NATO’S RESEARCH & TECHNOLOGY ORGANIZATION (RTO) RTO is the single focus in NATO for Defence Research and Technology activities. Its mission is to conduct and promote cooperative research and information exchange. The objective is to support the development and effective use of national defence research and technology and to meet the military needs of the Alliance, to maintain a technological lead, and to provide advice to NATO and national decision makers. The RTO performs its mission with the support of an extensive network of national experts. It also ensures effective coordination with other NATO bodies involved in R&T activities. RTO reports both to the Military Committee of NATO and to the Conference of National Armament Directors. It comprises a Research and Technology Board (RTB) as the highest level of national representation and the Research and Technology Agency (RTA), a dedicated staff with its headquarters in Neuilly, near Paris, France. In order to facilitate contacts with the military users and other NATO activities, a small part of the RTA staff is located in NATO Headquarters in Brussels. The Brussels staff also coordinates RTO’s cooperation with Partnership for Peace nations, to which RTO attaches particular importance especially as working together in the field of research is one of the more promising areas of initial cooperation. The total spectrum of R&T activities is covered by the following 7 bodies: SAS: Studies, Analysis and Simulation Panel IST: Information Systems Technology Panel SCI: Systems Concepts and Integration Panel AVT: Applied Vehicle Technology Panel SET: Sensors and Electronics Technology Panel HFM: Human Factors and Medicine Panel NMSG: NATO Modeling and Simulation Group These bodies are made up of national representatives as well as generally recognised ‘world class’ scientists. They also provide a communication link to military users and other NATO bodies. RTO’s scientific and technological work is carried out by Technical Teams, created for specific activities and with a specific duration. Such Technical Teams can organise workshops, symposia, field trials, lecture series and training courses. An important function of these Technical Teams is to ensure the continuity of the expert networks. RTO builds upon earlier cooperation in defence research and technology as set-up under the Advisory Group for Aerospace Research and Development (AGARD) and the Defence Research Group (DRG). AGARD and the DRG share common roots in that they were both established at the initiative of Dr Theodore von Kármán, a leading aerospace scientist, who early on recognised the importance of scientific support for the Allied Armed Forces. RTO is capitalising on these common roots in order to provide the Alliance and the NATO nations with a strong scientific and technological basis that will guarantee a solid base for the future. The mission of the Systems, Concepts and Integration (SCI) Panel is to advance knowledge concerning advanced system concepts, integration, engineering techniques and technologies across the spectrum of platforms and operating environments to assure cost-effective mission area capabilities. Integrated defence systems, including air, land, sea, and space systems (manned and unmanned), and associated weapon and countermeasure integration are covered. Panel activities focus on NATO and national mid- to long-term system level operational needs. Scope The scope of Panel activities covers a multidisciplinary range of theoretical concepts, design, development and evaluation methods applied to integrated defence systems. Past interest was primarily focused on reconnaissance and surveillance missions. Findings from the Aerospace 2020 technology assessment study point toward continued aggressive development and exploitation of tactical UAVs, enabling revolutionary new capabilities in the future. In a recently completed SCI Task Group, Integrated Mission System Concepts and Technologies for UAVs were addressed. Incorporating the findings of this task group, the Lecture Series is a powerful means to support collective NATO UAV activities. The Lecture Series is intended to facilitate development and evaluation of meaningful UAV system design (not the air vehicle itself), application criteria and to provide guidance regarding future directions in tactical UAV system architectures, mechanization, and technologies to enhance overall force structure affordability. Emerging technologies and future systems concepts in concert with the existing experience base are presented. Pertinent system design considerations, trade-offs and alternatives for exploiting the full potential of UAVs will be addressed. Topics: • Missions, applications and fundamental concepts of operations, critical application issues, experience base assessment. • Integrated Missions Systems design concepts/alternatives, functional partitioning considerations, effectiveness criteria, “system of system” perspective. • Key enabling technologies Sensors, situation awareness, communication, and autonomous operation. • System architecture and mechanization System-wide integrity, information warfare, etc. • Engineering of UAV systems Development, test, evaluation, verification, validation and training, tools. • Future Research and Development focus. Dans le passé, les missions de reconnaissance et de surveillance constituaient les principaux centres d'intérêt. Les conclusions de l'étude d'évaluation technologique "Aéronautique et espace à l'horizon 2020" laissaient prévoir que les UAV tactiques, allaient faire l'objet d'un développement et d'une exploitation très soutenus et étaient susceptibles de déboucher sur de nouvelles capacités révolutionnaires. Dans l'étude que le groupe de travail SCI-023 vient de terminer, le sujet de "Concepts et technologies de systèmes de mission intégrés pour UAV" a été traité et ce cycle de conférences, qui s'appuie sur ces conclusions va contribuer d'une manière efficace aux activités UAV de l'OTAN. Son objectif est de faciliter le développement et l'évaluation de critères de conception et d'application de systèmes UAV (critères relatifs au système et non pas au véhicule luimême), ainsi que de fournir des directives concernant les futures orientations en matière d'architectures de systèmes tactiques UAV, de mécanisation et de technologies, ceci afin de rendre plus abordable la structure globale des forces. Les technologies émergentes ainsi que les futurs concepts de systèmes seront présentés, en cohérence avec les expériences acquises en la matière. Il sera fait état également de considérations appropriées concernant la conception des systèmes ainsi que les compromis et les options permettant d'exploiter au maximum les possibilités des UAVs.
