In their 1998-99 financial statements, school boards were required to provide a schedule estimating their 1999 calendar year property taxes from municipalities, exclusive of supplementary taxes and tax write-offs. Sixty-two percent of this estimate was required to be reported as tax revenue in the financial statements. In the 1999-00 financial statements, school boards were required to provide a schedule of the actual 1999 calendar year property taxes received from municipalities. Therefore, the ministry will use 62% of the difference between estimated and actual 1999 tax revenue to determine the adjustment to the 1998-1999 legislative grant for a school board. Attached is a listing of school boards that will have a grant adjustment to their electronic funds transfer for March 2001. The magnitude of the adjustments can be explained in part due to Bill 14, which had the effect of reducing business property taxes by two percent. For the past two years, the ministry has been providing information sessions to external auditors regarding the preparation of financial statements for school boards, including the reporting of property tax revenue.
