des études et des
applications nucléaires. Selon les termes de l’accord, la direction de la Recherche et du Développement
d’AREVA apportera un soutien éducatif et financier à trois étudiants diplômés pendant une durée de cinq ans.
Martha Crawford-Heitzmann, directeur de la recherche, du développement et de l’innovation d’AREVA, a
déclaré : « Nous sommes très heureux de signer cet accord avec l’Université de Jadavpur. Il démontre
l’engagement d’AREVA à devenir un partenaire de long terme des établissements universitaires indiens, afin
de bâtir une expertise locale dans le domaine des technologies nucléaires et de la sûreté. » Dr. Pradip Kumar

Contract worth over €100 million for the French Group

Alstom has been awarded a contract worth over €100 million by GVK Power and Infrastructure Ltd to equip
the 850 MW Ratle hydropower plant, which will be commissioned in 2017. The contract includes the supply of 4
Francis turbines of 205 MW each, and one Francis turbine of 30 MW.
This contract is booked in the second quarter of the current fiscal year. All equipment will be manufactured at
Alstom’s Vadodara facility in Gujarat, one of the company’s largest hydro manufacturing hubs worldwide. The
state-of-the-art facility has all the necessary resources to accommodate the growing hydro demands in India.

The Group Fonroche specialized in the renewable energy power generation solutions based in Agen, was
awarded as the best solar developer by the Indian Prime Minister Mr. Manmohan Singh in 2012.
PR Fonroche, a joint-venture between PR Clean Energy (India) and Fonroche Energie S.a.s (France), had
commissioned two solar photo voltaic based power plants (5 MWp and 17 MWp) at Gajner Village in Bikaner,
Rajasthan in December 2012.These projects were awarded under the Jawaharlal Nehru National Solar
Mission’s Phase I batch II. Fonroche has invested a sum of 46 million dollars for the construction of the
2 solar power plants of nearly 23 MWp. The commissioning of the solar power plant in Rajasthan has
reduced the emission of 7,200 tons of CO2 annually.

Mod Art est une école parisienne de création et de management de la mode, qui a des filiales à Madrid,
Saint Petersburg, Shanghai, Lima, Belgrade, Budapest, Hô Chi Min ville et deux écoles en Inde, à Delhi
et Bombay.
110 élèves, pour la plupart Indiens, y étudient la mode à Vile Parle, le management et le français.
A l’invitation de leur professeur, Chandru Balani, C. Rodier, ACPF, est allé animer un atelier de deux
heures avec les élèves, le lundi 28 octobre, pour les motiver et les convaincre de l’importance du
français dans ce domaine, ce dont la directrice pédagogique, Rashi Sakhuja, est parfaitement
convaincue.

Recontre littéraire autour du poète Arun Kolatkar
Le mardi 30 octobre, au cercle littéraire franco-parsi de Kala Ghoda, une
rencontre littéraire autour du poète de Bombay, Arun Kolatkar, avait été
organisée par Vidya Vencatesan, chef du département de français de
l’Université de Mumbai.
Une causerie avec la co-traductrice de Kolatktar, Laetitia Zecchini,
(http://larepubliquedeslivres.com/du-plaisir-de-traduire-arun-kolatkar/) a
permis de mieux cerner la personnalité de ce poète, qui de son vivant a
tout fait pour rester anonyme, et dont la mémoire est farouchement gardée
par ses amis.
Le Consul Général de France, M. Jean-Raphaël Peytregnet, a honoré de
sa présence cette réunion littéraire, en présence des étudiantes de Master
1 et 2 de français et de quelques habitués du cercle.
Un beau plaisir de parler littérature, traduction, poésie, culture indienne, en
français, à Kala Ghoda…
Laetitia Zecchini avait aussi participé le vendredi précédent, à la librairie
Kitab Kana, à une rencontre, en anglais cette fois, organisée par l’Alliance
Française.

La Direction générale de l’aviation civile indienne (DGCA) a
organisé un séminaire de formation au contrôle « SAFA » (Safety
Assessment for Foreign Aircrafts) qui s’est déroulé du 7 au 11
octobre 2013, à l’Indian Aviation Academy de Delhi.

Assessment for Foreign Aircrafts) qui s’est déroulé du 7 au 11
octobre 2013, à l’Indian Aviation Academy de Delhi. Celui-ci a été
financé par Airbus et placé sous l’égide du COSCAP-Asie du sud.
Trois experts de la Direction générale de l’aviation civile française (DGAC), MM Mathieu Ponvert, Pascal Tatin
et Dany Athanase, ont mené à bien les différentes sessions alors que la compagnie nationale Air India a mis à
disposition un appareil Airbus sur l’aéroport de Delhi pour les exercices pratiques. Ce séminaire s’inscrit dans le
cadre de la coopération technique franco-indienne en matière d’aéronautique, initiée en 2008 entre les
différentes administrations de l’aviation civile française et indienne.
Cette session de formation a été inaugurée par M. Arun Mishra, Directeur général de la DGCA, M. Thierry
Legouix, représentant d’Airbus ainsi que par M. Philippe Lambert, représentant de la DGAC. 45 participants
venus de 4 pays de la région (Inde, Sri Lanka, Bhoutan et Bengladesh) ont participé à ce séminaire qui
témoigne des liens étroits qui existent entre la France, l’Inde et ses voisins dans le secteur aéronautique ; cette
opération illustre le succès de la coopération institutionnelle existante.
EADS to fund aerospace research in India

New Delhi/Bangalore, Oct 23 (IANS) The European Aeronautic Defence and Space Company N.V.
(EADS) will fund Indian universities and institutes for research projects in aerospace, the global
aerospace major said Wednesday.
“The research projects will be in areas of avionics, composite materials, high-performance computing,
nanotechnology and applied mathematics,” EADS‘ Indian subsidiary said in a statement here from New
Delhi. The Netherlands-based company will initiate the projects in partnership with the Indo-French
Centre for Promotion of Advanced Research under the ‘EADS-CEFIPRA Aerospace Programme’.
As part of the agreement signed at the India-France Technology Summit in New Delhi, the partners will
also unveil the “EADS post-doctoral fellowship” for young French scientists to do research work in top
Indian universities and research and development (R&D) institutions.
“We will sponsor two-three French scientists as post-doctoral fellows annually to pursue research in
aerospace for five years from 2014,” EADS vice-president for innovation works (international
operations) Arnaud Marfurt said in the statement. Reiterating the company’s commitment to invest in
promoting aerospace research in India, Marfurt said that with a huge talent pool and top research
institutes, India was an important innovation hub for EADS. “The initiatives add value to our global R&D
and engineering efforts and will enable us to get closer to our customers here,” Marfurt noted.
On March 1 this year the European major set up a research chair in “Mathematics of Complex Systems”
at the Tata Institute of Fundamental Research (TIFR) in Bangalore, held by Centre for Applicable
Mathematics professor Mythily Ramaswamy and International Centre for Theoretical Sciences (ICTS)
director Spenta Wadia. “The chair’s objective is to develop innovative research involving theoretical
and computational work in mathematics of complex systems, including control theory and data
assimilation,” the statement added. Under its Innovation Works division, the euro 57-billion ($78 billion)
EADS has a research and technology centre in Bangalore where aerospace projects are executed with
460 employees. In addition, about 300 Indian engineers work on its projects at research and
engineering centres across the country. The EADS group comprises Airbus, Astrium, Cassidian and
Eurocopter with a combined workforce of about 140,000.

Le ministre de la Défense indien a suggéré mercredi que le contrat pour l'acquisition des Rafale de Dassault
Aviation ne serait pas conclu rapidement.
Interrogé par des journalistes sur la possibilité de conclure d'ici mars ce contrat d'achat de 126 appareils à
l'avionneur français, une échéance évoquée par un haut responsable de l'armée de l'air, le ministre A.K.
Antoiny a répondu qu'il restait de nombreuses étapes à franchir.
"Comment puis-je fixer une échéance?", a-t-il dit, "le processus est en cours".
Le ministre a précisé qu'il ne pouvait s'immiscer dans le travail du Comité de négociation de contrat (CNC) qui
étudie actuellement ce contrat qui doit permettre à l'Inde de moderniser sa défense aérienne.
Après le passage devant le CNC, le contrat passera au filtre de "quatre ou cinq mécanismes" avant d'être
étudié par les ministres de la Défense et des Finances et enfin d'être visé par le cabinet du gouvernement, a-t-il
expliqué.
"Chaque organisme doit l'examiner à différentes phases", a précisé le ministre de la Défense, ajoutant que ce
processus, conçu pour éviter toute corruption, était respecté.
L'Inde a choisi le Rafale en janvier 2012 et poursuit les négociations pour l'achat de 126 appareils, dont 108 à
assembler par ses propres industriels.
Les chances de conclure ce contrat avant les élections législatives indiennes au printemps prochain se
réduisent fortement.
Le ministre français de la Défense s'était dit optimiste début octobre sur la signature d'un contrat en 2014,
reconnaissant pour la première fois qu'il ne serait pas signé cette année.
De son côté, le PDG de Dassault Aviation, Eric Trappier jugeait récemment encore possible de signer avant la
fin de l'année le contrat.
La date de la signature est d'autant plus importante que le projet de loi de programmation militaire 2014-2019,
examiné au Parlement, prévoit que les exportations de Rafale prendront le relais de la commande publique en
2016.
Or, Dassault considère qu'il faudra trois ans à partir de la signature du contrat pour livrer le premier appareil
commandé par l'Inde. Une signature après les élections indiennes reporterait la première livraison à 2017.

Is it possible to define Art? Perhaps a more important question is whether that is necessary at all. Some works
of art are powerful enough to change something within one forever. Pondicherry recently had the opportunity to
host a great French theatre actor, Maurice Durozier who was in town to perform his play, Word of Actor.

He is currently touring the world, performing a particularly curious piece called Word of Actor in several
languages. By any honest admission, one needs more than one experience of this piece to truly absorb all that
Durozier has to share. But by no means is this piece too complex for those whose lives are not as fully steeped
in theatre as Maurice’s. Indeed, the observations on theatre and life that this play offers are genius in their
universality. Through this production Durozier presents an invitation to enter into intimacy with an actor and his
daughter as they explore the art he has dedicated his days to. The space an actor occupies is unabashedly
different from that occupied by everybody else. It may even be unique for an actor to carry within him an
intangible expanse, of perhaps even vacuum, as Durozier suggests in his play, interwoven delicately with
emotions signifying endless possibility. It is this that has the incredible potential to transform a person from
himself into an actor.
In a career that has spanned over 3 decades, Durozier is most renowned for being the lead actor of the
legendary Théâtre du Soleil led by the equally enigmatic Ariane Mnouchkine. In a section of the piece, he
reveals subtly the impact Ariane had on him. It is not surprising at all then that he refers to Théâtre du Soleil as
his artistic family.
Being exceptionally perceptive and sensitive, he grew from a rebellious youngster and an active participant of
the legendary events of May 1968 in France into an exceptional artist. In his own opinion, he believes that it is
because he always persevered resolutely to protect himself from the worst affliction to befall an artist : ego.
However, Durozier doesn’t simply hand over the lessons he has learnt in charming brevity. He shares instead
the beauty he sees in his art, and how his passion influences his life. His daughter manifests an insistent
yearning to understand her father’s passion, with both emotional and clinical inquiry.
Durozier through this play hopes to share not only his love for theatre but also the belief that an artist’s life is
beautiful, noble and great. However, he never seems to be tempted to delve into hyperbole. Even in the
intimacy of the performance there are moments when the actor wanders along his own memory and relives in
real time some significant phases of his life. One of the more riveting sections of the production is the
description of the moments when Durozier struggled to find within him the character that changed him, the
beak-nosed Pulcinella. This play is written beautifully, with solicitude and great perspicacity. The writer also had
the incredible opportunity to play his daughter in the English version of the play. For any young thespian, this
production is immeasurably insightful. The French and English versions of the play were staged at Indianostrum
Theatre supported by the Alliance Francaise, Pondicherry.
