11 Mai 2016 – Woodbine Entertainment Group demande l'approbation pour amendments
calendriers des dates de course à Mohawk Racetrack et Woodbine Racetrack (Mohawk et
Woodbine).
La Commission des alcools et des jeux de l’Ontario (“CAJO”) fait circuler cette demande pour
amendments au calendriers des dates de course approuvées et recevra les commentaires sur
la demande des participants de l'industrie intéressés avant de prendre sa décision concernant
cette demande. Des copies de la demande et de l'analyse de rentabilisation à l'appui de ces
changements sont incluses avec le présent bulletin.
La CAJO approuve les dates des courses et de diffusion simultanée des hippodromes. Les
modifications ou les dérogations au calendrier des dates et des heures de départ approuvées
sont émises par demande au Registrateur. Un changement à l'heure de départ de plus de
30 minutes doit être approuvé par la CAJO.

Re: Request for Variance to Woodbine Entertainment Group Standardbred 2016
Live Date Schedule
Dear Ms. Harvie,
The Woodbine Entertainment Group (“WEG”) requests a variance to the approved 2016
schedules for standardbred racing at Woodbine and Mohawk Racetracks. The total
number of dates of 222 for fiscal year 2017 meets the commitment made by WEG as
outlined in the Horse Racing Partnership Funding Plan (“HRPFP”). The changes from
the Business Plan submitted by the Standardbred Alliance are not to the total number of
dates, but a reallocation of 25 dates from Woodbine to Mohawk Racetrack. The Central
Ontario Standardbred Association (“COSA”) supports the variance application.
In 2015, the racing schedule moved to Woodbine racetrack at the beginning of October
to prepare for the Breeders Crown championship events. The races, which were
conducted successfully on October 24th, resulted in all time Canadian record highs for a
single card in both wagering handle and purses. As WEG is not hosting the Breeders
Crown in 2016, the request is to remain at Mohawk through early November in 2016.
The variance will allow for the completion the entire Ontario Sires Stakes schedule,
through the Superfinals, at Mohawk. There are a number of operational efficiencies that
can be realized if we do not conduct dual breed racing at Woodbine until after the
Breeders Cup simulcast on the first weekend of November. And most importantly, as
was proven with the shift of spring dates to Mohawk from Woodbine, horse supply and
wagering improves when standardbred racing is conducted at Mohawk over Woodbine.
The standardbred schedule takes a short seasonal break after the Boxing Day race
card, at Woodbine. In discussions with COSA, there is a desire to extend the break a
few days for the benefit of the participants racing at Woodbine. With that, WEG is
proposing to drop 3 days in the first week of January of 2017 being Monday January 2nd
(statutory holiday), Thursday January 5th, and Friday January 6th. The timing of this
break lines up similarly with the major US based standardbred tracks. With the proposed
change, there would be an 11 day break in the schedule.
In order for WEG to meet its requirement of 222 standardbred race dates in fiscal year
2017, as described in the HRPFP, the proposal is to add 3 dates to the October 2016
schedule at Mohawk. The added proposed dates are Tuesday October 4, 11, and 18.
The change would essentially add 3 weeks of 5 days/week racing to the Mohawk
schedule. This change will assist in our ability to maintain a consistent schedule of
overnight racing, as there are a number of Ontario Sires Stakes events at Mohawk in
October, concluding with the Superfinals on Saturday the 15th. This proposed change,
assuming suitable racing conditions in January, would result in a decline in overall
wagering on WEG standardbred racing, although not material.
Therefore, the variance request for the addition of dates in October and November to the
Mohawk Racetrack schedule is as follows;
Add:
October 1, 3, 4, 6, 7, 8, 10, 11, 13, 14, 15, 17, 18, 20, 21, 22, 24,
27, 28, 29, 31, November 3, 4, 5, and 7.
Post time for all dates at Mohawk will be 7:30pm except;
Saturday May 7 @ 7:05pm (Kentucky Derby simulcast)
Saturday May 21 @ 6:45pm (Family Fun and Fireworks night)
Saturday June 18 @ 6:30pm (North America Cup)
The variance request for Mohawk Racetrack impacts the timing of the opening of the
Woodbine Fall Standardbred meet, and as a result the added dates from the Mohawk
schedule are deleted from the Woodbine Fall schedule. As a result, the variance request
for Woodbine Standardbred is as follows;
Delete:
October 1, 3, 6, 7, 8, 10, 13, 14, 15, 17, 20, 21, 22, 24, 27, 28, 29,
31, November 3, 4, 5, and 7.
Post time for all dates at Woodbine will be 7:30 pm except;
Monday December 26 @ 1pm (Boxing Day)
If approved, WEG will be deleting January 2, 6, and 7 from the 2017 calendar schedule.
In respect to Policy Directive 3-2007;
1. Customer satisfaction and demand for the product. The variance request aligns
resources available to produce live racing with an optimal schedule for producing the
largest wagering pools.
2. Adequate purse levels. The variance request does not reduce the total number of
race dates at WEG.
3. Racing opportunities and available horse supply. The variance request does not
reduce the total number of race dates at WEG.
4. Financial condition of the racetrack association to deliver. Meets commitment of
HRPFP.
5. Harmonization of date schedule with other Ontario racetracks. As contemplated within
the Business Plan of the Standardbred Alliance.
6. Motivation to engage in the conduct of live racing. As required by its mandate, WEG
remains committed to live racing.
