JOB DESCRIPTION
MANAGER – INFORMATION TECHNOLOGY SERVICES (OPERATIONS AND SECURITY)
GENERAL RESPONSIBILITIES:
REPORTING TO THE DIRECTOR OF FACILITIES MANAGEMENT AND INFORMATION TECHNOLOGY
SERVICES, THE INFORMATION TECHNOLOGY SERVICES OPERATIONS AND SECURITY MANAGER IS
RESPONSIBLE (IN CONJUNCTION WITH THE INFORMATION TECHNOLOGY SERVICES
INFRASTRUCTURE MANAGER) FOR THE DIRECT SUPERVISION OF THE INFORMATION
TECHNOLOGY SERVICES DEPARTMENT. THE MANAGER IS ALSO RESPONSIBLE FOR THE COLLEGE
INFORMATION SECURITY POLICY.
DUTIES AND RESPONSIBILITIES:

Daily operations of the Information Technology Services operations and security group within the ITS
department
Manages a team of computer support technicians, operators and IT security personnel and trains
them/recommends training for them as required.
Participates in the interviewing, hiring and supervising of fulltime and part time technicians as well as
stagiaires
Administrative office management (absences, vacation, etc.) for his/her personnel.
Deals extensively with both academic and administrative departments within the college in order to offer them
the best service possible with respect to their IT requests/issues/needs.
Oversees the provision, implementation and support of all Information Technology hardware, & software at
the user level in the College
Advises on the purchase of supplies and consumables for the department
Evaluates hardware/software needs for academic and administrative departments within the college
Manages the implementation and operation of computer labs
Supervises maintenance and repair activities for equipment under his/her responsibility
In order to satisfy the requirements of Law 133
o Together with the ITS Infrastructure Manager, establishes measures of security, backup and
emergency for IT infrastructures and controls the application;
o Adopts and puts in place a policy for IT security
o Takes a lead role in the 3 year and annual IT plan
o Takes a lead role in the annual reporting of ITS project health
o Takes a lead role in the annual reporting on IT security, resources, activities and projects
o Defines and puts in place a formal process for risk monitoring and incident reporting
o Routinely performs security audits and intrusion tests on the college network
o Ensures that necessary wording is included in all ITS service contracts in order to respect the
college’s IT security policy
o Puts in place a formal program to sensitize major users to the efforts, policies, requirements, etc. in
IT security
o Takes on the role of ROSI (Responsable organisationnel de la sécurité de l’information) and COGI
(Coordonnateur organisationnel de gestion des incidents) for the college
o Responsible for LGGRI reporting to MELS in conjunction with the Director of Facilities
Management Services and ITS

Supports the IT Project Manager in projects related to ITS
Serves on various Information Technology related committees as needed
Other duties assigned by the Director of Facilities Management and Information Technology Services.
QUALIFICATIONS:
Education: Bachelor’s degree with a specialization appropriate to the employment and three (3) years of relevant
experience to the position or a DEC in an appropriate specialty with five (5) years of relevant experience.

Strong computer knowledge (hardware, software and networking)
Experience in IT security (preferably in a governmental organization)
Project Management experience is an asset
Fluency in English – oral and written
Fluency in French – oral and written
Excellent organization skills and ability to coordinate simultaneous projects and produce materials by
established deadlines
Autonomous – ability to work with minimal supervision
Proactive – able to foresee problems before they occur
Ability to lead and motivate teams
Strong communications skills
Testing may be required to demonstrate proficiency in and knowledge of the following:
English (fluency – oral and written)
French (conversational)
French (fluency written)
Remuneration:

The conditions of employment are those of the «Règlement déterminant certaines conditions de travail des cadres
des collèges d’enseignement général et professionnel». Salary for “Class IV ranges from $57,457.00 to $76,609.00.
