Ms Schwartz, a Canadian national, joined the Organisation in 1995 as Legal Advisor
to the NEA. She has provided legal opinions and secretariat services to the Nuclear
Law Committee, advised NEA management on all legal aspects of the Agency’s
operations, assisted member countries in the establishment of international joint
projects and contributed to the Agency's nuclear law information and education
programme. She has also provided legal assistance to the Contracting Parties to the
Paris and Brussels Supplementary Conventions in connection with the recent revision
of those instruments.
Before joining the OECD, Ms Schwartz worked as in-house counsel for Atomic
Energy of Canada Limited where she dealt with matters of domestic and foreign
nuclear energy law, public law and policy, environmental law and with commercial
transactions. She began her professional career with the Canadian Department of
Justice.
Ms Schwartz holds an Honours Bachelor of Arts degree from York University
(Toronto), a Bachelor of Laws degree from the University of Western Ontario. She is
a member of the Law Society of Upper Canada (Bar of Ontario). She is also a
member of the International Nuclear Law Association, currently holding the position
of Chairperson of its Working Group on Liability and Insurance.
Ms Schwartz is married.

Madame Julia Schwartz a été nommée Chef des affaires juridiques de l’Agence pour
l’énergie nucléaire à compter du 13 mai 2005.
Madame Schwartz, de nationalité canadienne, est entrée à l'Organisation en 1995 en
tant que Conseiller juridique auprès de l’AEN. A ce titre, elle fournissait des avis
juridiques au Comité du droit nucléaire et en assurait le secrétariat. Elle conseillait
aussi l’équipe de direction de l’AEN pour tous les aspects juridiques du
fonctionnement de l’Agence ainsi que les pays membres à l’égard des projets de
coopération internationale et contribuait au programme d'information et d'éducation
dans le domaine du droit nucléaire. Elle conseillait également les Parties
Contractantes aux Convention de Paris et Convention complémentaire de Bruxelles, à
la suite de la révision récente de ces instruments.
Avant d’entrer à l'OCDE, Madame Schwartz était Conseiller juridique auprès de la
compagnie d'énergie atomique du Canada où elle était chargée des questions de droit

nucléaire national et international, droit public et de politique gouvernementale et
droit de l'environnement et des affaires commerciales. Elle a débuté sa carrière au
Ministère de la Justice du Canada.
Madame Schwartz est titulaire d’un Honours Bachelor of Arts Degree de York
University (Toronto) et d'une licence en droit de l’University of Western Ontario. Elle
est membre du Barreau du Haut-Canada (Ontario). Elle est en outre membre de
l'Association internationale du droit nucléaire dont elle préside le Groupe de travail
sur la responsabilité civile et assurance nucléaires.
