At the heart of the triangle formed by Lyon, Saint-Etienne and Grenoble, and close to the international airport of Lyon-Saint Exupéry and its TGV station, the Les RochesRoussillon Platform f offers ff an ideal location for f companies looking to set up in the Rhône-Alpes region. The Platform is strategically located, near the Feyzin refinery, and represents one of the key components of the south-east chemicals industrial platform “Chemical Valley” which extends from Pierre-Bénite to Roussillon. It is also within easy reach of four other motorways giving direct, fast access to Paris and the main European markets. It is close to two airpports (Lyon Saint Exupéry and Saint-Etienne). It is located in the Isère department, in the heart of the industrial valley of the South-East and Chemical Valley. Through business exchanges involving the industrial companies present, it maintains close relations with the other sites in the region. The Les Roches-Roussillon Platform has successfully met the challenge of developing a responsible multi-operator site in a Seveso category area, dedicated to the chemical industries, in the heart of the industrial valley of the SouthEast and Chemical Valley. In the heart of the Rhône-Alpes region, the Isère department benefits from a strategic geographical location between Northern and Southern Europe, with direct access to the Swiss, Italian and German markets. With a population of 6 million and a GDP of 158 billion euros (i.e. approximately 9.7% of the national GDP), it is France’s second region after Ile-de-France. In Rhône-Alpes, the chemicals industry sector included more than 500 private companies and 32,000 direct employees in 2011 (excluding pharmaceuticals – including holding companies and other related activities). A single gateway, the OSIRIS G.I.E. manages the pooled services and infrastructures. The Platform is supplied with raw materials by pipeline from the Feyzin refinery, and benefits from access via the Rhône as well as a railway connection. OSIRIS G.I.E. The HSE – Sustainable Development and Responsible Care charters of the chemicals industry are co-signed by the operators and assure the coherent management of the health, safety and environmental protection of the site. Breakdown of transport of dangerous substances Pipe‐ line 19% W t Water ‐way 13% Road 35% Rail 33% HSE charter A PPRT (technological risk prevention plan) already in place concerning seven SEVESO “high threshold” plants, four of which are located on the Les Roches- Roussillon Platform: - ADISSEO - BLUESTAR SILICONES - NOVAPEX - RHODIA OPERATIONS An HSE – Sustainable Development charter ensures the coherent, efficient management of the Industrial Health, Safety and Protection of the Environment at the Platform in compliance with the regulations in force and the Responsible Care Charter of the chemicals industry to which the companies subscribe. The human and material resources are shared by the Platform and managed by OSIRIS G.I.E.. A contingency plan is maintained, updated and tested for each site. This plan involves nine crisis management exercises per year, including three with the external emergency services. Human emergency resources available - 38 full-time fire fighters + 100 auxiliary fire fighters for the Roussillon site. 27 voluntary fire fighters for the Les Roches site. Security agents present on site 24/24 and managers on duty to ensure crisis management outside working hours. There is an occupational health service to assist the injured. Material emergency resources available - The sites possess their own fire-fighting facilities (fire prevention and extinction networks, fire hoses, water curtains) capable of supplying flow-rates for extinction and protection exceeding 1,600 m3/hr at Les Roches and 3,000 m3/hr at Roussillon. - These means are available automatically as soon as a fire alarm is set off.
