Entry conditions for animals, animal products, products from animal origin, plants, plants products and minerals introduced by individuals in New Caledonia Photo: Ludivine Sariman New Caledonia is free from numerous diseases and parasites affecting humans, animals and plants, which are present in other parts of the world. The New Caledonian’s laws do take these particularities into account in order to maintain the exceptional status of the island. Consequently, all animals, animal products or products from animal origin, plants, plant products, and minerals are to be declared when entering New Caledonia and must be covered by appropriate veterinary and/or phytosanitary certificate. Some products may be imported by individuals without sanitary certificates while others are prohibited. The list of products presented hereafter sums up these authorizations and prohibitions. This list can be modified anytime without warning following new sanitary information delivered by countries’ counterparts or updated risk analysis. In all cases: • Conditions apply for goods incoming by air, sea or through the post office, express mail included (FEDEX, USPS, COLISSIMO…). • Commercial food products containing less than 20% of animal products (Total net weight), while declaration is compulsory, are not concerned by prohibition, except for specific legislation (i.e. animal products from China). • Family food products may be prohibited, whatever the percentage of animal ingredients in the good (i.e. Foie Gras, Moon cakes…). • When products are authorized without certificate, the maximum limit is set to 2 kg per passenger or mail parcel, whatever the origin of the product. • By preserve is meant food mix having undergone a heat treatment, in a gas and liquid tight container, stable at room temperature (no compulsory room temperature on December 10th 2009 version Service d’Inspection Vétérinaire Alimentaire et Phytosanitaire – www.davar.gouv.nc 1 • • • label). For example, Foie Gras in glass pot with temperature +2°C to +4°C on label is not a preserve contrarily to goods such as concentrated sweet milk in tubes. By prepared meals are meant pizzas, pies and others ready to eat like meals. By commercial is meant, sealed packaging with original labelling stating name of product, country of origin, processing plant, weight, ingredients and in some cases health marking. By status is meant : ¾ Authorized: Authorized without certificate. ¾ Authorized on inspection: Inspection will establish whether the product complies with all compulsory sanitary conditions. Products will be either authorized or prohibited thus seized. ¾ Strictly prohibited: Import is prohibited with or without sanitary certificate. ¾ Prohibited: Prohibited without sanitary certificate from a country authorized to export to New Caledonia. ¾ Treatment on arrival: Treatment is compulsory on arrival and to the financial expense of the individual carrying the product. (2) Imports of dried hams in New Caledonia are possible under very strict sanitary conditions (Deboning, controlled origin, minimum curing time) which must be confirmed by veterinary certification. Goods without veterinary certificate will be seized for re-export or destruction. For example: - A wooden mask with untreated feathers, even if wood inspection detects no infestation, will have to undergo treatment on arrival because of the feathers. The same will apply for a mask with spider web; - A fresh flower necklace with seeds will not be treated on arrival but seized because of the seeds. Veterinary products, chemical products and fertilizers Veterinary products for therapeutic uses are delivered subject to Import Administrative Authorization delivered by SIVAP. Individuals, except when having a veterinary prescription, are not authorized to import veterinary products. Phytopharmaceutical products for agricultural use are delivered subject to Import Administrative Authorization delivered by SIVAP. Imports by individuals are not permitted without such authorization. Fertilizers, whatever their forms (biological, chemical), must be declared and will be inspected to verify their freedom from animal products. These products may be a hazard for air transport safety. The transporter may be contacted for any breach. DECLARE ALL YOUR PRODUCTS FROM ANIMAL OR PLANT ORIGIN WHEN ENTERING NEW CALEDONIA.
