ROSMALEN EST DÉJÀ PASSÉ
Le 62ème Championnat Mondial COM de Rosmalen est terminé... vive Rosmalen!
Ceci sont les réflexions de nous tous en revenant à la maison, après la démonstration de l’engagement, de la solidarité et de la passion ornithologique qui nous rapproche en chaque partie du
monde.
Changent les pays, changent les lieux, changent les parcours, mais ne change pas notre histoire d’éleveurs amateurs d’oiseaux, et lors du
mondial nous nous sentons plus fier que jamais
quand nous montons sur le podium, quand nous
atteignons l’apogée du professionnalisme sportif,
quand nous démontrons nos capacités d’éleveurs
experts.
Rosmalen a été aussi l’occasion d’ouvrir un nouveau chapitre pour les réformes institutionnelles,
un engagement de renouvellement et de relance
associative, surtout en ces temps difficiles qui nécessitent ce moment important pour réformer les
consciences des dirigeants et des éleveurs protagonistes dans la vie sociale et “politique” de la COM.
La participation aux assemblées, ordinaire et
extraordinaire, de Rosmalen a été plus que jamais
importante, quoique, l’intérêt du moment semblait être plus pour les renouvellements des postes
et les élections que pour les réformes. Des Fédérations absentes depuis plusieurs années ont fait
enregistrer leur présence, et ceci est pour nous
tous un motif de satisfaction.
Je crois que pour le Comité Directeur COM, la
clarté politique et morale de proposer et discuter
de nouvelles règles constitue un problème de crédibilité, en affrontant les problèmes de l’ornithologie des amateurs comme un arbitre qui les porte
vers une assemblée qui ne sert pas seulement de
chambre d’enregistrement : Un ensemble d’opinions qui doit impliquer le plus vaste consentement et pas un examen attentif en fonction des
stratégies de certains.
Quelques modifications et améliorations sont
sensibles pour tous, comme les règles électorales,
avec lesquelles s’annonce une nouvelle coparticipation entre Hémisphère Nord et Sud; comme
aussi une nouvelle coparticipation entre COM et
OMJ, avec un dispositif utilisant des techniques
d’organisation dynamiques.
Pour grandir, le professionnalisme est un besoin
à tous les niveaux de la direction. L’éleveur participant aux expositions est un bien commun qui doit
être défendu en
priorité, toujours
et de toute
façon, en rectifiant les malentendus d’encagement, de même
que les erreurs
courantes
du
convoyeur, du
Comité organisateur ou de la
Fédération du
participant.
Pour les jugements, au moins pour les expositions les plus
importantes comme le Championnat Mondial et
les Expositions internationales, nous avons besoin
de jurys formés par des juges experts, qui doivent
pouvoir accomplir leur service dans les temps et les
manières les plus conformes aux typologies différentes d’oiseaux. Les cages et les équipements
adaptés sont à la base des structures de travail.
Le Championnat Mondial n’est pas un événement quelconque, mais un ensemble de problématiques difficiles à soutenir et à affronter sans la
préparation nécessaire. La COM et l’OMJ ont le
devoir de revoir toute la dynamique et la préparation de cet événement, pas de l’extérieur, mais en
étant au cœur de l’évènement pour affronter et
garantir chaque type d’intervention utile et indispensable.
Une réforme des méthodes et des modalités de
jugement est souhaitable, avec une attention spéciale à l’usage de nouvelles techniques qui réussissent à remplacer le papier et faciliter les différentes phases des contrôles complets, avec des instruments comme les tablettes informatiques, et
aussi les lampes de Wood qui permettent d’identifier les sujets dont la beauté du plumage n’est pas
naturelle et qui ne méritent pas d’être des vainqueurs médaillés.
Ce sont des problèmes que nous tous connaissons bien, mais dont nous laissons à d’autres la
résolution. Je crois interpréter le désir de tous les
éleveurs passionnés du monde qui croient dans la
COM, pour lesquels nous ne pouvons pas nous
dérober dans la recherche continue d’améliorations institutionnelles.

ROSMALEN IS ALREADY PAST
The 62nd COM World Show at Rosmalen
is finished… long life to Rosmalen !
These are the thought of everyone of us
returning home, back from Rosmalen, after
another demonstration of solidarity and
ornithological passion, that every year bring
us together from all parts of the world.
Countries change, venues change, routes change but our history of amateur breeders and when at the world shows, we feel
closer than ever when we go to the stage,
when we reach the climax of the sportive
profession, when we demonstrate our
capacity of expert breeders.
Rosmalen was also the occasion to open
a new chapter for the institutional reforms,
a moment of renewal and associative
reform especially in difficult times that
need important moments to reform ways
of thinking of the managers and breeders
involved in the social and political life of
the COMThe participation in the congresses, statutory and extraordinary of Rosmalen has
been numerous, even considering that the
interest was more on the elections
moments than for the reforms. Federations
usually absent for several years were this
time present, which is for us a motive of
satisfaction.
I believe that for the COM Management
Committee, the transparence and moral in
the political proposals to change the rules
constitutes a problem of credibility, addressing the ornithological problems like a

referee taking them to a congress to a real
debate. The objective is a real consensus
and not the way to fulfill the strategy of
some persons.
Some improvements and modifications
are sensible to all, like the election rules,
with a new co-participation between Northern and Southern Hemisphere and a new
relationship between COM and OMJ, with
the use of dynamic organizational techniques.
To progress, professionalism is a must in
all levels of management- The breeder participating in shows are a common asset that
must be defended always, and that means
changing the classes and correcting the
errors when caging the birds or when the
conveyer’s or the organizing Committee’s
or the federation’s mistakes happen.
For the judging procedures, mainly in
the most important shows, like the World
Show or the International Shows, we need
expert judges that must be able to fulfill
their task according with the rules and in
the appropriate time. Also the proper
cages and other equipment should be
adapted and be the base of the work structure.
The World Show is not any show; it is a
moment of problems difficult to manage
and to address without the proper preparation. The COM and OMJ have the duty to
review all the dynamics and preparation of
this event, not from the outside but in the
heart of the event to make sure that it can
intervene properly.
A reform of the methods and the judging procedure is needed, with a special
attention to the use of new techniques and
equipment that will make possible to eliminate paper, and make easier the control
These are all problems that we know
well, but that we will leave to others to
search their resolution.
I think that I am interpreting the desire
of all the passionate breeders that believe
in the COM, to whom we cannot let down
in the continuous search for the institutional improvements.

DISCOURS DU PRÉSIDENT AU CONGRES C.O.M. 2015

MM. les Présidents et MM. le Délégués,
Bienvenue à Rosmalen,
L’un de nos objectifs principaux est de faire progresser la participation de nos éleveurs au Championnat Mondial, un effort qui nous gratifie et
nous implique en montrant la force et la cohésion
de la COM. Ensemble, nous dépassons beaucoup
d’obstacles pour l’organiser. Cette année, comme
dans le passé, cet important rendez-vous a été compromis par le risque d’épidémie de grippe aviaire,
également connu sous le nom de “peste” des
oiseaux: une crainte qui nous poursuit, mais qui ne
peut pas nous faire reculer.
La Hollande a été le premier pays européen à
être contaminé, puis ensuite l’Allemagne, l’Angleterre et l’Italie, et des mesures de contrôle ont été
activées dans tous les états européens; nos éleveurs
se sont ainsi sentis menacés, également par des
interprétations personnelles et par de nombreux
messagers de malheurs.
La peur et les incertitudes pour encager et décager normalement à Rosmalen ont contribué à créer
un état de malaise semblable au virus de la grippe
chez beaucoup de possibles participants. Nombreuses ont été les communications qui ont dû être
transmises pour éliminer les doutes et l’insécurité.
Aujourd’hui nous sommes ici, fiers de nous,
satisfaits de l’engagement honoré par le Comité
Organisateur qui a su réagir avec détermination en
surmontant des obstacles sûrement difficiles et
préoccupants; un merci spécial à nos délégués COM
qui ont participé à la réunion avec le Ministère de
l’Agriculture hollandais, pour la défense de nos
droits, Carlos Ramoa et Constant Van Santen.
Cette assemblée annuelle est toujours un
moment d’évaluation, de bilan des activités réalisées, de celles non réalisées, des années passées, de
ce que nous aurions voulu faire et de ce que nous
avons pu faire. Permettez-moi de citer Henry Ford
qui affirmait: «se retrouver ensemble c’est un
début, rester ensemble est un progrès, mais réussir
à travailler ensemble est un succès», mots que nous
avons honorés avec ce 63éme Championnat Mondial.
Le calendrier des expositions internationales
s’est terminé pour le mieux; je peux affirmer, avec
les superviseurs COM-OMJ, que tout a été exécuté
avec satisfaction et dans le respect des règles. Nous
devons insister sur cette voie et créer de plus en plus
de nouvelles opportunités internationales, qui sont
devenues le “produit typique” d’appartenance à la
COM.
Je suis également informé qu’existent encore
des foyers de discordes inutiles entre associations et

fédérations dans différents pays, qui déterminent
des inégalités et une vie ornithologique détestable.
Je m’adresse à vous tous, Présidents et Délégués,
pour que vous réussissiez avec esprit de coopération et bonne volonté, à dépasser ces frustrations
et mauvaises humeurs. L’intervention de la COM
est le dernier stade d’une maladie à extirper.
Le Comité Directeur a préparé une révision simple mais juste des Statuts et du Règlement intérieur
de la COM. Je veux souligner le point d’avoir respectivement confié les deux vice-présidences au
Président de l’hémisphère Sud et au Président de
l’OMJ, pour que ces deux si importants organes institutionnels ne se trouvent plus exclus du parcours
décisionnel que pratique en permanence le Comité
Directeur de la COM.
Bien que le document ait été rédigé dans la
langue officielle de la COM, comme dans les éditions précédentes, après l’approbation, qui je souhaite voir soutenue par tous, il sera imprimé dans
les deux langues française et anglaise et envoyé
officiellement à chaque pays membre.
2015 sera aussi l’année de nouvelles réformes
réglementaires pour le Championnat Mondial
comme pour les expositions internationales;
comme nous ne pouvons pas nous dispenser de
revoir les conditions de reconnaissance pour les
nouvelles races et les nouvelles mutations, nous
devons par conséquent trouver les conditions justes
pour permettre à plus d’experts de s’exprimer à ce
propos.
Les temps changent parce que les éleveurs les
changent, nous ne pouvons plus rester dépendants
de l’expression d’une hiérarchie institutionnelle
qui, bien qu’elle ait donné ses meilleurs fruits, doit
être consolidée dans ses racines.
Les hommes ne nous manquent pas; dans
chaque pays, j’ai connu des dirigeants experts et
plein de bonne volonté pour aller de l’avant, mais
souvent arrêtés par une politique de pouvoir vieille
et rance, où la méritocratie laisse la place à l’amitié
seule. Cet état de choses est en train d’arrêter les
progrès, les réformes et, est cause d’ajournement.
Nous ne croyons pas que les différentes langues
que nous parlons peuvent être un obstacle dans
nos rencontres, ceci est facile à surmonter, si vous
croyez dans ce que vous avez accepté de faire.
Merci pour Votre confiance, pour Votre détermination, pour Votre engagement quotidien et
pour ce que nous vous demanderons d’affronter
avec nous.

Honored Presidents and Delegates,
Now that we are in Rosmalen, one of our
primary objectives is to increase our breeders’
participation in the World Championship, an
effort that involves and gratifies us in showing
the unifying power at home COM. Working
together we can cross many organizational
barriers. This year, as in the past, this important
event has been compromised by the risk of the
avian flu epidemic, also referred to as “bird
fever”. It is a fear that constantly haunts us, but
cannot hold us back.
The Netherlands was the first European
country to be infected, followed by England
and Italy, even though control measures were
activated in all of the European states, where
our amateur breeders felt threatened also by
personal interpretations of the many messengers of misfortune.
The fear and uncertainties of caging and
uncaging according to regulation in Rosmalen
helped create a state of discomfort similar to
the avian virus for many possible participants.
Many were the communications we had to
send to eliminate doubts and insecurities.
Today we are here, proud and satisfied
with the honored commitment of the Organizing Committee, which knew how to react
with determination in overcoming obstacles
that were undoubtedly difficult and worrisome. Special thanks go to our COM delegates
who participated in the meeting with the
Dutch Ministry of Agriculture in defense of
our rights: Carlos Ramoa and Constant Van
Santen!
This annual assembly is always a time of evaluation, of activities carried out and not carried
out, of past years, of those things we would
like to have done and those we were able to
do. Allow me to quote Henry Ford, who affirmed “getting together is a start, staying together is progress, but managing to work side by
side is success,” words that we have honored at
this 63rd World Championship.
The calendar of international shows ended
for the better, and I can affirm through the
COM-OMJ supervisors, that all was executed
with satisfaction and with respect to regulations. We should insist on this path and always
create new international opportunities, which
have become the “typical COM product”.
I am also informed that there still exist hotbeds of unnecessary discord between associations and federations in different countries
that bring about inequality and bad ornithology. I am turning to all of you, presidents and
delegates, in the hope that with a spirit of service and good will you succeed in overcoming
this uneasiness and ill humor. The COM’s intervention is the last stage of a disease to be eradicated.
The Steering Committee has prepared a simple but necessary revision of the COM Regulatory Statute. I want to emphasize the entrusting of the two Vice Presidents respectively to
the President of the Southern Hemisphere and
to the OMJ President, so that these two important institutional organs do not find themselves excluded from the policy paths that are
under constant consideration by the COM’s
Head
Committee.
Even though the document was drawn up in
the official COM language as in previous editions; after approval, which I hope will be supported by all, it will be officially printed in the
two languages and sent to each member country.
2015 will also be the year of new regulatory
reforms for both the World Championship and
international exhibitions; since we cannot but
revise the standards for new breeds and new
mutations, we must find the right parameters
for qualifying those most expert at expressing
themselves on the subject.
Times change because the breeders change
them. We cannot stay chained to expressions of
an institutional hierarchy that, even though it
has given its best fruit, its roots are being consolidated.
There is no lack of men among us. In each
country I have met expert leaders willing to
move forward, often stopped by old and stale
power politics, where meritocracy gives way to
mere friendship. This state of events is stopping
the process of innovation and modernization.
We do not believe that it is the languages we
speak that are the obstacles in our meetings.
This is easily overcome if there is belief in the
accepted task.
Thank you for your confidence, for your
determination, for your daily effort and for
that which we will ask you to face together
with us.

Le 24 janvier 2015, dans la salle de congrès de
l’AUTOTRON, à Rosmalen, Pays-Bas, à 10h30, le Président-Général de la COM, Salvatore Cirmi ouvre la
séance avec une salutation à toutes les personnes
présentes, spécialement aux délégués et représentants des pays-membres, en les remerciant de leur
présence.
Ensuite, le Secrétaire-adjoint Carlos Ramôa fait
l’appel des pays:- 28 pays sont présents: Allemagne,
Argentine, Autriche, Belgique, Bosnie, Brésil,
Canada, Croatie, Danemark, Espagne, France,

Extraordinary Congress
The General President Salvatore Cirmi

proposition for the statutes modification. Certain
countries have stated that there was not enough
time available to properly study the proposal.
The President proposes to postpone the vote of
the proposal to next year’s congress, so that all
countries can better analyze the proposals. All
countries agreed to this decision.

FINANCIAL REPORT OF THE C.O.M.
Situation arrêtée au 31 décembre 2014
Situation at 31 December 2014
La situation financière de la C.O.M. dont le détail sera
publié dans les Nouvelles, fait ressortir des disponibilités
de 76.646,87 euros, en fin d’année 2014. Le budget annuel
s’équilibre à environ 70.000 euros. Les recettes sont pour
l’essentiel:
- les cotisations des quarante-quatre pays membres. La
grande majorité avaient versé leur cotisation avant le 31
décembre, ou ont régularisé leur situation avant le
congrès d’aujourd’hui.
- les cotisations du millier juges O.M.J. en activité, de
vingt-huit nationalités ont également été payées ainsi
que les droits d’examen des nouveux promus.
- les produits des Mondiaux du Chili et de Bari ainsi que
la caution de Rosmalen. La ressource la plus importante
a été celle apportée par le Mondial de Bari, suérieure à
25000 euros en incluant le versement encaissé en 2013.
- les droits des expositions internationales, vingt-six sont
prévues en 2015.
- Les abonnements et publicités des Nouvelles.
- Les produits financiers.
Les charges sont les dépenses de fonctionnement: frais
liés aux réunions de travail du Comité Directeur et du
Comité exécutif OMJ, tenues en France, en Italie, en Hollande et en Turquie, réunions dont vous trouvez le compte
rendu dans les Nouvelles. Ainsi, l’état des finances de la
C.O.M. est satisfaisant: le nombre de pays membres continue à progresser, les expositions internationales demeurent importantes, les Mondiaux sont toujours le grand
évènement attendu chaque année par les éleveurs de la
COM. Après ROSMALEN 2015, nous souhaitons un grand
succès à MATOSINHOS 2016.

The financial situation of the COM is published in
detail in this issue of Les Nouvelles, shows a positive
balance of 76.646,87 Euros, in the end of 2014.The
annual budget closes always near 70.000,00 euros.
The income was essentially due to:
- Fees of the forty-four member-countries, the
majority of then have paid their fee before the
31st of december or before the day of congress.
- Fees of the one thousand active O.M.J. judges
from twenty-eight nationalities and some exam
fees.
- The income from the Chile and Bari World Shows,
and the deposit from the Rosmalen World Show.
The most important income came from the Bari
World Show, wih more than 25.000 euros including the deposit of 2013
- The fees from the COM International Shows, 26
this year
- The subscriptions and advertising of Les Nouvelles,
- The Financial income
The expenses consisted on the administrative
ones: travel, accommodation of the committees on
their work meetings, in France, Italy, Holland and
Turkey, with reports published in detail in Les Nouvelles.
So, the finantial situation of the COM is satisfying, the number of member-countries in increasing,
as the number of OMJ judges. The World Shows are
the big events waited every year by the
breeders.After ROSMALEN 2015 we wish every success to MATOSINHOS 2016.

DISCOURS DU PRÉSIDENT O.M.J. AU CONGRES 2015

Monsieur le Président Général,
Messieurs les Présidents des C.O.M. Nationales
Mesdames, Messieurs,
Chers congressistes, chers amis,
Je vous remercie de votre présence, j’espère que
vous avez fait un excellent voyage, je vous souhaite
la bienvenue à Rosemalen pour ce 63ème Championnat du Monde qui j’en suis convaincu sera une réussite.
Depuis le dernier Mondial de Bari (Italie), une
année s’est écoulée et, malheureusement au cours
de celle-ci, plusieurs de nos amis éleveurs ou juges
OMJ qui partageaient notre passion nous ont quittés à jamais. En leur souvenir, je vous demande de
bien vouloir respecter quelques instants de recueillement.
Comme l’année passée, car visiblement je ne
suis pas trop écouté, Je voudrais m’adresser à nouveau aux Responsables des COM Nationales pour
leur demander de bien vouloir n’adresser tous les
courriers d’ordre technique (juges, jugements,
classes, standards, réunions techniques, réclamations, convocations, examens, reconnaissances de
races où de mutations etc….) qu’ au secrétaire de
l’OMJ, avec copie au Président de l’OMJ. Le secrétaire de l’OMJ se chargera en cas de besoin d’informer les responsables de la COM de la teneur de ces
courriers. En espérant être enfin entendu Je vous
remercie d’avance.
Comme vous le savez, le championnat du
Monde est un rendez-vous important. Cette année
malgré les récents problèmes sanitaires nous réunissons un nombre d’oiseaux important. C’est très

bien, et cela prouve que la passion est plus forte
que tout . Les éleveurs de tous les pays apprécient
ce rendez-vous. C’est l’occasion qu’ils attendent
avec impatience, pour espérer réaliser leur rêve
devenir «champion du Monde».Vous ne devrez
donc pas les décevoir
En 2014, nous avons comme d’habitude organisé plusieurs réunions d’experts:
- 2 réunions ont été organisées pour la section
F «Exotiques»
- 1 réunion a été organisée pour la section E
«Canaris de Postures»
La réunion prévue pour la section G «Faune
européenne» a été annulée pour cause d’indisponibilité de salle.
Les comptes rendus de ces réunions ont été ou

Je remercie très sincèrement tous les experts qui
ont participé à ces réunions car ils ont effectué un
très bon travail J’espère que tous les engagements
et toutes les décisions pris dans ces réunions
seront respectés et appliqués par tous les pays.
Comme chaque année, j’insiste sur cette dernière
phrase car force est de constater que les décisions
prises au cours de nos réunions d’experts ne sont
pas toujours appliquées par certains pays notamment au niveau des standards ou des fiches de
jugements. J’entends souvent dire « Le standard
«Français ou Italien ou Belge etc…» est différent
de celui de l’OMJ. C’est désolant car nos réunions
ont pour but de comparer et d’uniformiser les propositions des experts. Ce sont eux qui décident, ils

sont mandatés par leur pays, alors je pense qu’il est
très important, pour la COM, pour l’OMJ et pour
les COM Nationales, mais surtout pour les experts
que les travaux réalisés soient respectés et qu’enfin
nous arrivions à avoir tous les mêmes standards.
En 2015, nous organiserons 3 réunions d’experts
- Une pour la section «D» «Canaris de couleurs» mi-juin à Palaiseau (France)
- Une pour les sections «G» et «H» «faune
européenne» et «Hybrides» à Palaiseau
(France)
- Une pour la section F «Exotiques» à Piacenza
(Italie)
Pour ces réunions, les convocations, seront
transmises très prochainement aux responsables
des C.O.M. Nationales que j’engage vivement à
lancer dès maintenant la préparation de celles-ci
Comme vous pouvez le constater, le travail ne
manque pas et je remercie d’avance tous les
experts qui participeront très activement, je n’en
doute pas, à ces réunions, sans eux, rien ne pourrait
se faire.
En 2014, des examens O.M.J. se sont déroulés,
au Portugal, au Pays-Bas, à Malte, en Turquie et en
Espagne. Seuls les examens concernant les canaris
de chant, et exceptionnellement les examens prévus initialement en Belgique et qui ont été annulés
car les responsables OMJ étaient malades à cette
époque se dérouleront ici à Rosmalen. Tous les candidats ont connu les résultats le jour même de leur
examen. Ces résultats seront communiqués aux
fédérations respectives. Je me permets de rappeler
aux responsables des pays que lors de l’inscription
des candidats à l’examen OMJ, ils doivent obligatoirement régler immédiatement les frais d’inscription (10 euros par candidat). A l’avenir toute
demande non accompagnée du règlement des
frais d’inscription ne sera pas acceptée
Trois jours de jugements vous attendent, les éleveurs de tous les pays vous font confiance. On ne
juge pas des drapeaux ou des bagues mais des
oiseaux. Nous comptons sur vos compétences et
votre honnêteté pour que ce Mondial soit une
grande réussite. D’avance, je vous en remercie
Avant de terminer, j’aimerais adresser à notre
ami Maurice Level qui a décidé de quitter son poste
de responsable pour les sections «chants» un grand
merci pour tout ce qu’il nous a apporté par sa compétence, sa bonne humeur et surtout par son sens
de l’amitié, merci MOMO tu vas nous manquer. Je
souhaite aussi remercier le Président Général de la
COM Salvatore Cirmi, pour sa disponibilité, et pour
les aides matérielles qu’il apporte au CE/O.M.J. Je
remercie tous mes collègues du Comité exécutif de
l’O.M.J. et plus particulièrement le secrétaire de
l’O.M.J. Alessandro Paparella, ainsi que tous les collègues bénévoles (ils se reconnaîtront) pour l’aide
qu’ils nous ont apportée tout au long de cette

PRESIDENT’S SPEECH AT THE O.M.J. CONGRESS

Ladies and Gentlemen
Dear delegates, dear friends.
I thank you for attending, I hope that you have had
a good voyage and I wish you a welcome to Rosmalen
for the 63rd World Show, which I am sure will be a success. Since the last World Show at Bari (Italy) a year has
elapsed and sadly during that time several of our
breeder friends or OMJ judges who shared our passion
have parted forever. In their memory I ask you to
observe a few moments in meditation.
As with last year, because obviously I have not been
listened to, I wish to readdress myself to those responsible within the national associations, to send all technical correspondence ( judges, judgements classes,
standards, technical reunions, claims, notices ,recognition of new breeds or mutations etc…)to the secretary
of the OMJ, with a copy to the OMJ President. The OMJ
secretary will be required to inform the COM policymakers of the contents of these mails. In the hope of
finally being heard, I thank you in advance.
As you are aware the World Show is an important
occasion. This year in spite of recent health problems
we have brought together a large number of birds. This
is excellent and proves that the passion is as strong as
normal. Breeders from all countries appreciate this rendezvous. It is the occasion they await impatiently with
hope of realising their dream to be « World Champion»
. We must not disappoint them.
In 2014 we as normal organised several reunions of
judging experts.
- 2 meetings were organised for section F
«Exotics»
- 1 meeting for section E « Posture Canaries»
The meeting that had been arranged for section G
«European Birds» was cancelled as a result of the meeting room not be available. The minutes of these meetings have been printed in Les Nouvelles( 2nd edition
2014, or will be in the first issue of 2015).
I sincerely thank all the experts who participated in
these meetings because they have completed an excellent effort. I hope that all the commitments and all the
decisions realised during these meetings will be
respected and applied by all countries. As I have to say
every year, I insist on this last sentence because it is clear
that all decisions made at these meetings are not
always applied in certain countries notably to the level
of standards or judging slips.I often hear said « The
French, or Belgian or Italian etc, standards…» are different to those of the OMJ. This is distressing as our
meetings were designed to compare and to unite the
propositions from the various experts, It is they who
decide, it is mandatory for their countries to conform. I

think that it is very important for the COM, for the OMJ
, and for the National Associations, but above all for the
experts that the work done is respected and we therefore arrive with the same standards.
In 2015 we will organise 3 experts’ reunions :
- one for section D «Coloured Canaries»mid June
at Palaiseau ( France)
- one for sections G and H « European Birds and
Hybrids» at Palaiseau France
- one for section F « Exotics» at Piacenza ( Italy)
The invitations for these meetings will be sent very
soon to the responsible person within the National
COM associations who I urgently ask to make the necessary preparations.
As you are able to see without participation the
work cannot be done, and I thank in advance all the
experts who actively participate. I have no doubt that
at these meetings, without them nothing will happen.
In 2014 OMJ examinations took place in Portugal,
Holland, Malta, Turkey and Spain. Only the examinations for Song Canaries scheduled for Belgium were
cancelled as a result of the OMJ representative being
ill, they will take place here at Rosmalen. All the candidates knew the results on the day of the examination.
These results will be sent to the National Associations.
Please allow me to remind to those responsible within
the national associations that with the registration of
the candidates for the OMJ examinations, it is obligatory to enclose the entry fee ( 10 euros per candidate).
Should the registration not be accompanied by the fee,
it will not be accepted.
Three days judging awaits you, breeders in all countries have confidence in your ability. You should not
judge flags or rings, but the birds. We count on your
competence and honesty for this World Show to ensure
it’s success. I thank you in advance. Before I finish I wish
to address to our friend Maurice Level who has decided
to leave his post as the responsible person for the
«song» sections, a huge thank you for all that he has
achieved by his competence, by his good humour, and
overall for his friendship, thank you MOMO we will
miss you.I also wish to thank the General President of
COM, Salvatore Cirmi for his availability , and the material aid he brings to CE/OMJ. I thank all of my colleagues
on the executive committee of the OMJ and especially
the secretary, Alessandro Paparella, also to all the fellow volunteers ( they know who they are)for the assistance you have given throughout the year.
I hope with all my heart that we will meet again at
the next World Show in Portugal , I also give you and

En 2014 et 2015, des examens O.M.J. se sont

Le président de l’OMJ rappelle les instructions
aux Juges et remet les documents, prêts dans les
différentes langues, qui contiennent les règles
relatives au jugement ; puis il passe à la composition des équipes pour chaque section.

Le 21 janvier 2015, le CD COM s’est réuni à Rosmalen, Pays-Bas, avec l’ordre du jour suivant:

Le Président ouvre la séance à 9h00, remercie
les membres pour leur présence et fait un résumé
des travaux prévus.
Le déroulement du Mondial 2015 est analysé,
surtout les problèmes sanitaires avec la participation des pays extérieurs à l’Union européenne et
les paiements. Le cas de la Turquie fera objet
d’une réunion avec le Comité Organisateur
Le Secrétaire général intervient sur son activité et le Trésorier présente son rapport financier.
Les rapports seront présentés lors du congrès statutaire et publiés dans Les Nouvelles.
En 2015, 26 Expositions Internationales reconnues par la COM doivent être organisées: 4 en
Espagne, 3 au Portugal, 3 en France, 3 aux PaysBas, 2 en Belgique, 9 en Italie, 1 en Turquie et 1
en Hongrie. La liste complète sera annoncée au
Congres statutaire et publiée dans «Les Nouvelles
de la COM» La liste des superviseurs prévus est
établie.
La liste des prochains mondiaux est confirmée.
Le Congrès statutaire confirmera l’Italie comme
pays organisateur du Mondial 2019.
Une lettre de la Fédération Portugaise FONP
est arrivée avec la communication de la composition du Comite organisateur du Mondial 2016, la
ville et le local prévu, et une proposition du calendrier de réalisation.
Le CD COM a accepté le calendrier ainsi que la
proposition de faire les jugements avec des
«tablettes», en liaison avec le même système
informatique pour les inscriptions en ligne. Le CD
COM étudiera la possibilité d’utiliser cette procédure pour les prochains mondiaux, en adoptant
un programme validé par la COM.
La prochaine réunion du CD COM et la signature du Cahier des Charges se feront au Portugal
les 9-12 juillet prochains. Une réunion de la COM
avec les organisateurs est également planifiée,
avec l’objectif d’observer une expérience de jugements avec le nouveau système.
Le CD COM décide aussi que les fiches de jugement doivent être imprimées et délivrées au
pays-membres.
Suite aux communications reçues, des rencontres avec les fédérations de Tunisie et Hongrie
seront organisées en vue de finaliser la résolution
des problèmes.

The 21st January 2015, the CD COM has held
its meeting in Rosmalen, Holland with the following agenda:

The President opens the session at 9h00,
thanking all the members preset, and presents
the items of the agenda.
The development of this Mondial 2015 is
analysed, mainly the sanitary problems with the
non-EU countries and the payment of the entering fees. The case of Turkey will be addressed in
a meeting with the organizing Committee.
The General Secretary makes the presentation
of his activity and the Treasurer presents his
financial report. These reports will be presented
to the COM congress and will be published in
«Les Nouvelles”.
In 2015, 26 International Shows will be held,
recognized by the COM: 4 in Spain, 3 in Portugal,
3 in France, 3 in Holland, 2 in Belgium, 9 in Italy,
1 in Turkey and 1 in Hungary. The complete list
will be announced at the Statutory congress and

The statutory congress will confirm Italy as the
organizing country of the World Show 2019.
A letter of the Portuguese federation FONP
has arrived with communication of the members
of the organizing committee for the World Show
2016, the venue and hall selected for the show
and a proposal for the schedule.
The CD COM has accepted the schedule and
also to the proposal to organize the judging with
a new system using Tablet computers, with link
with the show software. The CD COM will also
study the possibility of using this procedure for
the next world shows, adopting software validated by the COM.
The next meeting of the CD COM and the signing of the Cahier des Charges will be made in Portugal 9-12 July. A meeting of the CD COM with
organizers is equally planned with the objective
to observe an experience of judging with the new
system.
The CD also decides that a copy of the judging
charts in paper form should be printed and delivered to the member-countries teams.
Following some messages received, meetings
with the federations of Tunisia and Hungary will
be organized.
The session finishes by 13.00.

Enlogement des oiseaux étrangers
L’espace réservé pour l’enlogement des
oiseaux était très spacieux; pas de personnel mis
à la disposition par le comité organisateur. A l’arrivée, le manque de cages et d’étiquettes dans
presque toutes les sections a beaucoup perturbé
les convoyeurs, pas d’eau et pas de graine dans
les cages. L’enlogement a de ce fait duré deux
journées.
Enlogement des oiseaux des Pays-Bas
L’enlogement des oiseaux des Pays-Bas s’est
déroulé sur un jour sans problème.
Hébergement des convoyeurs et des juges
Les conditions de logement des convoyeurs et
des juges ont laissé à désirer.
Jugements
Le démarrage des jugements a été un peu difficile. On peut également regretter que certains
juges ne se sentent pas concernés par le règlement et par les standards O.M.J. Les pays
devraient informer leurs juges avant de les
envoyer au Mondial. Les responsables O.M.J. ne
sont pas là pour former les juges avant le jugement !
Remarques
Malgré une réunion préparatoire, toujours
beaucoup d’erreurs d’additions et de non respect
des instructions par les juges.
Le Président et le Secrétaire de l’OMJ (Responsables techniques) n’ont pas eu la possibilité d’entrer dans le système d’enregistrement des encagements jour par jour afin de pouvoir vérifier
rapidement si le nombre des juges par section
était suffisant ou non (problèmes de convocations).
Le mélange canari de chant section «A» dès le
premier jour n’était pas correct. (contenait que
de la navette).
Plusieurs catégories d’oiseaux n’ont pas été
encagées dans les cages prescrites par la COM.
Les listes pour le contrôle des bagues n’étaient
pas prêtes pour le début des contrôles.
Locaux d’exposition
La salle d’exposition était spacieuse, les allées
larges ont permis une bonne circulation des visiteurs.
Personnel
Les équipes très peu nombreuses mises en
place par l’organisation ont néanmoins été efficaces. L’équipe informatique a été à la hauteur de
la situation.
Délogement des oiseaux
Le délogement des oiseaux des Pays-Bas et des
petits pays s’est déroulé parfaitement dès la fin
de l’exposition. Le délogement des oiseaux des
autres pays s’est déroulé le lundi dans les mêmes
conditions que l’enlogement, il a donc duré plus
longtemps que prévu, ce qui a retardé le départ
des oiseaux vers les pays et fatigué les convoyeurs
que nous remercions chaleureusement
Catalogue
La compétence de l’équipe informatique a
permis une bonne réalisation de l’édition du
catalogue.
Remise de prix
La soirée de remise des prix s’est déroulée correctement.
Conclusion
Mis à part le fâcheux problème soulevé lors de

Rosmalen (Holland)
Checking in of birds from other countries.
The space reserved for checking in of birds
from other countries was very spacious; no personnel were supplied by the organising committee. On arrival, the shortage of cages and labels
in almost all sections disturbed the conveyors, no
water nor seed in the cages. The checking in took
two days.
Checking in birds from Holland
The checking in of birds from Holland took a
day and passed without problem
Hosting of the conveyors and judges
The standard of the accommodation for conveyors and judges was less than expected .
Judging
The commencement of judging was a little difficult. Equally it is regretted that certain judges
were not interested in the rules and standards of
the OMJ. Countries must inform their judges of
the rules before they send them to a World Show.
The responsible members of the OMJ are not
there to do this job before judging commences!
Comments!
Scanty preparatory meeting, always many
errors in additions, and a lack of respect for the
instructions given to judges.
The President and the Secretary of OMJ (
responsible for technical matters) did not have
the opportunity to access the checking in system
day after day so as to be able to speedily verify if
the number of judges by section was sufficient or
not ( problems of calling up)
The mixing of the different song canary types
in section «A» during the first day was incorrect.
Many categories of birds were not staged in
cages prescribed by COM.
The lists for the control of the rings were not
ready for the start of the process.
Ring Control
All of the controls were performed correctly ,
no delay was mentioned except for the Posture
Canaries or it would have been necessary to have
more controllers.
We established one case of fraud in section
«E».
Location of the exhibition
The exhibition hall was spacious , with large
aisles which allowed for a good circulation of visitors
Personnel
The very few teams put in place by the organisation were nonetheless efficient. The information team were on top of the situation.
Checkout of birds.
The checkout of the birds from Holland and
the small countries was perfect at the end of the
exhibition. The checkout of birds from the other
countries that happened on Monday was in similar circumstances to when they were checked in
so it lasted longer than expected, which delayed
departure of the birds to their countries and tired
the conveyors who we thank most warmly.
Catalogue
The competence of the information team
resulted in a good edition of the catalogue.
Presentation of prizes
The evening arranged to present the prizes
was done properly.
Conclusion
Apart from the unfortunate problems with
the checking in which was a cause for concern,
the 2015 World Show was a success. We give our
thanks and best wishes to COM Holland.

les participants et les remercie de leur présence;
Il présente l’ordre du jour de la réunion et
chaque pays distribue les documents concernant les
propositions de standards des espèces à examiner:
Carduelis magellanica - Tarin de Magellan.
A la dernière réunion il a été décidé de revenir
sur les mutations lutino et pastel.
Le lutino sera accepté selon le standard accepté
par l’ensemble des pays..
En ce qui concerne la mutation pastel lié au sexe
le nombre d’exemplaires exposés et présents en élevage ne permet pas de considérer que cette mutation est stabilisée.
Le standard de cette mutation doit être reporté.
Les oiseaux de cette mutation seront jugés en

« autres mutations » jusqu’à plus d’informations et
de spécimens en jugement. Adopté à l’unanimité.
Généralité sur les tarins américains:
Une discussion s’engage sur les appellations différentes selon les pays;
La COM/OMJ utilisera le nom latin:
Ex: Carduelis atrata – Tarin atrata. (F2 9 et 10)
Le Portugal et la France présente une proposition de standard pour Carduelis atrata

Au Portugal il existe des dilués simple et double
facteurs à hérédité autosomique dominante sans
facteur létal.
Cette mutation provoque une réduction de l’eumélanine, tandis que la phaeomélanine n’est pas
affectée;
Après discussion il est décidé de ne pas reconnaitre cette mutation qui demande encore à être stabilisée.

présents, nous trouvons de nombreux oiseaux en
plumage intermédiaires.
Il est difficile à ce jour de définir un ou deux standards.
Le standard de cette espèce doit être reporté.
Adopté à l’unanimité.

• Standard de Diamant de Gould lutino
Avant de procéder à la description des différentes rubriques du standard, Riccardo RIGATO
donne des précisions sur l’action de la mutation
lutino sur les mélanines présentes chez le diamant
de Gould.
Les mutations lutino tête noire, tête rouge et
tête orange sont discutées et approuvées par les
experts.
• Standard de Carpodacus mexicanus
Une proposition de standard de la Serbie et de
la Belgique est examinée et discutée;
Le phénotype sauvage est adopté
Les mutations: Phaeo - Torba (Autosomale
Récessive Brun) – Diluée sont discutées et approuvées.
Il existe d’autres mutations, Topaze, Opale,
Blanc aux yeux noirs. Pour ces mutations le nombre
d’exemplaires exposés et présentes en élevage ne
permet pas de considérer que ces mutations sont
stabilisées.
Le standard de celles-ci doit être reporté.
Les oiseaux seront jugés en « autres mutations ».
Note complémentaire concernant le Ino, il est
souligné qu’il ne s’agit pas d’une mutation mais
d’une combinaison de deux mutations: Phaeo et
Dilué, cette couleur ne peut pas faire l’objet d’un
standard.
Adopté à l’unanimité.
Conclusion
Alessandro Paparella remercie tous les participants pour le travail réalisé durant cette réunion.
La séance est levée à 18h30 et une discussion
conviviale se poursuit entre les experts en attendant le repas.

1900h
Alessandro Paparella, OMJ secretary and the
responsible member for section F2 welcomed
everyone and thanked them for attending.
He issued the Agenda and each country distributed the documents relevant to the proposed
standards for the species to be examined.
Carduelis magellanica- Black Hooded Yellow
Siskin.
At the last meeting it was decided to come
back to decisions on the lutino and pastel mutations.
The lutino will be accepted per the accepted
standard of the group of countries.
With regard to the sex linked pastel mutation,
the number of examples exhibited and bred is

not considered sufficient to declare that the
mutation is stabilised.
The creation of a standard for this mutation
will therefore be postponed .
Birds of this mutation will be judged in « other
mutations» until there is more information to
hand. Unanimously adopted.
Generalities on the American Siskins
A discussion took place on the different names
used within countries.
COM uses the Latin name.
Ex. Carduelis atrata—Black Siskin (F2 9 and 10)
Portugal and France presented a proposed
standard for Caruelis atrata .
The discussion started.
Stopped for a meal at 20,00h.
Restarted from 21,30h to 22,30h.
The wild phenotype was adopted unanimously.
In Portugal there exists dilutes single and double factor autosomnal dominant, without the
lethal factor..
This mutation causes the eumelanin to be
reduced , whilst the phaeomelanin is not affected..
After discussion it was agreed not to recognise
the mutation now, as it needed to be further stabilised.
This bird will be presented in the classes for «
other mutations without medals» .
Saturday 20th September 2014
The meeting started at 0900h following the
agenda.
• Standard for Carduelis notate-Black Headed Siskin(F2.7 and 8)
The different points concerning the standard of
the wild phenotype were discussed then validated by the experts.
No mutations are known at the moment.
• Standard for Carduelis barbata –Black

summer plumage and a standard for winter
plumage.
At shows in the experience of the experts present, we find most birds with an intermediate
plumage.
It is therefore difficult to define one or two
standards,
A standard for this species is postponed.
Agreed unanimously.
Pause for lunch at 1300h re start at 1430h
• Standard for the Lutino Goudian Finch.
Before proceeding with a description of the
different concepts of the standards , Riccardo
RIGATO provided guidance on the action of this
mutation on the melanins present in the Gouldian Finch.
The Black, Red and Orange Headed Lutino
mutations were discussed and approved by the
experts.
• Standard for Carpodacus mexicanus:
A proposition on a standard by Serbia and Belgium was examined and discussed;
The wild phenotype was adopted.
The mutations; Phaeo-Torba ( Autosomnal

approved.
Other mutations, Topaz, Opal, White with
black eyes also exist. For these mutations the
small number of examples either bred or seen on
the showbench do not allow us to consider a
standard until the mutation is stabilised.
The standards for these are postponed.
The birds will be shown in « other mutations»
Complementary note concerning the ino, it is
highlighted that it is not a mutation but a combination of two mutations: phaeo and dilute, this
colour is not able to be accepted as an object for
a standard..
Unanimously adopted.
Conclusion
Alessandro Paparella thanked all the participants for the work realised during this meeting.
The meeting ended at 1830h and a convivial
discussion took place between the experts whilst
awaiting the meal.
Before leaving the experts warmly thanked
the President Salvatore Cirmi and the FOI team
for an excellent reception.

1) EXPOSITIONS INTERNATIONALES C-O.M.
Directives de la C.O.M. à respecter pour obtenir la
reconnaissance d’expositions et concours dits «International».
• Tout club désireux d’obtenir de la C.O.M., la reconnaissance du caractère «International» de son exposition ou de son concours devra en faire la demande
via la C.O.M. ou entité nationale de son pays. Celleci, en cas d’accord, transmettra la demande au Président Général de la C.O.M. (copie au SecrétaireGénéral C.O.M.). Par cet accord, la C.O.M. ou entité
nationale, prend la responsabilité quant aux dates
fixées pour le déroulement desdits expositions ou
concours, et garantit, en plus des juges étrangers
requis, la désignation du nombre de juges O.M.J.
nationaux nécessaires.
• Le montant de la cotisation du a la C.O.M. sera de
500,00 euros
• Toute demande devra être en possession de la
C.O.M. au plus tard pour le 31 décembre de l’année
qui précède l’exposition ou le concours. Elle devra,
en outre, mentionner les dates précises de la durée
de l’exposition ou du concours:(enlogement, jugement, ouverture au public, inauguration officielle,
clôture et délogement).
• La demande devra également être accompagnée de
la preuve du paiement au Trésorier Général de la
C.O.M.(ou copie du virement bancaire), d’un montant de de 500,00 euros, montant dû à la C.O.M. par
le club concerné.
• Après les jugements, le Superviseur COM présent,
fournira au Comité Organisateur une copie du rapport de l’exposition.
• Toutes les demandes seront signalées lors du
Congrès Statutaire de la C.O.M.
- Le Superviseur, membre du Comité Directeur
C.O.M. ou Exécutif de l’O.M.J., devra être présent
(ceci uniquement pendant la période des jugements) aux fins de contrôler le respect des présentes directives par les organisateurs.
- Le Superviseur ne juge l’exposition concernée
qu’en cas de situation spéciale.
- Pour permettre une bonne participation des juges
O.M.J., les organisateurs devront assurer au minimum une rotation de 50% des juges étrangers
chaque année.
- Les Règlements de Compétition des Expositions
Internationales C.O.M. devront inclure la précision suivante: “En cas de non jugement, déclassement ou disqualification, aucun remboursement
sera dû à l’éleveur-exposant, les éleveurs autorisent la photographie des sujets en exposition»
• Les frais de voyage du superviseur (avion, train ou
voiture), sont à charge de la C.O.M., les frais de
séjour (hôtel, repas) seront supportés par les organisateurs.
Les clubs auront, dans leur demande, à confirmer
qu’ils respecteront rigoureusement les modalités
suivantes:

• la participation d’éleveurs-exposants d’au moins 3
pays-membres de la COM, y compris le pays organisateur;
• les éleveurs-exposants devront, obligatoirement,
être membres de clubs et/ou fédérations membres
de la C.O.M.;
• les jugements devront être effectués, uniquement,
par des juges O.M.J. d’au moins 3 pays différents, y
compris le pays organisateur;
Comme pour le Mondial, aucune indemnité journalière n’est due aux juges O.M.J.
• la liste des juges pressentis par les organisateurs
devra être adressée au Secrétaire O.M.J. au plus tard
le 31 août de l’année en cours.
Le Secrétaire O.M.J. confirmera aux organisateurs la
qualité O.M.J. des juges proposés et le choix du
superviseur;
• les fiches de jugement C.O.M. / O.M.J. devront, obligatoirement, être utilisées;
• le catalogue (palmarès) devra mentionner les noms
des juges qui auront effectué les jugements avec, en
regard, le nom de leur pays;
• un bulletin d’inscription et un catalogue (palmarès)
devront être envoyés au Président Général de la
C.O.M. ainsi qu’au Secrétaire de l’O.M.J. dès que
l’exposition ou le concours sera terminé.
L’attention est, particulièrement, attirée sur l’importance que représente ces exigences. Un manquement pourrait amener la C.O.M. à refuser, à l’avenir,
la reconnaissance «International» à l’exposition ou
au concours organisé par le club qui n’aurait pas respecté les engagements pris.
Le CD C.O.M. a décidé aussi qu’à partir de ce
moment chaque Championnat International COM
recevra de la C.O.M. sept médailles COM pour attribution aux éleveurs participants.
2) BAGUES ET RÉGLES DE PARTICIPATION C.O.M.
Délivrance des bagues: il est rappelé aux pays-membres que les bagues doivent être délivrées aux amateurs-éleveurs, au plus tôt, à partir du 1er octobre de
chaque année, et ce pour tous les oiseaux. (voir «Les
Nouvelles» Nº 85 de mars 1991).
Attention: Seul l’éleveur est responsable de la
dimension des bagues.
Toute bague déformée, illisible, ou trop grande,
entraînera la disqualification du sujet exposé.
• Il est rappelé que pour participer au «Mondial» avec
des oiseaux portant des bagues délivrées par un
pays-membre, l’amateur-exposant doit, OBLIGATOIREMENT, avoir son domicile principal dans ce pays. Il
est, de plus, précisé aux pays-membres que toute
infraction entraînera la disqualification de tous les
oiseaux des contrevenants.
• Les exposants «en duo» ne sont pas reconnus lors
des “mondiaux” et lors des “expositions internationales” organisées sous le patronage de la C.O.M..
Ces exposants devront être refusés par les pays
concernés.
PROCÈDURES ET RÈGLES C.O.M.
• Dans les Mondiaux, il sera accepté cinq (5) oiseaux
d’une même mutation/espèce dans chaque classe
individuelle.
• Toute infraction constatée lors desdites expositions,
sera sanctionnée par une disqualification des
oiseaux inscrits de cette manière.
3) EXAMENS JUGES O.M.J.
• les candidats doivent être présentés par les responsables des C.O.M. ou entités nationales avant le 30
juin de chaque année.
• les candidats ont l’obligation d’effectuer leur préparation sur les standards O.M.J.
• les C.O.M. ou entités nationales ont l’obligation de
donner à leurs candidats une copie des standards
existants près de la C.O.M./O.M.J. pour les spécialisations respectives.
Les examens seront supervisés par les membres du
C.E./O.M.J. de la section concernée ou par son remplaçant, sous la responsabilité du Président de l’
O.M.J. Les résultats des examens seront communiqués le jour même.
Les examens consistent en une partie théorique
(questionnaires seront en possession du superviseur)
et une partie pratique pour laquelle des oiseaux
seront mis à la disposition des examinateurs et des
candidats [au moins 3 stams (collections) et 12 individuels pour toutes les catégories sauf le chant, 2
stams (collections) et 4 individuels;
• les dossiers complets (formulaire d’identité C.O.M.,
partie théorique et ensemble les fiches de jugement
des examinateurs et des candidats) avec un rapport
d’appréciation seront transmis par le(s) superviseur(s),
et contresignés par lui, au Secrétaire de l’O.M.J.
Toutes les corrections des épreuves pratiques seront
faites par le C.E./O.M.J. ;
• Chaque candidat ne peut passer l’examen O.M.J.
que dans une discipline principale en tenant compte
que pour les exotiques et la faune européenne, les
hybrides peuvent éventuellement entrer en ligne de
compte comme discipline complémentaire;
• Les candidats-juges O.M.J. doivent être juges dans la
spécialité choisie depuis au moins 5 années complètes (à examiner par le superviseur);
• La participation aux examens est complètement à
charge des candidats y compris les frais de voyage.
Chaque pays-membre doit payer à la C.O.M., avant
le 30 juin, la somme de 10,00 euros par candidat a
l’examen O.M.J.. La copie du virement bancaire doit
être envoyée au Secrétaire OMJ avec la demande du
pays-membre.
Chaque nouveau Juge O.M.J. doit payer la somme
de 40,00 euros comme droit d’entrée.
4) NOUVELLES MUTATIONS ET RACES À L’ÉTUDE
1ére étape (étude)
La nouvelle mutation ou race (12 sujets individuels) sera soumise- le 1° jour de jugement du
Mondial en cours - à une Commission de 5
experts de pays différents désignés par le responsable OMJ de la section concernant.
Ce groupe d’experts + le responsable OMJ se prononcent sur l’intérêt que présente ou non cette
nouvelle mutation ou race.
Deux solutions
1 - La Commission d’experts ne trouve pas intéressante cette nouvelle mutation ou race et
argumente sa décision. Pas d’autorisation de
reconnaissance.
2 - La Commission d’experts trouve très intéressante cette nouvelle mutation ou race et
indique que la procédure de reconnaissance
peut commencer. On procédera alors officiellement dès le 2° jour de jugement du Mondial en
cours au début du cycle de reconnaissance
2éme étape (Rappel)
La demande doit être présentée, au plus tard le 30
juin par le pays-membre qui fournit le standard et
la documentation y afférent.
La demande doit être envoyée par lettre recommandée au Président et Secrétaire de l’OMJ.
Le Secrétaire de l’OMJ devra recevoir la
demande, accompagnée de 6 copies du standard
proposé, rédigé en français, pour envoi aux membres de la commission de reconnaissance.
Présentation minimale “hors concours” (pas de
médailles) de 12 sujets individuels par 1 ou plusieurs éleveurs différents.
Le jugement des oiseaux est effectué par cinq (5)
juges de pays différents, (à l’exception d’un juge
du pays-membre présentant ces oiseaux), et le responsable OMJ de la section..
Les juges évalueront sur la base du standard présenté et donneront leur appréciation écrite.
Les oiseaux présentés doivent, au minimum, posséder 87 points des facteurs demandés dans le
standard pendant 3 années sur une période maximale de 4 ans (1 année négative n’interrompt pas
la procédure).
Si durant cette période de 4 ans, ces conditions ne
sont pas remplies, la procédure doit être reprise
au début.
Nota:
a) A titre uniquement consultatif, à ses frais, et afin
de répondre aux éventuelles explications complémentaires que souhaiteraient avoir le responsable du C.E./O.M.J. ou les cinq (5) juges experts désignés, le pays qui demande une reconnaissance de
mutation ou de race, peut envoyer un (1) spécialiste de ladite mutation ou race.
b) Toute nouvelle Race ou mutation qui aura échoué
2 fois lors de sa demande de reconnaissance ne
pourra pas être représentée pendant une période
de 3 années.
c) Les oiseaux non officiels (nouvelles races ou mutations) ne sont pas autorisés à participer au Championnat du Monde.

C.O.M. RULES AND PROCEDURES
1) C.O.M. INTERNATIONAL SHOWS
Rules of the C.O.M. to be respected to obtain the
recognition of an “International C.O.M. Show”
• All Club who desires to obtain the recognition as
« International Show » from the C.O.M. must
send its request by the national entity of its country. This entity, in case it agrees with the request
must forward it to the COM General President
(with copy to the Secretary). By this request the
National Entity takes responsibility on the calendar and dates decided to organize the show and
guaranty the presence of the foreign and national OMJ judges required to judge the show.
• The fee o be paid to the COM for the request is
of 500,00 euros
• All requests should be in possession of the COM,
by 31st December of the year that preceeds the
date of the show. The requests should mention
the specific dates of the show including the calendar for caging, judging, public opening hours,
trophy presentation, official opening ceremony,
taking out the birds, and closure.
• The request should also be acompaigned by
proof of paymement to the General Treasurer (or
copy of bank transfer) of the fee of 500,00 euros.
• After the judgement date, the COM Superviser
will give a copy of the official report to the Organising Committee.
• All requests will be announced at the COM Statutory Congress
- The Supervisor, a member of the COM Management Committee or the OMJ Executive Committee, should be present (this only in judging days)
to control the respect of the official rules by those
present.
- The Supervisor will not judge the show, except
in special cases.
- To allow a good participation of the OMJ
judges, the Organizing Committee should
assure at least a rotation of 50% of the foreign judges each year.
- The regulation of every COM International
Show should include the following precision:
“In case of no judging, disqualification or
wrong classing, no refund can be requested by
the breeder, and «the breeder fully authorizes
the photographing of his birds in the show»
• The travel expenses of the supervisor (plane, train
or car) will be paid by the COM, the hotel and
food expenses will be paid by the Organising
Committee.
The clubs confirm, by their request that they
agree and will respect these rules.
• The Org. Com. should ensure the participation of
at least breeders from 3 different COM member
countries (including the org country)

• It is mandatory that all participating breeders
must be members of clubs/federations members
of the COM
• Judging is to be made by OMJ judges only, and
from three different COM member-countries
(including the org country). Like in the World
Show, no daily fee has to be paid to the OMJ
judges.
• The list of judges invited by the org, committee to
judge the show should be sent to the OMJ Secretary by the 31st of august of the current year
The OMJ Secretary will confirm to the Org. Com.
the correction of the list and the designated
supervisor.
• It is mandatory that the COM/OMJ judging charts
must be used.
• The name and country of all judges attending
must be published in the catalogue of the show
• A copy of the entering chart and of the catalogue
(with prize list) should be sent to the COM General President and also to the OMJ Secretary, after
the closure of the Show.
We call for the respect o these rules. A failure in
these procedures could mean the future refusal
of a request from the same Organization.
The COM Management committee has decided
that every COM International Show will receive
seven special COM medals to be assigned the participant breeders.
2) RINGS AND COM PARTICIPATING RULES
Delivery of rings: it is reminded to all membercountries that rings can only be delivered from the
first of October each year, and this of all birds (see
«Les Nouvelles» Nº 85 march 1991).
Attention: only the breeder is responsible for the
diameter and dimensions of the rings
All deformed, non readable or too big ring, will
mean the disqualification of the bird shown.
• It is reminded that to be able to participate in the
“COM World Show” with birds carrying rings
issued by one member-country, the breeder
MUST HAVE its main residing address in this
member-country. It is recalled that all infraction
to this rule will mean the disqualification of all
birds entered by the breeder in question.
• The breeders “in partnership” are not recognized
in “World and International Shows recognized by
the COM. These “breeders” entries should be
refused by the Committees and member-countries.
• In World Shows, in each individual class only 5
(five) birds of each mutation/species can be
accepted from one breeder. All infraction detected will be sanctioned by the disqualification of
the birds.
C.O.M. RULES AND PROCEDURES
3) O.M.J. JUDGES EXAMS
• The candidates should be presented by the COM
National Enities, before 30 of june each year.
• The candidates must prepare themselves based
on the OMJ/COM Standards
• The COM National Entities should give their candidates a copy of the relevant COM/OMJ standards (according to each section).
The exams sessions will be supervised by the OMJ
Executive Committee members of each section or
its appointed representative, under the responsibility of the OMJ President. The result of the
exams will be announced the day of the exam session.
The exams will consist of a theoretical part (the questionnaires will be in possession of the supervisor)
and a practical part, where some birds will be
made available of the examining committee and
the candidates, at least 3 stams and 12 individuals
(2 stams and 4 individual for the singing canaries
section).
• The complete dossiers (COM identity forms, theoretical part, and set of judging charts of the
examiners and candidates) with a written report
of appreciation from the supervisor, all signed by
him, are sent to the OMJ Secretary.
All the corrections of the practical tests are to be
made by the OMJ Executive Committee.
• Each candidate can pass the exam for only one
section, bearing in mind that for the F-Exotic
Birds section and G-European Birds Section, the H
Section (Hybrids) can be considered as a complementary section
• The candidates must be judges with at least 5
complete years as a judge (to be checked by the
supervisor).
• The participation in the exam sessions is at the
own cost of the candidate, including travel and
accommodation expenses.
Each country should pay to the COM the amount
of 10.00 Euros for each candidate to be examined. The copy of the bank transfer or receipt
should be sent to the OMJ Secretary with the
exam request.
Each new OMJ judge has to pay an entering fee
of 40.00 Euros.
4) NEW MUTATIONS AND BREEDS
First Stage (study)
The new mutation or breed will be submitted
on the first day of judging at the World Show
in progress to a commission of 5 experts from
different countries and the OMJ representative of the section involved.
This group will decide on the validity or not of
the new mutation or breed.
After - two solutions
1 - The commission of experts will not find the
new mutation or breed of interest and will
summarise the reasons. No authorisation for
recognition will be given.
2 - The commission of experts will find the mew
mutation or breed of interest, and will propose acceptance. These will proceed for examination on the second day of judging at the
World Show in progress.
A request must be presented by the 30th June
at the latest by the member country who will
furnish the standard and other documentation.
The request must be sent by a registered
post to the President and Secretary of the
OMJ.
The secretary of the OMJ should receive the
request accompanied by 6 copies of the proposed standard written in French to be given
to the members of the recognition commission.
Minimal presentation, non competitive (no
medals), 12 individual birds from one or several breeders.
The judging of the birds will be undertaken by
five (5) judges from different countries (with
the exception of a judge from the country presenting the birds) and the supervisor from the
relevant section.
The judges will evaluate the birds on the basis
of the standard presented and will give their
evaluation in writing.
The birds presented shall at least gain 87
points for the factors needed within the standard for 3 years within a maximum period of
4 years (one negative year will not interrupt
the procedure).
If during this period of 4 years these conditions are not met the procedure will start
again.
Notes
a) On a consultative basis at their own cost, in
order to be able to respond to queries or
explanations by the section supervisor or the
designated 5 expert judges, the country
requesting the recognition of a mutation or
breed should send one (1) specialist of the said
mutation or breed.
b) All new mutations or breeds that are rejected
twice will not be able to be re presented for 3
years.
c) All non recognised birds (new breeds or new
mutations will not be recognised at a World
Show)
