L'Union des Associations Internationales (U A I)
est une organisation internationale non gouvernementale, à but scientifique, fondée en 1910. Elle a pour but de
servir de centre de documentation sur les organisations internationales gouvernementales et non gouvernementales,
leurs activités et tout spécialement sur leurs réunions et publications; entreprendre et encourager les recherches,
études et publications sur les problèmes juridiques, administratifs et techniques communs aux organisations internationales non gouvernementales; faire mieux connaître les travaux de ces dernières et faciliter leurs relations
mutuelles; assurer auprès du public, des écoles et des universités une connaissance plus complète et une meilleure
compréhension de l'effort contemporain de coopération internationale.
L'UAI bénéficie du statut consultatif auprès du Conseil Economique et Social des Nations Unies depuis septembre 1951 et auprès de l'Unesco depuis novembre 1952.
The Union of International Associations (UIA)
is a non profit making international non-governmental organization, founded 1910. Its aims are to : serve as
documentation centre on international governmental and non-governmental organizations, their activities and
meetings; undertake and promote research on legal administrative and technical problems common to international
NGOs; publicize their work and encourage their mutual contacts; secure fuller understanding by the general
public, schools and universities of present day efforts towards international co-operation.
UIA was granted Consultative Status by the Economic and Social Council of the United Nations (September 1951)
and by Unesco (November 1952).

in Copenhagen March 30, 1966
The General Assembly of the UIA was held in
Copenhagen, after Paris (1955), Brussels (1958),
Lausanne (1960), Rome (1962), and Brussels
(1964).
The assembly was opened at the Hotel 3 Falke
on March 30, and was presided by Mr. Pierre
Vasseur, Vice President of the UIA, replacing
Senator Etienne de la Vallée Poussin, who was
retained in Brussels by parliamentary obligations.
Election of New Members of the VIA
Mr. Vasseur proposed to the Assembly the
names of 24 persons whom the Committee had
selected to become new members of the UIA.
The Assembly examined these nominations and
accepted the propositions of the Committee,
declaring the persons whose names follow herewith to be new full members of the UIA.

of members inserted in this edition (see pages 452-457).

Election of Members of the Committee
Mr. Vasseur informed the Assembly of the
desire expressed by the President to be relieved
of his functions. Elected in 1952 in replacement of Mr. Paul van Zeeland (Belgium), the
Senator de la Vallée Poussin considered that,
in the absence of statutory réglementation to
this effect, it would be advisable to establish a
certain rotation of the presidency of the UIA
Although greatly regretting this decision, the
Committee carried out his request and proposed
that the Assembly elect Mr. Franco Casadio
(Italy) as the new president of the UIA. The
Assembly ratified this choice by acclamation.
The Assembly also learned with regret the
desire of Mr. Gray (UK) to give up his functions as a member of the Committee. Having
retired from his position of Secretary of the
World Power Conference, he wished at the same
time to free himself from his other " international " obligations. Mr. Vasseur spoke for the
Committee in expressing their appreciation of
the valuable help Mr. Gray has given them
since his election in March 1960.
Finally, Mr. Vasseur spoke of the cruel loss
suffered by the UIA in the person of its general
treasurer, Mr. Janson, who was elected in September 1958 and who regrettably passed away
in August 1965. The Assembly observed a minute 01 silence in memory of the deceased.
The Committee proposed the nomination of
Mr. Roland Rainaut (France) to the position
of General Treasurer of the UIA, in replacement of Mr. Janson. This proposition was accepted unanimously.
Mr. Vasseur subsequently invited Mr. Casadio
to assume the presidency of the meeting for the
rest of the discussion.
Mr. Casadio thanked the Assembly for its
expression of confidence.
The new President then recalled the outstanding qualities of his predecessor and the important contributions that he made to the development of the UIA as well as to the progress of
international cooperation.
Approval of income and expenditure accounts
for 1965 and budget for 1966.
After having heard a statement by the Secretary General of the UIA and the report of
Mr. Schillings, Director of the International
Institute of Administrative Sciences, and Commissioner for the Accounts of the UIA, the General Assembly approved the documents and
discharged the members of the Committee.
Adoption of one abbreviation only for the UIA
The Secretary General emphasized the complications caused by the fact that several international organizations have the same abbreviations. The situation could be improved
rather easily if the international organizations
limited themselves to one abbreviation only and
discarded the abbreviations of the translation
of their titles. In order to give a good example,
he proposed that the Union of International
Associations conserve only the abbreviation UAI
(Union des Associations Internationales), which
is the older, and no longer use the abbreviation
UIA of its English title.. On the proposal of
Mr. Vasseur, there will first be a referendum
by the intermediary of the magazine of the
UIA, and by the light of the results, the Executive Committee will make a decision.
Activity Report and Evaluation
Invited by the President to introduce this
point in the program, the Secretary General
proceeded with an evaluation of the degree of
attainment of the objectives mentioned in article 3 of the statutes of the UIA.
1) Promote the development of international
co-operation with special emphasis on international relations of a non-governmental character. This objective was undoubtedly attained
constantly hut indirectly, and a much more vigorous action would be necessary.
2) Assemble information on non-governmental and governmental international organizations, their meetings, their publications and
other activities. Make such information available to all interested persons and ensure its
distribution.
We may consider that these tasks have been
carried out effectively. But it is much to be
desired that the reference material produced
by the UIA should, thanks to wider co-operation by international organizations themselves,
be more extensively distributed. A weak point
in the work of collecting information is apparent from the compilation of the bibliographies
of proceedings of international meetings. Although it would be to their advantage to do
so, the organizers of these meetings are not regular enough in sending their proceedings to
the UIA, which makes the work more difficult
and necessarily less complete.
3)Effect research and issue publications on
the common problems of international organizations. The study of the congress science can
he considered as having been largely accomplished, given the work on the 4th international Congress, which is going to open in Copenhagen, and the various publications on these
matters that the UIA will send to press still in
1966.

The number of sets of initials used
throughout the world is considerable ; the
list of initials of international organizations alone, published by the Union of International Associations, numbers 2,850.
The fact that several international organizations possess the same initials obviously leads to difficulties, but the situation
could be improved if international organizations were to limit themselves to one set
of initials only, not using those of translated titles.
For example, can anyone see any objections to the Union of International Associations' discarding the abbreviation
" U I A " which is that of its English title,
and keeping only " U I A "—the abbreviation of its French title, which is older
and was for a long time the only one used?

to come to a decision on this point, would
be happy to hear readers’ opinions and
possible criticisms.

program of several permanent conferences of
consultative organizations. In addition, Mr. Stosic's book is now available.
The question of international NGO's legal
status has been sufficiently studied and ventilated by the UIA.. What is wanted now is action
by the NGO's to secure international status.
The study of the structure and function of the
INGO's has been undertaken by the UIA, in a
partial fashion during past years, and in a more
comprehensive way recently, with a report published in the review. This report is going to
be rewritten to become a brief practical manual
for the use of the directors of the INGO's. Furthermore, a detailed study of the structure,
operating methods and status of INGO's has
been carried out by Mr. Jean-Patrick Chamaillard, who worked for more than six months at
UIA headquarters.
majority of studies made concerning international organizations—that the documents published by the UIA were useful for such studies
outside of the UIA, and even that without the
work of the UIA many of these studies would
not have been possible. The fact that the number of such studies is increasing is undoubtedly
also due to the work of the UIA. Finally, it is
significant that we know already six universities which have reproduced part of the contents
of our Yearbook of International Organizations
on perforated cards, for studies of international
organizations.
6) One last remark should be made in the
context of this evaluation to the effect that until
now the UIA has not made use of article 11 of
its statutes allowing for the creation of special
commissions.
The question of determining the value and
of fully using the work of the INGO's has been
approached, but undoubtedly must be studied
in greater detail, as must be the particular question of the role of NGO's in the development of
new countries.
4) Facilitate mutual relations between international organizations. The UIA does not interfere in these relations : its work consists in
providing these organizations with the best information and documentation. Obviously, this
is consistently accomplished by the various
publications of the UIA. Mention may also be
made of the development of relations between
INGO's introduced to each other at meetings
called by the UIA at one time or another, with
the purpose of studying certain question of general interest such as those discussed in the
preceding paragraph.
5) Promote study and better understanding
of international organizations in schools, universities, and by the general public. Because of
a lack of material means, the UIA has only been
able to execute this part of its program in an
indirect and feeble way. However, mention
must be made of the publication in four languages of Mr. Verniers' " International Co-operation and You ", primarily intended for the use
of secondary school teachers. In addition, it is
evident—especially from the footnotes of the
UIA Headquarters in Brussels.

7) After this explanation by the Secretary
General of the UIA, one of the participants,
Mr. Molenaar, asked if there had already been
an evaluation of the national secretariats of the
UIA. The Secretary General, invited to answer,
stated that these secretariats are at the present
time liaison offices and have three functions :
render the work and the contacts of the UIA
more international, put together international
documentation more easily, and help to make
the UIA and its publications better known.
The UIA has 15 liaison offices, which function
very differently one from the other. An evaluation of the extent and the form of their contribution had not been made.
Future activities
After speaking of the work in progress on new
UIA publications, Mr. Speeckaert sketched out
a rapid picture of the general position of the
work being done on non governmental international organizations.
As far as studies are concerned several subjects should be undertaken : the recruitment,
the formation, and the career of private international officials (and particularly the question
of the establishment of pension funds) ; the
modernization of the administrative and technical equipment of non governmental international organizations ; the role of NGO's in the
context of the development of new countries ;
the problem of making the work of the NGO's
more valuable.
Mr. Schillings considered it necessary first of
all to think in terms of new countries : for
example, their need for international officials. Mr. Speeckaert recalled, with regard
to this problem, one of the observations made
at the round table conference held in Paris, on
the initiative of Mr. Vasseur, last March : the
recruitment of young people in our countries
for the secretariats of NGO's is becoming difficult, because the NGO's do not offer them the
attraction of power, and in addition, there is
the competition of foreign companies which
also present them with work of an international
character.
The President emphasized that the UIA is the
only place in the world where the complete intergovernmental and non governmental interna-
tional phenomenon is studied. Like an iceberg
whose largest part cannot be seen, the edifice
of the UIA is above all profound in its extended
work in documentation. The Yearbook is an
authentic contribution to the phenomenon of international organization. The UIA has been
able to adapt itself and extend its studies to new
areas of research (its publications in the series
"Congress Science"). But certain subjects
of study should be broached. In which direction ? There is a wide choice. The President
suggested that not enough advantage is taken
of article 11 of the constitution. He invited the
Executive Committee to set up Commissions
whose task would be to select subjects for studies and which would be the means of obtaining information concerning the needs of the
NGO's. Once these studies were undertaken,
they would be supervised, from the point of
view of length and of finances, by the Committee.
Mr. Kovalski expressed, in the name of his
Soviet colleagues and himself, his pleasure in
attending the General Assembly of the UIA for
the first time. The masses play a more and
more important role in international life today,
and it is therefore highly relevant to study the
role the NGO's play in the modern world. To
encourage peace and international understanding is a great task for the UIA (art. 3 of the
statutes). Mr. Kovalski spoke of the accomplishments of his country in the areas which
interest the UIA : there are already several
centers for the study of international relations ;
a directory of international organizations is heing prepared in the Russian language ; several
studies have been made on private international
organizations, and others will follow. These
are the first steps in their collaboration with
the UIA, but Mr. Kovalski expressed the hope
that his country will be able to do more in the
near future.
Mr. Verniers suggested that the program of
work of the UIA is very heavy, and expressed
the fear that in addition to the large volume of
publications already in progress, it would be
very difficult for the general secretariat to undertake new tasks. In the affirmative, how
could a selection be made ? Perhaps by submitting the subjects of possible studies to active members of the UIA for their choice and

approval. For Mr. Verniers, the idea of
Mr. Schillings, and also that of Mr. Rilaat presented at the last meeting of the Committee of
the UIA—that is, the organization of forums
where representatives of international organizations and representatives of specialized sectors of new countries could meet under the
auspices of the UIA—deserved attention.
Mr. Speeckaert, taking up the suggestion of
the President, affirmed that in his opinion the
solution lies in the creation of commissions,
working by themselves, to which the general
secretariat could submit certain studies for development. These commissions would be composed of a small number of person interested
in the subject and, in order to be able to spend
more time at their work, not too far from one
another geographically and, in any case, able
to travel to several common meetings.

In the area no longer of study, but of action,
the Secretary General of the UIA underlined
three points where an effort should be made :
a) the obtention of an international juridical
status for the INGO's ; b) the creation of an international network of rapid information on the
international organizations and their work, with
the help of the existing national institutions :
c) the creation of common services (printing,
distribution, sales, exhibitions, recruitment and
training of administrative personnel).
The President invited the General Assembly
to approve the broad lines of the program proposed by the Secretary General. The Assembly
declared its agreement and also approved the
creation of a commission to study the terminology relative to international organizations and
conferences.
The meeting was then closed.

La 50e session de la Conférence internationale du Travail
s'est tenue à Genève du 1er au
22 juin 1966.

la 50° session de la Conférence;

délégations tripartites complètes. Le nombre des délégués et

normes adoptées au cours de
la session ont porté le nombre total des conventions à
126 et celui des recommandations à 127.
— Adoption de plusieurs résolutions portant sur des sujets autres que les questions
techniques inscrites à l'ordre
du jour de cette session.
La Conférence a pris note
du rapport spécial présenté par
le Directeur général du BIT sur
l'application de la Déclaration
concernant la politique d'« apartheid » de la République sudafricaine.
D'autre part la Conférence a
procédé à une discussion générale du rapport du Directeur
général du BIT portant sur l'industrialisation et le travail et a
adopté une résolution concernant le rôle de l'OIT dans l'industrialisation des pays en voie
de développement.
La Conférence a aussi procédé au renouvellement du
Conseil d'administration du BIT
qui comprend 48 membres, soit
les représentants gouvernementaux de 24 pays, 12 membres
employeurs et 12 membres travailleurs, pour la période 19661969.
Dix des membres gouvernementaux détiennent des sièges
permanents en tant que pays
ayant l'importance industrielle
la plus considérable. Les 14 autres membres gouvernementaux,
les 12 membres employeurs et
les 12 membres travailleurs ont
été élus respectivement par le
groupe gouvernemental, le groupe des employeurs et le groupe
des travailleurs. Conformément
à la Constitution de l'OIT, les
dix membres permanents n'ont
pas participé aux votes au sein
du groupe gouvernemental.

Le Centre international de
perfectionnement
professionnel
et technique, créé par l'Organisation internationale du Travail, a été inauguré officiellement le lundi 7 mars 1966 sous
la présidence de M. David A.
Morse, directeur général du
Bureau international du Travail
et Président du Conseil du Centre.
Le Directeur général du BIT
a accepté, avec effet à partir du
22 avril, la démission du Directeur du Centre, M. Paul Bacon,
appelé par le gouvernement
français à présider le Centre
d'étude des revenus et des coûts
nouvellement créé.
L'Organisation Internationale du Travail collabore avec le gouvernement
de l'Inde à la création d'une série de centres de formation professionnelle dans le cadre d'un projet du Fonds Spécial des Nations Unies. Ce
projet comporte l’établissement de cinq instituts centraux de formation
d'instructeurs dans les villes ci-après : Calcutta- Madras, Kanpur. Hyderabad et Ludhiana.

The total budget (Regular and
Operational) for 1967 is US
. $11,899,500, as adopted by the
Board of Governors at its
meeting on 15 June 1966. This
budget will be submitted to the
General Conference for approval in September 1966.
In many areas of the world the Mediterranean fruit fly destroys millions
of dollars worth of fruit every year. As an adjunct to chemical pesticides., which are not always practical, the International Atomic Energy
Agency (IAEA) and the Food and Agricultural Organisation of the United
Nations (FAO) are combining to develop the " sterile male " technique
as a means of overcoming the menace. This involves the release of
millions of artificially released flies after sterilising them with gamma
irradiation. The sterile males mate with females and steadily reduce
the birth rate. At the Seibersdorf Laboratory of the IAEA near the
Vienna headquarters the problems of rearing the enourmous numbers
necessary, of devising cheaper means of feeding them, and of releasing
them
from
aeroplanes
are
being
investigated.

Deuxième conférence
ministérielle sur la science
Les Ministres chargés des affaires scientifiques et techniques, dans les pays Membres de
l'OCDE et en Yougoslavie, se
sont réunis pour la seconde fois
à Paris les 12 et 13 janvier 1966,
sous la présidence de M. Alain
Peyrefitte, Ministre de la Recherche scientifique et des Questions
atomiques et spatiales en France. Des observateurs de la Finlande, de la C.E.E., de la C.E.C.A;, de l'Euratom et du Conseil
de l'Europe participaient également à cette conférence.
Les Ministres ont souligné
l'importance croissante de la
science et de la technique et
l'influence qu'elles exercent sur
la politique nationale dans ses
aspects les plus importants. Cette
importance se reflète dans le
volume des ressources que les
gouvernements consacrent à la
recherche et à ses applications
dans le développement des mécanismes institutionnels pour la
politique de la science. Cela
n'est pas sans conséquences
pour le progrès économique et
social tant des pays industrialisés que des pays moins développés, de même que pour les
relations entre ceux-ci et ceuxlà.
Les débats ont porté sur les
sujets suivants : Potentiel de
Recherche et de Développement
des pays de l'OCDE; Politique
des Gouvernements en faveur de
l'Innovation technique; Recherche Fondamentale et Politique
des Gouvernements ; Sciences
sociales et Politiques des Gouvernements et Problèmes de la
coopération internationale dans
la
recherche scientifique et
technique.
Les Ministres sont convenus
qu'ils se réuniraient à nouveau
dans un délai de deux ans. Ils
ont décidé qu'un des principaux thèmes des travaux futurs
serait le suivant : les conséquences économiques et sociales résultant des efforts de recherche scientifique et technique, et en particulier les implications que présentent, pour les
pays industriellement avancés
et les pays moins développés,
les différences dans les potentiels nationaux scientifiques et
techniques. Cette étude devrait
être faite en tenant compte des
grandes évolutions scientifiques
et techniques à prévoir dans la
prochaine décennie.
Les points suivants ont été
discutés : Incidences financières des objectifs fixés en ce
qui concerne le développement
de l'éducation; Utilisation efficace des ressources affectées
aux
constructions
scolaires;
Problèmes soulevés par l'offre
et la demande de personnel enseignant; Modification de la
structure de l'enseignement secondaire; Problèmes posés par
le développement de l'enseignement et de la formation techniques, aux niveaux secondaire
et post-secondaire ; Rôle de
l'élaboration des poltiques, de
la programmation et de la recherche dans le développement
de l'éducation.

régional méditerranéen

Le
Comité
du
Personnel
Scientifique et Technique de
l'OCDE a consacré la plus grande partie de sa 15° session, tenue du 15 au 17 juin 1966, à un
examen spécial du Projet Régional Méditerranéen. Dans le
cadre de ce Projet, exécuté sous
le patronage de l'OCDE, de 1961
à 1965, les six pays méditerranéens Membres de l'Organisation (Espagne, Grèce, Italie,
Portugal, Turquie et Yougoslavie) ont préparé, en étroite collaboration avec le Secrétariat
de l'OCDE, des rapports nationaux établissant les besoins en
matière d'éducation, calculés en
fonction des objectifs du développement économique et social au cours des dix ou quinze
prochaines années. Ces six rapports, déjà publiés, ont constitué la base de l'examen spécial
auquel le Comité a procédé.
Le Pavillon de l'Organisation
de Coopération et de Développement Economiques a été exposé du 9 au 23 juin 1966 à la
Foire Internationale de Lisbonne.
Destiné à informer le public
sur les buts et les objectifs de
l'Organisation, le Pavillon abritait une exposition des publications de l'OCDE. Ces dernières
constituent une très riche documentation, particulièrement utile pour l'étude et la recherche
aussi bien dans les domaines de
l'économie, des échanges et des
paiements, des politiques d'aide
aux pays moins développés que
dans ceux de l'industrie, de
l'agriculture, de la main-d'œuvre, de la science et de l'enseignement.

Rôle dans les échanges internationaux
Dans un discours prononcé devant le 6e Congrès International de la Distribution des Produits Alimentaires à Copenhague, le 27 juin 1966, le Secrétaire Général de l'OCDE M.
Thorkil Kristensen, a notamment déclaré : «Depuis 1950, le
taux moyen annuel d'accroissement de la production de l'ensemble des denrées agricoles a été de 2,7 % environ. Toutefois,
étant donné l'accroissement démographique, la production annuelle par habitant a augmenté de quelque 1,3 % par an dans
les pays industriels et seulement de 0,5 % dans les régions en
voie de développement. Si nous ne considérons que les produits alimentaires, l'écart est encore plus marqué puisque les
chiffres sont 1,4 % contre 0,4 %.
Les prix agricoles ont suivi deux mouvements entièrement
différents. De 1951 à 1961, les prix moyens mondiaux à l'exportation des produits agricoles ont diminué de 30 %. Une hausse
s'est amorcée en 1963, mais en 1964, la moyenne était encore
de 22 % plus faible qu'en 1951. Pendant ce temps, les prix payés
aux agriculteurs augmentaient régulièrement dans la plupart
des pays. De 1960 à 1965, cette hausse a été de 20 % au moins
dans huit pays de l'OCDE. Plus l'écart s'accuse, plus les restrictions aux échanges s'intensifient.
Les échanges se sont, néanmoins, maintenus à un niveau
étonnament élevé. En fait le commerce des produits agricoles
s'est développé plus vite que la production depuis 1950 environ.
De 1953-55 à 1963-65, l'augmentation des exportations
céréales a atteint jusqu'à 109 pour cent, alors que celle de
production n'a atteint que 29 pour cent. Les exportations
viande se sont accrues de 103 pour cent et la production
35 pour cent seulement.

Avant la guerre, les pays occidentaux industriels étaient importateurs nets de céréales pour quelque 14 millions de tonnes
par an dont 10 millions de tonnes provenaient des pays en
voie de développement. Au cours des dernières années, les pays
occidentaux sont devenus exportateurs nets pour un volume
de 25 à 30 millions de tonnes par an. La majeure partie de ces
exportations sont destinées aux pays moins développés, Chine
comprise, mais certaines années l'Union Soviétique fait également des achats importants.
Cette évolution est-elle annonciatrice d'une modification de la
structure des marchés agricoles ?
La modification de la structure des échanges s'est amorcée
avant la guerre et le tiers environ du changement opéré jusqu'à
maintenant était déjà intervenu avant l'entrée en vigueur de
l'aide alimentaire des Etats-Unis.
L'augmentation démographique moyenne a été de 2,1 pour
cent par an entre 1953 et 1958 dans les pays en voie de développement. De 1958 à 1963, elle a été de 2,4 pour cent par an.
Elle approche maintenant de 2,7 pour cent par an. La production alimentaire dans les pays en voie de développement, contrairement à la progression démographique s'est accrue à un

De nationalité danoise, M.
Thorkil Kristensen, qui est âgé
de 66 ans, a une carrière d'économiste et d'homme politique.
Auteur de nombreuses publications économiques, il a été, en
outre, professeur d'Economie
Industrielle et Commerciale à
l'Université de Aarhus (19381947) et à l'Ecole des Hautes
Etudes Commerciales de Copenhague de 1947 à 1960.
A deux reprises : 1945-1947 et
1950-1953, il fut Ministre des
Finances du Danemark. De 1949
à 1958, il fut membre de l'Assemblée Consultative du Conseil de l'Europe et de 1953 à
1960, du Conseil Nordique.
• L'Ambassadeur Philip H. Trezise a pris en janvier ses fonctions de Chef de la Délégation

Les besoins alimentaires
mondiaux et l'aide au
développement
Dans un discours prononcé à
Londres, le 12 mai 1966, à la
vingtième conférence annuelle
de la Fédération Internationale
des Producteurs Agricoles, M.
Willard L. Thorp, président du
Comité d'Aide au Développement de l'OCDE, a notamment
déclaré : « L'étude de la conjoncture actuelle laisse présager
une période difficile, et cela
tout particulièrement dans le
domaine des besoins et des ressources en produits alimentaires. Accroissement rapide du
nombre des bouches à nourrir,
lente progression de la production d'aliments et réduction des
réserves de produits alimentaires sont autant de faits établis. Alors qu'actuellement encore, le souci d'éviter une surproduction alimentare pousse
certains pays à réduire leur
production et à pratiquer une
politique de soutien des prix,
tandis que d'autres donnent la
priorité à la diversification de
la production et à l'industralisation au détriment du développement agricole, la situation
impose un renversement de politique et l'adoption de mesures
nouvelles dictées par la perspective de déficits alimentaires.
Les pays moins développés
connaissent de graves difficultés
de balance des paiements. Ils
ont besoin qu'une aide étrangère s'ajoute à leurs recettes d'exportations pour être en mesure
d'importer les biens et services
nécessaires au maintien de
l'économie et à son développement. Leurs besoins alimentaires
augmentent, les ressources dont
ils disposent seront mises encore plus fortement à contribution, de sorte qu'il faudra, soit
qu'ils reçoivent une aide étrangère fortement accrue, soit
rythme ralenti. Au cours des 6 dernières années, l'augmentation n'a été que de 2 pour cent par an. Il n'est donc par surprenant que les importations de céréales de ces pays aient augmenté
ni que les stocks excédentaires de céréales aient diminué notamment aux Etats-Unis depuis 1961. A l'heure actuelle, il n' y a
plus de stocks excédentaires de blé.
Les exportations nettes à destination des pays en voie de développement et de l'Union Soviétique ont représenté 7 pour cent
environ de la production totale de céréales des pays industriels
de l'Ouest et de l'Australie, au cours des dernières années. C'est
probablement une des principales raisons pour lesquelles les
prix à l'exportation des céréales font preuve de légèrement
plus de fermeté depuis 1960-61. Si ces exportations doivent
augmenter encore d'une façon spectaculaire, cette évolution
aura une incidence décisive aussi bien sur les marchés agricoles
que sur d'autres secteurs, tels que les transports maritimes et
le financement des exportations.
Mais on peut se demander, s'il ne serait pas possible d'accroître à un rythme beaucoup plus rapide la production agricole dans les pays en voie de développement afin que ceux-ci
puissent faire face à leur demande croissante ?
Il est certain que des efforts plus énergiques pourraient être
faits dans ce domaine par les pays moins développés euxmêmes, et par les pays industriels qui pourraient accroître leur
assistance financière et technique en faveur du développement
de l'agriculture.
Toutefois, je crois que ces possibilités sont souvent surestimées. Dans les pays les plus prospères, nous disposons de presque trois fois plus de terre agricole par habitant que dans les
pays actuellement pauvres.
C'est un fait fondamental qu'on oublie souvent dans les débats
publics sur l'agriculture. A supposer que les pays actuellement
moins développés atteignent notre niveau technique dans 40 ou
50 ans, les pays actuellement industrialisés continueront à
avoir sur eux un avantage substantiel en matière d'agriculture.
Si ces pays moins développés veulent atteindre les niveaux de
progrès technique et d'alimentation qui seront les nôtres le
siècle prochain, ou même s'en rapprocher, alors il faudra normalement qu'ils importent de l'Occident des produits alimentaires et paient leurs importations en exportant des articles
manufacturés.
Voici donc quelles semblent être les perspectives à long
terme. Si cette évaluation se fonde sur des bases raisonnablement exactes, les exportations de produits alimentaires à destination de ces pays, c'est-à-dire, principalement à destination
des régions tropicales, ne seraient pas un simple commerce
temporaire mais plutôt un mouvement régulier qui pourrait atteindre des dimensions considérables. Dans ce cas, ces
exportations modifieraient le volume et l'orientation des transports maritimes et probablement aussi le type des navires qu'il
conviendrait d'employer. Les principaux exportateurs seraient
l'Amérique du Nord et l'Australie (et peut-être l'Argentine).
Les principaux importateurs seraient les pays d'Asie à forte
densité de population. »

J'ai parlé des produits alimentaires expédiés par les pays développés aux pays moins développés. Toutefois, il semble ressortir des tendances actuelles
que cette solution ne saurait être
que provisoire. A plus long terme, il s'agit d'une course entre
l'expansion démographique des
pays moins développés et l'accroissement de leurs ressources alimentaires propres. Il convient donc d'accorder la plus
grande importance à l'accroissement de la production alimentaire et à l'amélioration des
moyens d'entreposage et de disstribution dans les pays sousdéveloppés. Dans beaucoup de
pays, le problème consiste essentiellement à augmenter les
rendements.

qu'ils affectent une proportion
croissante de leurs ressources
en devises étrangères à l'importation de produits alimentaires.
Pour combler le déficit alimentaire croissant qui risque de
se produire au cours des dix
prochaines années, on se heurtera à un certain nombre de
problèmes. L'aide alimentaire a
toujours suscité des difficultés;
en premier lieu, il est généralement admis qu'elle ne doit pas
entraver les échanges commerciaux normaux, mais quelles
sont les quantités qui seraient
transférées dans des conditions
commerciales normales ? Cette
question se rattache étroitement
à celle de savoir comment répartir équitablement l'aide alimentaire entre les pays moins
développés, en particulier s'il
se produit une disette caractérisée. En second lieu, toute intervention visant à remédier rapidement à une pénurie risque

d'encourager le pays bénéficiaire à ne rien faire pour augmenter sa propre production. La
situation nouvelle risque de poser un troisième problème. Si
la fourniture de denrées alimentaires aux pays moins développés devient une charge croissante, cette dernière devra-telle être supportée uniquement
par les pays producteurs ou bien
répartie entre tous les pays riches ? Il ne s'agit pas seulement du coût des denrées alimentaires elles-mêmes. Il faut
également tenir compte des
frais de transports maritimes et
autres, qui peuvent ètre assez
élevés. Il se pose enfin la question suivante : comment utiliser cette aide alimentaire accrue
de la meilleure façon possible
non seulement pour encourager
la production agricole dans les
pays moins développés, mais
aussi pour contribuer au développement économique général
de ces pays ?

La situation de l'Europe en
matière de recherche
industrielle
Lors d'une réunion tenue du
9 au 11 mai par des dirigeants
de grandes entreprises industrielles venus de 16 pays d'Europe, un nouvel organisme a
été créé sous le nom d'« Association Européenne pour l'Administration de la Recherche
Industrielle »; il est de type non
gouvernemental et indépendant.
Les personnes suivantes ont
été élues comme dirigeants de
l'Association :
Le Président est le Professeur H.B.G. Casimir, directeur
des Laboratoires de Recherche
(Philips) aux Pays-Ras, et les
Vice-Présidents, M. F. Picard et
Dr. H. Liander, respectivement
directeur des Etudes et Recherches (Renault) en France et
Vice-président des Recherches
et du Développement (ASEA)
en Suède.
Le but de l'Association est
de contribuer à améliorer en
Europe l'efficacité et les réali-
sations de la recherche dans
l'industrie, par des discussions
et des études sur la meilleure
façon de l'organiser, de la diriger et de l'administrer, et par
l'application de ses résultats à
la production.
A Monte-Carlo, au mois de
février 1965, l'OCDE avait été
invitée à préparer la constitution d'une Association européenne
pour
l'Administration
de la recherche; c'est aujourd'hui chose faite.
Exploitation à pleine
puissance du réacteur Dragon
Le dimanche 24 avril a marqué une étape importante pour
la mise au point du système de
réacteur à haute température et
refroidi au gaz, car le réacteur
expérimental Dragon à Winfrith
(Royaume-Uni) a atteint pour
la première fois sa puissance
prévue de 20 mégawatts thermiques.
Ce réacteur a été construit par
le Project OCDE de réacteur à
haute température qui est l'une
des entreprises communes de

signé le 7 mars 1966 un contrat
portant sur le retraitement des
combustibles
déchargés
des
réacteurs HFR (Petten) et BR-2
(Mol). La quantité à retraiter
est d'environ 4.000 kg d'uranium et d'aluminium.
C'est le contrat de retraitement d'éléments de combustibles de réacteurs de recherches
le plus important qui ait été signé à ce jour dans la Communauté.

la mise au point du système de
réacteur à haute température et
refroidi au gaz, car le réacteur
expérimental Dragon à Win frith
(Royaume-Uni) a atteint pour
la première fois sa puissance
prévue de 20 mégawatts thermiques.
Ce réacteur a été construit par
le Project OCDE de réacteur à
haute température qui est l'une
des entreprises communes de
l'Agence Européenne pour l'Energie Nucléaire. Ce Projet a

Le Conseil de l'OCDE a décidé, nu-février, d'inviter le Gouvernement australien à participer aux travaux du Comité
d'Aide au D é v e l o p p e m e n t
(CAD), conformément aux dispositions de l'article 12 c) de
la Convention.
Le volume de l'aide publique
accordée par l'Australie aux
pays en voie de développement
s'est élevé à plus de 927 millions
de dollars des Etats-Unis entre
1945 et 1965. Au cours de l'année fiscale 1964-1965, le montant des contributions du secteur public a été de-107 millions
de dollars des Etats-Unis environ. L'aide publique du Gouvernement australien est accordée sous forme de dons.

BERLIN IST EINE REISE WERT !
Die Städte Berlin und Cölln, deren Geschichte in den
Anfang des 13. Jahrhunderts zurückgeht, schlossen sich
im Jahre 1305 unter dem Namen Berlin zu einer Stadt
zusammen. Das Berlin dieser Zeit war eine Kaufmannssiedlung, die sich zu einem lebendigen Handelsplatz
entwickelte. Auch der Fischfang war damals bedeutend,
so mag die irrige Ansicht entstanden sein, dasz Berlin
ursprünglich ein Fischerdorf gewesen sei. Im Jahre 1741
wurde Berlin kurfürstliche Residenz, später Königsstadt,
• 1871 Kaiserstadt und Reichshauptstadt und die gröszte
deutsche Stadt. Im Jahre 1945 schien es, als sei Berlin
für immer in Schutt und Asche gesunken. Zwar stark
zerstört und in zwei Teile gespalten überlebte Berlin
dennoch den zweiten Weltkrieg. Kommunistische Willkür
zog 1961 eine Mauer mitten durch die alte Hauptstadt
und trennt heute noch Berliner von Berlinern.

Grünen ist. Mehr als 20 % der Fläche Berlins sind mit
Wäldern und Seen bedeckt. Wer in Berlin für ein paar
Stunden oder auch für langer Ferien macht und Entspannung sucht, hat tausend Möglichkeiten. Er kann mittags
im Wannsee baden, urn in zwanzig Autominuten am Kurfürstendam sein Mittagessen einzunehmen. Er kann den
Sonnenuntergang am Tegeler See genieszen und eine
Stunde später ein Theater in der City besuchen, Er kann
um 9 Uhr früh an der Havel angeln um 10 Uhr eine Ausstellung am Funkturm besuchen, Erst kürzlich hat ein
Amerikaner die Frage, weshalb er gerade Berlin als
Kurz-Ferienziel gewählt hat, so beantwortet : « Berlin ist
einer der wenigen Orte auf der Erde, wo man das Gefühl
hat, zugleich auf dem Lande und in einer Weltstadt zu
leben. »
Die Stadt ist zum Symbol der Freiheit für die gesamte
freie Welt geworden. Der Kampf der Westberliner um
die Erhaltung ihrer Freiheit, gestützt auf die Garantien
der freien Welt, hat im Verlauf der letzten Jahre ungeahnte Kräfte in und für Berlin entwickelt. Diese Kräfte
haben geholfen, in dem westlichen Teil von Berlin, eine
neue Stadt aufzubauen. Der Wiederaufbau Westberlins
erfolgte in der Überzeugung, dasz Berlin wieder die
Funktion der deutschen Hauptstadt erhalten wird. Das
städtebauliche Gesicht wandelte sich dabei erfreulich.
Anstelle früherer Mietskasernen mit häszlichen dunklen
Hinterhöfen, die einst Berlin den Ruf der steinernen Wüste
eintrugen, wurden helle, gesunde Wohnungen in aufgelockerter Bauweise errichtet. Moderne, von Grünanlagen umgebene Siedlungen sind in allen Stadtteilen
entstanden. Jeder dritte Berliner wohnt heute in einer
Neubauwohnung. Eine dieser neuen Siedlungen, das
Hansaviertel im Tiergarten, ist mehr als ein "neues Wiederaufbauzentrum, es ist ein Stück Baugeschichte. Hier haben
im Jahre 1957 anläszlich der Internationalen Bauausstellung 50 namhafte Architekten aus dem In- und Ausland
einen Querschnitt durch das moderne Bauschaffen unserer
Zeit gegeben. Viele Neubauten, wie das Hansaviertel,
die
neue
westberliner
City
mit
dem
groszzügigen
Europa-Center, dem neugestalteten Ernst-Reuter-Platz mit
der
Technischen
Universität,
die
Kongreszhalle,
die
Deutsche Oper Berlin, das neue Haus der Volksbühne,
die Akademie der Künste und der Neubau der Philharmonie sowie das im Entstehen begriffene UniversrtätsKlinikum gehören heute zu den touristischen Sehenswürdigkeiten,
Die bekannte Berliner Gastlichkeit macht den BerlinAufenthalt angenehm und bequem. 13.347 Fremdenbetten
stehen zur Zeit zur Verfügung; weitere neue Hotelbauten
sind in Vorbereitung. Der Gast kann wählen zwischen
Luxushotels, den groszen und mittleren Hotels oder den
behaglichen Fremdenpensionen.
Zu einem Zentrum der Begegnung hat sich die Kongreszhalle Berlin entwickelt, denn mit dieser modernen
Tagungsstätte am Ufer der Spree sind für Berlin die Voraussetzungen zu einem idealen Tagungsort geschaffen
worden. Der beste Beweis, wie sehr sich die Kongreszhalle mit ihren hervorragenden technischen Einrichtungen,
besonders auch mit einer Simultananlage, bewährt hat,
sind die zahlreichen alljährlich in Berlin stattfindenden
Kongresse.
Die vielen Tagungsbesucher, die nach Berlin kommen,
sind immer wieder von neuem überrascht festzustellen,
Die Reise nach West-Berlin ist heute kein Problem
mehr. Berlin besitzt Anschlusz an den internationalen
Flugverkehr. Die beiden Berliner Flughäfen Tempelhof und
Tegel werden täglich von mehr als 90 Maschinen angeflogen. 9 Omnibuslinien und 11 Interzonenzüge verbinden
Westdeutschland und Berlin. Das Schwergewicht des
Verkehrs nach Berlin liegt im Verkehr auf der Strasze und
im Luftverkehr. So wurden im Jahre 1964 von und nach
Berlin auf allen Verkehrswegen insgesamt 9,5 Mio. Fahrgäste befördert. Auch Ausländer können nach Berlin auf
dem Landwege reisen, das erforderliche Durchreisevisum
wird an den Zonenübergängen erteilt. Auszerdem haben
die Berlin-Gäste aus Westdeutschland und aus dem Ausland während ihres Berlin-Aufenthaltes zugleich auch die
Möglichkeit, den östlichen Teil der Stadt im Rahmen einer
am Kurfürstendamm beginnenden Stadtrundfahrt kennenzulernen.
Der politische good will, der in der freien Welt für
Berlin besteht, hat mit dazu beigetragen, dasz sich Berlin
im letzten Jahrzehnt zu einem Touristenziel entwickelt hat,
das politisch und kulturell interessierte Menschen in
besonderem Masze anzieht. Der Reiseverkehr nach Berlin
aus Westdeutschland hat sich in den vergangenen zehn
Jahren mehr als verdoppelt und aus dem Ausland sogar
verfünffacht. Nach der Westberliner Hotelstatistik kamen
1964 über 700.000 Menschen nach Berlin, die Zahl der
Übernachtungen belauft sich jährlich auf 2,2 Millionen.
Jeder dritte Besucher Berlins ist ein Ausländer. Bei den
ausländischen Gästen stehen die Besucher aus den
Vereinigten Staaten an erster Stelle, es folgen Schweden.
Groszbritannien, Schweiz, Niederlande und Italien.
Da der Strom der Berlin-besucher nicht abreiszt, bereitet
sich Berlin duch den Bau einer Reihe neuer Hotels auf
eine weitere Aufwärtsentwicklung des Westberliner Fremdenverkehrs vor.
