Please list the top 10 non-EU countries you think should be given priority (1 = "most important") Country Further comments: Comme cela a été acté par le Conseil et le Conseil européen, il convient de mettre très rapidement l'accent sur la Méditerranée : Tunisie, Maroc et Egypte dans un premier temps, Libye dès que la situation le permettra. Le dialogue avec la Turquie doit également être repris, suite aux élections et à la formation du nouveau gouvernement. Les efforts doivent également être poursuivis avec les pays d'Afrique de l'Ouest, qui constituent d'importants pays d'origine et de transit et qui sont impliqués dans plusieurs processus régionaux (Processus de Rabat / Paris, Partenariat UE-Afrique, etc.). Le PPM avec le Cap Vert est une expérience positive qui doit être élargie à d'autres pays de la région. Enfin, en ce qui concerne le voisinage oriental, l'accent doit continuer à être mis sur la Russie, l'Ukraine et Moldavie, avec lesquels d'importants progrès ont déjà pu être faits et qui doivent encore être consolidés. Dès lors que les objectifs ou les conditions prévues par l’Union seront remplis, les contreparties en matière de facilitation ou de libéralisation visa, de mobilité ou d’aides financières (qui auront préalablement été discutées entre les Etats membres) pourront être mise en œuvre. En revanche, il convient de ne pas proposer de prime abord toutes ces mesures, mais bien de décider, au cas par cas, quels sont les leviers acceptables pour l’UE. Enfin l’UE devra évaluer, au début puis au cours de négociations, quelle stratégie de négociation elle doit adopter pour parvenir à un accord (cf. les récentes conclusions du Conseil sur la Politique européenne de voisinage qui rappelle qu’il ne faut « pas d’accord à tout prix »). 11 V. The EU is developing systematic cooperation with a group of non-EU countries within the Eastern Partnership. This framework offers a broader perspective, linking prospects of mobility, visa facilitation and visa liberalisation with readmission agreements and progress concerning security, and addressing irregular immigration, as well as improved conditions in the area of good governance, democracy and human rights. Should the Global Approach use a similar strategic framework for cooperation with priority non-EU countries and regions? Remarques d'ordre général 1) Après une phase de consolidation des principes et des outils, le temps de l'inventaire est maintenant venu. L'AGM doit devenir un outil souple, flexible innovant, adapté à des besoins évoluant rapidement. A cet effet, la définition d'une stratégie adaptée est importante .Elle doit être cohérente avec les enjeux politiques généraux ainsi qu'avec la situation économique des Etats membres. Ainsi si 15 l'agenda 2020 trouve toute sa raison d'être dans le contexte de la crise financière, en matière d'immigration, il ne peut constituer le principe cardinal. Chaque Etat membre a ses propres problématiques démographiques et spécificités en matière de marché de l'emploi. Pour la France l'essentiel est d'assurer un accès à l'emploi pour les personnes déjà présentes sur le marché du travail, y compris pour les travailleurs d'origine étrangère. 2) Nous tenons à rappeler la plus-value et complémentarité des actions bilatérales menées par les Etats membres dans le cadre de l'AGM. 3) Nous manquons d'évaluations sur ce qui existe déjà et ce qui a été engagé. Serait utile un bilan de la Commission sur toutes les actions qu'elle a initiées dans le cadre de l'AGM depuis 2005. Pour mémoire, nous avions indiqué lors du questionnaire présenté au GHN d'avril dernier les points suivants : 1) L'équilibre géographique est satisfaisant en l'état. Il convient cependant de plus le rationaliser en hiérarchisant davantage les priorités de l'Union en fonction des routes migratoires et des pays à fort enjeux migratoires. Il faut également éviter d'élargir son périmètre à des régions qui ne constituent pas des priorités pour l'UE. 2) L'équilibre des thématiques est globalement satisfaisant. La France est attachée aux trois piliers de l'AGM. Les questions liées au rôle des financements communautaires, au développement des projets ciblés et à l'articulation des différents outils de l'AGM pourraient utilement être creusées. 3) Le problème majeur auquel est maintenant confrontée l'AGM est celui de sa crédibilité vis-à-vis des pays tiers. Eviter de se disperser sur des sujets mineurs ou mettant en difficulté les Etats membres, éviter le saupoudrage des fonds communautaires, assurer une bonne cohérence dans l'usage des fonds en incluant notamment la dimension migratoire dans les fonds géographiques, rationaliser les processus de dialogue autour d'objectifs clairement identifiés, rechercher des effets de levier dans les négociations sans nous proposer de contreparties qui nous mettent en difficulté sont autant de pistes à explorer. 16
