This investment is in addition to the $10.5M one-time fuel enhancement provided in March 2008 for student transportation (see the memorandum of March 13, 2008: SB4 Fuel Costs). This $7M in one-time funding means that each school board will receive an additional 0.9 per cent of its 2007-08 net transportation expenditure, excluding transportation to Provincial Schools. Each board’s estimated allocation from this $7M enhancement for 2007-08 is given in the attached Appendix. The Ministry recognizes that some school boards have fuel escalator clauses in their school bus contracts. In jurisdictions where operators have borne the increased fuel costs without additional compensation, it is expected that boards will provide the appropriate payments to these operators. The Ministry expects all boards to flow additional funding appropriately to operators before the end of the 2007-08 school year. Managing Fuel Costs In the last three years, the Ministry has provided significant funding enhancements to address rising fuel costs. The ongoing volatility and rising trend of fuel prices are prompting efforts to improve fuel efficiency across the broader public sector. We anticipate that ongoing Effectiveness and Efficiency reviews of transportation services will promote best practices regarding fuel efficiency. School boards and operators are also expected to implement best practices regarding fuel efficiency in route planning and in service delivery. The purpose of this study will be to identify best practices for the purchase of fuel; to advise school boards and operators on ways to adapt to the current fuel market; and to examine how the Ministry, school boards and school bus operators might respond to fluctuations in fuel costs to further enhance stability in the area of student transportation. The $7M one-time enhancement for student transportation in the current school year and the fuel cost study in 2008-09 reflects the ongoing partnership of the Ministry, school boards and school bus operators to ensure the delivery of safe, effective and efficient student transportation services. We look forward to working with you to sustain and improve these important services that benefit so many of our students.
