Greetings from the Great Canadian North where Spring
is fast approaching; and not a minute too soon, I may
add!
Un bonjour du grand nord canadien ou le printemps si
attendu, arrive à grand pas
It has been a busy time for me during these past few
months as I’m sure it has been for all of you. Family,
friends, travel and work all take their
toll on us but never in the correct
proportions, I’m afraid. Let us hope
that this Spring will be a beautiful
time for the renewal of not only the
plants and flowers but also for
ourselves. With the Easter and
Passover season just finished, it is
now time for some serious planning
for our upcoming Summer Congress
in the beautiful Belgian city of
Ghent.
Ces derniers mois ont été très chargés en travail je
pense qu’il en a été de même pour chacun d’entres
vous. La famille, les amis, les voyages et le travail
prennent des places importantes pas
toujours dans les bonnes
proportions, j’ai peur. Espérons que
ce printemps sera un beau temps
pour le renouvellement non
seulement les plantes et les fleurs
mais également pour nous-mêmes.
La période de Pâques étant finie, il
est maintenant temps pour la
planification sérieuse de notre
prochain congrès d'été dans la belle
ville belge de Gand.
This year’s Summer Congress
should be the most clinically exciting since our summer
spent with the Danes, partaking in some Danish bacon!
The UK initiative in the neuro-workshop is a truly
exciting one and I hope it will be well subscribed by all
our member nations. Certainly from here in Canada, I
have had to turn down several requests but I am in
hopes of bringing two of our Reserve doctors

I would also like to remind all that we make our name
and credibility by the presentations we offer during the
Scientific Meetings, especially at the Summer Congress.
I hope you keep well and that we will see each other
once again in historic Ghent. I would also like to
remind all that we make our name and credibility by the
presentations we offer during the Scientific Meetings,
especially at the Summer Congress. I encourage all of
you who have not submitted abstracts to submit at least
one presentation for this Summer. It is not an onerous
task, only 20 minutes out of a presenter’s life, it benefits
our members efforts toward continuing medical
education credits and it even looks good on your
curriculum vitae. I look forward to hearing from our
colleague Filip Stragier that there are so many
presentations being submitted, that we will have to hold
some over for another time. I know you won’t let us
down. I also wish to remind you of the
COMEDS/CIOMR future session in the Fall where we
will seek formal observer status. I will need your input
at the Summer Congress, so this is your first reminder
since we discussed this in Brussels in February.

autre période. Je suis sur que vous vous investirez.
D’autre part je vous rappelle notre participation à la
prochaine session du COMEDS en automne où nous
chercherons définir un statut d'observateur. Pour cela
j’aurai besoin de vos commentaires au congrès d'été,
comme nous en avions discuté à Bruxelles en février.
J’espère que vous allez bien et que l’on se retrouvera
tous, encore une fois, cet été dans la ville historique de

Dear friends,
Chers amis,
It has already been 2 years (since our last meeting?) and
newsletter number 6 has already been issued.
2 ans déjà et le numéro 6 de notre newsletter.
Thanks to these different newsletters we have managed
to promote the CIOMR beyond its members and to
keep in contact between our meetings. All this is the
result of our working together and I would like to
thank you all.
Our congresses have become more and
more scientific. This evolution is
necessary because in the future the
CIOMR is going to have to find its
place through its actions in order to
obtain the recognition it deserves.
The main topic of the Congress «Lessons learned in
peacekeeping and humanitarian operations" will be
consistent with current events, if we take into account
the latest catastrophes.
In addition, this year we organize for the first time a

A travers ces différents bulletins nous avons réussi à
faire connaître la CIOMR au delà de ses membres et a
entretenir un lien pendant la période qui sépare nos
réunions. Tout ceci est le fruit d’un travail en commun
et je vous en remercie.
Nos congrès deviennent de plus en plus
scientifiques, cette évolution est
nécessaire car dans l’avenir la CIOMR
devra trouver sa juste place au travers
des ses actions pour avoir la
reconnaissance qu’elle mérite.
Le thème principal du congrès de
Gand « retour d’expériences d’opérations de maintien
de la paix ou d’opérations humanitaires » sera vraiment
d’actualité , compte tenu de ces dernières catastrophes.
D’autre part, cette année nous organisons pour la
première fois un atelier de neurochirurgie le 2 août.

technical skill of its members that the CIOMR can
organize this type of formation. I think that the
CIOMR in a significant place in the training of reserve
officers

For a few years the number of conferences has
increased as well as quality. It is a proof of the
dynamism of all these members. During this MWM
several topics about medical training have been
approached.

Report of the 35th Congress of the
German Society for Army Medicine and
Pharmacy
Trente-cinquième congrès de la Société
allemande de Médecine et de Pharmacie
militaire
From 7th – 9th Oct 04 the 35th congress of German
Society for Army Medicine and Pharmacy under
chairmanship of col. Prof. Dr. von Restorff took place
in Trier. This meeting was attended by round about 300
participants from Germany and all over the world.
The good relationship between politics and the
Bundeswehr was proven by Kurt Beck minister president of Rheinland Pfalz, who has been patron of
the congress.
One hundred and twenty different authors guaranteed
the quality of the scientific contributions that were held
sometimes in five parallel lectures. That was
completeted and underlined by an exhibition.
Du 7 au 9 oct. 04 s’est tenu le trente-cinquième congrès
de la Société allemande de Médecine et de Pharmacie
militaire, sous la présidence du prof. Dr. Col Von
Restorff . Cette réunion a été suivie par environ 300
participants provenant d'Allemagne et partout dans le
monde.
La bonne relation entre la politique et le Bundeswehr a
été prouvée par la présence et présidence du congrès du
ministre-président de Kurt Beck du Rhénanie-Palatinat.
Cent vingt conférenciers ont contribué à la qualité
scientifique du congrès qui s’est tenu dans 5 salles
parallèles. Une exposition était adossée à ce congrès.
In his introduction col. Prof. Dr. von Restorff could
welcome several important vip`s from politics, social
institutions and international army representatives like
admiral Ocker, the inspecteur of German medical
forces, member of parliament Robbe, the mayor of
Trier and many more.

Dans son discours d'introduction le prof. Dr. Von
Restorff a pu remercier plusieurs VIP importants de la
politique, des institutions sociales et des représentants
internationaux d'armée comme amiral Ocker,
l'Inspecteur des forces médicales allemandes, du
parlementaire Robbe, du maire de Trier et de beaucoup
d’autres.

The president of German Society for Army Medicine
and Pharmacy, General a.d. Schmidt pointed out in his
introductionary speech, the good relationship to our
neighbours especially Switzerland, Austria, the USA, the
Netherlands, Latvia and Tchechoslovakia.
The 35th Congress could also be seen as jubilee for of
German Society for Army Medicine and Pharmacy,
because it took place 140 years after its foundation and
50 years after its resurgence after WWII. During all this
time the society worked under its slogan “scientiae -,
humanitati- patriae-.”
Trier`s mayor, which is the oldest town of Germany,
also welcomed his guests and pointed out the strategical
importancy of Trier as a bordercity und its
predestination for holding congesses.
The active commander of the
Sanitätsführungskommando General Dr. Bick put his
speech under the topic, the change of job description
for German medical officers because of the growing
variety of international missions. Injuries and death
become reality also in “peacetimes”. The lack of
specialists und the growing burden to be sent to foreign
missions for months more often, put on great demands
to the soldiers of the Bundeswehr and especially to
those attached to the medical forces.
The presidents of the friendly societies from Austria
and swizerland also pointed out the excellent
relationships to the other societies, founded on
friendship and the good cooperation in all levels.
Admiral Ocker underlined in his speech the importancy
of the German Society for Army Medicine and
Pharmacy on the one hand as a special branch and on
the other for further promoting the young medical
officers.
Admiral a.D. Dr. Wedel gave a retrospective summary
of 140 years of German Society for Army Medicine and
Pharmacy and chose: “the promotion of satisfaction in
job for inferiors” to his main topic.
The clarinetquartett of the Heeresmusikkorps III,
Koblenz, enframed the opening ceremony.
The scientific presentation began with an exhibition of
35 different pictures according to a great variety of
medical themes. After this, the participants had the
chance to participate in up to five parallel lectures and
discuss newest results in all military medical branches.
The great variety of international missions of the
Bundeswehr was mentioned in many lectures.

précisé dans son discours d'introduction, le bon
rapport avec ses voisins particulièrement avec la Suisse,
l’Autriche, les Etats-Unis, les Pays Bas, la Lettonie et la
République tchèque.
Le trente-cinquième congrès pourrait également être vu
comme jubilé pour de la Société allemande de Médecine
et de Pharmacie militaire, parce qu'elle a eu lieu 140 ans
après sa création et 50 ans après sa renaissance après la
deuxième guerre mondiale. Pendant toute cette période
la société a travaillé sous son slogan « scientiaehumanitati-patriae »
Le maire de Trier, qui est la ville la plus ancienne
d’Allemagne, a également souhaité la bienvenue à ses
invités et a précisé l'importance stratégique de Trier en
tant que ville «frontière » et sa prédestination a
accueillir le congrès.
Le commandant du Sanitätsführungskommando le
Général Dr. Bick a souligné dans son discours, le
changement de la description des fonctions pour les
officiers médicaux allemands en raison de la variété
croissante de missions internationales. Les dommages et
la mort deviennent réalité également en « temps de
paix ».
Le manque de spécialistes et la difficulté croissante à
envoyer en missions étrangères pendant plusieurs mois,
demandant beaucoup de soldats de la Bundeswehr et
particulièrement à ceux attachés aux forces médicales.
Le président de l’amicale d'Autriche et de Suisse a
également précisé les excellents rapports avec les autres
sociétés, fondées sur l'amitié et la bonne coopération à
tous niveaux.
L'amiral Dr. Ocker soulignait dans son discours
l'importance de la Société allemande pour la Médecine
et la Pharmacie militaire d'une part comme branche
spéciale et d’autre part promouvoir le venue de jeunes
médecins.
l'amiral A.D. le Dr. Wedel a donné un sommaire
rétrospectif de 140 ans de la Société allemande pour la
Médecine et la Pharmacie militaire et a présenté : « La
promotion de la satisfaction dans le travail pour les
subordonnés » .
Le quartette de clarinette du Heeremusikkorps III,
Koblenz, a accompagné la cérémonie d'ouverture.
La présentation scientifique a commencé par une
exposition de 35 images différentes sur une grande
variété de thèmes médicaux.

“Diagnoses, Epidemics and Prevention of Infections
and tropical illnesses” were the main points to discuss
for the first day.
Après ceci, les participants avaient le choix jusqu'à cinq
conférences parallèles et de discuter sur les données les
plus récentes dans le domaine de la médecine militaire.
The working groups ”History of military medicin”,
“Military pharmacy”, “Military dentists” and “Military
veterinary surgeons” offered special lectures like
“Working and environmental medicin” or “dermatology
during international missions” in which the auditorium
could get the latest news from their branches.
La grande variété de missions internationales de la
Bundeswehr a été mentionnée dans beaucoup de
conférences. Les « infections pendant des missions
internationales » et les « diagnostics, des épidémies et la
prévention des infections et des maladies tropicales »
étaient les sujets principaux discutés le premier jour.
A remarkable industrial exhibition completed the
scientific program and gave many hints to discuss the
topic: military demands vs. industrial capabilities
“visions and borders”.
Les groupes de travail « histoire du médicine militaire,
de la pharmacie militaire, des dentistes militaires et des
vétérinaires militaires » ont offert des conférences
spéciales comme «travail et environnement médical», la
« dermatologie pendant des missions internationales».
The second day was headlined by “military surgery” ,
“new therapies and treatment concepts”, “katastrophy
treatment , “CIMIC” and “missions experiences”.
Remarkable was the amount of foreign consultants that
made their experiences obvious during the reports they
gave to the audience.

Parallel to the above mentioned topics, the working
group “Junge SanOffz SanOA e.V”, held a convention,
and a discussion about “post traumatic stress disorder
PTSD” took place.
In the closing ceremony on 9th October 04 the president
summarized, the 35th congress of German society for
army medicin and pharmacy and was pleased because of
its actuality and the variety of different scientific topics
that were presented.
All the participants were invited to the 36th congress that
will be held from 06.10. – 08.10. in Leipzig /
Renaissance hotel, under the main topic “Infection
between prevention and therapy”.
Le deuxième jour a été consacrée à la « chirurgie
militaire », aux « nouvelles thérapies, les concepts de
traitement », « le traitement lors de catastrophe », les
opérations « CIMIC » et les « retours d’expériences ».
Remarquable était la quantité de conférenciers
étrangers qui ont présenté leurs expériences.
Le parallèle aux matières mentionnées ci-dessus, le
groupe de travail « Junge SanOffz SanOA E.V », a tenu
une convention sur le thème « les troubles traumatiques
PTSD ».
Dans la cérémonie de clôture du trente-cinquième
congrès le 9 octobre 04 le président de la Société
allemande de Médecine et de Pharmacie militaire a
souligné la qualité et la grande variété des conférences
scientifiques qui ont été présentées.
Tous participants ont été invités au trente-sixième
congrès qui se tiendra du 06 au 08 octobre 2005 dans
l'hôtel de Leipzig/Renaissance, qui aura pour sujet
principal « infection entre la prévention et la thérapie ».

The world congress of Tropical Medicine will be held in
Marseilles from the 11 to September 15, 2005: Medicine
and Health in the Tropics.
Le congrès mondial de Médecine Tropicale se tiendra
à Marseille du 11 au 15 septembre 2005 : Medicine and
Health in the Tropics.
This Congress will Be followed one September 16 of
the commemoration of Centenaire of the Institute of
Tropical Medicine of the Health service of the Armies
(Pharo), demonstration for which we will address to
you in fifteen days the punt of advertisement and
presentation.

commémoration du Centenaire de l'Institut de
Médecine Tropicale du Service de Santé des Armées (Le
Pharo), manifestation pour laquelle nous vous

Neurosurgical Workshop
Atelier de neurochirurgie
15% of all casualties are head injuries. In peacetime the
majority will be blunt traumata but in wartime the
penetrating traumata are dominate. There is always a
requirement for surgery and the results of treatment are
frequently very rewarding.
15% des blessés ont des traumatismes craniocérébraux.
En temps de paix la majorité sont des traumatismes
fermés. Mais en temps de guerre les traumatismes
pénétrants sont prépondérants. Une intervention
chirurgicale sera toujours nécessaire et le résultat du
traitement est souvent bénéfique.
General surgeons with practical experience of head
injuries are now extremely rare, mainly because of
civilian specialization and partly through lack of
operational experience.
Therefore a neurosurgical workshop has been held in
the United Kingdom for almost 10 years. The delegates
in mind are surgeons of all levels who may be posted to
a field hospital without neurosurgical support and who
need training in management of head injuries.

Les chirurgiens généralistes avec une expérience
pratique des traumatismes craniocérébraux sont de nos
jours très rares, surtout à cause de la spécialisation civile
et en partie par manque d’expérience opérationnelle.
Pour cette raison un atelier de neurochirurgie se déroule
en Royaume-Uni depuis une dizaine d’année. Les
stagiaires sont des chirurgiens de tous les niveaux qui
pourraient se trouver un jour dans un hôpital de
campagne sans appui neurochirurgical et qui ont besoin

d’un entraînement de prise en charge des traumatismes
craniocérébraux.
The aim of the workshop is to provide clinical
background & practical training. The training lasts for
one day. The procedures are executed on isolated fresh
pig’s heads.
Le but de cet atelier est de donner une connaissance de
base clinique et un entraînement pratique.
L’entraînement dure une journée. Les procédures seront
exécutées sur des têtes de porc fraîches et isolées.
Appraisals for the workshop are 80 to 100% for
relevance. One surgeon without neurosurgical
experience prior to the course performed a burr hole in
civilian life and undoubtedly saved a life.
L’indice de satisfaction des stagiaires pour cet atelier va
de 80 à 100 %. Un chirurgien sans expérience en
neurochirurgie avant le cours a pu exécuter une trépanation dans la vie civile et a sans doute sauvé une vie.
The workshop will be held in Ghent on Tuesday 02
August 2005 by Lt Col Peter STANWORTH (GBR),
the instructors Lt Col Colin Shieff (GBR), Lt Col Neil
Buxton (GBR) and Lt Cdr Erik Jantzen (DNK) and
with the cooperation of the University of Ghent –
Faculty of Veterinary Medicine.
L’atelier se déroulera à Gand le mardi 02 août 2005 avec
Lt Col Peter STANWORTH (GBR), les instructeurs Lt
Col Colin Shieff (GBR), Lt Col Neil Buxton (GBR) et
Lt Cdr Erik Jantzen (DNK) avec la coopération de
l’Université de Gand – Faculté de Médecine Vétérinaire.
