Formal meetings May 7 and June 18, 2015 2014-2015, No. 4 Member decisions School tax rate for 2015-2016 The Comité de gestion de la taxe scolaire de l’île de Montréal set the school tax rate at $0.18839 per $100 of assessed property value for the 2015-2016 fiscal year, down from last year’s rate of $0.19462. This rate will generate school tax revenues of $477 million, up from $460 million last year. All of the school taxes collected by the Comité de gestion are distributed among the five school boards on the Island of Montréal on a student pro rata basis and fund about 20% of their operating expenses, including equipment and building maintenance, energy consumption, the management of schools and centres, and a portion of school bus transportation. Use of the Comité de gestion’s financial resources – 2015-2016 fiscal year Allocations to the school boards to fund educational catch-up measures in schools in underprivileged areas will total $8,000,000 in 2015-2016 and will be distributed according to the allocation rules approved by the members of the Comité de Gestion at their March 13, 2014, meeting. Allocations are up $500,000 compared to last year. 2015-2016 budget of the Comité de gestion de la taxe scolaire de l’île de Montréal The members approved the 2015-2016 budget of the Comité de gestion de la taxe scolaire de l’île de Montréal, which covers all of its activities. In particular, it covers the distribution of the school tax proceeds to the school boards, allocations to the school boards for educational catch-up measures in underprivileged areas, debt servicing, and detailed estimates for administration and the Risk management program. According to this balanced budget, the total expenditures will be $610,060,705. As at June 30, 2015, the accumulated surplus will be $7.8 million. Cooperative purchasing system – choice of suppliers – digital tablets Following the call for tenders for digital tablets, the members of the Comité de gestion chose the following suppliers of digital tablets: Lot 1 – Windows tablets – Dell Canada Inc. Lot 2 - Android tablets – Solutions Informatiques Inso Lot 3 – IOS tablets – Laval University’s co-op Lot 4 – Charging and management carts – Solutions Informatiques Inso Cooperative purchasing system – qualification of additional travel agencies At their meeting on May 7, 2015, on the recommendation of the Purchasing committee, the members of the Comité de gestion qualified the following five additional bidders for student travel in 2015-2016 and 20162017: Voyages WCC Inc. Student Tour VTE Vision 2000 Travel Group Inc. (air travel only) Voyage Vobe Voyages Cap Évasion These travel agencies have been added to the list of those qualified last year. -2- Risk management program – renewal of excess liability and foreign travel insurance policy for 2015-2016 For 2015-2016, the members of the Comité de gestion approved the renewal of the excess liability insurance policy covering general civil liability with limits of between $2- and $5- million offered by the Fort Insurance broker for the Lloyd’s of London Insurance Company. The worldwide coverage for international travel was also renewed. The respective premiums will be paid through the funds available in the Risk management program. School tax – chargeable fees The fees charged to notaries and taxpayers for certain transactions related to the collection of school taxes have been revised to take into account changes to these transaction costs. The new fees will become effective on July 1, 2015, and can be found on the Web site of the Comité de gestion. Publication directory of the Comité de gestion de la taxe scolaire de l’île de Montréal The members of the Comité de gestion approved the publication and distribution of the Répertoire des publications du Comité de gestion de la taxe scolaire de l’île de Montréal – juin 2015. This directory is available electronically on the Web site of the Comité de gestion (www.cgtsim.qc.ca). 2015-2016 schedule of meetings of the Comité de gestion The members of the Comité de Gestion approved the schedule for regular meetings of the Comité de gestion for 2015-2016, to be held at its head office. On May 31, 2015, the Comité de gestion held $52.7 M in ABCP. Of the $74.7 million held in July and August 2007, $18 million has been paid, and $4 million had to be written off. According to an external assessment, the required provision for potential losses is $3.3 million, and the recorded provision is $6.7 million.
