D’Aoust presided the meeting; Mrs. L. Benvenuti served as recorder. Call to Order & Opening Remarks The Chair called the 231st meeting to order at 19:50 hours and welcomed all members. Adoption of the Agenda The following item was added to the agenda: 6.3 Quebec Ombudsman. After noting the addition, the agenda was approved on a motion by Commissioner B. Gibbs. MOTION CARRIED unanimously. Waiver – Reading of Minutes of 2015‐09‐01 It was moved by Parent Commissioner D. Germann to waive the reading of the minutes of the regular meeting of 2015‐09‐01. MOTION CARRIED unanimously. Adoption of the Minutes of 2015‐09‐01 It was moved by Commissioner K. Crockett to adopt the minutes of the regular meeting of 2015‐09‐01. MOTION CARRIED unanimously. Public Question Period There were no questions asked. . . ./2 Council of Commissioners New Frontiers School Board 2015‐10‐06 2 Forum on Educational Ideas Chair D. D’Aoust commented on the “Forum sur des idées en éducation” which took place on September 25th, 2015, that he and the Vice‐Chair attended. At this event, a manifest on education was deposited. It was noted that there were no Anglophone contributors to this manifest. Return of Survey/Question The tax bill inserts that ask if tax payers are in favour of Minister Blais’ plan to eliminate school board elections are being returned and collected by our schools, centres, and the Tax Department; these were provided to the Chair. Quebec Ombudsman Quebec has an ombudsman to whom citizens may express concerns when they feel they are not being heard. HSB/Nova Community BBQ The Director General was pleased, despite current labour situations, that the BBQ took place as it has become a great tradition. Those involved were thanked for their continued dedication. The Chair and Vice‐Chair expressed their regret in not being able to attend as they were travelling to the Forum on Education. Standing Committee Chairs & Vice‐Chairs Standing Committee meetings were held on the evening of September 15th, 2015. A first order of business on was the election of the Chair and Vice‐Chair. The results are as follows:  Educational Services Standing Committee: Karin Van Droffelaar, Chair; and Barbara Ednie, Vice‐Chair  Human Resources Standing Committee: Abdul Pirani, Chair; and Debbie German, Vice‐Chair  Operations Standing Committee: The Operations Committee did not have quorum. NFAA Fall Professional Development Event Annually, and traditionally, the New Frontiers Administrators’ Association (NFAA) organizes a professional development session over two days. The dates are presented to and approved by the Director General. This year, given the situation of labour negotiations and probably strike action, the NFAA will be organizing a one‐
day event to take place in conjunction with the QPAT Teachers’ Convention on Friday, November 27th, 2015. If for any reason, there is strike action on that day, the administrators will be required to be in their buildings. Resolution #CC15‐10‐06‐001 Adoption of By‐Law BEC “Executive Committee” Whereas By‐Law BEC “Executive Committee” was approved as presented by the Council of Commissioners as per Resolution #CC2015‐07‐07‐002; and whereas there are no changes to make following the 30‐day public consultation period; Therefore it was moved by Commissioner D. D’Aoust that By‐Law BEC “Executive Committee” be adopted as presented. MOTION CARRIED unanimously. Resolution #CC15‐10‐06‐002 Policies, By‐Laws & Other Legal Documents – Blanket Motion Whereas the Ministry governing education in Quebec has changed its name several times over the course of the last decade; and whereas each time there is a change, there are many documents that require updating; and whereas it would be cumbersome to request a motion for each document requiring updating; Therefore it was moved by Parent Commissioner R. Ledoux that the Council of Commissioners authorize the administrative unit to change the use of the acronym MELS (Ministère de l’Éducation, du loisir et du sport) or MEESR (Ministère de l’Éducation, Enseignement Supérieure, et Recherche) to the term “Quebec Education Ministry” in all policies, by‐laws, and other official documents. MOTION CARRIED unanimously. . . ./3 Council of Commissioners New Frontiers School Board 2015‐10‐06 3 Resolution #CC15‐10‐06‐003 Outstanding Student Citizenship 2016 – Date & Location It was moved by Commissioner L. Chouinard that the 2016 Outstanding Student Citizenship Awards be held at a Special Meeting of the Council of Commissioners on May 24th, 2016 at the Howard S. Billings Regional High School Mosher Auditorium. MOTION CARRIED unanimously. Into Committee On a motion by Parent Commissioner R. Ledoux the meeting was moved into committee at 20:10 hours to discuss labour negotiations, legal opinion on governing board eligibility, and a situation with a teacher. MOTION CARRIED unanimously. Out of Committee On a motion by Parent Commissioner R. Ledoux, the meeting moved out of committee at 20:55 hours. MOTION CARRIED unanimously. Departure from Meeting Commissioner B. Gibbs excused himself from the meeting at 21:00 hours. Executive Committee With the adoption of By‐Law BEC earlier in the agenda, a meeting of the Executive Committee will take place October 13th, 2015 at 16:30 hours at the School Board offices. Resolution #CC15‐10‐06‐004 Réseau Sport‐Étudiant Québec (RSEQ) Association Fees It was moved by Commissioner B. Ednie that the New Frontiers School Board pay to l’Association RSEQ Montérégie a base affiliation fee of $350 and a per capita membership rate of twenty‐one cents per student ($0.21) at the elementary level and twenty‐two cents per student ($0.22) at the secondary level, based on the September 30th, 2015 enrolments at all our schools, totalling $1,122.56; and that Ms. Madeleine Landry (secondary level) and Ms. Kara Johnstone (elementary level) be designated as the Board’s representatives to the Association. MOTION CARRIED unanimously. Into Committee On a motion by Vice‐Chair J. Ryan the meeting was moved into committee at 21:11 hours to discuss nominative information regarding a request for a leave of absence. MOTION CARRIED unanimously. Out of Committee On a motion by Commissioner B. Ednie, the meeting moved out of committee at 21:16 hours. MOTION CARRIED unanimously. Resolution #CC15‐10‐06‐005 Request for Leave of Absence without Pay – Employee #1664 On the recommendation of the Human Resources Standing Committee, it was moved by Commissioner A. Pirani that the Council of Commissioners approve a request for a 100% leave of absence without pay for employee #1664, a teacher at Centennial Park Elementary School, for one week, from January 14th to January 21st, 2016. MOTION CARRIED unanimously. Summer School Report Commissioners were provided with a copy of the “Summer School Report 2015” prepared by the Summer School Coordinator, Ms. Felicia LeBlanc, as submitted to the Director of Educational Services. . . ./4 Council of Commissioners New Frontiers School Board 2015‐10‐06 4 Leadership Funds Every year, the Educational Services Standing Committee distributes an amount of $5,000 to help promote student leadership in our schools and centres. The ESSC is also charged with the administration of the fund, whose purpose is to provide financial assistance when NFSB students attend leadership‐based conferences. Students who are interested in applying for funding are to complete the appropriate form, available at their school or centre. Educational Services Report The report was reviewed. It was noted that this report provides a wealth of information regarding the activities happening in our schools, centres and Community Learning Centres. Resolution #CC15‐10‐06‐006 Motion of Thanks – Educational Services Report It was moved by Vice‐Chair J. Ryan that the team behind the creation of the monthly Educational Services Report – Bonnie Mitchell, Anita Duwel, Chuck Halliday, Pierre Gloutnay, Kirsten Goldthorp, Anthony Spadaccino, Kim Wilson, Shannon Carson, Jayme McClintock – be recognized for the work that goes into this report and thanked for their dedication to it. MOTION CARRIED unanimously. Extended Field Trip Commissioners were provided with the following information regarding an extended field trip; this trip has received approval by the school’s governing board and conforms to insurance requirements. School CVR Date October 2‐3, 2015 Destination Rockburn, QC. / Rockburn Orchards Students / Level 28 / Gr. 7 Adult Supervisors 4 Following recent concerns regarding insurance by the receiving entity, Mr M. Helm noted that our current field trip request form is being modified to include a section on insurance that the governing board will be approving to confirm that a proof of insurance exists for where the students are going. This applies to day trips also. Director General’s Priorities 2015‐2016 Mr R. Buttars reviewed his priorities, indicating that an emphasis will be placed on communication and sharing of information. Extracurricular Activities’ Banquet Date It was confirmed that, following consultation, the Extracurricular Activities (ECA) Banquet will be held on Wednesday, June 29th, 2016. Enrolment & Staffing Update Ms S. Caza provided an updated, September 30th, form showing enrolments and staffing allocations. Employee Assistance Program – 2014‐2015 Usage Report The year‐end report from our employee assistant counsellor was provided and reviewed. Copies of this confidential report were returned to Ms S. Caza. New Business There was no new business to discuss. Parents’ Committee The Parent’s Committee has not yet called its first meeting as we were awaiting the legal opinion regarding eligibility of governing board members. With the opinion now received, Mr Ledoux will call the meeting. Special Needs Advisory Committee Parent Commissioner S. Keyes reported that elections took place and there is a full committee this year. Ms Keyes is the Chair and continues in her two‐year term as Parent Commissioner. . . ./5 Council of Commissioners New Frontiers School Board 2015‐10‐06 5 Resolution #CC15‐10‐06‐007 QESBA Fall Professional Development & Annual General Meeting It was moved by Parent Commissioner R. Ledoux that commissioners interested in attending the October 16th & 17th, 2015 professional development and annual general meeting of QESBA be allowed to do so; and that all reasonable expenses be covered. MOTION CARRIED unanimously. Quebec English School Boards’ Association PD/AGM Attendance Mrs L. Benvenuti confirmed that, along with Mr D. D’Aoust, QESBA President, the following four commissioners will attend: Lina Chouinard, Barbara Ednie, Abdul Pirani, and John Ryan. Arrangements will be made accordingly. AGM Voting Procedure & Candidates Vice‐Chair J. Ryan reminded commissioners that an on‐line voting procedure exists. The candidates will be debating on October 13th, 2015 starting at 18:30 hours with the vice‐president candidates, followed by the presidents at 19:30 hours. Advisory / Ad‐Hoc Committee Reports Transportation Advisory Committee The Transportation Advisory Committee held a meeting this evening; mainly to review the special accommodations fee that was implemented this year. Resolution #CC15‐10‐06‐008 Special Accommodations for Transportation – Amendment to Resolution #CC15‐07‐07‐007 It was moved by Commissioner P. Stuckey that the fee structure for special accommodation requests for transportation services be amended as follows: $200 for the first child in a family; $150 for the second child on the same bus from the same family; and $100 for any other children from the same family and on the same bus; and that a fee for short‐term and sporadic accommodations be established at $50 per child; and that these adjustments be made retroactively to July 8th, 2015; and that there be no provisions for pro‐rating amounts.
