Following the success of the first four sessions of the Summer University for Democracy
organised by the Council of Europe for its Network of Schools of Political Studies, this event
has become a major meeting point for young leaders from the public sectors of the “new
Europe” to debate, exchange views and attempt to address the concerns of our time.
Après le succès des quatre premières éditions, l’Université d’été de la démocratie, organisée
par le Conseil de l’Europe pour son réseau d’écoles d’études politiques, est désormais le
rendez-vous majeur des jeunes responsables des secteurs publics de la « nouvelle Europe »
pour débattre, échanger et tenter de répondre aux interrogations de notre temps.
Each year, with the support of the European Union, the French Government and the local
authorities of Alsace and Strasbourg, the Summer University for Democracy attracts an
increasing number of participants and experts from outside the Network of Schools of Political
Studies.
L’Université d’été de la démocratie qui bénéficie du soutien de l’Union européenne, du
gouvernement français, des autorités locales alsaciennes et strasbourgeoises, attire chaque
année davantage de participants et d’experts extérieurs au réseau des écoles d’études
politiques.
The 2010 Summer University will, for the second time, welcome participants from Africa
through the co-operation between the Organisation Internationale de la Francophonie (OIF)
and the Council of Europe, whose presence illustrates the growing interest in the Network of
Schools of Political Studies beyond Europe.
L’édition 2010 de l’Université d’été de la démocratie accueille ainsi pour la deuxième fois des
participants d’Afrique dans le cadre de la coopération entre l’Organisation Internationale de la
Francophonie (OIF) et le Conseil de l’Europe, témoignant de l’intérêt croissant que suscite le
réseau des écoles d’études politique au-delà de l’Europe.
The theme for this fifth session, "The crisis of leadership", will examine the developments
which have occurred in the exercise of power when faced with the crises of our time.
Le thème retenu pour cette cinquième édition, « La crise du leadership », permettra
d’examiner les évolutions de l’exercice du pouvoir face aux crises de notre temps.
In order to meet the expectations of their citizens, what are the means and resources available
today to governments at local, national and international levels? How can confidence in
representatives be restored? How can values such as peace, justice and freedom be
disseminated and promoted in non-democratic countries?
Quelles sont aujourd’hui les capacités et les moyens dont disposent les gouvernants, à
l’échelle locale, nationale et internationale pour répondre aux attentes de leurs concitoyens ?
Comment restaurer la confiance des citoyens à l’égard de leurs représentants ? Comment
diffuser et promouvoir les valeurs de paix, de justice et de liberté dans les pays nondémocratiques ?
These topics will form the core of debate in the conferences and workshops of the Summer
University for Democracy, which will be presented by experts and personalities from across
Europe, Africa, Asia and North America.
Tels sont les principaux sujets à l’ordre du jour des conférences et ateliers thématiques de
l’Université d’été de la démocratie, qui seront présentés par des experts et personnalités venus
de toute l’Europe, d’Afrique, d’Asie et d’Amérique du Nord.
A unique occasion to meet and exchange views in order to facilitate mutual understanding and
dialogue, the Summer University for Democracy reserves two days for regional and bilateral
meetings between the 16 Schools which constitute the Network.
Moment privilégié de rencontre et d’échange propre à faciliter la compréhension mutuelle et
le dialogue, l’Université d’été de la démocratie réserve deux journées à des rencontres
bilatérales et régionales entre les 16 écoles membres du réseau.
The Council of Europe would like to thank all of the experts and dignitaries who have kindly
accepted to contribute their knowledge and time to the fifth Summer University for
Democracy, which is an additional step towards the creation of a more extensive annual
Forum for Democracy in Strasbourg, open to the entire continent and beyond.
Le Conseil de l’Europe remercie tous les experts et toutes les personnalités qui ont accepté
d’apporter leur concours à cette cinquième Université d’été de la démocratie, qui se veut une
étape supplémentaire sur la voie de la création à Strasbourg d’un véritable Forum annuel de la

foundation that develops and promotes the study and use of civilian-based, non-military
strategies by groups and campaigns aiming to establish or defend human rights, democratic

In response to requests, the Center provides support for workshops in nonviolent conflict
attended by activists and citizens who are considering civilian-based, nonviolent action as a way
to seek democracy or human rights. Such workshops impart conceptual knowledge and help
develop skills in applying nonviolent strategies devised by such activists.

The Center conducts meetings and briefings, co-sponsors conferences, and makes available
articles and academic studies, to encourage decision makers to facilitate rather than hinder
opportunities for civilian-based, nonviolent movements. These same tools are used to assist
senior media producers and reporters to expand and improve coverage of nonviolent struggles.
