DECLARACIÓN DE CARACAS
EN EL MARCO DEL
II ENCUENTRO DE CONSEJOS DE RECTORES, REDES
UNIVERSITARIAS Y ENTIDADES VINCULADAS A LA EDUCACIÓN
SUPERIOR DE AMÉRICA LATINA Y EL CARIBE
Los abajo firmantes, representantes de los Consejos Nacionales de
Rectores, Redes Universitarias y entidades vinculadas a la Educación
Superior de América Latina y el Caribe, reunidos en la ciudad de Caracas,
en la sede del IESALC, los días 3 y 4 de Mayo de 2007, con motivo de su
participación en el Segundo Encuentro de Consejos de Rectores, Redes
Universitarias y entidades vinculadas a la Educación Superior de
América Latina y el Caribe, evento promovido por el Instituto
Internacional de la UNESCO para la Educación Superior en América Latina
y el Caribe (IESALC) y la Vice-Presidencia para América Latina y el
Caribe de la Comisión Internacional para la preparación de la II
Conferencia Mundial de Educación Superior, y que contó con el apoyo del
Ministerio del Poder Popular para la Educación Superior de la República
Bolivariana de Venezuela, el Ministerio de Educación del Brasil, y la
Agencia Española de Cooperación Internacional, resuelven unánimemente:

Apoyar el desarrollo de los proyectos del IESALC, a saber, Mapa
de la Educación Superior, Tendencias de la Educación Superior,
el Estudio Comparativo de los Sistemas de Evaluación de
Postgrados en América Latina y el Caribe, y el Estudio sobre las
Redes y Asociaciones de Educación Superior de América Latina y
el Caribe;

Participar en la realización de dichos proyectos con el objeto de
contar a la brevedad con instrumentos, estudios y propuestas
imprescindibles para la integración de la Educación Superior en
la Región;

Reconocer el valor de estos proyectos para contribuir a
sistematizar la información y analizar las variables y los
indicadores claves para el debate en la Conferencia Regional que
se llevará a cabo en el año 2008, en Cartagena de Indias
(Colombia), como preparación de la II Conferencia Mundial de
Educación Superior acordada por la UNESCO;

Contribuir a la obtención de recursos y a la más amplia difusión
y compromiso para hacer realidad esta Conferencia Regional,
dada su condición de escenario del más alto nivel e importancia
que consolidará la posición de América Latina y el Caribe con
miras a la II Conferencia Mundial de Educación Superior;

Exhortar a los respectivos gobiernos y más importantes actores
sociales de nuestros países a contribuir de forma sustantiva para
garantizar el éxito de la Conferencia Regional, así como a
incorporar en las políticas públicas educativas los resultados de
la misma.

CARACAS DECLARATION
IN THE FRAME OF THE
II ENCOUNTER OF COUNCILS OF RECTORS,
UNIVERSITY NETWORKS AND ASSOCIATIONS RELATED TO
HIGHER EDUCATION IN LATIN AMERICA AND THE
CARIBBEAN
The undersigned, representatives of the National Councils of Rectors, University Networks
as well as other entities related with Higher Education in Latin America and the Caribbean,
who met in the city of Caracas, at the IESALC´s Headquarters, on May 3rd and 4th 2007
with the purpose of participating in the II Meeting of Councils of Rectors, University
Networks and entities related with Higher Education in Latin America and the
Caribbean, promoted by the UNESCO International Institute of Higher Education in Latin
America and the Caribbean (IESALC), the Latin American and Caribbean Vice-Presidency
of the International Commission for the preparation of the II World Conference on Higher
Education, with the sponsorship of the Ministry of People’s Power for Higher Education of
the Bolivarian Republic of Venezuela, the Ministry of Education of Brazil and the Spanish
Agency of International Cooperation, unanimously resolve:
1. To support the development of IESALC´s projects, namely: Map of Higher
Education, Trends in Higher Education, the Comparative Study of Evaluation
Systems of Postgraduate Programs in Latin America and the Caribbean, and
the Study on Networks and Associations of Higher Education in Latin America
and the Caribbean;
2. To participate in the preparation of said projects, in order to develop, within a
short time, tools, studies and proposals essential to the integration of Higher
Education in the Region,
3. To acknowledge the value of said projects as a contribution to the
systematization of information as well as the analysis of variables and key
indicators for the debate at the Regional Conference that will take place in the
year 2008, in the city of Cartagena de Indias (Colombia), as a preparation for
the II World Conference of Higher Education convened by UNESCO,
4. To contribute to raise the necessary funds and to promote the broadest
diffusion and commitments to make the Regional Conference a successful
reality, given its high importance and relevance as a scenario which will
consolidate the position of Latin America and the Caribbean in the II World
Conference on Higher Education;
5. To urge the respective governments and the most important social actors of our
countries to substantially contribute to guarantee the success of the Regional
Conference and to incorporate the results thereby obtained in their public
policies.

II REUNION DES CONSEILS DE RECTERUS, RESEAUX
UNIVERSITAIRES ET ASSOCIATIONS LIÉS A L´ENSEIGNEMENT
SUPERIEUR EN AMERIQUE LATINE ET LES CARAIBES
Les soussignés, représentants des Conseils Nationaux de Recteurs, Réseaux
Universitaires et Associations liées à l´Enseignement Supérieur en
Amérique Latine et les Caraïbes, réunis a Caracas, au siège de l´IESALC,
le 3 et 4 Mai 2007, afin de participer dans la Deuxième Réunion des
Conseils des Recteurs, Réseaux Universitaires et Associations liés a
l´Enseignement Supérieur en Amérique Latine et les Caraïbes, un
événement promu par l´Institut International de l´UNESCO pour
l´Enseignement Supérieur en Amérique Latine et les Caraïbes (IESALC) et
la Vice-présidence pour l´Amérique Latine et les Caraïbes du Comité
International pour la préparation de la II Conférence Mondiale
d´Enseignent Supérieur, sous l´appui du Ministère du Pouvoir Populaire
pour l´Enseignement Supérieur de la République Bolivarienne du
Venezuela, le Ministère d´Education du Brésil, et l´Agence Espagnole de
Coopération International, statuent a l´unanimité:

Appuyer le développement des projets de l´IESALC, à savoir :
Mappe
de
l´Enseignement
Supérieur,
Tendances
de
l´Enseignement Supérieur, Etude Comparatif des Systèmes
d´Evaluation d´Etudes de Troisième Cycle en Amérique Latine et
dans les Caraïbes, ainsi que l´Etude sur les Réseaux et
Associations d´Enseignement Supérieur en Amérique Latine et
dans les Caraïbes;

Participer à la tenue des projets en question afin d´avoir
disponibles
prochainement
les
instruments,
études
et
propositions nécessaires pour l´intégration de l´Enseignement
Supérieur dans la Région;
3
Reconnaître la valeur de ces projets et donc contribuer dans la
systématisation de l´information, l´analyse des variables et des
indicateurs clé pour le débat dans la Conférence Régionale, qui
aura lieu en 2008, à Cartagena de Indias (Colombie), comme un
événement
préparatoire
à
la
II
Conférence
Mondiale
d´Enseignement Supérieur convoquée par l´ UNESCO;

Contribuer à l´obtention de ressources financières ainsi qu´à la
plus large diffusion et l´engagement pour la réussite de la
Conférence Régionale, considérant son importance et haut
niveau, ce qui renforcera la position de l´Amérique Latine et les
Caraïbes envisageant la II Conférence Mondial d´Enseignement
Supérieur;

Faire un appel aux gouvernements respectifs ainsi qu´aux acteurs
sociaux les plus importants de nos pays afin qu´ils puissent
fortement contribuer à la réussite de la Conférence Régionale, et
incorporer les résultats obtenus à leurs politiques éducatives
publiques.
