Slightly below the average of North African countries, the Moroccan GDP has grown steadily in the last decade reaching an average rate between 4% and 6% since 2001. Despite good progress in terms of export development, and Moroccan authorities drive to use exports as a real engine of economic growth and job creation, Moroccan external trade still suffers from a structural growing deficit, a relatively high trade concentration and low value-added exports, The total exports covers less than 50 % of the imports and France remains the first client of Morocco with about 22 % of the total exports. Morocco is a member of the World Trade Organization (WTO) since 1995. In addition, Morocco is a member of various regional trade agreements such as the Arab Maghreb Union (AMU), the Greater Arab Free Trade Area (GAFTA), and the ArabMediterranean Free Trade Agreement known as the Agadir Agreement. The Kingdom has signed bilateral Free Trade Agreements with regional groupings such as the European Free Trade Association (EFTA) and the European Community (EC), the United States. Discussions are ongoing with other countries including Canada. ITC began its cooperation with Morocco in the seventies with a direct support to national trade promotion organization (Centre marocain de promotion des exportation (CMPE), now CMPE - Maroc Export and provided trade technical assistance to Moroccan SMEs and trade support institutions. Recently, Morocco benefited from an ITC regional programme, the Enhancing Arab Capacity for Trade (EnACT), which led to a country specific project: Export Development for Employment Creation under implementation.
