Publication of final results: Sunday 30 November, town Hall of Saint‐Andre‐de‐l’Eure, 30 minutes after arrival in the ‘Parc fermé’ of the last crew. 11. Prize giving: Sunday 30 November 2014 at 6.30 PM, “Salle du Clos Mulot” ‐ Saint‐André‐de‐L’Eure 12. Unloading – loading of vehicles: Unloading of the racing cars is to be done exclusively on the “Carrefour Market” parking, Route d’Evreux à St André de l’Eure. Loading of the racing cars after the event is to be done exclusively on the runways of the old airfield of Saint‐Andre, route de Coudres – “zone artisanale de la Croix Prunelle”, right beside the exit of the ‘parc fermé’. No race car will be allowed on open road tracks after the end of the event. 7.

Convocation schedule should be respected and will be controlled (CH A, at the room entrance).Time table is available on www.asacandresien.fr Competitors are asked to present at the documents inspector the original and 1 copy of the racing and driving licenses for pilots and co‐pilots, as well as all the cars documents including technical passport, homologation certificate if needed, and a signed permission of the car's owner if not in the crew. 1.3.2 TECHNICAL INSPECTION: From 4.00 PM to 6.30 PM: Rue du Chanoine Boulogne à Saint‐André‐de‐L’Eure. Some final technical checks may be ordered, and will be performed at Garage Tristan (Renault) ‐ Saint‐André‐de‐l'Eure (Tariff per hour: 60 € T.T.C.) ARTICLE 2P. INSURANCES Insurances for cars and crews should be contracted in accordance with the standard regulation of the French Federation F.F.S.A. ARTICLE 3P. COMPETITORS AND PILOTS 3.1 P ENTRY FORMS – INSCRIPTIONS 3.1.5 P. Each competitor wishing to entry the 41th Rally National tout‐terrain "Plaines et Vallées" will send the enclosed entry form before Monday 17 November 2014, midnight to: Monsieur Richard TERCIER A.S.A.C.A. 4, Route de Beaumont 27410 LE NOYER OUCHE (Phone 02.32.30.71.99; E‐mail [email protected]) Fax or Emails should be confirmed with the compulsory document including entry fees within the dates indicated. In case of waiting list, priority will be given to competitors who have already paid the entry fees. 3.1.10 P The number or participants is fixed to 100 vehicles maximum. 4 3.1.11.1 P ENTRY FEES The entry fees are to be paid to A.S.A.C.A and are fixed for the amount of: a) WITH the facultative publicity contracted by the Organization: 450 €. b) WHITHOUT the facultative publicity contracted by the Organization: 900 € 3.1.12 P The Entry Form will be acknowledged only if accompanied by the above Entry fee or a receipt delivered by the sports authorities of the competitor. Checks have to be dedicated to the name of A.S.A.C.A. They will only be given to the bank after the event. 3.3 P START LIST ORDER The order is given in accordance with the 2014 regulations of the French Federation F.F.S.A. for off road racing. 3.3.2 P COMPETITION NUMBERS The race numbers are given in accordance with the 2014 regulations of the French Federation F.F.S.A. for off road racing. ARTICLE 4P. VEHICLES AND EQUIPMENTS 4.1.2. WINDSCREEN AND WINDOWS The rules are given by the 2014 regulations of the French Federation F.F.S.A. for off road racing. 4.1P AUTHORISED VEHICLES The rules are given by the 2014 regulations of the French Federation F.F.S.A. for off road racing. 4.2.1p Tires The rules are given by the 2014 regulations of the French Federation F.F.S.A. for off road racing. 4.3 P ASSISTANCE ‐ SERVICING The rules are given by the 2014 regulations of the French Federation F.F.S.A. for off road racing. For evident security reasons and for the tranquillity of the neighbourhood and respect of crossed villages, it is forbidden to proceed to any servicing outside the dedicated servicing spots named "parcs d’assistance". Parking of service cars is forbidden on open roads, as well as the use of following vehicles. Outside the “parcs d’assistance”, any repair should be done exclusively by the crew, with on‐board tools only. Any violation of these rules will cost heavy penalties to the competing crew. 4.3.2.3 P LIMITATION ON SPARE PARTS CHANGING Spare parts changing should respect the 2014 Technical regulations of the French Federation F.F.S.A. for off road racing. 4.6. RACE NUMBERS – CAR IDENTIFICATION The rules are given by the 2014 regulations of the French Federation F.F.S.A. for off road racing. ARTICLE 5P. PUBLICITE The rules are given by the 2014 regulations of the French Federation F.F.S.A. for off road racing. Beside the compulsory Rally Organization publicity, extra advertising may be added and will be noted on an addition of this present "Particular Regulation". ARTICLE 6P. SITES AND STRUCTURES 6.1 P DESCRIPTION The 41st Rally tout‐terrain "Plaines et Vallées" represents 307,290 km divided in 2 "Étapes" and 5 sections. It includes 13 Stages for a total extend of 111,620 km (195,670 on open roads). These indications may change due to weather conditions, security or else. The official check points, timed zones, itinerary and distances will be noted in the official road book only. 5 The stages (named "Epreuves Spéciales") are: SAMEDI 29 NOVEMBRE 2014 E.S.: 1 and 4 L’Habit 6,640 km E.S.: 2 and 5 Foucrainville 10,520 km E.S.: 3 and 6 Garençières 7,940 km DIMANCHE 30 NOVEMBRE 2014 E.S.: 7, 10 and 13 Saint André 10,140 km E.S.: 8 and 11 Illiers l’Evêque 10,300 km E.S.: 9 and 12 Marcilly 5,200 km No servicing between stages ES 2 et 3/ 5 et 6 / 8 et 9 / 11 et 12. Instead, a refueling/spare tyres zone will be provided for the crews, une zone de ravitaillement + changement de roue sera disponible pour les équipages. 6.2 P RECONNAISSANCE (examination of ground sites) See the 2014 Technical regulation of the French Federation F.F.S.A. for off road racing, 6.2.6 P If we have favourable weather conditions, a ground site examination convoy directed by Organization vehicles will start Friday 28 November at 9.00 AM, starting at the old airfield, Route de Coudres ‐ Saint‐André‐de‐l’Eure. Only pilots and copilots are concerned. There, each crew will receive with the road books a special badge. Only those who wear it will be authorized to carry on during the whole “reconnaissance”, as Controls will occur. Penalties specified in the Off Road Rallies Regulations: 1st violation: 5 minutes and 160 € 2nd violation (within a year): Interdiction to start the rally. ARTICLE 7P. RALLYE EVOLUTION 7.2 P GENERAL RULES CONCERNING CONTROLS 7.2.11 P Distinctive signs for the road clerks and marshals are ‐ Security points Clerks and Marshals: reflecting fluorescent yellow cross belts or shoulder belts and a badge decrypting the function. Road Marshals: reflecting fluorescent yellow cross belts or shoulder belts and a badge decrypting the function. ‐ Technical organization and technical marshals: reflecting fluorescent red cross belts or shoulder belts and a badge decrypting the function. 7.3.13 P PENALTIES AT CLOCK POINTS  Delay at a CH: 10’’ per minute or fraction of a minute.  Advance at a CH: 1’ per minute or fraction of a minute (advance at a CH is only permitted entering the ‘parc fermé’ at the end of an “étape”). 7.5 P TIMED STAGES (“ÉPREUVES SPECIALES (E.S.)”) According the 2014 regulations of the French Federation F.F.S.A. for off road racing, In case of a traffic jam during a stage, the Organization will apply the terms of chapter 7.5.16 of the 2014 F.F.S.A. regulations. 7.5.17.1 P ABANDONMENT All competitors who decide abandonment during a stage, or on open road, have to inform immediately to the Headquarters of the event. The phone number (06 83 79 20 06) have to be posted on the dashboard of the vehicle and shown to the technical inspectors. ARTICLE 8P. COMPLAINTS ‐ APPEALS 6 According the 2014 regulations of the French Federation F.F.S.A. for off road racing, the delay for complaints is half an hour after notification. It requires a deposit: Complaint security fee: 690.00 € / Appeal security fee: 3300.00 € ARTICLE 9P. RESULTS OF EVENT Timing records, results and classification are established and published in accordance with the 2014 regulations of the French Federation F.F.S.A. for off road racing. ARTICLE 10P.PRIZE‐GIVING Prize giving will take place in the "Salle du Clos Mulot" ‐ Saint‐André‐de‐l'Eure, Sunday 30 November 2014 at 18.30 PM. Prizes in money and cups will not be given in case of absence of the crew –or approved representatives‐ at the prize‐giving ceremony. Prizes in money Prizes in money cannot be cumulated: the highest is given between CHAMPIONNAT DE FRANCE, CHALLENGE 2RM, TROPHEE RALLYE 4X4. Prizes for group and class will be given if at least 3 entrants started the event in the group or the class.
