COPEMED Workshop on the use of GIS as an assistance tool for decision makers in fisheries management Fuengirola (Spain), December 16th-19th 1998 Final report Abstract Twenty-eight persons participated in this workshop: twenty of them represented different scientific institutions located in the region (eleven in total); six of them were FAO experts; and two of them represented the Direction General for Fisheries of two countries. This was the second stage of the regional training activity on the use of Geographical Information Systems (GIS) within the framework of scientific co operation. The workshop aimed to enable the contact of scientists in the region in order to elaborate project proposals for the development of GIS applications. The first part of the workshop focused on presentations of the state of the art in terms of the use of GIS as a useful tool in fisheries management and of problems and associated research activities which could benefit from using GIS. During the second part of the workshop, persons who were willing to co-operate worked in the design of future projects according to previously determined guidelines. SCHEDULE OF THE WORKSHOP 1. Opening: the Director of the Centre of the Spanish Institute of Oceanography in Fuengirola, Mr. Juan Antonio Camiñas, opened the workshop with a speech of welcome to participants and stressed the role of Geographical Information Systems as a useful tool in the management of fisheries. 2. Context: Mr. Alexis Bensch, the expert in information systems of the COPEMED Project, organised this workshop within the framework of a series of activities carried out by the COPEMED Project to promote the use of Geographical Information Systems as a useful tool in fisheries management. The main objectives of this activity were the following: - to respond to the training needs - to assess research carried out so far through regional co-operation - to develop skills directly applicable to research activities already in progress. These were the three stages of this activity: • Stage 1: - to identify those research contexts which could be the target in which scientsts in the region to be trained (hereafter called "beneficiaries"), would have the greatest interest in using GIS tools. - to identify expert authors of GIS tools that could assist beneficiaries in the development of GIS applications. • Stage 2: - to enable the contact of collaborators-to-be (both beneficiaries and authors) over the course of the workshop on GIS applications. • Stage 3: - to implement, in terms of multilateral co-operation, application proposals formulated during the workshop and approved by the proper authorities. For a more detailed description of this activity, see Annex 4, which provides a general description. 3. Assessment of the first stage of GIS activities carried out by the COPEMED Project: the COPEMED expert gave a brief report on the stage of dentification i of participants in the workshop. Firstly, scientists that were interested in being trained in the use of GIS were assisted to identify those research programmes that could benefit from using GIS. Research programmes were selected and given pr iority according to the availability of georeferenced data and paying attention to the need for fisheries management in the Mediterranean. Secondly,experts in GIS that could provide assistance in the development of GIS applications to be undertaken were identified. This first stage, under the direction of the COPEMED expert and Mr. Marc Taconet (GIS expert employed as an consultant) was carried out by mail mainly and was completed with visits to three institutions: INRH Casablanca in Morocco, INSTM-Salâmbo in Tunisia and IEO Fuengirola in Spain. The analysis of potential target projects in which GIS could be useful gave guidance on the choice Report -3- of expert authors of GIS applications that could support such projects. These were the conclusions as far as this first stage is concerned: - in addition to the initially expected beneficiaries–those who expressed interest in the training activities- an additional number of scientists expressed their willingness to take part. These individuals found out about these activities through an announcement published on the project's WEB-site and were not contacted initially. - The reading of abstracts on the proposed GIS applications revealed that the authors identified for some specific aspects of the use of GIS could be also beneficiaries with respect to other aspects. The list of participants and the schedule of presentations were the main outcome of this first stage. 4. Participants: the list of participants in the workshop (see Annex 2), hence, was the result of the interest expressed by potential beneficiaries and the effort to present authors' studies which could fit in the research topics selected for the development of GIS applications. Besides, individuals involved in fisheries management (officials of national ministries) were invited to join this working group. Their participation was fundamental in order to show the importance of the spatial dimension in decision making concerning fisheries management and to properly direct project proposals toward the problems they are expected to tackle. This meeting also constituted a good opportunity for researchers to obtain a better perspective on the links existing between their work and the objectives of management. Finally, some scientists also took part in the workshop asobservers. Each participant had the opportunity to introduce himself briefly at the beginning of the workshop. 5. The workshop objectives were reminded. The point was to design projects of bilateral or multilateral co-operation for the development of GIS applications within the framework of the research projects of those scientists that were willing to develop skills in the use of this kind of tools with the help of experts in that topic. A further possible objective was presented: the drawing -up of a reference technical document on the basis of studies presented by participants. This document would focus on the use of GIS as a helpful tool for decision-making concerning the management of fisheries. 6. The awaited results were set out according to the abovementionedobjectives: - project documents of the GIS applications, with consideration to their objectives, means employed, activities and chronograms, assistance expected from COPEMED, - a report on the workshop including studies presented by participants that could be helpful for future training courses. 7. Then, the GIS consultant submitted the agenda to participants for approval. As it has been said before, the workshop lasted four days and was divided into two Report -4- sections: 1) the presentation of GIS applications and 2)the design of future projects. The schedule of presentations has been included in Annex 1. A first set of presentations was intended to capture the interest of participants by informing about the state of the art in this matter. For this purpose, some aspects were selected to exemplify how some GIS spatial approaches had been helpful in decision -making concerning the management of fisheries; the second set of presentations dealt with the need of the southerner COPEMED countries (more specifically, Morocco nad Tunisia) for scientific research in order to improve their management policies: the point was 1) to identify the needs for spatial information as regards the current management policies and 2) to assess to what extent research projects in progress could provide managers with new ways for tackling problems; the third set of presentations discussed in detail on those methods, concepts and tools developed by scientists in order to undertake the necessary spatial approaches according to available data on the following aspects: cartography of environmental processes; distribution of resources and fleets; the modern advances in multi-theme quantitative modelling. 8. In order to prepare the second part of the workshop, participants were given a document with recommendations for the drawing-up of the project proposals (see Annex) and they discussed on it. Recommendations explained what characteristics the projects were expected to have (the kind of co -operation, methodology that participants had to follow) as wellas the main aspects that should be included in the proposals (objectives, schedule of activities, duration of tasks, means required, kind of assistance required and description of awaited results). Participants also discussed on an inventory of tasks to be carried out, with a chronological description of those tasks, in order to set up a GIS applied to fisheries (Annex 5) that helped them draw up the projects. This inventory was based on a regional experience carried out by FAO on the setting -up of GIS applied to fisheries. It is certainly not a comprehensive one, but it covers the main information aspects which generally appear in GIS applied to fisheries. An estimation of the time required for each task was made and the profiles of human resources involve d were indicated. Finally, an example of individual chronogram was designed. POINT 2: PRESENTATIONS 9. This stage was co-ordinated by shift chairmen. The two general rapporteurs, who were responsible for the writing of the report, were assisted by sess ion rapporteurs (see Annex 3). Presentations were made according to the initial schedule, except two or three of them that were altered for the sake of convenience to their authors. 10. Presentations were divided into three categories following thisorder: - the results of the use of GIS as a means for reacting to management problems, - a review of those scientific projects that could benefit from the development of a GIS application, - presentation of those GIS methods and tools that could be used for the development of beneficiary applications. This third category was also divided into three subsections: - localisation of the exploited resource, Report -5- - localisation of means of production and exploitation activities - spatial modelling and GIS. The following is a synthesis of the presentations. The numbers in brackets refer to the schedule of presentations (see Annex 1). 11. Part 1: results of the use of GIS as a means for tackling management problems. Having georeferenced data is a highly valuable and useful toolin decision-making concerning the management of fisheries (1.1), regardless of whether it is a matter of exploitable resources or of means of production and fishing. Taking into consideration the spatial dimension is no trivial question as far as the mari ne fishery science is concerned, both because of the difficulties in observation and because of the dynamics of the observed phenomena. As a result of that, the choice of the right regulations (regulations designed to optimise the sustainability of both sy stems: resources and exploitation) becomes much more difficult during their implementation. For instance, when choosing an area that is to be protected, the quantitative dimension of the phenomenon must be considered as well as its relative spatial stability in time in order to implement a realistic regulation. (1.3) Therefore, overexploitation alone cannot be accounted for the instability of stocks under exploitation. All resources have a more dynamic or less dynamic behaviour which depends on the species. The variability of such behaviour depends on environmental conditions. The study of these conditions enables the identification of those regions that are relevant as far as regulation is concerned. For example, the concomitance and relative stability ofclimatic phenomena in a specific region of the Mediterranean at the seasonal scale bring about the adequate conditions for the formation of a habitat that may be worth protecting. (1.2, 1.10) As for preventing the overexploitation of resources, regulations are aimed to ease conflicts between the different fisheries. Conflicts may be either direct or indirect, and a mere non-georeferenced quantification may well lead to mistakes in the choice of the right measures to be implemented (1.5, 1.7, 1.8). The implementation of such measures requires a proper knowledge of the distribution of resources and the types of fleet segments exploiting them. GIS allow managers to identify, with a relatively high degree of accuracy, accessible areas, authorised areas (under current regulations), the area that is most adequate for the use of the gear in question and, finally, the area of effective exploitation for each of the homogeneous fleet segments (according to the vessels' characteristics and the gears that they use). Th e cartography of such areas, commonly called "geo-management" areas, is a useful tool for the simulation of the effect of management measures. (1.4, 1.6, 1.10) In conclusion, it appears that paying more attention to spatial dimensions in decision making allows managers to design more realistic and appropriate regulations. The discussion also dealt with the first experiences of managers using cartographic products specifically proposed by scientists. The following aspects were highlighted: • Managers make decisions on the basis of the information that maps provide them with. Therefore, scientists proposing maps have a huge responsibility. They Report -6- should systematically attach a text to each map specifying the core objectives and conditions and indicate any constraints found during the elaboration of the map, hypotheses used and the limitations of the map. It should be made clear that maps should not be used for purposes distinct from those for which the map was designed. • Maps also constitute an element for political negotiation to managers. However, prior experience indicates that this new conception of space clashes with the administrators' and professional partners' traditional approaches, which are usually too strict and one-dimensional (taking into account the distance from the coast: 3 miles, 6 miles… ). Current European maritime law illustrates how deep rooted these one-dimensional approaches are in the minds of administrators: in order to establish restricted areas, administrators rely on simple referenc e points that sometimes are not the most adequate ones for the problems they are attempting to solve (1.9). It will take a certain amount of time before their outlook changes and measures including the spatial dimension are implemented. Even if the methods and approaches used may be rudimentary, and despite the fact that results may sometimes prove uncertain, this remark advocates for the elaboration of cartographic studies. • Maps favour the exchange of information between professionals, administrators and researchers: map proposals prompt the interested parties to verify on -the-spot in one way or another what the real geography of the area is. A feedback process usually follows by which managers take into account the scientists' suggestions and allow for new research initiatives aimed to discover what the real needs are. Finally, participants discussed on the option of using the implementation of restricted fishing areas as a measure of fisheries management: • Participants agreed that there is insufficient knowledge, which should not be a reason for discouragement, as to make a proper diagnosis of the right measures to establish restricted fishing areas for an effective preservation of resources or for preventing any kind of negative impact on the exploitati on system. • Besides, it has been proven that, in a context where different national jurisdictions co-exist, the maritime space whose exclusive exploitation could have been granted to a concrete fishing fleet is reduced to a small area, in comparison with the fishery managers' initial intentions, simply because of the concurrence of concurrent jurisdictions (1.9) 12. Part 2: presentations on those scientific projects that could benefit from the development of a GIS application. The second round of presentations aimed to identify, concerning those countries that were interested in being trained in the use of GIS (Morocco and Tunisia), their current spatial problems in fisheries management. These problems could be better tackled if a GIS application was usedin research programmes currently in progress. Current regional and international recommendations with regard to fisheries management emphasise how important it is to consider the spatial dimension (2.1). Managers from the interested countries complain about geographical imbalances and also highlight the fact that some objectives are not always attained. They also Report -7- perceive the limitations of management measures before their implementation on a national scale (freeze on licences, control of new constructions, financial incentives, activity periods, minimum sellable size, etc.), but they do not really take into account the specific local characteristics. The first stages of the process of elaboration of new management plans show which the main economic stance s at the national level are, but also emphasise the spatial heterogeneity of all the socio-economic elements linked to these stances (2.2, 2.3). Indeed, in those areas of the Mediterranean where the continental shelf is narrow and where the sharing of mari ne space has become a critical problem more rapidly than in other places, a number of innovations as regards the establishment of restricted areas has been achieved, paying special attention to bathymetry as a reference point (rather than to the distance rom f the coastal line). This knowledge and these new techniques could enable the identification of very specific problems and the application of measures in those homogeneous management units in which the behaviour patterns have been defined and the exploitation areas have been demarcated previously. In reply to the managers' presentations, researchers from the countries involved presented a series of research studies that could benefit from GIS tools. The variety and dynamics (seasonality, change of métie r, etc.) of the fisheries found in the Mediterranean, the diversity of landing points and the high number of fishing units involved require specific monitoring programmes based on regular exhaustive inventories. The analysis of those inventories will provide a deeper knowledge of the means of production and will enable the establishment of typologies (2.4) and the organisation of sampling programmes. In short, it will provide a very valuable knowledge that will enable the GIS tool to localise fishing effort(2.7, 2.8). As for the monitoring of demersal fisheries, direct assessments through fishery research cruises have been regularly made for 15 or 20 years (2.5, 2.6). The use of GIS to deal with this kind of data has been intensified and provides abundance spatial indices which can be, in turn, co-related with environmental data, such as bathymetry or bottom type, or used to precisely identify the location of the different fleets' activity and their potential conflicts. Besides, these tools facilitate the nalysis a of time series analyses in order to appreciate the evolution of the geographical distribution of stocks. 13. Part 3: presentations of GIS methods and tools that can be used for the development of beneficiary applications. This third part has dealt with the presentation of the available methods and tools that could be applied to work with these georeferenced field data and to elaborate reliable maps. Available knowledge of this matter tells us that the use of GIS applied to fisheries, which has been confined to descriptive approaches so far, is evolving towards quantitative multi-criteria methods. It is nowadays accepted that the oceanographic environment does structure marine ecosystems, which react with more (demersal) or less (pelagic) inertiato their own variations. Nowadays, much progress has been made as regards the modelling of the dynamics of water masses, and especially the processes of upwelling, convergence and diffusion (3.2), which favour the origin of productive habitats. Technical Report -8- advances in data acquisition systems (remote sensing, sounding lines) and progress in terms of modelling and power of calculus enable the cartography of these processes from the space and time distribution of oceanic parameters in the air -ocean interface (surface temperature, wind, primary production, etc.) (3.1). The localisation of these habitats, the knowledge of their dynamics and the understanding of all phenomena implicated in recruitment variations (3.2, 3.16) should be taken into account in the management of exploited marine resources. All these research matters can be better tackled by using GIS in order to study the spatial correlations with the distribution of resources. Probabilistic interpolation techniques such as the so-called krigging (3.5, 3.17, 3.18) are increasingly used for the elaboration of resource maps from data collected in marine research cruises. These techniques, which allow the representation of information about a standardised mesh, are becoming more accessible every day for non-experts in geostatistics thanks to the incorporation of functions into the most usual GIS software packages. Their utility lies in the fact that they allow the user to elaborate maps through the exploitation of the spatial correlation of data and also th at they provide a variance of estimators (3.3). These new tools, which allow beginners to become familiar with the use of these techniques (3.4), must be used with precaution. A proper interpretation of variogramms requires prior experience, because different maps may result, depending on which models have been chosen. The map of associated variances must be systematically considered in order to assess the information provided by the map that has been elaborated. Finally, historical data, which are generally collected with a sampling intensity that is too poor so as to evidence spatial correlation phenomena, will not allow, in most cases, the elaboration of maps (3.7) through krigging. The probabilistic interpolation technique opens the way to the incorpor ation of resource maps obtained through the multi-theme quantitative modellings. Spatial masking functions could be advantageously used for this purpose in order to confine the multi-criteria analysis to those areas where the variance in the assessment of resource maps has been considered as acceptable. The localisation of fishing effort is quite a delicate question in the development of a geographical information system applied to fisheries management. It usually proves expensive to obtain reliable and ht orough information about the localisation of fishing effort, on account of the diverse criteria that one has to bear in mind (3.8, 3.9, 3.10) and the problems of confidentiality. Data collected on board are, nowadays, the best source of information (3.12) to generate spatial high-resolution data on a standardised mesh; however, the programmes of on -board observers (which are too expensive) cannot be applied to artisanal fisheries. As far as artisanal fisheries are concerned, all programmes presented to date lack the necessary means: the limits of activity areas have been assessed through landing surveys (and sometimes completed with the use of GPS at the sea) among those fleet segments having similar technical features and practising the same fishing techniques. GIS, which include tools using metric and topological operators, have enabled the interpretation of the results of these surveys with a view to delimiting the boundaries of those "geo -management" areas (see part 1 of this report) where vessels fish or could fish (3.9, 3.10). Report -9- Recent theoretical scientific developments offer an interesting alternative to these laborious fieldwork programmes: the simulation of the probabilistic spatial distribution of the fishing effort variable (3.14, 3.15), by using a distribution function, that enables the elaboration of a map showing the effort intensity according to a standardised grid, and without solutions of continuity, as is the case of fix vectorial contours which define the presence or absence of fishing activ ity. These methods, which lead to more reliable and faithful representations, have the advantage of being applicable to relatively poor data sets (which occur frequently). Despite relying on just a few parameters, they yield relatively solid hypotheses, though al these have still to be validated by means of applying them to different sets of field data involving various levels of exhaustiveness. Generating GIS coverages of resources and fishing effort enables the incorporation of a high-resolution spatial dimension into the dynamics models of stocks (3.18). However, that gives rise to a series of problems: 1) the number of parameters is multiplied and 2) phenomena such as diffusion and migration between the different spatial units must now be taken into account (3.16). Thanks to the experience gained over this period concerning the marine fishery science and technical progress enabling the management of increasing amounts of information, scientists are nowadays capable of processing historical data in orderto better understand the space and time variations affecting the exploited stocks. With this regard, the use of database management systems appears as indispensable. Such systems constitute efficient and versatile tools for the collection, validation, storage and data queries. The availability of selection and automatic calculation tools makes the researcher's task much easier and allows him to better monitor and memorise all operations. It spares the researcher from having to do the tedious tasks of management and validation (3.6, 3.8). This is specially true as regards marine sciences: space and time have to be considered at once, and this requires repetitive processing of each series of data and several fittings by trial and error. Database management systems, geostatistics, multidimensional statistics and numerical models are some of the tools commonly used in GIS. Initially, they were spread over a number of different specialised computer programmes. As a result of this, the users' needs have favoured the development of interfaces between the different tools in order to make all formats compatible with each other and to simplify processing chains (3.5, 3.6, 3.17). Nowadays, some of these questions have been resolved already through the incorporation ofthese tools into the programmes themselves. Initiatives highlighted at the workshop show convergent needs in the marine fishery science, which could lead to the elaboration of standard programmes at least on a regional scale. POINT 3. FORMULATION OF PROJECTS 14. Participants had the opportunity to get in touch with each other during the presentation period, which lasted for two days, and found new colleagues with whom they could collaborate, as some explicitly announced at the sessions. This led to the setting-up of groups in order to settle project proposals according to some Report - 10 - recommendations. These groups were more or less dynamic, as a result of which some participants got involved in several projects. 15. Initially, the terms "beneficiaries" and "authors" were used as meaning those scientists that were willing to be trained in the use of GIS and those scientists that were capable of assisting them in the development of a specific application in their geographical areas, respectively. However, some pa rticipants felt that these terms were too categorical and perhaps not adequate for the following reasons: - one scientist can be both the "author" of one application and also the potential beneficiary of another application. - The term "author" may be inappropriate to refer to someone's ability to provide assistance. The term "assistant" was proposed as an alternative. As we will see later in the section dealing with project proposals, it seems that the controversy about these terms was due to the fact that os me participants wanted to make some co-operation proposals which did not fit in with recommendations, i.e. which were based on the distinction between "author of the application" and "trained beneficiary". 16. Following the identification of projects, a workshop session dealt with the needs and methods related to the acquisition of background geographical layers that are found in most projects, such as the coastal line, bathymetry, bottom types and the landing points. 17. Two work sessions in small groups allowed participants to elaborate on those projects that they would like to develop. These sessions resulted in a series of project proposals that will have to be approved by the directors of all the institutions involved and expect the approval of COPEMED's Direction Board, made up of its representatives in each COPEMED country. It is expected that this process will take approximately two months (January- February 1999). POINT 4. RESULTS AND CONCLUSIONS 18. The proposed projects are not homogeneous in terms of their objectives, expected participants and methods to be used. They can be classified as follows: • national thematic projects fit in national management programmes already in progress (Morocco, Tunisia). They should result in the formulation ofa series of useful scientific recommendations having to do with the management questions exposed by different managers at the workshop. Insofar as possible, participants identified concrete regional activities, included in some of those projects, that were considered as being of common interest in order to promote co-operation and accomplish the standardisation of tools and methods among all COPEMED countries. • A regional methodological project centred on the spatialisation and intensity of fishing effort. This project aims to develop localised case studies on a regional scale so as to test simple methods of modelling of fishing effort in Mediterranean artisanal fisheries. The multiplicity of different situations that has been encountered allowed for the elaboration or improvement of specific methods for poor or comprehensive sets of data. It also permitted participants to compare the Report - 11 - • • results obtained for the benefit of scientists in the regions that might want to join the group. This project will interact with the nationally based projects by means of designing new methods and giving advice throughout the different stages of implementation. It can be considered as the convergence point on a regional scale. A regional network (supported by a region-based project) proposing a methodological framework to test and put into practice assessment related to those areas that are potentially favourable for reproduction according to available data on resources. A case study will be carried out on forecast of the variabi lity of recruitment. A further objective is to understand the processes that explain the production variations in each fishery. At its initial stage, all methodologies and data available in FAO as well as in Spain will support this network. After the first stage, which will be devoted to raise awareness at the national level of the importance of combined spatial approaches (environment-resource), the network is intended to intensify the activities of this network by means of a project that could put into practice all proposed methods by applying them to national sets of data. An application supporting a COPEMED regional activity(a study of artisanal fisheries). The objective of this application is different from that of training in the use of GIS tools. Indeed, the importance of project 1, which is considered as a priority on a national scale, rules out any possibility of implementing two projects owing to the lack of means. Hence, this second project becomes a mere case study, which will solely require specific advice on methodology (expected results of the regional project). Its implementation will benefit from all means and experiences acquired by project 1. As a consequence, when this case study will be implemented will depend upon project 1. Research project included in the National Plan for the Modernisation of the coastal fishing fleet. This project will provide the framework to apply one of the case studies of the Fishing Effort regional project and will include a registry of information-rich data. All tools, methods and experiences developed within this framework in relation to fleet segments/exploitation strategies will allow the URD Fishing Technology team to extend the study of the dynamics of the coastal fishing fleet to the whole set of identified segments. The identification of the responsible beneficiary is underway and following advice of the Director of the MBRC, Dr. Huni. The interest of the appointed person has not been confirmed yet. Identification of elements that could help improve the forecast capacity of empirical models based on the analysis of time series. One of the tasks in stage 1 of the project will be to identify the interested beneficiary institutions. The object of study has been described below, in the description of the topics with which the regional network is expected to deal. However, this project has its own specific approach, its own objectives and its own methodology. The results of this project will be discussed at the network's discussions, which are expected to take place in a much more informal atmosphere. This application is distinct from others in the sense that the point is using prior experience to develop one product. It is not an application that is expected to train and enhance the skills of national managers or experts in the use of GIS tools. 19. In conclusion, the workshop's results show that all the expected objectives have been accomplished. All participants have actively and enthusiastically collaborated at a steady pace, both in the section of presentations and in the section dealing with project proposals. The approach of this workshop, which intended to respect national objectives while strengthening regional co-operation, has been considered as satisfactory and successful. The number of project proposals shows that both methodological researchers and fieldwork scientists were interested in collaborating with each other. This workshop is just one stage of a long process. Participants are now expected to get involved in the preparation of proposed projects. They all will find in COPEMED a partner to help them give shape to their wishes through a regional network. Drapeau Annex 4: Presentation of the COPEMED GIS activity GIS Activity - ref. SIG/D01 Activity for raising awareness of the use of Geographical Information Systems as a tool for fisheries management. During recent years, numerous teams from the action zone of the COPEMED Project have developed their skills in using the Geographical Information Systems for the management of fisheries. Furthermore, the countries involved in the projects so far (namely Morocco, Libya and Tunisia) have already expressed their wish to train scientists in the geo-statistics techniques and in the use of Geographical Information Systems. Hence the idea of organising an activity in this field in which all the COPEMED participants would be interested in taking part. According to GAYTE et al. (1997), the term Geographical Information System is attached today to a great variety of products, each of them being of a very different nature. Software editors present their products as GIS, while technicians understand by GIS the development of an application on the basis of previously existing products. Finally, managers and decision-makers tend to consider GIS as a technical device that permits obtaining a quick or even automatic response to their command. In this document we refer to the second definition, which can result in the generation of a product depending on the decision-maker's view. Consequently, we are not interested in the software itself but in its use as a way for managing and analysing data. The project described below involves three phases: 1. Preparation 2. Workshop 3. Training : development of applications and two types of participants: - “Author / supervisor” : a team of scientists that has developed a tool by using geographical information systems. This tool can be applied to fisheries management. Thanks to this technology, the author can be interested in validating and promoting the use of his methodology and the devices which he has developed. - “Beneficiary” : team of scientists working on a range of topics linked to the management of fisheries and which are interested in using the possibilities offered by GIS to respond to their specific difficulties. Phase 1 : preparation 1 Identification of the research teams which have experience in the development of GIS for the management of fisheries (or in another field). 2 Request for communication from the mentioned teams in order to identify the authors and the potential supervisors. The idea is that each document proposed be Annex 4 - 24 - the report of a complete study, previously carried out and centred on the use of a GIS. These documents should clearly state the objectives, hardware and software used, the method of processing and the results obtained. Special emphasis should be placed on the material and method aspects, which should describe the processing chain, from the collection of data to the obtaining of results, and should include in particular the time taken to collect the data, the format of the database, the hardware and software used, the processing methods and any difficulties that may have been encountered. Thus, in the possible objective of a transfer of application within the frame of an Author-Beneficiary collaboration, this type of presentation will allow a better evaluation of the feasibility of the transfer. Furthermore, it would be useful if these presentations included the improvements that the authors of the application would like to see carried out. 3 The communications will be received in order to validate them in relation to the recommendations and their interest for fisheries management purposes. They will also permit the study of the degree of difficulty that the transfer of application involves. 4 A questionnaire will be prepared which will be aimed at the potential “beneficiary” teams from the COPEMED region in order to try and find out their needs and evaluate the applicability of the applications proposed by the authors. This questionnaire will have to include a concise inventory of available data : - for each research program (type of study, coverage in space and in time, measured variables etc.) - available background geographical data (coastline, bathymetry, bottom type, legal zones with express indication of the source, the format and the scale). 5 The last stage will consist in selecting a certain number of applications to be presented in the workshop . The applications will be chosen for their diversity and their capacity to fit in with each other as well as with the needs indicated by the beneficiaries. Phase 2 : The Workshop The workshop will be carried out in the following way : 1 Presentation of the accepted communications, following a logical order : they will have to be integrated into a general plan which would be presented by a GIS expert so that the link is as coherent as possible. In fact, it would be a conference on the use of GIS applied to fisheries management illustrated by means of presentations. 2 On the basis of propositions presented and needs expressed, groups composed of a “supervisor” and of one or several “beneficiaries” will be formed in order to formulate mini-projects responding to certain requirements, namely : - methodology conforming to the one used by the team “Author / Supervisor” (in fact here it is not necessary to define a new methodology), Annex 4 - 25 - - - 3 application improvements planned beforehand by the author, compatible with constraints in terms of duration and budget for the development of the “beneficiary” applications. possible transfer of the application to the beneficiary context (availability or possible collection of data, sufficient human resources etc.) global timetable for the development, compatible with that of this COPEMED activity. Presentation and discussion of mini-projects Following the proposition made during the third meeting of the COPEMED Steering Committee (Malta, March 1998) this workshop will take place in Spain at the Centre of Oceanography in Malaga (IEO). Phase 3 : The development of mini-projects The mini-projects, as long as they receive the COPEMED Steering Committee's approval, will be developed under the co-ordination of the “authors / supervisors” and the financial support of COPEMED. If necessary, the development of the mini-projects could include specific training in using the GIS software for the beneficiaries. This training would be carried out, if possible, in national training centres and prepared in co-ordination with the “author/supervisor” team so that, as a support to the practices, the materials and methods used in the development of the mini-project concerned can be used too. The result of the different mini-projects will be the topic of one publication or even of one presentation seminar. Timetable • In principle, it seems reasonable to schedule the first stage to take place within a period of six or seven months : - 20th May : identification of possible authors and delivery by mail of the present presentation document - 30th June : questionnaire for beneficiaries - 30th September : sending of proposed applications - 31st October : sending of definitive presentations • Second half of November : workshop. The duration of the workshop will in fact depend on the number of “author / supervisor” and “beneficiary” teams identified. Whatever the case may be, the workshop should not exceed 5 days of duration. • The third phase of the development of studies will be necessarily longer and definitely dependant on the acquisition of data (geographical in particular) which, as everyone knows, constitutes the most important cost in terms of time in the case of the setting up of a geographical information system. It seems reasonable to estimate that this third phase will last for a minimum period of 6 months and a maximum of 18 months. Annex 4 - 26 - Conclusion As this document shows, the presented proposition aims to the transfer of technology, resulting from a genuine desire of the author to apply and to promote his methodology of study in another context. Regardless of the interest he may have in validating his model, that will be certainly the perfect opportunity for him to improve it, in relation to the specific context of study that the beneficiary has to deal with. That constitutes a good opportunity for the beneficiaries too. For them, it is not a question of theoretical training in something, which would certainly never respond to their needs, but of the use of a method of analysis that has been previously tested in another study and which they will have chosen in accordance with their problems. However, the limitations of this proposition have to be pointed out as well, i.e. to know that the choice by the beneficiaries of the study will definitely bear a good degree of resemblance to the one chosen by the “author/supervisor” team. The presentation of a relatively large panel of study models should nevertheless guarantee the feasibility of this experiment. Annex 4 - 27 - Annex 5: Recommendations for development proposals of GIS applications Authors-Beneficiaries The general objective of these applications is the use of GIS as an assistance tool in decisionmaking concerning fisheries management. The contribution of each application should consist in giving answers to sector problems so that several application proposals connected with the same research subject can see the light of day following a coherence principle. A - Guidelines In order to respect the spirit with which this activity was set up, the proposed applications should respect the following guidelines: - the methodology used should be the same as the one used by the "Author" team. The aim is to follow the "Technology Transfer" line. - Notwithstanding, the author can take advantage of this project to test or improve his tools, either for his own purposes or to make them available to the beneficiary. The improvements of the application foreseen by the author must be compatible with the duration and budget constraints of the "beneficiaries" applications. - The project proposal must clearly state those elements that will guarantee the transfer of the "Author" application to the "Beneficiary" context (availability or possible collection of data, human resources , etc ... ) - The financing of these activities are the result of the partnership between the COPEMED project and the institutions involved. That constitutes a guarantee of their commitment and interest. - The proposed schedule has to be compatible with the project's expected span and with the other activities to be implemented within the project framework by the end of 2001. We believe that a plan lasting for a period of from 6 to 18 months would be a reasonable one. Thus this activity has to be registered in the planning of the institutes involved. - The project proposals will have to be approved by the authors' and beneficiaries' respective institutes and reviewed by experts chosen by COPEMED. Subsequently, they will have to be submitted to the COPEMED Steering Committee's approval for financing. Les différentes étapes intervenant dans la définition d'un plan d'aménagement des pêches sont décrites. Enfin, l'intérêt de l'utilisation des SIGs dans les processus de décision d'aménagement est soulignée. 1.2 - A MEDITERRANEAN BASIN SCALE STUDY TO LOOK AT ENVIRONMENTAL PROCESSES IMPACTING FISH DISTRIBUTION AND HABITAT GEOGRAPHIES : PRELIMINARY FINDINGS by Vera Agostini Sea Education Association Woods Hole, MA (USA) PART I: a summary of findings Maritime weather reports are summarised to yield seasonal distributions of wind speed cubed, wind stress, Ekman transport, wind stress curl, sea surface temperature and airsea temperature difference. Seasonal distributions maps of the parameters mentioned above have been produced. These distributions are considered with other known aspects of oceanography and climatology of the region. Configurations of environmental processes affecting transport, water column stability and trophic enrichment (“triad concept”) are discussed. Potential favourable reproductive habitat areas in the Mediterranean are discussed. This study uses pattern recognition as a conceptual framework for the definition of environmental processes potentially impacting fish habitats and distribution geographies in the Mediterranean Sea. Annex 6 43 1.3 - ZONES DE RESERVES ET NOURRICERIES DANS LE CAS D’UN STOCK A FORTE DYNAMIQUE SPATIALE : LE POULPE DE L'ATLANTIQUE SUD MAROCAIN par Marc Taconet FAO - Rome (Italie) La préservation de la fraction juvénile du poulpe est essentielle pour assurer la pérennité du stock et améliorer sa production. La protection actuelle des juvéniles est assurée par une interdiction de chalutage dans la zone des 6 miles. Face aux enjeux, la pertinence de ce cantonnement doit être évaluée. Une première série de cartes de distribution du poulpe juvénile montre la très forte dynamique spatiale du stock, ce qui souligne à priori la difficulté potentielle d’une protection des juvéniles par instauration de réserves interdites au chalutage. Une seconde carte de synthèse met en évidence certaines zones où de fortes concentrations relatives ont été observées de manière récurrente d’une période à l’autre. Ces zones sont appelées nourriceries, alors que les zones où les concentrations ne sont pas observées de manière systématique constituent les extensions de ces nourriceries. Il est possible d'établir une typologie des nourriceries, en distinguant celles qui sont permanentes tout au long de l’année, de celles qui sont saisonnières. Le concept de nourricerie, compatible avec la nature peu flexible des zones juridiques, laisse envisager la possibilité d’instaurer des réserves temporaires ou permanentes. Cette carte de synthèse fournit un référentiel spatial qui permet de mesurer « l’état de santé du recrutement » (stress ou opulence), et d’apprécier l’aptitude de la réglementation actuelle à protéger un stock en état de stress. 1.4 - IDENTIFICATION D’UNITES D’AMENAGEMENT SPATIALES : CAS DE LA FLOTTILLE CEPHALOPODIERE COMMUNAUTAIRE DANS LE SUD ATLANTIQUE MAROCAIN par Ali Srairi INRH Casablanca (Maroc) La flottille céphalopodière communautaire est constituée principalement par les céphalopodiers espagnols exploitant dans le cadre de l’accord de pêche Maroc – UE. Cette flottille opère dans la zone Sud Atlantique marocaine ( Cap Juby- Cap Blanc, 28°N à 21°N). La cartographie à haute résolution spatiale des zones d’activité par type de navire montre l’impact des critères puissance et mode de conservation sur le rayon d’action de la flottille et la bathymétrie d’exploitation. Elle révèle aussi les limitations imposées par la technique de pêche pratiquée interdisant l’accès aux zones accidentées. Les limites des zones fréquentées par les différents segments de la flottille ainsi estimées permettent de définir des unités spatiales d’aménagement, et donc de cerner le problème de la réallocation de l’espace, par exemple à travers la mise en place de zones Annex 6 44 de cantonnement pour chaque type de bateau ou l'identification de zones de réserves naturelles potentielles dans les zones non accessibles. 1.5 - IMPACT DE LA PÊCHE ARTISANALE SUR LE STOCK REPRODUCTEUR DE POULPE DANS L’ATLANTIQUE SUD MAROCAIN par Abou El Ouafa Ministère des Pêches (Maroc) La pêche au pot à poulpe sur le plateau continental de l’atlantique sud marocain est sélective pour la taille et l'espèce. Des doutes pèsent toutefois sur l'éventuel impact de cette pêche sur les femelles en phase de ponte pouvant avoir un comportement de recherche d'abri. La superposition de la carte de distribution des femelles en phase de ponte (ressource) et de la distribution des zones de pêche fréquentés par les barques à pot (effort) ont permis de relever la taille sur laquelle l’impact maximal est observé ,et de diagnostic un faible impact actuel de la pêcherie poulpière sur la phase reproductrice. Les perspectives d’expansion de cette pêcherie ont cependant dicté la nécessité de mener des recherches supplémentaires sur le comportement des femelles en phase de ponte vis à vis de l'engin en question, afin d’être en mesure de réaliser des analyses plus fines. 1.6 - ASPECTS MÉTHODOLOGIQUES DES SIG POUR COMPRÉHENSION DES INTERACTIONS ENTRE PÊCHERIES par DRAPEAU Laurent IRC, Montpellier (France) LA L’objectif est ici de présenter des fonctionnalités SIG permettant d’aborder les problématiques d’aménagement des pêcheries. Sur la base des questions relatives aux conflits entre pêcheries industrielle et artisanale en Guinée, sont illustrées les possibilités de confrontation des dynamiques temporelles des pêcheries. Le problème de la distribution spatiale de l’effort de pêche et sa représentation cartographique est abordé. L’outil SIG permet de faciliter l’identification des flottilles concernées dans les zones d’interactions, et les conflits potentiels peuvent être analysés. L’identification des espèces cibles des flottilles en conflits et l’analyse de leurs distributions Spatiales confrontées aux données d’efforts et de captures permettent d’aborder le problème de la réallocation de l’espace. Les notions de zones exploitées, de zones accessibles et de zones autorisées sont exposées avec leur exploitation par l’outil SIG. Annex 6 45 1.7 - LOCALISATION DES ZONES DE CONFLIT ENTRE INDUSTRIELLE ET PECHE ARTISANALE AU MAROC par Abou El Ouafa Ministère des Pêches (Maroc) PECHE Les ressources de poulpe dans les eaux du sud du Royaume sont exploitées par une flotte de chalutiers et une flotte de barques pêchant à l'aide du pot. Des interactions et des chevauchement des zones d'activité de ces deux engins seraient possibles. Quelques pêcheurs ont reporté la destruction de filières de pots par des chalutiers. La cartographie des fonds de mer a permis de mettre en évidence que quelques zones rocheuses sont inaccessibles aux chaluts. La superposition avec la carte des zones d'activité des barques ont permis de rendre compte de l'ampleur et de la localisation de ces conflits. 1.8 - EVALUATION DE L’INTERACTION ENTRE LICENCES DE PÊCHE CÉPHALOPODIÈRE ET MERLUTIÈRE, ET DE LA PERTINENCE D’UNE DISTINCTION DE CES 2 LICENCES par Ali Srairi INRH Casablanca (Maroc) La pêcherie céphalopodière communautaire dans la zone Sud Atlantique est gérée par l’effort de pêche à travers le contrôle d’attribution de licences. Or des débarquements importants de poulpe sont observés chez les navires disposant d’une licence merlutière dont les captures en céphalopodes ne devraient pas excéder 15 % des captures totales. Cette proportion inappropriée de poulpe serait due à une mauvaise définition des zones autorisées, à de la fraude ou à une cooccurrence spatiale des Ressources ciblées ? La superposition spatiale des zones d’activité des flottilles céphalopodière et merlutière, présentées sur une carte, montre la localisation de 2 zones d’interactions, correspondant chacune à un type de problème. S’agissant de la zone située au niveau de Oued El Kraa (25°N), l’interaction est côtière et très probablement due à de la fraude des merlutiers ciblant en fait le poulpe. Au sud du Cap Barbas (21° N), l’interaction est située plus au large entre des fonds de 50 et 200m, et semble due à une co-occurrence spatiale des ressources poulpe et merlu. L’analyse basée sur l’approche spatiale est confortée par les proportions de capture de poulpe relevées chez les merlutiers dans chaque zone. Il peut donc être proposé une redéfinition de la licence Merlu au sud du Cap Barbas. Annex 6 46 1.9 - ANALYSE PECHES TERRITORIALE par Le Corre Gildas IFREMER Sète (France) DE LA REGLEMENTATION DES Dans l'aménagement des pêches, la réglementation est un des outils de régulation des pêcheries et pose de nombreuses questions sur sa genèse, son application et ses effets. Cette réglementation est le résultat d'une combinaison des textes juridiques qui sont produits à plusieurs niveaux de décision et orientés vers différents domaines d'applications. Comme le milieu maritime est un milieu ouvert, de nombreux textes réglementaires définissent un secteur d'application (explicitement ou implicitement). Par la projection spatiale de ces droits et interdictions, le SIG permet la représentation et l'analyse de la composante territoriale de ces systèmes réglementaires. Plusieurs facteurs expliquent la complexité de la situation actuelle dans une majorité de pays. Certaines de ces réglementations sont directement liées à l'aménagement des pêches, mais elles peuvent également être imposées par d'autres usages du milieu maritime. Pour la seule catégorie des réglementations pêche, les niveaux de réglementation sont nombreux (succession de "haut en bas" instances internationales, européennes, nationales, régionales, locales). Ces différents niveaux possèdent chacun un champ d'application géographique de dimension très variable. L'analyse est conduite en trois étapes : - formalisme et organisation des données réglementaires, - représentation de systèmes de réglementations, - diagnostic et évolution de systèmes de réglementation. Les approches centrées sur les interactions entre métiers montrent l'existence de structures spatiales très marquées. Les approches sur le contexte réglementaire maritime (activité portuaire et transport maritime, concessions, parcs marins …) de la pêche montrent une forte compétition pour l'accès aux zones côtières et en permet une quantification. Cette approche officielle et de la réglementation des pêches correspond à une première phase de l'analyse territoriale. A partir de ces résultats sur une application théorique de la réglementation, il est possible de développer une analyse complémentaire sur l'application pratique et usuelle de ces systèmes réglementaires. Annex 6 47 1.10 - ASPECTS SPATIAUX DU PLAN D’AMENAGEMENT D’UNE PECHERIE : CANTONNEMENTS ET UNITES D’AMENAGEMENT par Marc Taconet FAO - Rome (Italie) La notion de cantonnement optimal est exposée et illustrée par les propositions faites dans le cadre du plan d’aménagement de la pêcherie céphalopodière de l’Atlantique sud marocain. Le cantonnement optimal a les qualités suivantes : il s’efforce de tenir compte des zones d’activité (zones accessibles aux différents segments de flottille desquelles on soustrait les obstacles naturels à leur activité), et de minimiser l’impact des techniques de pêche sur les stades sensibles, ainsi que les conflits entre ces segments de flottille. Le plan d’aménagement céphalopodes distingue trois unités d’aménagement flottilles, dont on présente les zones d’activité spécifiques, parfois par sous-segments de flottille (cf présentation 1.4). La superposition des diverses zones d’activité, et des zones de concentration des stades sensibles (nourriceries et frayères) mène à une stratification de l’espace, qui sert de fondation aux propositions de cantonnements optimaux. La carte finalement présentée, élaborée sur un concept de cantonnement optimal, identifie une zone exclusivement réservée à la pêche artisanale, une zone de protection de nourricerie à géométrie variable, et 4 strates nord/sud en vue d’une éventuelle jachère tournante. Annex 6 48 PARTIE 2 : DES PROBLEMATIQUES D'AMENAGEMENT POSÉES POUR LA MEDITERRANEE - DES REPONSES SCIENTIFIQUES 2.1 - THE SPATIAL DIMENSION ENCOUNTERED IN INTERNATIONAL RECOMMENDATIONS FOR FISHERIES MANAGEMENT IN THE MEDITERRANEAN by Juan Ignacio de Leiva Moreno Associated Professional Expert COPEMED Project FAO - Rome (Italy) Several references underlining the need to take into account spatial dimension in order to improve the knowledge of both the exploitation patterns and the state of the stocks, are found in the management fisheries recommendations of the GFCM. These recommendations have the goal to propose effective and consistent space management measures. Through a bibliographic study, the author deals with a series of problems and focus his attention on the importance of having the information stratified in the space, in order to set protection measures in the areas threatened by inappropriate exploitation patterns. 2.2 - PROBLEMATIQUES D'AMENAGEMENT DES PECHES EN TUNISIE par Monsieur Hmani Direction Générale des Pêches (Tunisie) La dimension géographique est clairement prise en compte dans la gestion des pêcheries tunisiennes qui présentent des différences importantes entre les zones Nord, Est et Sud. Il existe un déséquilibre d'exploitation entre ces 3 zones auquel un plan d'aménagement, appuyé par un programme scientifique national, tente de faire face par la mise en place de mesures visant à une redistribution de l'effort de pêche des zones surexploitées vers les régions moins exploitées. 2.3 - PROBLEMATIQUES MAROCAINE D'AMENAGEMENT par Abderrahim Abou El Ouafa Ministère des Pêches (Maroc) EN MEDITERRANEE L'aménagement des pêcheries méditerranéennes est en cours. Après un rappel des mesures en vigueur à l'échelle nationale, un bref inventaire des priorités d'aménagement spécifiques aux pêcheries méditerranéennes est exposé, basé sur une étude économique préalable. Un certain nombre de questions pour lesquelles l'utilisation des SIG peut apporter des éléments de réponse jusque la pas ou peu pris en compte sont soulevées. Annex 6 49 2.4 - TYPOLOGIE DE LA FLOTTILLE COTIERE MAROCAINE : DES ÉLÉMENTS DE RÉPONSE POUR L'AMÉNAGEMENT par Mr Abdelhak Lahnin INRH Casablanca (Maroc) Une étude typologique de la flottille côtière marocaine a été réalisée en 1996. Les données collectées permettant de localiser l’activité des navires sont exposées, et les conclusions de l’étude typologique sont fournies. Ces données devraient permettre une localisation des zones d’activité des différents types de navire répertoriés, ainsi qu’une localisation des zones d’exploitation par période d’activité liée avec le type d’engin utilisé et la disponibilité de la ressource. Il serait intéressant à partir de la base de données existante d'étudier à l'aide d'un SIG : - la localisation de l'activité de la pêche côtière par type de bateau (chalutier, sardinier, palangrier)en fonction de la profondeur, de l'éloignement(en milles, en heures), - la localisation de l'aire d'activité par période d'activité liée avec le type d'engin utilisé et la disponibilité de la ressource. - la détection des éventuelles interactions entre les types de bateaux. - la comparaison des aires d'action des différentes flottilles avec les informations disponibles sur la nature de fonds. 2.5 - IDENTIFICATION DES ZONES BIO-GEOGRAPHIQUES A PARTIR DE DONNEES DE CAMPAGNES DE CHALUTAGE par Mr. Slimani INRH Nador (Maroc) L’une des missions de l’Institut National de Recherche Halieutique à Casablanca (INRH) est de fournir régulièrement à l’administration chargée des pêches, les données sur les potentialités des ressources halieutiques nationales, sur leur niveau d’exploitation ainsi que de lui proposer des mesures d’aménagement permettant à la fois une exploitation optimale de ces ressources et leur préservation. Les prospections par chalutage sont réalisées pour le renforcement et la mise à jour des bases de données en vue des évaluations des stocks de poissons démersaux. L’objectif escompté de ces campagnes étant l’évaluation de l’abondance et le suivi des distributions géographiques et bathymétriques des principales ressources halieutiques ainsi que l’étude de la structure biologique et démographique de celles-ci. Entre 1985 et 1997, 15 campagnes de prospection par chalutage de fond ont été effectuées dans les eaux méditerranéennes, précisément dans la région comprise entre Sebta et Saïdia (5° W16 à 2° W13) et depuis la côte jusqu’à des profondeurs de 500m. Un réseau de chalutage systématique d’environ une cinquantaine de traits de chalut est établie pour chaque campagne. Les stations sont réparties sur plusieurs radiales perpendiculaires à la côte pour couvrir le plateau et le talus continental de la zone prospectée. Annex 6 50 Les données des campagnes de prospection par chalutage de fond portent principalement sur trois types de données; les données portant sur les opérations de pêche (coordonnées, durée pêche etc..), les données des rendements et les données biologiques (tailles, sexe, maturité sexuelle etc..). Compte tenu que les données collectées lors de ces campagnes sont répertoriées par zone géographique, le SIG comme outil d’aide à l’aménagement des pêches, serait nécessaire notamment dans le but d’une modélisation spatiale des différentes informations disponibles. L’utilité de cet outil est évidente quand il s’agit également de mieux identifier les zones de nourriceries, les saisons de ponte et l’époque de recrutement des principales espèces. 2.6 - SUR LA POSSIBILITE D'UNE APPLICATION SIG SUR LES DONNEES DES CAMPAGNES DE CHALUTAGE EXPERIMENTAL EN TUNISIE par Othman Jarboui - INSTM - Sfax (Tunisie) Sadok Ben Meriem - INSTM - La Goulette (Tunisie) Les campagnes de pêche expérimentale, ou méthodes directes, constituent l'un des outils fondamentaux de l'évaluation des stocks halieutiques. Elles peuvent fournir des indications assez précises sur l'abondance et la distribution géographique des différentes ressources. Afin de répondre aux directives présidentielles pour le développement du secteur de la pêche en Tunisie, ces méthodes directes ont été considérées comme l'un des éléments essentiels de la résolution des principales questions actuellement posées en matière de potentialités halieutiques nationales. C'est dans ce contexte général que le Programme National Mobilisateur (PNM) "Evaluation des Ressources Halieutiques Tunisiennes" a prévu une opération entière relative au chalutage expérimental. Cette opération vise plusieurs objectifs dont les plus importants sont l'exploitation de nouvelles zones de pêche et de nouvelles ressources halieutiques, l'évaluation de la biomasse relative des ressources démersales, l'estimation des rejets en petits poissons et la réactualisation des cartes de pêche qui seront mises la disposition des pêcheurs. A travers cet atelier consacré l'utilisation du Système d'Information Géographique "SIG', notre objectif essentiel est d'acquérir les éléments théoriques et pratiques nécessaires l'application de, ce système. Cette application, considérée comme un outils supplémentaire de gestion et d'aménagement des pêcheries, nous permette en particulier, de mieux analyser nos données de pêche expérimentale afin de cartographier les abondances et les distributions géographiques relatives aux principales espèces benthiques exploitées. Comme types d'applications de ce système, on utilisera dans un premier lieu les données des campagnes de chalutage expérimental effectuées dans la région du golfe de Gabès ces 10 derrières années. On tentera également une autre application sur les données recueillies dans le cadre du PNM "ERHT'. Toutefois, il est important de signaler que notre premier objectif est d'acquérir les méthodologies théoriques et pratiques pour une application du système "SIG" sur nos données de pêche expérimentale. Annex 6 51 2.7 - RECENCEMENT NATIONAL D'ANALYSE SOUS SIG EN TUNISIE par Sadok Ben Merien – INSTM – La Goulette (Tunisie) Othman Jarboui - INSTM - Sfax (Tunisie) : POSSIBILITÉ Une enquête cadre relative au recensement des flottilles de pêche en Tunisie a été réalisée aux mois de Juillet et Août 1997 et ce en vue de collecter les données nécessaires à l'analyse typologique de ces flottilles, le recensement a porté sur toutes les flottilles des pèches en parcourant toutes les cotes, depuis le Nord jusqu'au Sud. Tous les ports, sites et abris ont été prospectés. Le personnel affecté à ce recensement a été de 130 enquêteurs et 12 superviseurs. Le travail des enquêteurs a consisté à la collecte des données et portent notamment sur: • caractéristiques de l'embarcation (nom, immatriculation, longueur, tonnage, puissance du moteur, …). • Equipement à bord des unités de pêche (équipement de pêche et équipement de navigation). • Identification de l'équipage (nombre, fonction, diplômes, sexe,….) • Types de pêche pratiqués (chalutage, lamparos, senneurs, pêche côtière,...). • Périodes et caractéristiques des engins de pêche utilisés. • Filières de commercialisation de la production Pour ce faire, ces données sont recueillies dans deux types de fiches, une pour la pêche artisanale et une autre pour la pêche industrielle. Ces fiches sont émargées par l'enquêteur et contrôlées par le superviseur affecté dans chaque région. 2-8 - IDENTIFICATION ET LOCALISATION DES MÉTIERS DE PÊCHE ARTISANALE EN MÉDITERRANÉE OCCIDENTALE by S. R. Coppola FAO - Rome (Italy) In the course of the presentations of the various studies undertaken on GIS for fishery data in the Region, an on-going parallel activity within the COPEMED project, “ Assessment of the artisanal fisheries in the Western Mediterranean”, was introduced by S. Coppola (FAO). The presentation, given in Netscape browser, was mainly meant to inform the audience of the objectives, the methodology adopted and the expected results of the activity, as well as to propose a joint task with the GIS group. It was stressed that the joint action of expertise from different and complementary disciplines would add value to the results. The preliminary objective of this work is the elaboration of a comprehensive document containing an inventory of all the artisanal fisheries present in the Western and Central Mediterranean, GIS maps showing their distribution, and a description of the main fisheries. Annex 6 52 From an assessment of the works presented, and after a careful evaluation of the synergies present within the Copemed Group, it was decided that the GIS team working at the Malaga Institute would join this activity. The output of the work will be published in paper and electronic format. The following steps are either being carried out or are foreseen in the immediate future: identification and definition of artisanal fisheries in the sub-region, inventory of artisanal fisheries communities in the Mediterranean, establishment of a system of data collection for artisanal fisheries data in each member country, ublication of a GIS Atlas containing all the information gathered. The results are intended to be used as a base book on the traditional fishing sector for future studies. 2-9 - PROPOSAL FOR A NATIONAL MARINE GIS DEVELOPMENT by Omar Dreza Biruni Remote Sensing Centre - Tripoli (Libya) A proposal for a national marine Geographic Information System is presented, based on data collected by the FAO Project LIBFISH. This system would be developed for the Marine Biology Research Centre (MBRC) with the assistance of two national institutions specialised in GIS and remote sensing. Three phases are proposed. : constitution of a meta-database on available data and the acquisition of the geographical layers, constitution of the georeferenced database , development of tools according to scientists and decision makers needs. Prieto C.I.C.E.M. - Huelva (España) La disponibilidad en los últimos anos de un importante numero de sensores espaciales orientados a la medida de parámetros oceanográficos y ambientales, ha permitido disponer de un caudal creciente de información cuya visión sinóptica de grandes áreas, los convierte en herramienta crucial en el estudio a mesoescala de aquellos fenómenos y procesos con una implicación directa o indirecta con las actividades pesqueras. Entre los datos de satélite con un mayor uso actual en el campo de las ciencias pesqueras, están la temperatura superficial del agua del mar y el color oceánico, este ultimo cubre una serie de productos derivados como son la concentración de pigmentos fotosintéticos, la concentración de sólidos en suspensión (turbidez) y la productividad primaria, todos ellos básicos en la caracterizacion de los ecosistemas costeros y en su productividad. Por lo que respecta a la temperatura superficial del agua de mar, la detección de frentes térmicos y su relación con determinadas especies migratorias (ej. Tunidos), ha sido y es tema de intensos estudios; sin embargo, el uso de dichas imágenes permite, además, poner de manifiesto patrones de circulación de mediana resolución, importantes en el análisis del comportamiento de las masas de agua objeto de explotación pesquera. En el presente proyecto piloto se pretende poner de manifiesto una posible relación espacio temporal entre los parámetros de oceanografía costera derivados de sensores espaciales (ej. Color oceánico), y los registros visuales de actividad pesquera obtenidos en las costas del Golfo de Cadiz (España). Como elementos de desarrollo se usan, por un lado, imágenes de los sensores de color oceánico MOS y SeaWIFS, y de temperatura superficial del agua de mar procedentes de los sensores NOAA-AVHRR y por otro los registros de actividad pesquera, por especialidades, que se recogen regularmente por barcos de ocasión que colaboran en el proyecto. Del análisis comparado de dichos datos se pretende dilucidar el tipo de relación potencial existente entre las diversas especialidades pesqueras (cerco, arrastre, etc.), y las características ambientales del medio donde se desarrolla dicha actividad. En función de los resultados obtenidos en este primer análisis, se analizan aquellas posible interacciones entre la actividad pesquera y sus efectos a mesoescala sobre los parámetros ambientales objeto de estudio. Se considera que en el lapso de 12-14 meses se pueden alcanzar los objetivos propuestos. Annex 6 54 3.2 - A MEDITERRANEAN BASIN SCALE STUDY TO LOOK AT ENVIRONMENTAL PROCESSES IMPACTING FISH DISTRIBUTION AND HABITAT GEOGRAPHIES : METHODOLOGY AND DISCUSSION OF RESULTS by Vera Agostini Sea Education Association Woods Hole, MA (USA) PART II: Methodology and discussion of results A framework of comparative climatology of reproductive habitats of pelagic fishes is extended to the Mediterranean Sea. A prototype version of EASY (Environmental Analysis Systems), an advanced workstation provided by Science Applications Inc (Redondo beach, USA) is used for data input, storage and display. EASY is a powerful data merging/analysis software environment capable of handling multivariate data of differing time and space scales that has full GIS functionality, dynamic data visualization functionality, advanced statistical analysis tools, and spatially explicit process modelling capabilities. Possible future directions of this application are discussed. 3.3 - UTILISATION DE L’INTERPOLATION D’INFORMATION GÉOGRAPHIQUE par DRAPEAU Laurent IRC - Montpellier (France) DANS LES SYSTÈMES Les outils SIG ont la capacité d’analyser les couches thématiques d’informations sur les caractéristiques attributaires (valeurs) et spatiales. Durant le processus d’acquisition, les informations sont souvent recueillies par échantillonnages et fournissent une vision ponctuelle du phénomène étudié. La régionalisation de ces valeurs est un problème classique d’interpolation de données. Les objectifs peuvent être, par exemple, l’obtention d’isolignes, de strates, ou le recalage de mailles d’échantillonnage. Les SIG intègrent de plus en plus fréquemment des fonctionnalités d’interpolation. On en résume ici brièvement les principales méthodes, en rappelant les deux approches prédominantes, “déterministe” et “probabiliste”. L’accent est mis sur la seconde approche (le Krigeage) en rappelant la démarche nécessaire (analyse exploratoire, structurale, puis Krigeage). Les interprétations possibles des résultats et leurs ajustements aux modèles classiques sont abordés ainsi que les précautions d’utilisations des données interpolées. L’interpolation doit-elle être considérée comme une phase de productions de données, comme une phase d’analyse ou bien comme une articulation entre les deux ? Il apparaît important de noter que l’interpolation probabiliste ne peut pas être considérée comme une simple fonctionnalité des SIG, mais comme une démarche propre à la géostatistique. Peu de SIG proposent cette démarche de manière satisfaisante, cependant ils ouvrent des connections vers des logiciels de modélisations. Annex 6 55 3.4 - APPLICATION KRIGEAGE par Le Corre Gildas IFREMER - Sète (France) Le krigeage est une méthode de géostatistique qui est disponible dans de nombreux logiciels de traitement de données et qui n'implique donc pas obligatoirement l'utilisation d'un SIG. L'implémentation du krigeage dans le logiciel ArcView et le module Spatial Analyst propose les fonctionnalités de base. Une interface a été développée pour permettre à l'utilisateur de contrôler les paramètres de la procédure. Ce développement permet d'exploiter dans un seul environnement logiciel les capacités du krigeage et les fonctionnalités SIG, et en particulier : - élaboration des masques et domaine de validité du krigeage, - représentation contextuelle des données et résultats, - intégration dans un processus de traitement. La principale contribution de cette application de krigeage est de conserver l'interactivité données-traitement-utilisateur et d'utiliser les capacités de navigation spatiale dans un ensemble de données hétérogènes du SIG, ce qui permet de compléter la validation des résultats numériques. 3.5 - GEOSTATISTICS APPLICATION TO THE SPATIAL DISTRIBUTION AND ASSESSMENT OF MARINE RESOURCES. By: Dr. Eduardo Ferrandis. Dpt. Statistics. University of Alicante (Spain) In this communication, applications of geostatistical techniques are explained through a series of specific examples. Spatial analysis is applied to acoustic surveys data for small pelagic and trawl surveys data for demersal species in Spanish Mediterranean. The structural analysis of spatial distribution is detailed from the construction of experimental variograms to the modelling itself, parameters estimation and validation through residuals analysis. Different possibilities to perform punctual and global kriging are presented over specific areas an/or strata. Interfaces between kriging results and GIS (Idrisi and Arc-View) have been developed, either as Fortran programs to obtain Ascii files or via AVENUE scripts within Arcview. Finally, some of the most used commercial software (EVA, GEO-EAS, SURFER, IDRISI, ARC-VIEW) as well as of original software (SIGREMAR) is briefly described. Annex 6 56 3.6 - OUTIL D'AIDE À l'ANALYSE SPATIO-TEMPORELLE SOUS SIG DE DONNEES DE CAMPAGNES DE CHALUTAGE par Alexis Bensch FAO COPEMED - Alicante ( Espagne) Cette application est un outil informatique et méthodologique d'exploitation de données collectées lors des campagnes de chalutage. Il s'agit de faciliter la cartographie de différents indicateurs de distribution des ressources halieutiques, a partir des données biologiques collectées durant les campagnes scientifiques à la mer. L’application informatisée décrite s'articule autour d'un gestionnaire de base de données relationnelle, un logiciel SIG d'analyse d'images et un logiciel SIG utilise en mode vecteur. L'interface sous SGBD permet de sélectionner des stations réalisées lors des campagnes selon un certain nombre de critères spatiaux et temporels , et de générer au niveau “station d’échantillonnage” une variable relative a une catégorie cible : capture totale, groupement d'espèce, espèce, stade biologique d'une espèce (ou de quelques espèces voisines). L'application prend en charge la gestion des sélections effectuées et des cartes élaborées, et facilite l'exportation des résultats vers les logiciels SIG utilises. Des manuels méthodologiques ont été conçus pour faciliter le traitement de la variable géoréferencée par station sous SIG, en mode raster et vecteur. 3.7 - EXPLOITATION DE DONNEES HISTORIQUES POUR CARTOGRAPHIE DES ZONES DE CONCENTRATION DU POULPE DANS L’ATLANTIQUE SUD MAROCAIN par Marc Taconet FAO – Rome (Italie) Les données de 15 années de campagne d’évaluation des ressources céphapolodières ont été utilisées pour permettre une cartographie semi quantitative. L’inventaire des données disponibles permet de recenser leurs limites pour un usage cartographique, et de justifier l’approche proposée, basée sur l’hypothèse d’une relation entre quantité globale au niveau du stock et forme de la distribution spatiale. Les traitements pour la cartographie du poulpe juvénile abordent 5 grandes étapes : 1) la définition et modélisation d’un poulpe juvénile, 2) l’exploration spatio-temporelle des données permet de définir la résolution spatiale et les découpages temporels 3) une post-stratification « zones de concentration » est construite par interpolation linéaire ; 4) ces zones sont validées pour les périodes choisies par calcul d’un indice d’abondance moyen par zone : les cartes obtenues montrent une forte dynamique spatiale de l’indice de biomasse, 5) une analyse qualitative croisée [niveau d’abondance] x [coefficient de variabilité] permet de formuler et cartographier le concept de nourricerie. Annex 6 57 3.8 - L’APPLICATION « LOCALISATION DE L’ACTIVITE DES FLOTTILLE ET DES MOYENS DE PRODUCTION », ET LES CONCEPTS ASSOCIES par Marc Taconet FAO - Rome (Italie) Les outils et méthodes standards développés dans le cadre du projet SIG Afrique de l’Ouest pour structurer, sélectionner et analyser les données flottille sont présentés. Le système de gestion de base de données Foxpro, et les logiciels SIG Arc info et Arc view ont été utilisés pour développer l’application. Les concepts de zones de géo-aménagement sont introduits grâce à un modèle conceptuel simplifié mettant en évidence les relations entre les attributs navires susceptibles de déterminer la localisation de l’exploitation, et les zones géographiques correspondantes. Aux différents niveaux de connaissance envisageables sur les paramètres d’exploitation, correspondent des types distincts de zones de géoaménagement relevant de divers niveaux de résolution spatio-temporels. L’interface utilisateur Flottille utilise le concept de groupement d’exploitation pour regrouper, sur la base d’une combinaison de paramètres d’exploitation partagés en commun, tous les navires, ou toutes les opérations de pêche d’un jeu de données. L’application Foxpro calcule ensuite une statistique (nombre de navires, capture, effort de pêche, …) pour ce groupement d’exploitation, selon une résolution temporelle cohérente avec les paramètres sélectionnés. Le fichier résultant de ce calcul peut enfin être couplé sous Arc view aux objets géographiques pertinents stockés dans la base de données (ports, strates statistiques, traits de chalut, …), afin de représenter et analyser la distribution géographique de cette statistique. L’application offre enfin des fonctionnalités d’archivage d’exploitation réalisés, et des cartes correspondantes élaborées. des groupements 3.9 - ETUDE ET LOCALISATION DES ZONES D‘ACTIVITÉS DE LA PÊCHERIE ARTISANALE GUINÉENNE par DRAPEAU Laurent IRC - Montpellier (France) La localisation des activités de pêche artisanale est un élément important pour la compréhension de la distribution spatiale et temporelle des pêcheurs, ainsi que la perception des interactions entre les différentes pratiques de pêche. On présente les résultats de plusieurs études menées dans le cadre des programmes de recherche du Centre National des Sciences Halieutiques de Boussoura (CNSHB). Ces études ont pour objectif la description de l’espace accessible et exploité par les différents types de pêches artisanales rencontrés sur le littoral guinéen. Sur la base d’enquêtes descriptives des espaces exploités (nature des fonds, bathymétrie, accessibilité), des caractéristiques des moyens d’exploitations (type d’engin, mode de propulsion dispositifs d’aide à la navigation), des lieux de pêches (GPS), des sites de débarquements, le long du littoral, un partitionnement de l’espace maritime a été réalisé. Annex 6 58 Ce partitionnement a pu se prêter à la création d’objets géographiques et à la génération de couches thématiques dans le projet Système d’Information Géographique pour les pêcheries en Afrique de l’Ouest de la FAO. L’analyse de la distribution de ces zones, des statistiques de pêches, des données sur la ressource et sur l’environnement a été facilitée par l’outil SIG. A plus long terme, et sous réserve d'une connaissance accrue des stratégies de pêches (facteurs économiques, culturels, sociaux...) il s’agira de suivre l’évolution spatio-temporelle des efforts et des captures et l’évolution globale des ressources et de leur exploitation. 3.10 - LOCALISATION DES ZONES D‘ACTIVITÉS DE LA PÊCHERIE ARTISANALE A PARTIR D'UNE BASE DE CONNAISSANCE par Ali Srairi INRH - Casablanca (Maroc) L’activité de la pêche artisanale dans la zone Sud Atlantique est caractérisée par une saisonnalité marquée dans l’utilisation de différents engins recensés et la recherche des espèces cibles rencontrées sur le littoral saharien. La méthodologie appliquée pour localiser l’activité de la flottille artisanale est basée sur les données cartographiques et statistiques. Les données cartographiques sont collectées à partir d’enquêtes réalisées auprès des pêcheurs dans les sites visités. Chaque site de débarquement a été placé au centre d’un cercle dont l’espace maritime a été subdivisé en 3 iso-secteurs. Pour chaque secteur (large/ nord /sud du site), ont été déterminés par engin le temps de route, la profondeur de pêche et le type de fond . Ces enquêtes ont révélé que les barques ont un rayon d’action limite de 20 miles. L’outil SIG a permis, par la superposition des cartes disponibles (bathymétrie, nature des fond), une modélisation géographique des données collectées débouchant sur une cartographie des zones d’activité des différents engins Les données statistiques utilisées sont l’effort global (Nombre de barques) et les captures journalières par engin et par site qui ont été fournies par les services de la Marine Royale présents au niveau de certains sites. Le traitement de ces données couplées aux zones d’activité permet de représenter plusieurs indicateurs dont le principal est la densité de capture exprimée en Kg / Mn². La superposition des cartes de densité aux cartes saisonnières des ressources ciblées démontre que l’information géographique disponible à la résolution annuelle n’est pas suffisamment fine. Annex 6 59 3.11 - PESCA ARTESANAL: DISTRIBUCIÓN ESPACIAL IDENTIFICACIÓN DE ÁREAS DE PESCA MEDIANTE SIG por E J. Baro, J. M. Serna, E. Abad y J. A. Camiñas. IEO - Fuengirola (España) En el presente documento se recoge el desarrollo empleado en la construcción de la aplicación realizada sobre Pesca Artesanal, así como la actual línea de trabajo para la modificación y mejora de dicha aplicación. Los datos utilizados proceden de encuestas realizadas a pescadores, muestreos directos en puertos y embarques, llevados a cabo de 1989 a 1990 en la región surmediterránea española, desde el Estrecho de Gibraltar al Cabo de Gata. Se establecieron 7 regiones. En cada una de ellas fueron muestreados, en periodos más o menos continuos, 5 puntos principales de desembarco, que podían incluir o no puertos pesqueros. Para el posicionamiento geográfico de los caladeros, por especie y arte, sobre cartas naúticas, se empleó información diversa: referencias geográficas a tierra, intervalos de batimetrías y tipo de fondos. A partir de esta información y de criterios de fiabilidad unidos a filtros, se delimitaron las áreas de pesca rellenando un grid de 1’x1’ minutos. Los resultados plasmados en cartas náuticas fueron digitalizados e incorporados a ArcView para su tratamiento SIG. Las herramientas de Arcview permiten una exploración de los datos mediante selecciones sobre los atributos de las áreas de pesca, como por ejemplo, el estudio de la distribución del esfuerzo de pesca (de manera cualitativa) según el tipo de arte. Los estudios de interacción entre la distribución de las diferentes especies y artes se realizan gracias a la unión e intersección espacial de capas de polígonos. Actualmente se está creando en Access una base de datos georreferenciados, que permita una gestión óptima de la información para su posterior explotación en Arcview. Como resultados previstos se esperan poder efectuar nuevos y numerosos análisis, relacionados con aspectos relativos a la distribución espacial de capturas y esfuerzos a nivel cuantitativo. 3.12 - LOCALISATION DE L'EFFORT DE PÊCHE À PARTIR DE DONNEES D'OBSERVATEURS EMBARQUES par Ali Srairi INRH - Casablanca (Maroc) On présente ici une analyse de données d'observateurs embarqués à bord des navires exploitant dans la région atlantique sud marocaine dans le cadre de l'accord de pêche Maroc - Union Européenne. Les données de base sont des informations de capture et d'effort de pêche par espèce et trait de chalut. Une application informatique (Cf. présentation 3.8) permet de faire une partition des opérations de pêche en groupes correspondant à des pratiques homogènes En attribuant Annex 6 60 à chaque coup de chalut localisé son groupe, il est possible de visualiser sous SIG la zone d'activité de chaque groupement d'exploitation. Les traits de chalut sont ensuite projetés sur une grille de 2’x2’. Ce traitement permet de spatialiser l’information en distribuant les attributs ( effort, captures, rendement) de chaque trait de chalut dans chaque carré intersecté, puis d’agréger par carré les statistiques des coups de chalut appartenant au même groupement. Les cartes obtenues montrent les zones d’exploitation par mois ou saison de chaque groupement. Concernant les groupements ciblant le poulpe, la superposition des cartes d’effort avec celle des cartes de distribution des concentrations du poulpe obtenues à partir des données de campagnes expérimentales de chalutage permet d’évaluer les relations existantes entre la ressource et l’effort de pêche. On met en évidence deux types de corrélation entre la localisation de l’effort commercial ciblant le poulpe et les zones d’abondance de cette espèce. 3.13 by STOCK ASSESMENTS AND THE SPATIAL MODEL John Caddy FAO - Rome See 3.16 3.14 - SPATIAL DISTRIBUTION OF FISHING EFFORT: MODELISATION THROUGH DEDUCTIVE METHODOLOGIE by Fabio Corsi Istituto di Ecologia Applicata - Rome (Italy) The idea to correlate the spatial distribution of fishing effort to catch per unit effort distribution seams rather promising both as a mean to assess the status of the fishery and to address to growing concern of the conservation issues related to the biological conservation of the fishing grounds. Although direct means of assessing effort distribution are still being developed, the use of distribution models has been investigated through a deductive model which correlates fishing intensity to two variables: distance from the port and depth. Distance from the port is assumed to be correlated to the cost, in terms of both time and money, to reach toe fishing ground while depth indicates the perception that fishermen have of the fish abundance. Thus, based on the a priori knowledge of the peaks of use of the different distance ranges and depth ranges, the two variables can be combined so that the overall fishing effort of a given port can be partitioned into its spatial distribution. Although simplistic the model seams to describe adequately the expected distribution of effort. Annex 6 61 3.15- GIS APPLICATIONS AND THE SPATIAL ALLOCATION OF FISHING INTENSITY FROM COASTAL PORTS by Fabio Carocci / John Caddy FAO - Rome (Italy) This paper illustrates some practical GIS applications for aiding fishery managers and coastal area planners in analysing the likely interactions of ports, inshore fleets and local non-migratory inshore stocks, and in providing a flexible modelling framework for decision-making on fishery development and zonation issues. The classic geographical 'friction of distance' approach to generating fields of action around home ports of inshore fleets which make largely day trips to their adjacent fishing grounds, is compared with a more flexible empirical "Gaussian Effort Allocation" (GEAM) modelling approach where peak effort may occur at different distances from port. The latter approach is considered more appropriate in describing resource depletion with time. The geographical implications of fishing effort and intensity fields are contrasted, and compared with Beverton and Holt's (1957) ideas on the effect of distance from port on the 'limiting effort distribution'. Similar readily-calculated geographical reference points for inshore fishing fleets are derived. The GEAM framework allows a range of geographical characteristics to be taken into account in describing the interactions of ports and local fleets with inshore resources and local fishing grounds, and unlike friction of distance concepts allows for resource depletion close to port. Two examples are given of fitting effort "fields" from port-based fleets to observed data, in this case on survey biomass following the assumption of local effort allocation proportional to local catch rate. Procedures are also suggested for collecting prior information on fleet activity to tune the model. The GEAM model is also suggested as an aid to deciding on the location of marine parks or fishery closure areas. 3.16 - SPATIAL MODELLING IN GIS FISHERIES APPLICATIONS by John Caddy FAO - Rome (Italy) The point is made that there is need to close the interface between GIS procedures and fisheries modelling. At present GIS applications in fisheries tend to be largely descriptive mapping exercises, when in fact much of the fisheries assessment work is largely dependent on deduction, through the use of accepted mathematical models. Such conventional assessment approaches initially assume no spatial dimension; assuming that the ' dynamic pool assumption' will take care of homogenising past effects of fishing throughout the stock. This is no longer fully tenable, but in introducing a 'layer' of model results into GIS (or using GIS as input to models) we need to be careful not to proliferate the number of model parameters, thus making it difficult to fit them. A sequence of assumptions is described allowing spatial assumptions to be introduced gradually into a modelling approach which can be linked to a GIS system. Simple spatial approaches such as composite production modelling, or recognising 'onshoreoffshore' components, lead us to the need to specify effects of closed areas, and possible use of rotating harvest models. More explicit consideration of migratory resources and Annex 6 62 diffusion of the stock will need more careful consideration when combining the model with GIS. A fisheries model where effort fields are specified, extending out from inshore fleet ports was described, as well as the disadvantages of the 'Friction of distance ' as opposed to a better 'Gaussian' approach to modelling fishing effort and intensity. Finally, the possible outline for a GIS project for COPEMED, exploring the use of this last approach on the regional artisanal fleets survey data set, was described : on the basis of case studies conducted in different countries of COPEMED, the proposed methodology can be tested through a comparative spatial approach of production model applied at local level, with as few parameters as possible. 3.17 - CORRELATION BETWEEN EGG ABUNDANCE AND SURFACE TEMPERATURE FROM REMOTE SENSING IMAGES - THE USE OF GIS. By Pilar Hernández. - Dpt Statistics. University of Alicante (Spain) The goal of this exercise is to analyse relationships between abundance indices of resources and environmental factors. In this case, we considered abundance indices of anchovy eggs along the Catalan Coast and Remote Sensing Images from NOOAA of sea surface temperature. Methodology used here is based on the connection between spatial statistical analysis and geographic Information Systems. Anchovy egg abundances off Catalan Coast come from a cruise in 1993 along regular transects on NM Mediterranean . Variowin was used to establish variogram model and to estimate parameters. SURFER was used to perform kriging over the whole area. The kriging was then transferred to Image file and introduced to IDRISI. Satellite Images has passed through a process of georeferencing and filtering (more details are coming). Once the two sources of information have been georeferenced and introduced in IDRISI a new series of operations is performed in order to create a mask to restrict the area to be regressed and standardise grid sizes of both images. Afterwards, regression is achieved obtaining a positive correlation between both variables. Annex 6 63 3.18 - GEOGRAPHICAL INFORMATION SYSTEMS AND PRODUCTION MODELS: A NEW MODEL FOR ASSESSMENT OF DEMERSAL RESOURCES by SURPLUS SPATIAL Fabio Corsi - Istituto di Ecologia Applicata - Rome (Italy) Geographical Information Systems (GIS), with their ability to manage large amounts of data, make it possible to investigate the behavior of Surplus Production Models in conditions of varying stock densities. Using the data derived from experimental trawl surveys conducted within the framework of the MEDITS project from 1994 to 1996, this paper estimates the distribution of Catch per Unit Effort data throughout the study area (North and Central Tyrrhenian Sea). A similar distribution is also produced for the Effort data using a deductive approach. The two data sets are then analysed through a scatter plot which reveals a possible density dependent pattern in the applicability of the Schaefer Surplus Production Model. The pattern is evidenced using the Schaefer model fitted to the average CPUE and Effort of the ten main fisheries which operate in the study area. Based on this last analysis and on a derived model which identifies areas under different conditions of exploitation, two maps are derived; one of homogeneous stock densities and another of over- and under-exploited areas. Although caution is expressed in the conclusions, especially as regards some simplifications used in applying the models, the overall result has a sound biological interpretation and seems quite promising as a tool for fisheries management.
