Changes proposed to the Ara constitution to
recognise the growing scope of its activities
The ARA legal representative Maitre Olivier Rodondi
has presented the Executive Committee with some
proposals to update the constitution in the light of
its increasing activity. “Associate Members” (AM’s)
were originally defined as simply a major importer/
terminal operator or a government regulator,
but the ARA Executive now wants to welcome all
serious players involved in African refining, supply
and distribution. Recently several independent
marketing companies and a shipping company had
expressed their desire to become AM’s but could
not be admitted under the current constitution. So
the scope will be widened if the proposed changes
are endorsed by the Annual General Meeting next
March.
Another change is to strengthen the importance
of the Liaison Officer – in future one person for
each Member and AM will be nominated for all
contact.
A further proposed change is to make the Executive
Secretary a more important position. The model
cited here is the United Nations where the President
is a rotating position but the Executive Secretary
has a longer assignment and manages the dayto-day organisation. The ARA plans to adopt this
model with the Executive Secretary’s office being
in Abidjan where the ARA operational HQ will be
based.
Finally, some changes to the nominating structure
for the Executive Committee have been proposed
and a simplification of the voting process at the
AGM.

The ARA, World Bank and UNEP decided to combine their meetings during the week of October 20th in
Nairobi, including the World Bank’s “Better Air Quality” programme. Over 100 participants from Burundi,
Djibouti, the Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Rwanda, Sudan, Somalia, Tanzania and
Uganda met to develop a sub-regional policy framework on air pollution.

l’ARA, a présenté au Comité Exécutif des propositions
d’amendements pour mettre à jour la constitution, en
vue de l’activité croissante de l’Association. Les “Membres
Associés” (AM) étaient simplement définis à l’origine,
en tant que principaux importateurs/ opérateurs de
terminaux ou bien régulateurs gouvernementaux
mais, le Comité Exécutif de l’ARA veut maintenant
accueillir tous les intervenants sérieux engagés dans
le raffinage, l’approvisionnement et la distribution en
Afrique. Récemment, plusieurs sociétés indépendantes
de marketing et une société de transport maritime ont
exprimé leur désir de devenir Membres Associés mais
n’ont pu être admis comme tels sous les termes de la
constitution actuelle. Le champ sera donc élargi si les
amendements proposés sont ratifiés par l’Assemblée
Générale en mars prochain.
Un autre amendement vise à renforcer l’importance
des Agents de Liaison – à l’avenir, chaque Membre et
chaque Membre Associé nommera une personne pour
tout contact.
Un amendement supplémentaire, est de donner au
Secrétaire Exécutif une position plus importante. Le
modèle cité ici est celui de l’ONU où la Présidence de
l’Assemblée Générale est une position en rotation mais
le Secrétaire General a un mandat plus long et gère
l’organisation au jour-le-jour. L’ARA envisage d’adopter
ce modèle avec le bureau du Secrétaire Exécutif à
Abidjan où le siège opérationnel de l’ARA sera basé.
Finalement, quelques amendements dans la structure
de la nomination du Comité Exécutif ont été proposés
ainsi qu’une simplification du processus de vote à
l’AG.

African Refiners Week 2009 - March 16 - 20
The main urban air pollution issues were identified and policy recommendations to address these challenges
were developed. The Ministerial Session, held on 23 October adopted the Eastern Africa Regional Framework
Agreement on Air Pollution (Nairobi Agreement-2008).
Following the BAQ meeting, the ARA and the World Bank reviewed the SSA health and refining study. The
the consultant ICF reported on the status of the input data for the global model and the proposed workplan
to produce a final report for the ARA’s African Refiners week 16-20 March 2009 in Cape Town.
On October 24th the ARA’s Executive Committee meeting reviewed the plans for the 2009 AGM, some
changes to the constitution proposed by the ARA’s legal counsel, progress with sponsor marketing, technical
“colloques” and communications strategy.
At the end of the meeting, the ARA President Joel Dervain expressed his gratitude to the UNEP for their
excellent hospitality.

Amélioration de la Qualité de l’Air en Afrique
L’ARA, la Banque Mondiale et le PNUE ont décidé d’amalgamer leurs réunions à Nairobi, en octobre,
autour du programme « d’Amélioration de la Qualité de l’Air » de la Banque Mondiale. Plus de
100 participants du Burundi, de Djibouti, de la République Démocratique du Congo, d’Erythrée,
d’Ethiopie, du Kenya, du Rwanda, du Soudan, de Somalie, de Tanzanie et d’Ouganda se sont
réunis afin de développer les grandes lignes de leur politique de lutte contre la pollution de
l’air à l’échelle sous-régionale. On y a développé des recommandations pour répondre aux
défis de la pollution urbaine et la séance ministérielle du 23 octobre a adopté l’Eastern
Africa Regional Framework Agreement on Air Pollution (Nairobi Agreement-2008).

L’ARA et la Banque Mondiale ont aussi passé en revue l’étude sur la Santé et le
Raffinage en Afrique subsaharienne. ICF, le consultant, a fait un rapport sur l’entrée
de données sur le modèle mondial et le plan de travail pour produire un rapport
final pour la Semaine des Raffineurs Africains de l’ARA, du 16 au 24 mars
2009 au Cap.
Le Comité Exécutif de l’ARA s’est aussi réuni pour réviser, les plans pour
l’Assemblée Générale 2009,et les amendements proposés à la constitution, le
progrès du marketing des sponsors, les colloques techniques et la stratégie des
communications.

Colloque
A colloque on issues facing the ARA’s Associate Members (major importing
and distribution companies) was organised in Lomé by the CSFPPP (Comité
de Suivi des Fluctuations des Prix des Produits Pétrolières). The meeting
was opened by the Minister of Commerce and Industry. Representatives
from Algeria, Benin, Congo (RDC), Ghana, Kenya, Niger, Nigeria. South
Africa and Togo participated. Subjects as diverse as “Management of safety
issues whilst working on tanks” to “Theft of petroleum products during
transportation” were discussed. Experiences were exchanged between
the diverse participants and “best practices” were agreed.
At the end of the meeting the participants issued a series of
recommendations to enhance security at depots including improvements
to operating procedures and a greater emphasis on training. Following
this colloque the ARA President paid a courtesy visit on the Managing
Director of Ecobank, whose headquarters are at Lomé, to brief him on the
activities of the ARA.

Inspection Colloque
Success
Over 60 members attended the colloque on Refinery inspection techniques
and issues, hosted by the SAMIR refinery in Mohammédia, Morocco.
The meeting, held in their excellent training and conference centre,
featured presentations and experiences on inspection of pressurized
equipment, in-service measurement, training and certification of
inspectors, and other issues and challenges faced by refinery inspectors
from the length and breadth of Africa.

Refining Conference in Algiers
This was the second meeting of
the study committee that includes
representatives from Cote d’Ivoire,
Congo (Brazzaville), Kenya,
Nigeria, South Africa as well as
representatives from the World
Bank, the ARA and ICF (consultants).
This pioneering event, held in May,
attracted distinguished industry experts
from around the world and discussed
current and future refining-related topics,
including investment in improvement of
fuels quality and refinery expansion in
Africa.
Mrs Zeta Rosenberg of ICF outlined
the workplan beginning with
an outline of the Health study,
explaining that the representative
cities that had been chosen were
those where data is available from
previous studies. They are Cotonou,
Lagos and Ougadougou in the
West, Johannesburg, Cape Town,
and Maputo in the South and
Kampala, Dar es Salaam and Nairobi
in the East.
The conference was attended by a
sizeable ARA delegation, including ARA
President Joël Dervain, and was hailed as
a great success for the organisers.
The end of the road for
leaded gasoline?
After data collection, a global
refining model will simulate the
existing situation and the necessary
refinery upgrading to achieve
the AFRI spec levels. The health
and refining studies will then be
combined to assess the cost/benefits
of the improved health conditions
resulting from higher quality fuels.
In August, the International Centre for Environmental Technologies of
Tunis (CITET) hosted a regional workshop on “Leaded Gasoline Phase-out
in North Africa”.

Colloque sur les Opérations de

The meeting was opened by Samir Refinery Managing Director Mr Jamal
Ba Amer and closed with a tour of the refinery, whose US$1.1 billion
upgrading and expansion program includes a new vacuum distillation
unit, a hydrocracker, a distillate hydrotreater, a sulphur recovery unit and
a hydrogen plant.
Un colloque sur des sujets aussi diverse que
“La gestion des questions de sécurité dans le travail sur les réservoirs”
ou “Le vol de produits pétroliers pendant leur transport” a été
organisé à Lomé par le CSFPPP (Comité de Suivi des Fluctuations des
Prix des Produits Pétroliers). La séance a été ouverte par le Ministre
du Commerce et de l’Industrie. Des représentants d’Algérie, du
Bénin, du Congo (RDC), du Ghana, du Kenya, du Niger, du Nigeria,
d’Afrique du Sud et du Togo se sont réunis afin de discuter les
problèmes auxquels font face les Membres Associés de l’ARA
(sociétés principales d’importation et de distribution).
Les participants ont émis des recommandations pour l’amélioration
de la sécurité aux dépôts y compris l’amélioration des procédés
opérationnels avec une plus grande importance attachée à la
formation. Après ce colloque, le Président de l’ARA en a profité
pour rendre visite au Directeur Général d’Ecobank, dont le siège
social est à Lomé, afin de l’informer des activités de l’ARA.
This well-attended event, organised conjointly by UNEP and the Tunisian
Ministry of the Environment and Sustainable Development, drew industry
experts from a range of companies and organisations, including NAFTEC,
ARA, IPIECA, and SAMIR.

There were notable contributions from Jane Akumu (UNEP), ARA Secretary-General Godfrey Yenwo
Molo, Rob Cox (IPIECA), and Trevor Smart (Innospec), covering the technological and distribution issues
surrounding the phasing-out of leaded gasoline and the wider challenges and opportunities of rolling
out clean fuels. All present agreed that the workshop had been an important step towards the complete
elimination of leaded gasoline in Africa.
Première Conférence Internationale du Raffinage à Alger.
Cet évènement pionnier, en mai, a attiré des experts de l’industrie du monde entier. On y a discuté de sujets
actuels et futurs relevant du raffinage, y compris l’investissement dans l’amélioration de la qualité des
carburants et l’expansion du raffinage en Afrique. Une délégation de l’ARA a participé à cette conférence,
y compris son Président, Joël Dervain. La conférence a été considérée comme un grand succès pour les
organisateurs.

Colloque d’Inspection
Plus de 60 membres ont participé à ce colloque sur les techniques d’inspection des raffineries, organisé par la
raffinerie SAMIR à Mohammédia, au Maroc. Les membres ont fait des présentations et ont discuté de leurs
expériences dans les domaines de l’inspection de matériel sous pression, de mesures en service, d’inspecteurs
de formation et de certification, et autres sujets et défis auxquels les inspecteurs de raffineries font face en
Afrique.
La séance a été ouverte par M. Jamel Ba Amer, Directeur Général de la raffinerie SAMIR et s’est conclue par
une visite de la raffinerie où un programme d’investissement de US$1.1 milliard inclu une nouvelle unité de
distillation sous vide, un hydrocraqueur, un hydro traiteur de distillat, une unité de récupération

de soufre et une unité de traitement d’hydrogène.

La fin de la route pour l’essence plombée?
En août, le Centre International pour les Technologies Environnementales de Tunis (CITET) a tenu un atelier
sur “L’Elimination Progressive de l’Essence Plombée en Afrique du Nord”. Cet évènement, organisé par
le PNUE et le Ministère tunisien de l’Environnement et du Développement Durable, a attiré beaucoup de
monde parmi lesquels des experts de l’industrie, venus de nombreuses organisations y compris NAFTEC,
ARA, IPIECA et SAMIR.
Jane Akumu (PNUE), Godfrey Yenwo Molo (Secrétaire Général de l’ARA), Rob Cox (IPIECA) et Trevor
Smart (Innospec), ont fait des présentations intéressantes couvrant les problèmes technologiques et de
distribution au cours de l’élimination de l’essence plombée et les défis et possibilités plus importantes
qu’apporte la production de carburants propres.
Tous les délégués ont agrée que cet atelier était une étape importante vers l’élimination
complète de l’essence plombée en Afrique.

The issue of current fuels quality in
Africa was discussed and maps were
presented showing that the
typical quality in Africa is
significantly higher than the official
specifications. Whilst official specs
in many countries barely reach AFRI
(mainly due to sulphur levels), the
typicals are generally around AFRI 2
or 3.
It was agreed that CITAC would
provide data from their Database
to the study and would collect
any missing data from the ARA
members.
After the Study Committee
meeting, the ARA held an Executive
Committee meeting to review plans
for the 2009 African Refiners Week,
the proposal for the registration
of the new Abidjan office and on
possible business opportunities for
the ARA. Following the Executive
Committee meeting a North African
specification meeting was held,
mainly to discuss the elimination of
lead from gasoline.
Réunion à Londres à propos de l’Etude sur la Santé
et le Raffinage en Afrique Subsaharienne
C’était la deuxième réunion du comité d’étude qui comprend
des représentants de Côte d’Ivoire, du Congo (Brazzaville), du
Kenya, du Nigeria, d’Afrique du Sud ainsi que des représentants
de la Banque Mondiale, de l’ARA et d’ICF (consultants).
Mrs Zeta Rosenberg d’ICF a donné les grandes lignes du plan
de travail pour l’Etude sur la Santé, expliquant que les villes
choisies étaient celles où des données existent sur des études
précédentes. Ce sont Cotonou, Lagos et Ouagadougou dans
l’Ouest, Johannesbourg, Le Cap et Maputo dans le Sud et
Kampala, Dar es Salaam et Nairobi dans l’Est.
Après le recueil de données, un model mondial de raffinage
stimulera la modernisation nécessaire du raffinage pour
l’obtention des niveaux AFRI de spécifications. Les études sur
la santé et le raffinage seront alors amalgamés afin d’évaluer
le coût et les avantages des conditions sanitaires résultant de
l’utilisation de carburants de plus haute qualité.
Des cartes ont été présentées montrant que la qualité typique
en Afrique est considérablement supérieure aux spécifications
officielles – les typiques se tiennent généralement autour d’AFRI
2 ou 3.
CITAC fournira des données de sa base de données pour l’étude
et recueillera les données manquantes parmi les membres de
l’ARA.
Après cette réunion, le Comité Exécutif de l’ARA se s’est réuni
pour réviser les plans pour la Semaine des Raffineurs Africains
2009, la proposition d’enregistrer le nouveau bureau d’Abidjan
office ainsi que des possibilités d’affaires pour l’ARA. Une réunion
sur la spécification nord-africaine a aussi eu lieu, surtout dans le
but de discuter de l’élimination du plomb de l’essence.
