CHIEF OF STAFF LAND STRATEGY
Brigadier-General Vance joined the Canadian Forces in 1982 and was
commissioned as a second lieutenant into The Royal Canadian Regiment in
1986 following his graduation from Royal Roads Military College.
Brigadier-General Vance was first posted to 3RCR in Winnipeg and Germany as a rifle platoon
then anti-armour platoon commander. In 1990, he was posted to Canadian Forces Europe
Headquarters in Lahr, Germany as Aide-de-Camp to Commander CFE.
Posted to Petawawa in 1992, Brigadier-General Vance commanded a training company in The
RCR Battle School. In 1993, he was posted 1RCR in Petawawa and served as the Battalion
Operations Officer and as a company commander. In 1994, while employed as the battalion
operations officer, Brigadier-General Vance was awarded a Mention-in-Dispatches for his
leadership while commanding a task force during the battalion's UN mission in Croatia.
Leaving 1RCR in 1996, Brigadier-General Vance attended Staff College in Toronto and was
posted thereafter to National Defence Headquarters where he served as Staff Officer to Director
General Strategic Planning. Promoted to Lieutenant-Colonel in 1999, he remained on the strategic
planning staff until 2001.
Brigadier-General Vance assumed command of Second Battalion, The Royal Canadian Regiment
in Gagetown, NB in August 2001. During his command, the battalion prepared for contingency
operations and deployed elements in support of Op ATHENA. Upon relinquishing command
Brigadier-General Vance completed a year of professional development on the advanced training
list before being posted as a member of the Directing Staff at the Canadian Forces College,
Toronto in 2004. He was promoted to the rank of Colonel and served as Chief of Staff Land
Force Central Area from 2005 to 2006.
Brigadier-General Vance assumed command of 1 Canadian Mechanized Brigade Group in
August 2006. Upon relinquishing command in 2008, he stood up Task Force 5-09, the Canadian
Headquarters that would command and coordinate Canadian and Coalition civil-military
operations in Kandahar Province as of February 2009. In February 2009, BGen Vance deployed
with HQ 5-09 to command Joint Task Force Afghanistan and Task Force Kandahar until
November of 2009. He then returned to Afghanistan in June 2010 to take the position once again,
part of HQ 6-09, until September 2010. Since his return, BGen Vance has taken up his new
appointment as Chief of Staff Land Strategy.
Brigadier-General Vance is a graduate of the Canadian Forces Staff School, the UK Combined
Arms Tactics Course, the Canadian Army Staff College, the Canadian Forces Command and
Staff Course and the Advanced Military Studies Course. He holds a Bachelor of Arts Degree in
Military and Strategic Studies from Royal Roads Military College, and a Master of Arts Degree
in War Studies from RMC.

Le Brigadier-général Vance s'enrôle dans les Forces canadiennes en 1982. En
1986, il obtient son diplôme du Royal Roads Military College suivi d'une
commission de sous-lieutenant au sein du The Royal Canadian Régiment.
Muté à Winnipeg et en Allemagne par la suite, il se joint au 3RCR en qualité
de commandant de peloton d'infanterie et de commandant de peloton anti-char. En 1990, il est
affecté au Quartier général des Forces canadiennes Europe(FCE) à Lahr (Allemagne) à titre d'aide
de camp du commandant des FCE.
Muté à Petawawa en 1992, le Brigadier-général Vance assume le commandement d'une
compagnie d'instruction à l'école de combat du RCR. En 1993, il est affecté au 1RCR à
Petawawa, où il assume les fonctions d'officier des opérations du bataillon et de commandant de
compagnie. En 1994, toujours à titre d'officier des opérations du bataillon, il se voit décerner une
citation à l'ordre du jour pour souligner son leadership lorsqu'il est commandant d'une force
opérationnelle dans le cadre d'une mission des NU en Croatie à laquelle le bataillon participe.
Le Brigadier-général Vance quitte le 1 RCR en 1996 pour étudier au Collège d'état-major de
Toronto. Il est ensuite muté au Quartier général de la Défense nationale à titre d'officier d'étatmajor auprès du Directeur général - Planification stratégique. Promu au grade de lieutenantcolonel en 1999, il œuvre au sein de l'état-major de la planification stratégique jusqu'en 2001.
En août 2001, le Brigadier-général Vance assume le commandement du 2e Bataillon, The Royal
Canadian Régiment à Gagetown(Nouveau-Brunswick). Sous son commandement, le bataillon se
prépare pour des opérations de contingence et déploie des éléments pour appuyer l'opération
ATHENA. Après son terme de commandement, le Brigadier-général Vance complète une année
de perfectionnement professionnel de niveau avancé avant d'être nommé directeur de groupe
d'étude au Collège des Forces canadiennes, à Toronto, en 2004. Un an après, il est promu au
grade de colonel et nommé chef d'état-major du Secteur Centre de la Force terrestre.
Le Brigadier-général Vance assume le commandement du 1er Groupe-brigade mécanisé du
Canada en août 2006. Il remet par la suite le commandement de la brigade pour débuter la montée
en puissance de la Force opérationnelle 5-09, le quartier général canadien qui dirigera et
coordonnera les opérations civilo-militaires dans la province de Kandahar dès février 2009. En
février 2009, BGén Vance s'est déployé avec le QG 5-09 afin de prendre commandement de la
Force opérationnelle inter-armée Afghanistan, et ce, jusqu'en novembre 2009. Il reprit son poste
en juin 2010, cette fois avec le QG 6-09, et ce, jusqu'en septembre 2010. Depuis son retour à
Ottawa, le Brigadier-général Vance occupe la position de chef d’état-major stratégie terrestre.
Le Brigadier-général Vance est diplômé de l'École d'état-major des Forces canadiennes, du Cours
de tactique interarmes offert au Royaume-Uni, du Collège d'état-major de l'Armée canadienne, du
Cours de commandement et d'état-major des Forces canadiennes et du Cours supérieur des études
militaires. Il a obtenu un baccalauréat ès arts en Études militaires et stratégiques au Royal Roads
Military College et une maîtrise ès arts en Études sur la guerre au Royal Military College.
