LOCAL INTANGIBLE HERITAGE FOR A SUSTAINABLE TOURISM L’eredità locale immateriale per un turismo sostenibile Lokalt immaterielly arv for en hållbar turism Patrimoine immatériel local pour un tourisme durable DESCRIPTION of the PARTNERSHIP The partnership for this project has been created through new and well established relations among the partners. The Italian (Traversetolo, Felino, Montechiarugolo, Montecchio Emilia, San Polo d’Enza municipalities) and Swedish Municipalities (Norra Bohuslan municipalities association and Jokkmokk) participated in the activities as members of a transnational association called SERN – Sweden Emilia Romagna Network (www.sern.eu) which has the main objective to increase the exchange of good practices between public organisations of the Emilia-Romagna region and different levels of government (regions, counties, municipalities) in Sweden in five priority areas such as environment, entrepreneurship, tourism, education and welfare. The “triangular” partnership was formed thanks to the participation of the French municipality of Oraison, which is since 1980 a twinned town of the Traversetolo municipality, beneficiary of this project. While each area has different priorities, all of them share a number of common problems which can be tackled better thanks to an exchange of good practises and experience as in the development of this project. The added value of this exchange can be seen in the Scandinavian-Mediterranean extension of the project which is useful to compare different European approaches to a common issue. I comuni italiani (Traversetolo, Felino, Montechiarugolo, Montecchio Emilia, San Polo d’Enza) e svedesi (l’associazione di Norra Bohuslan e Jokkmokk) partecipano alle attività come membri della rete transnazionale SERN – Sweden Emilia-Romagna Network (www.sern.eu) che ha come obiettivo essenziale quello di accrescere lo scambio di buone prassi tra organismi pubblici della regione Emilia-Romagna e differenti livelli di governo (regioni, contee, comuni) in Svezia in cinque aree prioritarie: ambiente, imprenditoria, turismo, educazione e welfare. La partnership “triangolare” è stata formata grazie alla partecipazione del comune francese di Oraison, gemellato dal 1980 con il comune di Traversetolo. Mentre ciascuna area ha diverse priorità, tutte condividono un numero di problemi comuni, i quali possono essere meglio affrontati con uno scambio di buone prassi ed esperienze come accade nello sviluppo di questo progetto. Il valore aggiunto di questo scambio può essere visto nell’estensione “Scandinavia-Mediterraneo” utile per confrontare i diversi approcci ad una questione comune. BESKRIVNING av PARTNERSKAPET Partnerskapet i detta projekt har utvecklats tack vare nya och väletablerade relationer mellan medlemmarna. De italienska (Traversetolo, Felino, Montechiarugolo, Montecchio Emilia, San Polo d’Enza) och svenska kommunerna (Norra Bohusläns Kommunförbund och Jokkmokk) deltog i aktiviteterna som medlemmar i en internationell förening kallad SERN – Sweden Emilia Romagna Network (www.sern.eu), som har som huvudmålsättning att öka utbytet av bästa praxis mellan offentliga organisationer i Emilia-Romagna regionen och olika förvaltningsnivåer (regioner, landsting, kommuner) i Sverige inom de följande fem prioritetsområdena: miljö, företagande, turism, utbildning och välfärd. Partnerskapet med ”tre” medlemmar formades tack vare den franska kommunen Oraisons deltagande. Denna kommun är sedan 1980 vänort till Traversetolo kommun. Medan varje område har olika prioriteter, har alla ett antal gemensamma problem som på ett bättre sätt kan tas itu med tack vare utbyte av bästa praxis-metoder och erfarenheter såsom genomfört i detta projekt. Mervärdet i detta utbyte framhävs genom projektets bredd, som knyter Skandinavien till Medelhavet och möjliggör jämförelser av olika europeiska tillvägagångssätt i gemensamma frågor. DESCRIPTION du PARTENARIAT Le partenariat pour ce projet a été creé à travers de nouvelles relations bien établies entre les partenaires. Les Municipalités italiennes (les municipalités de Traversetolo, Felino, Montechiarugolo, Montecchio Emilia et de San Polo d’Enza) et Suédoises (l’association des municipalités Norra Bohuslan et Jokkmokk) ont pris part aux activités en tant que membres d’une association transnationale appelée SERN - Sweden Emilia Romagna Network (www.sern.eu), dont l’objectif principal est celui d’augmenter l’échange de bonnes pratiques entre les organisations publiques de la région Emilia Romagna et des différents niveaux gouvernementaux (régions, comtés, municipalités) en Suède, dans cinq secteurs prioritaires tels que l’environnement, les entreprises, le tourisme, l’éducation et l’assistance sociale. Ce partenariat “triangulaire” a pris forme grâce à la participation de la municipalité française de Oraison, qui est une ville jumelée dès 1980 avec le municipalité de Traversetolo, bénéficiaire de ce projet. Chaque organisation participante a des priorités différentes, mais toutes ont des problèmes en commun qui peuvent être abordés plus facilement avec un échange de bonnes pratiques et d’expérience, ce qui est le but de ce projet. La valeur ajoutée de cet échange peut se voir dans l’extension du projet de la Scandinave au Méditerranéen, qui a aidé à comparer les différentes approches au même problème. ITALY Val d’Enza Municipalities The Italian partners are five municipalities of the region Emilia-Romagna in the provinces of Parma and Reggio Emilia. Despite their different administrative belonging (the Enza river divides the two provinces), their local traditions and cultural heritage are linked to each others mainly thanks to typical high quality food and handicrafts production and thanks to their common medieval past related to the Matilde di Canossa history and owing to their needs to preserve their territorial culture. These Italian municipalities are linked to the tradition and culture of the Val d’Enza area where the concept of promotion of the local immaterial heritage is concretised thanks to a strong and special attention to the valorisation of high quality food related to the particular natural environment and traditional processes of production. Indeed, in this area of the Emilia-Romagna region, it is possible to find the production of some of the most important and well known Italian food delicatessens : the Parmigiano-Reggiano cheese (this area is called the “crandle of Parmigiano-Reggiano), the Parma ham, the Felino salami and the traditional balsamic vinegar. ►Key issues for the Italian partners: Environmental balance between production and nature Accepting the benefits of tourism Creating a public-private partnership for sustainable tourism ITALIA - Val d’Enza I partner italiani sono cinque comuni della regione Emilia-Romagna appartenenti alle due province limitrofe di Parma e Reggio Emilia. Nonostante la loro diversa appartenenza amministrativa, le loro tradizioni e la loro eredità culturale sono molto legate soprattutto grazie alla produzione di prodotti agro-alimentari e di artigianato di alta qualità con un passato medievale legato alla tradizione di Matilde di Canossa oltre che alla necessità comune di preservare la loro cultura territoriale. Questi comuni sono fortemente legati al concetto della promozione della loro eredità immateriale legata alla promozione delle loro produzioni tipiche e in particolare al loro ambiente di produzione. L’expression majeure de ce respect pour la nature est le parc naturel régional Luberon, où la protection de la nature se marie avec un développement harmonisé des activités de l’homme, avec le but de ramener le terroir à un niveau d’excellence en ce qui concerne la qualité de vie de ses habitants et le tourisme durable. Tout comme pour les municipalités italiennes, le patrimoine immatériel local est lié à la période médiévale, avec le vieux château sur la colline Tholonet, qui domine et protège la ville. ► Questions prioritaires du partenaire français Coopération entre entreprises Équilibre entre promotion locale et respect de l’environnement Appellation des produits agro-alimentaires et artisanaux typiques OBJECTIVES and METHODOLOGY Bearing in mind the EU documents “EU Sustainable Development Strategy” and “Actions for a more sustainable European tourism”, proposed by the Tourism Sustainability Group, the approach of the Italian, Swedish and French partners was dedicated to understand the reciprocal influence of the protection and promotion of immaterial local heritage (high quality food products and typical handicraft), of the actions for sustainable tourism paths (with effect and interactions on natural environment, on local economy and on the interaction between tourists and tourism destination area) and of the respect of the natural environment, local traditions and culture. Three challenges have been analysed during the meetings. • Reducing the seasonality of demand. The concentration of tourism trips into only certain periods of the year has negative effects on the sustainability of tourism and on the protection of local products, on the local community economic activities and on nature. • Maintaining and enhancing community prosperity and quality of life. The relation between local economic and social development and the promotion of local heritage and tourism has important effects on the depopulation of particular areas because of the lack new jobs, on the generation change in traditional jobs where the cultural heritage is essential and on the durable and sustainable economic improvement. • Conserving and giving value to natural and cultural heritage. To understand the relationship between natural ad cultural heritage and sustainable tourism is of primary importance for the generation of economic prosperity through tourism, for the quality of life of local communities and for the visitors experience. The project discussed these elements with two events with different methodology: conferences open to the citizens, working groups, study visits with dedicated workshops and informal meetings among participants and the local citizens thanks to the organisation of a dedicated market (Tasting of Europe) with many Swedish, French and Italian food and handicraft products and some information evenings on the EU Programme “Europe for Citizens”, the project objective and the partners municipalities. OBIETTIVI e METODOLOGIA Considerando alcuni documenti dell’Unione Europea quali “EU Sustainable Development Strategy” e “Azioni per un turismo europeo più sostenibile”, l’approccio delle organizzazioni partecipanti è stato indirizzato a comprendere l’influenza reciproca della protezione e promozione dell’eredità locale intangibile, delle azioni per creare percorsi di turismo sostenibile (attraverso l’interazione con l’ambiente naturale circostante, con l’economia locale e con la relazione tra turisti e destinazioni turistiche) e del rispetto della natura, delle tradizioni locali e della cultura. Tre sfide sono state analizzate durante gli incontri: - Ridurre la stagionalità della domanda. La concentrazione del turismo solo in alcuni periodi dell’anno ha effetti negativi sulla sostenibilità del turismo e sulla preservazione dei prodotti locali, delle attività economiche della comunità locale e sulla natura. - Mantenere e migliorare la prosperità della comunità e la qualità della vita. La relazione tra economia locale e sviluppo sociale e la promozione dell’eredità intangibile e del turismo hanno importanti effetti sullo spopolamento di particolari aree a causa di una scarsità di lavoro, a causa di una difficoltà nell’effettuare il passaggio generazionale dove la conoscenza dell’eredità locale è essenziale e a causa di un mancato sviluppo duraturo e sostenibile. - Conservare e valorizzare l’eredità naturale e culturale. Capire la relazione tra eredità naturale e culturale e turismo sostenibile è di primaria importanza per la generazione di prosperità economica attraverso il turismo, per la qualità della vita delle comunità locali e per le esperienze che i visitatori possono provare su quel territorio. I pertecipanti al progetto hanno discusso come affrontare tali sfide con due eventi e con differenti metodologie: conferenze aperte alla cittadinanza, gruppi di lavoro, visite di studio con workshop specifici e con incontri informali tra i partecipanti e i cittadini come attraverso l’organizzazione di specifici mercati e con serate informative sul programma “L’Europa per i cittadini”, sugli obiettivi del progetto e sulle organizzazioni partecipanti. MÅLSÄTTNINGAR och METODER EU dokumenten “EU Sustainable Development Strategy” och “Actions for a more sustainable European tourism”, presenterade av Tourism Sustainablility Group, ligger i grunden för de italienska, svenska och franska partnernas arbete med att förstå vilket inflytande de följande elementen har på varandra: skyddet och främjandet av det icke-materiella lokala arvet (matprodukter av hög kvalitet och karakteristiskt hantverk), åtgärderna för hållbara turistvägar (med konsekvenser på och i samspel med naturmiljön, den lokala ekonomi och relationen mellan turister och turistdestinations-områden) och respekten för naturmiljö, lokala traditioner och kultur. Under träffarna har tre frågor analyserats. - Minskningen av efterfrågans säsongsberoende. Koncentrationen av turistresor under endast några perioder av året har negativa effekter på turismens hållbarhet och på skyddet av lokala produkter, det lokala samhällets ekonomiska aktiviteter och på naturen. - Underhålla och öka samhällets välstånd och livskvalitet. Relationen mellan lokal ekonomisk och social utveckling och främjandet av lokala arv och turism har stora effekter på avfolkningen i specifika områden på grund av ett minskat antal nya arbetsplatser, på generationsbytet i traditionsbundna jobb där kulturarvet är grundläggande och på den långvariga och hållbara ekonomiska förbättringen. - Bevarandet och värdesättandet av natur-och kulturarv. Att förstå relationen mellan natur-och kulturarv och hållbar turism är grundläggande för att kunna utveckla ekonomiskt välstånd genom turism, för det lokala samhällets livskvalitet och för besökarnas upplevelser. Projektets deltagare diskuterade ovanstående punkter under två tillfällen genom att använda sig av olika metoder: för allmänheten öppna konferenser, arbetsgrupper, studiebesök med tillägnade workshops, informella möten mellan deltagarna och lokalbefolkningen som organiserats genom en därtill ägnad marknad (Tasting of Europe) med många svenska, franska och italienska matprodukter och hantverk och några informationskvällar om EU Programmet “Europe for Citizens”, projektets målsättningar och partner kommunerna. OBJECTIFS et METHODOLOGIE En gardant à l’esprit les documents de l’Union européenne «Stratégie du Développement Durable de l’Union Européenne» et «Actions pour un tourisme européen durable» proposés par le Groupe de durabilité touristique, l’approche des partenaires italiens, suédois et français a été consacré à comprendre l’influence réciproque de la sauvegarde et de la promotion du patrimoine local immatériel (produits alimentaires ‘haute qualité et artisanat traditionnel), des actions pour des parcours de tourisme durable (avec des effets sur l’environnement naturel, l’économie locale et sur l’interaction entre touristes et zones touristiques) et du respect pour l’environnement naturel, les traditions et la culture locales. Trois défis ont été analysés pendant ces rendez-vous : - Réduction des fluctuations de la demande d’après les saisons. La concentration des visites touristiques dans certaines périodes de l’année a des conséquences négatives sur la durabilité du tourisme et sur la sauvegarde des produits locaux, sur les activités économiques de la communauté locale et sur la nature. - Garder et améliorer la prospérité de la communauté et la qualité de vie. La relation entre l’économie locale et le développement social, et la promotion du patrimoine local et le tourisme a des effets importants sur le dépeuplement de certaines zones à cause du manque de nouveaux emplois, sur le changement générationnel dans les travaux traditionnels pour lesquels le patrimoine culturel est essentiel, et sur une amélioration économique durable. - Garder et ajouter de la valeur au patrimoine naturel et culturel. Pour comprendre que la relation entre le patrimoine naturel et culturel et le tourisme durable est essentielle pour générer une prospérité économique à travers le tourisme, pour la qualité de vie des communautés locales et pour l’expérience des visiteurs. Le projet a abordé ces trois éléments avec deux évènements avec méthodologies différentes: des conférences ouvertes aux citoyens, des groupes de travail, des visites avec ateliers spécifiques et des rendez-vous informels entre participants et citoyens locaux, grâce à l’organisation d’un marché (« Tasting of Europe ») avec beaucoup de produits agro-alimentaires et artisanaux suédois, français et italiens, et des soirées consacrées au programme de l’Union européenne « l’Europe pour les Citoyens », sur les objectives du projet et les municipalités partenaires. The implementation of this project and the collection of the participants’ opinions and feedbacks highlight the reaching of these results thanks to the different methodologies used in the project development such as working group meetings, study visits, workshops and thanks to a higher and major opening of the project activities to the public with the organisation of numerous moments of contact between the participants and the local citizenships in the context of the local popular market. Indeed, this element has been analysed as the first exchange and discussion issue given that in all participating areas in Italy (Traversetolo), in Sweden (Jokkmokk) and in France (Oraison), important markets for the protection and promotion of the local heritage take place. It is necessary and essential to pay particular attention to the result of creating a coherent and efficient network, possibly enlarged to other European countries, with new and challenging objectives. In particular, the wish of the participating organisations is to create a bigger project with three focus groups with the task to analyse the concept of sustainable development and tourism from their point of view in order to create in the medium-long term a guidelines document to implement strategies for a local innovative sustainable development with particular attention to the food heritage, sustainable tourism and the publicprivate cooperation in these fields. Local Food Heritage Sustainable Tourism COMMMON GUIDELINES Multilevel Public Actions CONCLUSIONE e FOLLOW-UP Due risultati attesi erano stati segnalati al momento della candidatura fatta all’Agenzia EACEA: 1.sviluppare e approfondire il concetto di sviluppo sostenibile grazie al confronto delle competenze dei tre paesi europei coinvolti 2.migliorare lo scambio di buone prassi con un maggior coinvolgimento della cittadinanza. L’implementazione di questo progetto e la raccolta delle opinioni e dei feedback dei partecipanti hanno mostrato il raggiungimento di tali obiettivi soprattutto grazie alle diverse metodologie attuate e grazie ad una maggiore apertura al pubblico delle attività con l’organizzazione di numerosi momenti di contatto tra i partecipanti e le comunità locali nel contesto dei mercati locali. Infatti, questo elemento è un comune denominatore di tre aree partecipanti al progetto: Traversetolo, Jokkmokk e Oraison, dove importanti mercati hanno luogo per la protezione e la promozione dell’eredità locale immateriale. È necessario e essenziale prestare particolare attenzione al risultato della creazione di una rete di collaborazione stabile e coerente, con la possibilità di allargarla ad altri paesi europei, per far fronte a nuovi e più importanti obiettivi. In particolare, l’intenzione dei partner è quella di creare un progetto di più ampio respiro l’identificazione di tre “tematiche-focus” con lo scopo di analizzare il concetto di sviluppo e turismo sostenibile da vari punti di vista per creare, nel medio periodo, una serie di linee guida per l’implementazione di strategie per uno sviluppo locale ed innovativo prestando particolare attenzione all’eredità agro-alimentare, al turismo e alla cooperazione tra pubblico e privato. SAMMANFATTNING och UPPFÖLJNING Två väntade resultat lades till ansökan till EACEA Agency - genomförandeorganet för utbildning, audiovisuella medier och kultur: 1. utveckla och fördjupa konceptet av hållbar utveckling genom jämförelse av uppgifter och kompetenser i de tre europeiska deltagarländerna. 2. förbättring av bästa praxis-metoder med ett utökat medborgardeltagande. Genomförandet av projektet och insamlingen av deltagarnas synpunkter och feedback lyfter dessa resultat tack vare de olika metoder som använts för projektets utförande, såsom möten i arbetsgrupper, studiebesök, workshops och tack vare att fler av projektets aktiviteter var öppna för allmänheten och att flera kontakttillfällen mellan deltagarna och lokalbefolkningen organiserats under den välbesökta lokala marknaden. Detta element har faktiskt analyserats som det viktigaste utbytes-och diskussionstemat eftersom det i alla deltagande områden i Italien (Traversetolo), Sverige (Jokkmokk )och Frankrike (Oraison) hålls viktiga marknader för skyddet och främjandet av del lokala arvet. Det är nödvändigt och grundläggande att ägna speciell uppmärksamhet åt resultatet av utvecklingen av ett sammanhängande och effektivt nätverk som kanske utvidgas till att innefatta andra europeiska länder, med nya och utmanande mål. Deltagarorganisationernas speciella önskan är att utveckla ett större projekt med tre fokus-grupper som har till uppgift att analysera konceptet hållbar utveckling och turism från de egna utgångspunkterna för att, under ett medel-långt perspektiv, kunna utarbeta ett dokument innehållande riktlinjer. Dessa bör vara till för att införa strategier för en innovativ hållbar lokal utveckling som speciellt tar hänsyn till matarvet, hållbar turism och samarbetet mellan den privata och den offentliga sektorn i följande områden. CONCLUSION et FOLLOW-UP Deux résultats prévus ont été inclus dans la candidature pour l’Agence EACEA: 1. Développement et approfondissement de l’idée de développement durable grâce à la comparaison entre les tâches et les compétences des trois Pays européens participant. 2. Amélioration de l’échange de bonnes pratiques avec une participation plus active des citoyens. La mise en œuvre de ce projet et la récolte des opinions et des commentaires des participants soulignent l’atteint de ces résultats grâce à des méthodologies différentes utilisées dans le développement de ce projet comme les groupes de travail, les visites, les ateliers, et grâce à une ouverture majeure des activités du projet par rapport au public, avec l’organisation de plusieurs occasions de contact entre les participants et les citoyens dans le contexte du marché local. Cet élément a été analysé en tant que premier échange et sujet de discussion, étant donné que dans toutes les zones intéressées en Italie (Traversetolo), en Suède (Jokkmokk) et en France (Oraison), ont lieu des marchés importants pour la sauvegarde et la promotion du patrimoine local. Il est nécessaire et essentiel de prêter attention à l’établissement d’un réseau cohérent et efficace, potentiellement élargi à d’autres Pays européens, avec des objectives nouveaux et stimulants. En particulier, les organisations qui participent souhaitent créer un projet plus grand avec trois groupes spécifiques ayant comme but celui d’analyser le concept de développement et tourisme durables d’après différents points de vue.
