This section of the 1996 SOCRATES Compendium contains projects supported through SOCRATES, Adult
Education. These projects were selected as a result of the 1995 and February 1996 calls for applications.
The projects are listed by coordinating country, round (1996 round first) and project number in ascending
order.

TITLE:
Institut zum Aufbau und zur Etablierung eines Feministischen Grundstudiums
und Forschungsstelle
DESCRIPTION:
The objective of the project is to set up an institute for interdisciplinary
feminist education and research which will focus on the development and
implementation of a curriculum on the feminist movement and to set up
research activities so as to enhance nation-wide knowledge tranfer in the
field of women's studies between several countries of the European Union.
The institute acts as a bridge between women's studies whithin and outside
the universities. It hopes through international contacts to bring about new
perspectives and initiatives in the field of research and education linked to
women's studies.
The curriculum to be developed and implemented is an enlargement of a pilot
course which was concieved earlier and which will be turned into a full
fledged module to which other modules will be added. The modules will focus
on methods for feminist science and theory of society, communication theory
and feminist pedagogics etc. The target groups of the curriculum are women
working in public services and public servants active in feminist political
movements, students and teachers in adult education.

TITLE:
Qualitätssicherung in der Erwachsenenbildung
DESCRIPTION:
Das angestrebte, weitläntige Ziel ist eine Qualitative Verbesserung des
Bildungsangebotes von Erwachsenenbildungseinrichtungen, im Speziellen von
Bildungshäusern in Europa zu verwirklichen. Projekträger sind die
Dachverbände der Bildungshäuser in Österreich, Deutschland, Lichtenstein,
Dänemark und Italien.
Konkret ist die Erstellung eines Leitfadens (Handbuches) zur
Qualitätssicherung für Bildungshäuser in Europa vorgesehen. In dieser
Publikation werden die europäischen Mindeststandards zur Qualitätssicerung in
der Bildungsarbeit, Entwicklung von Ausbildungsmodulen zum Thema
"Qualitätsmanagement" definiert. Die Hauptschritte der Durchführung sind die
Erarbeitung von Qualitätsmerkmalen und Qualitätskriterien für Bildungshäuser
in Nationalen Kommissionen und einer Transnationalen Arbeitsgruppe, vernetzt
mit einem Expertenpool und Teilnehmerbefragung, Auseinandersetzung mit den
ISO-Normen und anderen Qulitätssicherungs-Modellen.

TITLE:
APEL - Assessment of Prior Experiential Learning
DESCRIPTION:
Ce projet vise à favoriser l'accès des adultes - en particulier ceux qui se
trouvent socialement défavorisés - au système d'éducation formel,
principalement l'enseignement supérieur et continué. Pour cela, il mise sur
l'introduction de nouvelles méthodes de validation des connaissances et
compétences acquises par ces personnes sans qu'elles soient officiellement
reconnues; et ceci à travers un système d'accreditation qui garrantit les
standards de qualifications. Cette approche fait déjà l'objet d'une
reconnaissance officelle dans certains Etats membres sous le label APEL
(Assessment of prior experiential learning). Ce système se définit comme une
procédure à travers laquelle la personne peut obtenir une certification pour
des apprentissages antérieurs qui n'ont pas été formellement sanctionnés.
Ce type de certification peut permettre l'admission à des programmes
académiques ou favoriser l'octroi de crédits en vue d'une qualification
académique.
Ce schéma APEL mérite d'être amélioré (i) en organisant l'échange de bonnes
pratiques entre les institutions et les pays disposant de différents types et
niveaux d'expériences dans ce secteur; (ii) en renforcant la coopération
entre universités et autres institutions compétentes en matière d'éducation
des adultes en vue du développement de politiques APEL coordonnées.
Dans cet ordre d'idée, le présent projet a deux objectifs spécifiques :
1. La confection et la mise à disposition d'une base de donnée européennes
des modèles de bonnes pratiques APEL et des institutions recourrant au
système APEL; et ceci, à partir d'une étude comparative dans les Etats
membres de l'UE.
2. Le développement d'un réseau APEL de façon (i) à prendre en compte les
développements futurs du sytème APEL et, ainsi, à assurer la mise à jour de
la base de donnée; (ii) à pourvoir fournir une assistance à toute initiative
en vue de la diffusion de APEL dans l'UE.

TITLE:
ACCES: Par l'Alphabétisation à la Compréhension et la Connaissance de
l'Europe Sociale
DESCRIPTION:
Portés par des partenaires spécialisés dans le domaine de l'alphabétisation
et de la formation pour adultes, ce projet a pour but l'accès à l'information
et à l'amélioration de la compréhension, par des apprenants adultes
analphabètes et illetrés des questions politiques, économiques, sociales,
culturelles et administratives de l'Europe.
La première phase est centrée sur l'élaboration, la validation, la
publication (en FR, ES, EN) et la diffusion d'un recueil de démarches
d'animation de modules pédagogiques centrés sur la compréhension par ces
apprenants des enjeux européens actuels.
Cet outil pédagogique est coproduit par des formateurs des différentes
associations partenaires et validé dans les groupes d'alphabétisation qu'ils
animent. La méthode utilisée s'appuye sur l'approche naturelle et
expériencielle à partir d'une pratique d'auto-socio-construction des savoirs.
Ce travail d'élaboration commun vise à permettre l'enrichissement et la
stimulation mutuelle des formateurs, une meilleure compréhension et une plus
grande solidarité entre eux, ce qui renforcera leur positionnement de citoyen
d'Europe. La diffusion de cet outil, quant à elle, devrait avoir un effet
démultiplicateur en touchant l'ensemble des formateurs d'adultes travaillant
plus particulièrement avec un public scolarisé.

TITLE:
Information Service on non Formal Adult Education and Europe
DESCRIPTION:
The objective of this project is to create a database in the field of
non-formal adult education which can be consulted by local, regional,
national and international educational organisations. The pARTNERS in this
project will collect the information and documentation with the support of
national agencies in the EU countries. After they will get all needed
information, they will organize a meeting on European educational programmes
that will be entitled "Opportunities of lifelong learning in Europe" .
According to the results of this meeting they will set up a seminar for
experts from different countries that will evaluate the database. It will be
also necessary and they will prepare the demonstration and training of the
use of the database. They expect as one of the results of this project to
create the basis for the establishment of a common development of an
information network on non-formal adult education. They will use for
dissemination a publication of a hard copy rapport of the results of the
project too.

TITLE:
Le Rôle des Nouvelles Technologies dans le Domaine de l'Education des Adultes
DESCRIPTION:
Ce projet vise à mener une étude sur le rôle des nouvelles technologies dans
le domaine de l'éducation des adultes. Les objectifs principaux sont de
décrire la situation présente, d'identifier les besoins aussi bien que la
demande potentielle de manière à cerner l'importance du rôle que les
nouvelles technologies peuvent jouer dans le domaine de l'éducation des
adultes en Europe. Parmi les applications technologiques à l'éducation des
adultes, on trouve des outils très variés : dispositifs interactifs très
ciblés, "valises pédagogiques" recourant à différent média informatiques,
outils de télécommunication intégrés, produits d'édition électronique
complémentaires ou substitutifs à des ressources papiers traditionnelles,
etc. A chacun de ces outils correspond des approches pédagogiques
distinctes.
Ce projet vise justement à analyser de quelle façon ces applications
pédagogiques peuvent être pertinente pour l'éducation des adultes et si son
utilisation peut varier parmi les pays de l'U.E. selon des besoins
spécifiques liés à des réalités socio-culturelles différentes. Il s'attache
également à identifier les ressources existantes et leur adéquation aux
besoins actuels et potentiels.

TITLE:
Observatoire: Etude de Faisabilité pour la Constitution d'un Réseau
Transnational Européen Spécialisé en Matière d'Education des Adultes en
Milieu Rural
DESCRIPTION:
Improve adult education and training in rural communities by creating a
permanent observatory to enable the gathering, development, evaluation,
diffusion and exchange of information and products concerning adult education
and training in rural areas, as well as the genuine exchange and
experimentation in educational methodology throughout the European Union, the
promotion of common ideas and initiatives concerning training for European
citizenship. A special needs analysis of the different categories of users in
rural communities will be carried out and will focus on the reasons for
failiure or succes of adult education, its long term impact at a social
level, taking into account that the training must include European
citizenship and the protection of the countryside and culture. The target
groups will include adult educators in rural communities, rural development
officers, those responsible for education and cultural issues in
agricultural, youth and womens' organisations and the education media. The
project will produce documents containing all the information gathered during
research.

TITLE:
Integration Contra Nationalismus - Aufgabe der Europäischen
Erwachsenenbildung
DESCRIPTION:
"Nationalisme, c'est la guerre"; Diese mahnung des verstorbenen fransösischen
Präsidenten Mitterand bezeichnet die Größte politische Gefahr für die
weitere Integration Europas. Nationalisten, "Neue Rechte", Rechtsextremisten
und Neofaschisten bekämpfen geizelt den europäischen Einigungsprozess. Sie
schüren ohnehin vorhandenen Ängste und Vorurteile der Menschen in Europa uns
verstärken damit anti-europäische Tendenzen und Strömingen. Die europäische
Erwachsenenbildung hat u.a. die Aufgabe und ist geeignet, solchen
Bestrebungen entgegenzuarbeiten. In ihren Lernangeboten ist diese
Problematik aber eher unterepräsentiert.
Das vorgeschlagene Projekt zielt auf eine stärkere Präsenz der genannten
nationalistischen etc. etc. Problematik in der europäischen
Erwachsenenbildung und damit aud die Stärkung des europäischen Bewußtseins.
Zugleich is es bestrebt, die europäische Dimension der Erwachsenenbildung
durch praktische Kooperation and durch die Erstellung eines europaweit
verwandbaren Produkts (Handbuch) zu verbessern. Der Einsatz neuester
Kommunikationstechnologie (Internet-Mailbox) dafür schaft eine neue Qualität
in der europäischen Erwachsenenbildung. Last but not least bezieht das
Projekt durch die Arbeitschwerpunkte der beteiligten partner Personengruppen
mit ein, die in den europäischen Bildungssystemen traditionell eher
benachteiligt sind.

European Adult Education - Responsability for Our Environment
DESCRIPTION:
Les enjeux à la base de ce projet trouvent leurs racines dans l'Agenda 21
élaboré au terme de la Conférence des Nations Unies pour l'Environnement et
le Développement qui s'est tenue en juin 1992. Cet Agenda se présente comme
un ensemble de résolutions en faveur d'un développement durable et d'un
meilleur respect de l'environnement. En tant que tel, il demande à être
traduit en actions concrètes qui peuvent être portées à l'échelle locale,
régionale, nationale et transnationale. Ceci requiert notamment un effort
éducatif à l'intention des acteurs potentiellement concernés, qu'il s'agisse
de gouvernements, d'instituts ou d'ONG. Dans ce contexte, des cours de
formation pour agents multiplicateurs sont organisés par les trois
institutions partenaires à l'origine du projet. Les participants sont ainsi
formés à la problématique de l'Agenda 21 et de ses implications pour l'UE
aussi bien que pour les niveaux national et local; et ceci, dans le cadre
d'une approche interdisciplinaire et interculturelle. Au centre de cette
démarche figure le principe selon lequel les enjeux liés à la protection de
l'environnement et le débat sur un développement durable sont de nature à
permettre une meilleure compréhension des dimensions politique, économique et
institutionnelle de la construction européenne. La méthode de travail
observée fera l'objet d'un manuel dont le contenu sera transférable à
d'autres champs de l'éducation des adultes. Par ailleurs, toutes les
informations relatives à cette initiative et à ses résultats seront
disponibles sur Internet.

Aufbau einer dauerhaften, funktionierenden Kommunikationsstruktur
in jedem EU-land Partnerorganisationen finden, die sich mit dem Thema
"interkulturelles Lernen beschaeftigen
Jugendliche selbst sollen in Seminaren den Umgang mit dem Medium lernen, da
in naher Zukunft entscheidend sein wird, wie man an Wissen gelangt

Seminaren koennen Schuelerinnen den konkreten Umgang mit der Technologie

TITLE:
Learning to Live in a Multicultural Society
DESCRIPTION:
The general objectives of the proposed project is the desvription and
analysis of adult educaton practice in Europe concerning minority groups and
migrant populations and the developement of a comprehensive programme of
action based on recommendations of good adult education practice. Through
the creation of a network of interest groups and agencies working with and
for minority ethnic and migrant populations we can begin to try and ensure
that the problem is not allowed to be marginallized at a national or European
level. The creation of a European Citizenship could hardly be visioned,
least our European society is able to develop integrative and conciiatory
forces. Adult education will be paramount for checking and advocating for
positive educational programmes for both groups of citizens, those that
happen to be here and the newcomers that we have called for.
The project wants to highlight and share good models of policy and practice
and to facilitate the exchange of information and expertise.
They also wants to generate Good Practice Guidelines in respect of specific
concrete areas of work.
They are to publish a news letter and a handbook titeled Learning to Live in
a Multi-cultural society.

TITLE:
Adult Education for Culture European Training Network for Integration of
Cultural Elements into Adult Education
DESCRIPTION:
The project aims to assist adult education institutions in Europe cooperate
with cultural institutions - particularly museums - to show the mutually
beneficial role of using museums for adult education purposes. In the long
run the intention is to set up a network between regional museums and adult
education providers. The IIZ/DVV believes that there will be additional
benefits from the project such as increasing cross-border contact and
communication and thus decreasing racism and xenophobia. The main objectives
of the project are to identify and define models and case-studies of existing
projects between museums and adult education, identify mediators to be the
link between these two worlds, creating networks, comparing different
practices in the field of museum and adult education cooperation and increase
knowledge of innovative practices. The output of the project will be the
publication of modules and demonstration material in various languages which
will be distributed to both cultural institutions and adult education
organisations in the participating countries and Europe at large.

DESCRIPTION:
Production of multilingual media-package for European adult education. The
package will contain printed documentation, a television series which will be
broadcast in several European countires and which will also be available on
video and CD-ROM. The printed documentation will be based on a thorough
analysis of international press and television. It will discuss and summarise
the considerable differences in perception and approach towards European
integration in participating countries. The television series will make a
comparison of the social, economic and cultural characteristics of different
European countries. The CD-ROM will be a means of making the project results
available for adult education and individual users.The media package will be
planned with the assistance of a transnational group of experts in adult
education. Eight countries will be involved : Austria, Germany, France, the
Netherlands, Poland, Spain, Sweden and the UK. The television series will at
first be broadcast nationally and then may be used for European Educational
Televison.

TITLE:
Learning Boutiques - for Lifelong Learning
DESCRIPTION:
Ce projet vise à étendre le concept des "Learning Boutiques" à l'échelle
européenne. A travers ces points-relais destinés à renforcer l'échange
d'expériences innovantes entre différents types de partenaires dans le
domaine de l'éducation des adultes, les objectifs poursuivis sont : a) la
promotion de la coopération entre les acteurs locaux; b) le renforcement de
la motivation vis-à-vis de l'éducation tout au long de la vie; c)
l'identification et la stimulation de la demande individuelle; d)
l'estimation des besoins financiers. afin d'inscrire ces finalités dans une
perspective communautaire, le projet prévoit de mettre en place un réseau
européen des Boutiques d'apprentissage nationales, d'éditer un bulletin de
liaison (en trois langues : EN, DE et FR) dans chaque pays et de mettre au
point des cours de formation pour développeurs de manière à étendre
l'implantation des Boutiques. Ces cours s'inscrivent dans un programme de
formation de 20 semaines et feront l'objet d'un manuel édité en trois langues
(EN, DE et FR).

European Rural University - Session 96
DESCRIPTION:
The major objective of the project is to organise a European conference the European Rural University - focusing on adult and continuing education in
rural districts and on the role of the voluntary organisations in the
improvement and development of economic and social activities in rural areas
in Europe.
The objectives of the conference itself are: a) to distinguish between
practice and expertise in this field in Denmark and in the other Member
states; b) to share experience of the lifelong educational role of voluntary
associations and c) to exchange views of, and develop dialogues within other
regions of Europe by means of sustaining contacts after the conference
through rural networks in the Member States.
The outcomes will consists of a) a draft action plan for learning and
training related to rural development; b) the publication of the proceedings
of the conference; c) the drafting of a series of general documenbts which
will form the basis for future work; d) the development of a monitoring
programme which will enable to chart the progress of the achievements of the
action plans mentioned above and e) the setting up of a a contact forum to
promote the creation of transborder networks.

EVC - European Virtual Classroom
DESCRIPTION:
The purpose of the project is to share pedagogical and methodological
experiences in new technological media, use interative technology on adult
education and cross-border student cooperation. The objectives of this
project based in Aalborg in Denmark are extensive.They include improving the
quality of adult education by strengthening European cooperation, giving
pupils a better understanding of the European Dimension in various subjects
(such as languages and social sciences), bridging the gap between different
European countries and thus developing an understanding of European culture
through knowledge and personal experiences, developing new methods of
teaching in adult education and open and distance learning. The target groups
are adult learners at secondary and high school levels. The aim of the
project is to investigate the possibilities of using video-conferencing
systems combined with other kinds of advanced technology, for example, First
Class Conference systems and E-mail, as a supplement to ordinary classroom
teaching, thus enabling teachers and pupils all over Europe to create
"virtual classrooms". The main result of the project will be the extensive
experience gained throughout the running of the project which may then be
shared with institutions in other European countries.

Manual Europeo para la Difusión de la Información
DESCRIPTION:
A large group of the adult education learners doesn't have information about
programmes in the field of adult education and can hence not participate in
them. Hence the present project has the following objectives: 1) analyse the
channels through which information is disseminated by the European
Institutions and by other international organisations, 2) find out how the
most used channels of communication in Adult Education take into account the
communication competencies and the knowledge of academic language, 3) to
show how those adults who are considered as traditionally non-participant in
AE can be motivated when they receive the information which is adapted to
their needs and interests.
Hence the project will try to find out how those organisations can make
available their information on AE programmes and courses to those groups of
persons who have little access to AE: illiterate people, people with lillte
school education, women, migrants etc.
The final result of this comparative analysis will be the creation of a
EUROPEAN HANDBOOK TO ENHANCE DISSEMINATION OF INFORMATION ON ADULT
EDUCATION; this handbook will contain proposals and orientations on how new
information channels can increase the participation of the groups mentioned
earlier in adult education.

This project coordinated by the FOREM - Fundacion Formacion y Empleo in
Madrid aims to create training material to inform, educate and raise the
awareness of European Union citizens concerning European Community policies.
The courses will cover the European Commission, common European policies such
as environmental, professional training, labour and cultural policies.
Courses on all subjects will be delivered at two levels : basic and advanced.
The basic course will last 80 hours and the advanced course 120 hours. The
training material will be developed in electronic form, supported by
multimedia techniques and include a self-learning methodology. They will be
delivered in German, Greek, Italian and Spanish. Every organisation will
realise presentational courses in its own language and using its own
material. All basic courses will be translated into Spanish and will be used
both for presentations and distance learning.

DESCRIPTION:
The objective of the project is to create a programme of computer-assisted
learning in the field of environmental education under Windows destined for
students and adults living in disadvantaged areas (disadvantaged for
geographical or socio-economic reasons). Particular attention will be given
to the technology which can solve some of the environmental problems which
there are in out present-day society with a particular focus on the
alternative possibilities for those problems.
Thus the main European disadvantaged eco-systems will be studied in several
Member-states with a special attention to the main problems caused by the
followwing sectors: households, agriculture, fishing, cattle-raising, means
of communication, industry etc.
The way in which ecological approaches have been worked out in those
disadavantaged areas and sectors will also be studied and analysed. It is
hopes that the computer materials developed as a result of the project for
adults will bring about either an individual or a collective change of the
behaviour as far as the environment is concerned.

Ce projet repose sur le constat d'une carence de matériel adéquat de lecture
pour néophytes dans les Centres d'Education pour Adultes. A partir de là, il
s'agit a) d'élaborer des textes adaptés à ce niveau basique de formation et
qui abordent spécifiquement des thèmes liés à la citoyenneté et à la
construction européenne; b) mettre ceci en pratique au moyen d'une méthode
qui place les apprenants en situation de construire et d'écrire eux-mêmes ces
textes, qui seront ensuite utilisés à titre de matériel de lecture par
d'autres apprenants; b) favoriser l'échange de conclusions sur ce processus
entre les différents partenaires transnationaux (ES, BE et FR) impliqués dans
l'expérience. Ce travail s'articule à partir d'équipes associant
enseignants et apprenants dans chacun des Etats concernés. Il doit
déboucher, au terme de la phase de recherche-action proprement dite, sur
l'édition du matériel ainsi mis au point, de même que sur les conclusions de
l'expérience.

Ce projet se propose de développer une action éducative vis-à-vis d'un public
adulte en mettant en évidence, relativement à la question de
l'environnement, les valeurs qui fondent la sensibilisation et la prise de
conscience des enjeux communs susceptibles de fonder une citoyenneté
européenne. L'education à l'environnement est utilisé comme référent dans la
mesure où elle renvoie à des réalités à la fois locales et globales à des
enjeux économiques, sociaux, culturels et économiques et génère une réflexion
collective et transfrontalière. La valeur pédagogique de ce type de
problématique apparaît particulièrement élevée dans la mesure où a) elle
permet une mise en rapport entre l'action individuelle et la transformation
sociale et collective; b) elle véhicule une réflexion sur l'interaction des
facteurs et la complexité des phénomènes; c) elle met en évidence les
concepts complémentaires de ressemblance et de diversité ainsi que celui de
solidarité qui en procède nécessairement. Sur la base de ce développemetn
théorique, les promoteurs (ES, FR et GB) du projet ont prévu la mise en place
d'un dispositif centré sur une Unité de recherche didactique sur l'education
à l'environnement. Celle-ci est appelée à produire un guide pour les
enseignants conçu dans la perspective d'une approche interdisciplinaire.

The general aim of the project is to contribute to the process of
transformaiton of the roles played by older adults in our society today in
such a way that their knowledge and experience can revert into the strategies

The project started in 1993, with the support of the European Commission and
of the Catalan Regional Government. Following the conclusions of the first
phase, the objectives for the present stage are : a) to identify and study
the methodological procedures that aid the active participation of older

guide for the application of active policies in the field of older adults
and education; b) to set-up a curriculum model for the training of older

The Travelling Vincent Folk High School
DESCRIPTION:
Ce projet a pour objectif de développer une expérience pilote sur un plan
multilatéral dans une perspective inter-ethnique. Pour ce faire, il envisage
la situation de quatre minorités dans le contexte européen : les Galois au
Royaume-Uni, les Frisons aux Pays-Bas, la minorité suédoise en Finlande ainsi
que, hors U.E., les Hongrois situés dans le territoire roumain
(Transylvanie). Face à chacune de ces situations particulières, le projet
tente de renforcer la connaissance et la prise de conscience de l'état de
minorité, de définir les instruments pédagogiques susceptibles de rencontrer
les problèmes que posent les différents cas spécifiques, de développer le
combat en faveur de la tolérance et, afin de créer un réel effet
multiplicateur, de former les formateurs qui pourront ensuite étendre
l'application de ce concept. Très concrètement, des cours itinérants seront
organisés à partir de modules d'une durée de 12 semaines. Avant la "mise en
route" proprement dite, les étudiants et leurs tuteurs analysent les données
à partir de leur propre réalité à l'aide de méthodes relevant de l'éducation
à distance. Sur la base de cette entrée en matière, les tuteurs peuvent
définir la carte géographique et le plan de travail de la phase itinérante.
Après celle-ci, les conclusions sont partagées à l'occasion d'un
"vidéoséminaire". Le projet doit déboucher sur un rapport détaillé qui
comprendra à la fois un éclairage spécifique sur les minorités étudiées - et,
par conséquent, une contribution à l'étude des minorités en Europe, ainsi
qu'un bilan pédagogique précis de l'expérience.

DESCRIPTION:
The project intends to work on adult education through editors of European
adult education publications. The major purpose of the project is to combine
different types of methodologies and consequently, they will produce a
guidebook and other practical tools such as a catalogue on European adult
education publications and materials for fostering European Citizenship. The
next aim of the project is to build an electronic network between adult
education publications. The coordinator and its pARTNERS plan to organise
seminars to facilitate the sharing of experiences and to create new contacts
throughout Europe and with non-European colleagues in order to better define
European identity. In addition to the seminars, an annual meeting will be
organised in Finland. Although editors are the main target group of this
project, this does not mean that the project is only aimed at those who are
involved in editing adult education magazines, quarterlies, newsletters, but
also at people who are developing teaching materials. Since raising European
consciousness is a common aim of the three European Associations for Adult
Education offices, the intention is to create a new and more concrete start
for promoting this topic in European adult education publications.

ACE: Adult and Continuing Education Quarterly "Lifelong Learning in Europe"
DESCRIPTION:
The aim of this Finnish-based project is to publish a European ACE (Adult and
Continuing Education) journal. Two issues will be published in 1996 and four
issues from 1997 onwards.
The KVS Foundation, the oldest adult education organisation in Finland, and
the Finnish Adult Education Research Society developed the idea for a
European adult and continuing education journal to develop synergy between
the many sectors of adult and continuing education.
The journal's editing staff is Finnish, and the journal is published in
Finland. The editorial board consists of representatives from European adult
and continuing education umbrella organisations interested in cooperating
actively in the project and a few experts in the field.The editorial board
meets once or twice a year.
The Lifelong Learning in Europe journal (LLinE) disseminates information and
comments on developments in ACE. It discusses development of ACE policies in
Europe, gives inspiration for ACE practices in various parts of Europe and on
ACE research. The journal also provides material for training professionals
in ACE, as well as supporting ODL.
The project intends to create networks across national and sectoral
boundaries.
The journal may be used as for distance and self-directive learning both in
its printed and electronic version.
An electronic version of the LLinE journal will be published in 1997 as well
as the printed version. The first 1997 issue will discuss new technologies
and their impact on the ways of learning, especially from the point of view
of lifelong learning and access to learning. Another issue will be produced
on democracy and education/learning.

Pour des Citoyens Européens Antiracistes Tolerants et Solidaires
DESCRIPTION:
Ce projet coordonné par France Libertés rassemble les partenaires associatifs du réseaux
Passeport Européen contre le Racisme et prévoit de réaliser un CD ROM en Français, Anglais,
Allemand et Italien ainsi que des outils pédagogiques interactifs. Le projet est né de la diffusion
dans 13 pays de l'Union Européenne du "Passeport Européen contre le Racisme". Il se propose
d'élaborer une méthologie et des outils de formation pour développer la dimension européenne de
l'éducation dans le domaine de la lutte contre le racisme, l'antisémitisme et la xénophobie afin de
renforcer l'esprit de citoyenneté européenne fondé sur les droits de l'homme, la tolérance et la
solidarité.
Les objectifs du projet sont de réagir face à la montée des agressions racistes et xénophobes;
donner connaissance des textes fondamentaux (convention européenne des droits de l'homme,
législations nationales..) qui placent le racisme sous le coup de la loi, et en tirer les conséquences
pour ce qui concerne les comportements individuels; travailler à partir d'exemples concrets à la
création de solidarités européennes et à l'émergence de la notion d'un "CITOYEN EUROPEEN"
soucieux de bâtir un espace de paix et de solidarité.

Apprendre l'Europe pour Faire l'Histoire
DESCRIPTION:
Ce projet est piloté par l’Institut européen de Montpellier (IRRCE) dans le
cadre du Réseau Éducation du citoyen européen créé en 1991. Ce réseau est
composé d’organismes d’éducation des adultes des 15 États membres soucieux
d’insérer la dimension européenne dans la formation des adultes.Le but du
projet est de donner aux citoyens la possibilité de se forger son opinion sur
la construction européenne par la connaissance et le raisonnement avec
l’aide d’un outil multimédia consacré à un programme d’éducation civique
européenne. Les groupes cibles du projet sont prioritairement le grand public
en auto-formation mais aussi les formateurs d'adultes.
Pour la première année du projet il est prévu de réaliser un synopsis
d’Éducation civique européenne. Par la suite, dans les deux prochaines
années, ceci sera développé sous forme de multimédia interactif, CD-ROM, CDI
dans les différentes langues officielles de L'Union. La structure adoptée
pour la réalisation du synopsis est la suivante : l'IRRCE coordonnera un
groupe de travail transnational permanent et restreint et un groupe
d’experts, désignés par les membres du Réseau Éducation du citoyen européen
et provenant des 15 pays membres de l’Union européenne. La démarche proposée
permettra aux apprenants, en s’appuyant sur la compréhension des réalités
nationales, de se construire leur propre opinion sur la construction
européenne et d’opter pour l’Europe qu’ils souhaitent.

développement, expérimentation et dissémination, séminaires de mise en commun
des travaux entre les partenaires et conférence européenne.

L'Association européenne pour la création d'une Banque européenne de
l'Innovation Sociale dans le domaine de l'Education Permanente des Adultes BISE- a été créée à l'initiative de l'ADREP (Association pour le
Développement, la Recherche et l'Education Permanente - AIX EN PROVENCE) avec
des Collectivités locales, Universités et Organismes d'éducation des adultes
de LORRAINE, de CATALOGNE, du LIMBOURG, de CHEMNITZ, et du KENT.
La BISE a pour objectif principal de valoriser les efforts de coopération
entre les organisations d'éducation permanente des adultes et les
Collectivités territoriales pour concevoir et mettre en oeuvre des actions
d'éducation permanente qui permettraient aux citoyens et habitants de
l'Europe de déceler et satisfaire leur "désir d'apprendre".
Le projet se déroule en plusieurs phases successives :
1) La conception de matériaux de recherche sous forme d'interviews vidéo dans
les 6 régions partenaires.
2) L'élaboration commune d'un logiciel d'aide à la décision individuelle qui
devrait permettre à chaque européen de construire son projet d'éducation
permanente en relation avec son parcours et projet de vie.
3) L'élaboration commune d'un logiciel d'aide à la décision collective pour
permettre aux pouvoirs publics d'orienter les crédits consacrés à l'éducation
permanente vers la réduction des fractures sociales et la "recomposition" de
la société. Cette recherche de solutions se situe dans le contexte de
l'évolution du travail et tente d'en anticiper les conséquences.
4)La coopération entre organismes de formation et Collectivités détentrices
des fonds de la formation devrait aboutir à la distribution de 3 000 cartes à
puce individuelle réparties sur les 6 régions afin de vérifier la pertinence
des produits. Sur chaque carte à puce seront concentrés le projet de
formation de la personne et le crédit permettant la mise en oeuvre du projet.
5)La BISE s'attachera ensuite à inscrire les résultats de ces travaux sur le
W.W.W. en créant une messagerie ouverte à tous les organismes d'éducation des
adultes et Collectivités territoriales afin d'assurer le transfert du projet
SOCRATES.

Des Citoyennetés des Européens à la Citoyenneté Européenne

This project aims to define the concept of citizenship within the Member
States of the European Union by carrying out a comparative study of their
institutional history and culture.
The project's target group is the adult education and general public. The
project intends by studying and identifying the values of each Member State
to promote an awareness of a common destiny and of what it means to be a
European citizen. What values, practical and psychological implications
citizenship has on everyday life.
1996 is the research and writing phase. Chosen extracts will then be
installed on an Internet Web Site. 1997 will concern the publication and
dissemination by the publisher who has a wide distribution network and by
"Sources d'Europe" of a video.
The project hopes to achieve a better understanding and inter-cultural
knowledge, a greater sense of openness towards othe countries of the Union,
an improved consciousness of the importance of the notion of European
citizenship and its consequences, a better knowledge of values we defend and
a practical tool of reflection for everyday life.

TITLE:
Professional Development of Church-Based Adult Educators
DESCRIPTION:
This project aims to develop a modular programme for the initial training and
on-going professional development of those involved in adult education in
churches in Europe (both paid workers and volunteers). The project will
provide flexible training and development materials that can be used by
individuals and or by groups; a basic initial training course for those
entering adult education; development training for those with experience as
educators; materials that combine adult education theory and practice with a
church setting; educators with a backgound knowledge of churches and
societies across Europe as the growing "global" context to their activities
and exchange opportunities between trained educators. The project will
produce multilingual distance training materials which will be distributed
and supported by all major protestant and catholic churches. The work will be
carried out by a small production team in a number of different stages :
production of pilot material, testing of the material, draft production of
the material, large scale field testing in eight European countries and final
production and translation.

Cultural Education and Action for Development
DESCRIPTION:
The Adult Learning Project based in Edinburgh coordinates this project which
has five main aims. These aims are to explore the effects of cultural action
approaches in adult education in three different European communities in
France (Brittany), Ireland and Scotland; to bring together adult educators
and students working in these communities to share their practices in
cultural action inititaives; to explore how cultural education which focuses
on the development of indigenous culture may lead to wider economic, social
and political developments; to learn about historical and contemporary

of the project will be to publish and disseminate the findings of the

A European Adult Education Programme for Trade Unions
DESCRIPTION:
The purpose of the project is to develop collectively an innovative European
AE programme designed specifically for the trade union members facing major
changes at work which demand new learning experiences, skills , knowledge and
competencies. The main target group will be those members who are generally
low-paid, low-skilled, and educationally disadvantaged adult learners.
The proposed project, involving a total of twelve trade unions and
universities from 12 Member states will: a) collectively review and exchange
experiences of European learning opportunities available to members of the
trade unions; b) develop skills and knowledge of Open and Distance Learning
(ODL) models for use by European trade unions; c) produce three accredited
ODL moduels centered around the promotion of knowledge and awareness of
Europe; d) pilot and closely monitor the learning processes and outcomes by
trade unionists participating in these ODL accredited programmes in each of
the twelve countries; e) disseminate and generalise the products and
experiences from the project to other trade unions within each Member state
and throughout the European Union. The educational approach will
be'activity-based" linking knowledge acquisition with locally-based project
work.The programme aims to develop the learning skills of the participants
whilst encouraging active citizenship. The learners will be offered the
opportunity to acquire recognised credits for the successful completion of
each module.

Core Skills for Disadvantaged Adult

This project coordinated by the Edinburgh University Settlement (Second
Chance to Learn) aims to widen participation in education of disadvantaged
groups. In order to achieve these objectives, the project intends to develop
transferable core skills to include marginalised groups in the learning
society; promote the growth of effective learning strategies and
self-reliance; develop flexible modules of validation to enhance access;
incorporate new computer-based learning tools and disseminate expertise
through local, national and European networks to improve the current limited
methodology and poor success rates within this client group. Six core skills
open and distance learning modules will be produced, piloted and disseminated
over three years. They will focus on learning skills and information
technology (1996), communication and numeracy (1997), personal skills and
citizenship (1998). Guidelines for adult education learners covering
recruitment, motivation, effective learning strategy and teaching methodology
will support the modules. An innovative programme will be produced by
sharing, enhancing and piloting the varied expertise developed by the four
countries. These will promote : individalised and flexible modes of access
using technology, thinking and learning strategies, self-directed learning
and transfer to new and changing contexts, integration of core skills into
community issues promoting active involvement in community affairs.

This project is coordinated by the Central Regional Council In Stirling. It
intends to develop materials in the area of environmental protection and
sustainability for safer environments in local communities, on a
transnational citizen pARTNERShip basis, to ensure that adults are involved
in developing their knowledge and experience of European identity. In order
to achieve this aim, the project plans to work with adults who will actively
participate in the process through citizen partnership to address the
problems from within, rather than relying on external regulators. It also
intends to ensure that adults are involved in developing their knowledge and
experience of European identity through increased circulation of people and
ideas. The project will also engage key groups from the within the community
and compare methodologies and development of modules for training adult
educators and peer educators.

Enhancing Education for Disabled Adults Through Expressive Arts

Ce projet s'ancre dans l'expérience développée par deux Collèges spécialisés
dans l'Education des adultes dans le Lancashire qui ont mis au point des
cours innovants à destination d'un public adulte ayant des difficultés
intellectuelles ou qui sont affectés de problèmes de vue ou d'ouïe. Les
méthodes utilisées sont centrées sur le recours à une approche artistique de
manière à permettre une forte stimulation des sens et de la perception et à
ouvrir ainsi d'autres voies de connaissance. Il s'agit ici d'étendre
l'expérience à des initiatives similaires développées dans d'autres Etats
membres de l'UE, à savoir, dans un premier temps, l'Espagne et l'Irlande.
Cette coopération doit permettre l'échange d'information sur des thèmes
précis relevant des pratiques expérimentées à l'égard des groupes cibles
spécifiques des différents partenaires. Ces thèmes et domaines d'action
concernent notamment les structures, la stratégie éducative, le financement
et la gestion, l'information, le personnel éducatif, le système
d'interrelation avec la communauté et l'environnement social, économique et
politique, les systèmes d'évaluation qualitatif ainsi que les dispositifs de
certification. Ces flux d'informations sont échangés à l'occasion de
réunion, de séminaires, de conférence ainsi qu'au moyen d'une publication
commune. Dans le futur, il est prévu d'étendre cette approche à la
question de l'utilisation des nouvelles technologies, à celle des méthodes
d'enseignement ou encore à l'évaluation des acquis. De plus, il est envisagé
de procéder à des échanges de personnel éducatif entre partenaires.

Ce projet est conçu de manière à permettre l'intégration d'une dimension
européenne dans l'offre éducative développée par les trois institutions
partenaires au Royaume Uni, en Allemagne et en Finlande. Dans ce cadre,
chaque organisation est appelée à développer des modules de formation dans
deux domaines distincts : l'artisanat et le textile d'une part, les études
européennes et de culture générale d'autre part. Et ceci, dans une
perspective européenne qui s'appuye explicitement sur les traditions, les
pratiques culturelles et le point-de-vue propres à chaque pays. Les cours,
au sein desquels les modules seront expérimentés, sont ouvert à tous les
étudiants avec cependant des mesures visant à faciliter l'accès des étudiants
défavorisés, en particulier ceux qui proviennent de groupes minoritaires.
Chacun des modules comprendra en outre un élément de référence à l'Education
ouverte et à distance de manière à étendre les possibilités d'accès pour les
étudiants travaillant à domicile. Le matériel pédagogique et didactique qui
résultera de l'expérience fera l'objet d'un rapport largement diffusé.

domaines ciblés. Ce journal fera également office de forum permettant les
échanges de vues, les débats, l'évaluation. De la sorte, il est supposé
constituer une carte de visite en vue de nouveaux contacts susceptibles de
déboucher sur un élargissement potentiel du réseau. Par ailleurs, des
activités de formation seront organisées qui cibleront en particulier les
formateurs de formateurs afin de générer un effet multiplicateur aussi élevé
que possible et de maximiser le nombre de bénéficiaires potentiels.

Adult Literacy and the Development of Lifelong Learning
DESCRIPTION:
This UK led project is designed to promote the exchange of experience,
innovation and good practice, to improve adult literacy in order to enhance
the ability of workers to learn efficiently, and so improve their access to
workplace delivered continuing vocational training, flexible learning and
lifelong learning generally across the participating European countries. The
project seeks to establish methods and materials for training that recognise
that adult literacy is the basis for the development of a lifelong learning
culture in the workplace, the community and society. The objectives of the
project are to compare current practices; consider different methods to
identify workers basic training needs; develop recognised and validated
workplace systems; determine best practice in methods, materials and
workplace support mechanisms; pilot, evaluate and re-write training materials
and methods for use within and across partner countries and lastly establish
training the trainer materials which assist trainers to improve the access
of workers to continuing vocational training. The final products of the
project will include definitive examples of when and how a validated from of
adult literacy used in one partner country has been transferred or tested by
another participating country; a final workbook of materials and methods for
training trainers for the improvement of levels of adult literacy delivered
at the workplace; a booklet of materials and methodologies for a training the
trainers course which provides trainers with the skills necessary to improve
currently excluded workers access to continuing vocational training in the
workplace and society and extensive dissemination of the outcome and products
resulting from the projects. In the first two years of the project the basis
will be laid for extending the knowledge network and network of economic and
social pARTNERS for devloping multimedia materials in the future.

AESAL: Access to European Studies for Adult Learners
DESCRIPTION:
Building on existing UK good practices in credit-based, quality assured
access provision for previously disadvantaged adults, this project
coordinated by the University of Derby, aims to promote an accredited adult
curriculum in European Studies to be delivered in a range of European
contexts and through a variety of media. The activities of the project will
include collaborative development, sharing good practice in accreditation,
recognition and delivery of four European studies modules and several
self-access learning modules by pARTNERS in appropriate contexts and within
the European Credit Transfer System (ECTS), learning outcomes, assessment
methodology, pedagogy for adults, dissemination of findings locally,
nationally and internationally. The project should improve adult learners'
understanding and knowledge of political, economic and administrative aspects
of the Union and of the cultures and traditions of the pARTNERS. The modules
will be made available in a range of languages with a variety of modes of
delivery, in particular multimedia. The project will also enhance the
opportunity for previously diadvantaged groups of learners to improve thri
knowledge of Europe. The project will be organised in various phases starting
with curriculum development and quality assurance of modules, validation and
first translation to exploration of appropriate media and delivery contexts.
The second year will see the first delivery of modules, development of
multimedia and ECTS, second translation, evaluation and dissemination.

European Adult Learners Weeks
DESCRIPTION:
The project intends to support initiatives for an Adult Learners weeks in at
least 3 European states as a preparation for a European festival in 1999.
The week celebrates existing Adult Learners using their experiences to reach
new participants in particular from socially excluded groups for example:
Long termed unemployed, women returners, people living in rural areas and
people with disabilities.
They want to disseminate good practice and to examine different models of
such weeks, generalising key elements and their transferabillity in order to
develop similar motivation strategies in Eurpean states as a preparation for
the festival.
They also intent to make an European Adult leaners weeks guidance publication
and a final report.There will also be a feasibility study undertaken by the
German partner and also an Evaluation report from Flanders.

Divedad: Diversity in Education for Adults
DESCRIPTION:
The annual targets for this project, organised by the University of Wales in
Bangor, are firstly to develop a thematic-based course consisting of modules
on economy, politics, administration and culture which will be linked with
appropriate databases on these topics and will serve as the basis for the
development of software and CD-ROM for use by adult educators and their
clients. In the second year, the course will be piloted in the three Member
States (UK, Netherlands and Spain) by exchanging the modules between pARTNERS
so that the users are exposed to knowledge from each others countries. In
the final year, the modules and data will be disseminated to all Members
States of the Union.
The work to be carried out in the three locations will involve five stages :
identifying appropriate data sources, creating a fiche which will serve as a
template in relation to which the database will be constructed, writing the
modules to which the data will relate, creating the software and CD-ROMs
which will facilitate the delivery of the course and encourage self and
distance learning and developing an appropriate user-friendly delivery
system.

Integrating European Workers' Education
DESCRIPTION:
The main aim of this project coordinated by Euro - WEA (the Europoean
Workers' Education Association) is to enhance the quality and strength of
workers’ education through cooperation between members of the Euro - WEA
(Europe-based trade unions, non-governmental organisations, political parties
and institutes affiliated to the International Federation of Workers’
Education Associations) and to develop an agreed action plan for
trans-European workers’ education programmes. The project will include a
study visit programme in Southern Europe; the organisation of a major project
seminar and technical training workshop; the publication of a Directory and
Guide to Workers’ Education in Europe and the establishment of a
comprehensive workers' education information service and compilation of
education resources on the internet (World-Wide Web).
More specifically, the project aims to gain a common and comprehensive
understanding of local, national and regional traditions in workers’
educational approach, method and organisation throughout Europe; and to
strengthen collaboration and cooperation, particularly between Northern and
Southern Europe. It also aims to assess the feasability of common European
workers' education programmes and innovation in trans-European
computer-mediated distance learning based on democratic models.
The main target gropus of the project are staff, students and voluntary
members of organisations active in the provision of workers' and adult
education In Europe, particularly in the 47 affiliated organisations of the
Euro-WEA and trade unions.

European Environmental Action
DESCRIPTION:
This project coordinated by UETP Action Link and based in both Athens and
Heraklion in Crete aims to promote the cooperation between organisations
offering continuing education for adults and organisations with experience in
the development of networks, educational materials and dissemination. The
intended outcome of the project is the improvement of the quality of
education packages and achieving a European dimension for environmental
protection issues. The packages will be produced making use of open and
flexible learning systems and will be adapted to adult needs. The target
group of the project is both the public and elected persons. The packages
will include issues such as the problem of major natural disasters, new
planning tools in the environmental sector, responsibility of the public and
elected people, waste water treatment, decentralised cooperation in the
environmental sector and European Community initiatives. The project will
produce educational material which will be divided into three units. The
first unit is entitled : Introduction to the holistic concept of the
environment. The second : Education in modern methods of coping with
environmental problems. Thirdly : Waste water pollution problems - legal,
hygiene and safety. Each unit will consist of approximately 100 to 150 pages
and will be also be available through open and distance learning.

DESCRIPTION:
Ce projet vise a) la promotion et l'échange d'expériences entre partenaires
(Royaume Uni et Italie); b) l'identification de développements innovants
(notamment en relation avec la problématique des communautés rurales
isolées); c) la définition de bonnes pratiques dans l'organisation de l'offre
éducative; d) l'utilisation des méthodes d'enseignement ouvert et à
distance. La méthode de travail s'articule en trois étapes. Dans un premier
temps, il est prévu de procéder à l'inventaire et au relevé systématique des
sources disponibles en termes de pratiques et de matériels en relation avec
les différents champs explorés (recensement des sources publiées, des
expériences, des acteurs significatifs; recueil - travail en bibliothèques,
interviews, etc. -puis traitement des données ...). Parallèlement, il sera
procédé à une analyse des besoins et de la demande éducative par rapport aux
différents axes de recherche. Enfin, corrélativement aux deux autres actes
de recherche, un certain nombre de produits seront mis au point de manière
proposer des éléments de réponse à cette demande qui tiennent compte des
acquis et du patrimoine existant. Il est ainsi prévu a) d'éditer un recueil
reprenant le matériel disponible; b) de rendre disponible une évaluation de
l'adéquation de ce matériel aux besoins identifiés; c) de rendre
opérationnelle une base de donnée reprenant les produits existants; d) de
diffuser un guide des "bonnes pratiques"; e) de développer un module pilote
basé sur les principes extraits des bonnes pratiques identifiées: f) de
publier un rapport d'ensemble qui fera le point sur les tenants et les
aboutissants de l'expérience.

European Studies Tourism Training Module
DESCRIPTION:
L'objectif principal de ce projet est de mettre au point un module intégrant
les Etudes européennes à une formation en matière de tourisme pour un public
adulte. Paradoxalement, en effet, la dimension transnationale est souvent
négligée dans l'étude du tourisme. Or, il s'agit là bien sûr d'un élément
clef d'importance croissante au regard des développements dans ce domaine.
Le module envisagé comprendra trois volets : une vision globale de la
question européenne; l'étude de l'implication de l'UE dans la législation
touristique; l'étude du tourisme de la culture et du patrimoine dans chacun
des pays partenaires (Irlande, Royaume Uni, Danemark). Ce module sera
spécifiquement conçu pour des apprenants adultes de manière à promouvoir leur
conscience de la construction européenne, de ses mécanismes et des
interactions culturelles qu'elle met en jeu ainsi qu'à promouvoir les
contacts transnationaux et les échanges interculturels.

The Centres of Light and Learning Project
DESCRIPTION:
The project starts from the following ideas: 1) the local public library is
an institution of which the influence reaches potentially into every home,
2). the local library is the connector between the citizen and the world of
cultural and intellectual activity; the flow of ideas, as represented in art,
in poetry, in music, in history, and in philosophy emanates from the library
out to the people in the community, 3) for many people the library is the
quickest and easiest way to have access to knowledge and culture.
Hence it is proposed that a number of public libraries in different European
countries will share with each other, and particularly with their users,
those ideas that flow from within their walls. The aim of the project is that
elements of local cultural activity and aspects of local cultural heritage
be disseminated across Europe through local public libraries, by means of
exhibitions of documents, books and reading programmes, artistic and creative
writing workshops and ausio-visual learning packages. The project beleives
that in this way a contribution will be made to adult education in Europe.

lack of musical education in the countries of the European Union. The project
is based on the assumption that music can play an essential role in
awareness raising of the European dimension and aims, therfore, to encourage
the understanding of European history through activities based on the
understanding of music. The project intends to organise courses, conferences
and seminars, and to develop publications and audiovisual materials which
will increase the knowledge of adults in the field of music. In addition, the
project aims to train new trainers in the field who will be able to lead
courses at the Adult University in Ravenna.

Les problèmes liés à l'analphabétisme et à l'illétrisme demeurent cruciaux.
Particulièrement dans les régions en retard de développement où les moyens
demeurent faibles pour combattre ce type de phénomènes. c'est la cas
notamment du périmètre méditerranéen. L'idée à la base de ce projet consiste
à partir des richesse de cette région pour tenter de réduire ses déficits.
En l'occurence, il s'agit d'utiliser le patrimoine environnemental et
culturel de la Méditérranée pour construire un programme de formation des
adultes mettant l'accent sur leur apprentissage culturel et social. de la
sorte, il est prévu de mettre sur pied un Laboratoire international
(Associant l'Italie, la Grèce, l'Espagne et l'Allemagne) destiné à promouvoir
l'éducation au patrimoine environnemental et culturel. Ce Laboratoire
s'attachera en particulier à a) dresser un inventaire des lieux relevant du
patrimoine environnemental et culturel et d'intérêt éducatif important dans
la région méditérranéenne; b) à la constitution d'une Banque de donnée; c) à
la production d'un matériel didactique adaptés aux outils audio-visuels et
électroniques; ce matériel sera d'abord élaboré sous forme de maquettes et de
prototypes qui seront testés par les partenaires; d) à la préparation d'une
action pilote de formation de formateurs.

L'objectif de ce projet est de favoriser la diffusion de la lecture auprès de
publics adultes généralement défavorisés par rapport à l'utilisation des
moyens classiques en la matière. Il s'agit par conséquent d'identifier, à
travers les différents partenaires impliqués, les vecteurs de diffusion de
lecture les plus efficaces par rapport aux problèmes spécifiques rencontrés
par les publics cibles identifiés : les travailleurs, les personnes
précarisées ou en voie d'exclusion, les chômeurs, les immigrés, etc. La mise
en commun de ces observations doit déboucher sur un guide de bonnes
pratiques et des méthodes et outils analysés comme adéquats par rapport aux
enjeux. Sur base de ce matériel, il doit être possible d'entreprendre des
actions de formation de formateurs. De la sorte, c'est une importante
perspective de multiplication qui est posée. Dans un deuxième temps, le
guide devrait être développé sur support vidéo et, par la suite, servir de
point de départ pour la conception d'un Centre-Observatoire appelé à
favoriser l'échange de bonnes pratiques et d'informations méthodologiques,
scientifiques et juridiques.

particular on visual material such as films and pictures which are more
accessible than the written word. However, biographies and autobiographies
which have been written with a social context will be widely used as source
material.The project is already linked to the Internet and has its own
Web-Site for exchanging information.

The objectives of this project are fourfold. Firstly, to improve adult
learners competence in the languages of the European Union; secondly, to
disseminate knowledge about cultures and traditions in other participating
countries; thirdly to enhance adult learners understanding of political,
economic and administrative aspects of the Union; and lastly to promote the
exchange of experience, innovation and practice in adult education. The
project target groups are trainers with experience in language teaching and
learning adults. The project will produce a training package for teaching,
with innovative methods that will utilise the cultural and artistic
expressions of theatre and cinema, in the languages of the regions
participating in the project. The final documentation which will be in the
form of videotapes will be produced in English and in the languages of the
project pARTNERS : Danish, Italian and Spanish. In order to disseminate these
products the project intends to publish the multimedia documentation and
sell it through multimedia publishers. The prototype of the language course
may be proposed as a "model" to other local administrations.

A partir d'une région particulière, le segment européen du pourtour
méditérranéen, ce projet a pour finalité de développer l'étude intégrée des
questions environnementales et culturelles dans une perspective d'éducation à
la citoyenneté en direction d'un public adulte. A cette fin, le projet a
défini trois objectifs concrets : a) la production d'un guide pédagogique
transnational en quatre langues (Français, Italien, Grec, Espagnol ou
Catalan) structurés autour d'itinéraires-types choisis comme modèles d'étude
et de pratique; b) la création d'un modèle méthodologique pour la
sensibilisation et l'éducation au patrimoine culturel et environnemental; c)
une action de diffusion des résultats propre à favoriser la prise de
conscience des citoyens européens, et particulièrement de ceux qui résident
dans la région méditérranéenne, quant aux enjeux liés au patrimoine culturel

The objective of the ERDI project is to come to a systematic description of

strengthened to this effect. To enable a descrption on a comparative and
consistent basis a common framework will be developed along the lines of

the project. The descriptions will also take into account developments in
areas which are peripheral and closely linked to adult education. Particular
attention will also be given to the following topics: 1) integration and

information gathered will also be the starting point of workshops on some of

ADEPT: Adult Education in European Perspective for Targetgroups
DESCRIPTION:
Coordinated by the Sticting RBO Noord (Regional Education Bureau) in
Midden-Limburg, this project will create German and Dutch adapted versions of
a Danish language, arts and crafts module for migrant women. The original
module, which is regarded as an example of good practice, was developedby the
Kulturkaelderen in Denmark. It consists of an inter-active language training
and arts and crafts module for migrant women which builds onto the
partcipants' cultural background. The module consists of the following
elements : language, design, fibre-art techniques, personal development,
intercultural communication and development of alternative forms of
enterprise. The German and Dutch pARTNERS aim to adapt this module to their
own regional situations so as to benefit migrant women there. Simultaneously,
possibilities will be looked into as to the prospects of adapting the module
to the needs of other specific target groups such as mothers on social
security and other minority groups which may be identified as living in
social isolation. In addition, by exchanging approaches, methodologies,
policy, knowledge and experience with regard to adult education in the
participating countries, the project pARTNERS intend to improve the quality
of their educational package and stimulate the innovatory aspects of adult
education in their regions and countries.

different kinds of the volunteers are elaborated.
Secondly, the project intends to provide a basis for the establishment of a
network of trainers and volunteers organising innovatory activities as a
means for the further developement of training programmes.

Second Chance Disabled Adults - a Second Chance in Adult Education
DESCRIPTION:
The main objective of the project is to improve the access for disabled adult
persons to adult education and the advantage of this education for the same
group of persons. The pilot project wants to strengthen the European
co-operation between different AE institutions, ODL-institutions and
organisations for disabled persons. The project has a "second
chance-approach" whereby disabled adults have the primary focus. By putting
at their disposal adapted adult education and adapted use of new information
technology and ODL, the project intends to give to those adults a second
chance.
Concrete outcomes will be: the gathering of information concerning examples
of good practice in the filed of adult education and NIT and ODL; the
establishment of a data-base containing this informationa and the regular
updating of this information;the exchange and dissemination of information by
other means; the further development and refinement of good models; the
creation of test-cases; the organisation of conferences on the topics of the
project; three television programmes transferred via satellite and written
reports a.o. a HANDI-guide for the adult users.

Ce projet a pour objectif de contribuer à l'amélioration de la qualité d'un
offre éducative accessible tout au logn de la vie et en particulier au terme
d'une vie active ou au moment de la retraite. Ces publics spécifiques
représentent en effet souvent les parents pauvres des systèmes d'éducation
des adultes, y compris dans les pays où ces systèmes sont les plus
développés. De manière concrète, il s'agit de mettre au point des modules de
formation pour éducateurs qui intègrent les spécificités d'un travail
adaptés aux seniors. Ces modules seront basés sur une approche qui proposera
une vision intégrée de l'éducation tout au long de la vie ainsi qu'un
principe d'aptitude au changement permettant à l'apprenant de développer son
profil personnel en termes d'auto-évaluation et de prise de décision. Un
prototype de ce module sera préparé dans chacun des pays partenaires
(Norvège, Royaume Uni, Pays-Bas, Espagne) avant mise en commun. Il faut
également souligner l'attention que ce projet attache à l'effet
multiplicateur attendu du module de formation ainsi que le travail en amont
destiné à assoir la production de ce dernier sur des bases solides grâce à
une prospection heuristique des initiatives existantes couplées à une
démarche évaluative portant sur les cas recensés. A terme, il est envisagé
de produire un répertoire de modèles de bonne pratique qui devrait également
être rendu disponible sur CD-ROM.

DESCRIPTION:
L'objectif principal de ce projet consiste à accroître le niveau de
conscience culturelle de la population adulte en Europe en renforçant la
qualité de l'enseignement des langues tel qu'il se pratique dans les réseaux
d'éducation des adultes. L'initiative a pour environnement éducatif le World
Wide Web, perçu comme un outil de familiarisation avec la société de
l'information autant que comme un moyen de motivation. Le concept "SIMULAB"
implique des simulations, des banques de données répertoriant des exercices
linguistiques et des informations culturels, des tests d'auto-évaluation.
L'enjeu de la simulation est de (re)créer un environnement réaliste où les
processus d'apprentissage seront pratiqués entre groupes d'apprenants de
différents pays. Tout le matériel sera disponible sur le WWW. Les
utilisateurs seront mis en situation de travail indépendamment des
contraintes espace-temps. Les groupes cibles sont doubles : d'une part, un
public ordinaire correspondant à la moyenne des apprenants adultes; d'autre
part, des apprenants handicapés ou issus de régions isolées. Ces différents
groupes pourront entrer en communciation à tout moment à l'aide du courrier
électronique à leur disposition. De la sorte, la prise de conscience
culturelle, les processus d'acquisition linguistique et l'utilisation des
nouvelles technologies seront mis en conjonction.

This project intends to ensure access to education of adult populations who
have been excluded or have special difficulties in completeing their
training. The actions developed aim to promote the exchange of experience and
the dissemination of innovative methodologies for the education and training
of the adult population, taking the cultural and social realitiesof each
country into account; to adopt common guiding principles that will be the
foundation of the training to br implemented; to develop strategies and
innovative methods using new technologies suitable for the target public; to
promote knowledge of cultures in various European Union countries, aiming at
better integration and awareness of European citizenship; to develop
transnational information and communication mechanisms which will inform the
adult as to the training opportunities available; to create a project
network, at a national and international level, that will support teachers
and educational institutions in the use of new methods. In order to achieve
these actions various national and transnational tasks will be undertaken.
These will include the identification and needs analysis of the public and
subsequent recommendations, discussion of various procedures to be adopted,
development of materials, definition of work and evaluation methodologies and
constitution of a project network in this educational field. Seminars will
be organised and guide books will be developed for trainers in adult
education and for the adult public. These guide books will be made available
in several languages and will finally result in the development of training
modules.

The Golden Rule

Ce projet propose, sur la base de schémas éducatifs faisant référence à
l'expérience théatrale et aux techniques de communication centrées sur
l'expression orale et gestuelle, de créer, de tester et d'évaluer une
méthode éducative interactive permettant une nouvelle approche de la
dimension européenne dans le domaine de l'Education des adultes. A partir de
trois foyers d'expérience dans l'UE (en Espagne, au Royaume Uni et en Suède)
ainsi que d'un autre, en Estonie, ouvrant la porte aux cultures
est-européennes, le projet vise à permettre une approche centrée sur les
possibilités créatives personnelles pour mieux comprendre des problèmes tels
que la montée des nationalismes ou le racisme. Dans un premier temps, chaque
partenaire développera son programme à partir de thèmes définis en commun.
Une fois ce programme mis au point et expérimenté au niveau national, les
différents produits seront confrontés à l'occasion d'échanges d'enseignants
et d'étudiants, de séminaires communs et de cours d'été. On peut concevoir
que cette dynamique sera apte à rencontrer une audience assez large puisque
les cours sont censés donner naissance à des spectacles eux-mêmes suivis de
fora et de sessions de débats. Par ailleurs, la matériel pédagogique élaboré
dans ce cadre ainsi que l'évaluation du projet fera l'objet d'un rapport
diffusé via plusieurs supports (papier, internet, vidéo ...) afin de
renforcer l'aspect multiplicateur.

Ce projet a pour ambition, dans la foulée de la Conférence mondiale de l'ONU
sur l'Environnement et du Développement tenue à Rio de Janeiro en 1992 et de
l'Agenda 21 qui lui fait suite, de contribuer à l'amélioration des études
environnementales dans le domaine de l'éducation des adultes; et ceci tant
sur le plan culturel que physique. Pour ce faire, 9 sous-projets sont mis en
branle qui concerneront soit des aspects thématiques mis en rapport avec la
question environnementale (les minorités, la dimension interculturelle, la
relation entre le local et le global, la diversité religieuse ...); soit des
applications méthodologiques ou technologiques à donner à la thématique
(création d'une banque de donnée, CD, etc.).Au delà de la production de
matériel, l'objectif est cependant de bâtir un réseau autour des partenaires
qui totalisent une quarantaine de centres de formation pour adultes dans cinq
pays (Suède, Danemark, Allemagne, Espagne, Pologne).

The Aurora Project
DESCRIPTION:
The AURORA database will contain short articles written by women students
from Komvux Norrköping (Sweden) , Albeda College (Netherlands), Crumlin
College (Ireland) and Oxford College (UK) about various subjects relating to
their own countries. The AURORA database will be available on the Internet.
Contacts will be established through the database between the participant
schools with the aim of encouraging contacts among pupils in the European
Union and promoting the intercultural dimension of education; encouraging
language skills through communication, enhancing self-confidence and
facilitating mobility; improving pupils’ ability to manage computers,
computer programmes and data communication (via Information technologies and
Internet) in inspiring cooperation with schools in other countries, which
will encourage open and distance education; giving women adult students the
opportunity to make use of technological evolution; encouraging cooperation
between teachers, so as to promote a European dimension in education and to
contribute to the qualitative improvement of their skills and their
competitivity on the European labour market.

Multicultural Health Care
DESCRIPTION:
The purpose of this project, coordinated by a Swedish Folk High School, is to
find new methods for educating unemployed adult, immigrant women in the
fields of health and social care, in order to stimulate them into seeking new
entries on to the labour market. During the last five years parts of the
health and social care sector have undergone radical changes as well as cuts.
Due to this, a lot women and in particular immigrant women have lost their
jobs. This project aims, therefore, to create new possibilities for these
women to find employment in a broader aspect of the health and social care
sector. The aim is also for our society to gain experience from other
cultures. The planned outcomes of the project are the production of
multi-media materials for students and teachers such as manuals and learning
videos. Pilot projects will be carried out with a group of students from each
of the participating countries with the intention to develop and launch a
teacher training programme. The overall planning and responsibility of the
project will be undertaken by a steering group. Evaluation of project
progress will be carried out on a regular basis and seminars will be
organised. Each partner is responsible for disseminating information and
knowledge about other cultures and traditions in their respective countries.

The Nordic Dimension in the European Reality

Ce projet a pour objectif de mettre en oeuvre et d'évaluer une pratique
d'échanges entre organisations des pays scandinaves et celles du reste de
l'Europe engagées dans des processus éducatifs pour adultes. De la sorte,
deux enjeux complémentaires sont mis au coeur de la démarche : d'une part, il
s'agit de diffuser l'approche nordique (politique, méthode, structure,
dispositif, etc.) en matière d'éducation des adultes; d'autre part, ce
modèle nordique est enrichi de l'expérience des autres participants (ONG,
systèmes scolaires et institutions spécialisées). Un groupe de travail créé
pour l'occasion a permis de sélectionner 19 écoles spécialisées dans
l'éducation des adultes en Suède, Finlande, Norvège et au Danemark. Une
information a été largement diffusée dans l'ensemble des pays participants au
programme de manière à les inciter à envoyer des étudiants visiteurs dans
ces différentes écoles; et ceci pour une durée de 6 semaines.

Multi-lingual Data-base of Adult Education Terminology ( ML-DAT )
DESCRIPTION:
The project aims to facilitate the exchange of ideas and experiences in the
various fields of adult education by helping clarify the words, terminology
and concepts used in different languages and cultural or educational
traditions when communicating in these fields. The project intends to make
plurilingual communication (presentations, discussions, analysis etc.) easier
and more precise and thereby hopefully stimulating such communication and
limiting the negative effects of misinterpretation through ignorance of
denotations and connotations of terms used. The target group are
practicioners and theoreticians as well as organisations and institutions
engaged in transational cooperation in the field of adult education. The work
will be carried out in various phases. Firstly, bilingual or trilingual
lists of terms will be gathered. The lists will then be completed to ensure
that there are no gaps. At a later stage, paper and CD-ROM versions of the
terms as well definitions in one, two or three languages will be produced. In
the near future, parts of the material will be made available on the
Internet. The central product of the project will be a database containing for each of the languages included - a considerable number of terms specific
to or often used in connection with adult education. Definitions will be
given in the language in question plus a brief note in English on salient
differences between the national concept and the English translation. The
material will be classified according to its relevance to adult education and
its particular sector.
