In November, the Institute’s Second Specialized Conference will be held in New Delhi (India) on the theme of ‘Towards Quality Governance for Sustainable Growth and Development’. Dr Vivek Agnihotri and his Organizing Committee have been working energetically to ensure an interesting and dynamic conference. With the guidance of an exceptional General Rapporteur, Ms Geraldine Fraser-Moleketi, Minister of Public Service and Administration (South Africa), discussions and exchanges will, of course, be lively and provocative. Mr Pan S. Kim, Professor and Chair of Public Administration, Yonsei University (Korea) will also be one of the active Rapporteurs. In New Delhi, the Institute looks forward to welcoming many new participants from India and Asia. And this reach towards the South will continue in 2003 with the Institute’s Regional International Conference to be held in Sub-Saharan Africa, notably in Yaoundé (Cameroon). The IIAS Director General, Dr Michael Duggett, noted that The 2003 IIAS event in Africa on governance will be a challenge to the Institute and its members — a challenge to our sense of diversity, of respect and the need for a global debate and a sense of global duty. It will also be a major challenge for Cameroon which I know the Government there intends to meet . . . With the support of such distinguished academics, practitioners and politicians in Cameroon as the IIAS President, Mr Jean-Marie Atangana Mebara; the Minister for the Public Service (Cameroon), Mr Rene Ze Nguele; and the Permanent Secretary for Administrative Reform, Mr Léon-Bertrand Ngouo, this IIAS regional event in Africa is certain to be productive for all who take part. The Institute welcomes the opportunity of holding a major meeting in Africa at the beginning of the millennium and looks forward to meeting many new participants from this region. The Institute’s International Association of Schools and Institutes of Administration (IASIA) will be holding its Annual Conference in Istanbul (Turkey) in June 2003. The theme to be debated: ‘Public Administration between Globalization and Decentralization: Implications for Education and Training’. The conference is being organized owing to the kind invitation of the Public Administration Institute for Turkey and the Middle East (TODAIE). Mr Turkay Ergun, the Director General, and his team are working diligently to ensure that this event will be a meeting place, reflecting the spirit of Istanbul, where the East International Review of Administrative Sciences [0020–8523(200203)68:1] Copyright © 2002 IIAS. The General Rapporteur, Mrs Marie-Françoise Bechtel, Director of the National School of Administration (ENA), France, will ensure the scientific preparation of the conference. The Institute has many friends and members to welcome in this region. The Institute of course remains active on all continents. Beginning with North America for example, the IIAS Director General plans to attend the Annual Conference of the Institute of Public Administration Canada (IPAC) in Halifax (Nova Scotia) later this year. Canada has just given its Award of Excellence for Research to our IASIA Board of Management member, Mr Mohamed Charih. Our congratulations! In Washington, DC, the IIAS Director General attended the Annual Conference of the National Association of Schools of Public Affairs and Administration (NASPAA) and had an opportunity to develop projects with its Executive Director, Mr Michael Brintnall, an IIAS former President, Mr Al Zuck, and Mr Allan Rosenbaum, the current President of IASIA. In South America, we are very pleased that Mrs Regina Pacheco, President, National School of Public Administration (Brazil) is one of the four Rapporteurs of our New Delhi Conference. She will bring to life sub-topic II: ‘Towards an Accountable, Transparent, Efficient and Honest Administration’. In Europe our European Group of Public Administration meets regularly and centres on topics of interest to Europe. The next Conference will be held in Potsdam in September on the theme: ‘The European Administrative Space: Governance in Diversity’. And finally, the Institute is always delighted to continue its association with the UNDESA. In New York at the UN building, in the wake of the tragic events there in the autumn, we held a Panel for the Second Committee of the General Assembly on 1 November. Our theme was: ‘Challenges and Changes in Public Administration around the World’. Our speakers and topics were: Introduction of the Theme/IIAS/Global Perspective: H.E. Mr Ignacio Pichardo Pagaza (Mexico), Former President, IIAS and Michael Duggett, Director General, IIAS. The Case of Africa: Jean-Marie Atangana Mebara, President, IIAS and Minister of Higher Education, Yaoundé, Cameroon. Continental Europe: Professor Gerard Timsit, Director, Centre of Studies and Research on Administration, University of Paris I-Pantheon Sorbonne, France. Public Administration in the Americas: Maria Carmen del Pardo, Professor, Colegio de Mexico, Mexico.
