The Association is to be known as the International Federation for Manual/Musculoskeletal
Medicine, abbreviated as FIMM. Its registered office is B-4608 WARSAGE, Thier Saive, 49; it
is subject to the Belgian law of the 25th October, 1919 granting legal status to international
associations with philanthropic, religious, scientific, artistic or pedagogic aims.

Considerations I
The French and the German names of the Federation are not equivalent to the English name.
For strategy reasons “Musculoskeletal” was pinned to the English line only. For some members
the term Musculoskeletal is essential, for some it is disturbing.

Considerations II
FIMM is constituted as a Federation.
A Federation is a body formed by a number of nations, states, societies, unions, etc. each
retaining control of its own internal affairs. This is its advantage. The disadvantage is a lack of
constitutional power and the vagueness of its decisions.
An alternative to a Federation would be a Convention.
A Convention is a meeting or a formal assembly as of representatives or delegates for
discussion of and action on particular matters. In terms of a Convention FIMM may in order to
achieve its aims:
a. Take decisions which, except as otherwise provided, shall be binding in some matters on all
the members.
b. Make recommendations to members.
c. Enter into agreements with members, non-member national or international organisations.
d. Decisions shall be taken and recommendations shall be made by mutual agreement of all
the members.
e. Each member shall have 1 vote. If a member abstains from voting on a decision or
recommendation, such abstention shall not invalidate the decision or recommendation,
which shall be applicable to the other members but not to the abstaining member.
In terms of a Convention FIMM’s way of working could include:
§ Agreements, standards and recommendations
Discussions at FIMM committee-level sometimes evolve into negotiations where member
societies agree on guidelines on such as science, education, health policy etc.
§ Publications
FIMM publications are a prime vehicle for disseminating the Convention’s intellectual output.
FIMM publishes regular outlooks, annual overviews and comparative statistics.
Most international and politically active organizations are constituted as Conventions, for
instance the OECD. See by going to:

A Convention could partially replace the FIMM Statutes.

Considerations III
For historical reasons FIMM is registered in Belgium and therefore it is subject to the Belgian
law of the October 25, 1919. In this context there are several disadvantages for FIMM.
a. There is no active Belgian FIMM membership (at the time) that means, there is no
intermediary on site.
b. According to the Belgian regulations all official documents must be turned in in French,
German or Flemish. FIMM officials spend hours/days translating.
c. The procedures with the Belgian authorities via the Moniteur belge are complicated. The law
dates from October 25, 1919.

The aims of the Association are exclusively those of public service. Its aims are above all:
- to promote scientific research in the field of Manual Medicine,
- to develop standards for Manual Medicine in quality management,
- to promote co-operation between its members,
- to harmonise pre- and postgraduate education in Manual Medicine in the various countries,
- to support the foundation of scientific
Societies and legal representation for Manual Medicine in all countries,
- to represent the interests of Manual Medicine in its dealings with official authorities and
organisations on an international level.

Considerations IV
The term Association is inappropriate. It should be Federation/(Convention).
To some of the experts the expressions used in the current statutes are unfashionable and
difficult to implement. A more comprehensive formulation is proposed such as:

Article 3

2 1. Ordinary Members: National organisations of Manual Medicine Physicians are entitled to
become members of the Association. Only one organisation of each country can be a
member of FIMM. The General Assembly will decide upon membership with a simple
majority.
3 2. Extraordinary Members: The General Assembly may allow other organisations or
individuals to become Extraordinary Members by simple majority following a proposal of the
Executive Board, if this may be useful for promotion of the aims of the Association. They do not
have a right to vote at the General Assembly and are not eligible for membership of the
Executive Board of the Association.
4 3. Honorary Members: The General Assembly may, following a proposal of the Executive
Board, appoint persons of extraordinary standing in Manual Medicine as Honorary Members. At
the General Assembly, they will have an advisory role, but not the right to vote. Honorary
members do not pay a membership fee.
5 Ordinary, extraordinary or honorary members will have the status of legal persons.

consultative à l’Assemblée Générale mais aucun droit de vote. Les Membres Honoraires ne
paient pas de cotisation.
5 Les Membres Ordinaires, Extraordinaires ou Honoraires devront jouir de la personnalité
juridique.
Considerations VII
Again, the term Association is inappropriate. It should be Federation/(Convention).
The membership regulations are very restrictive. What is the advantage of the one-nation-onemember principle and what is the disadvantage of having more than one member-society per
nation? Should FIMM act inclusively or exclusively? What happens in terms of number of votes,
if more than one society per nation can be an ordinary member of FIMM? What is the role of the
umbrella-organizations? How to deal with long-established member-societies which have
difficulties to accept other members from their nation (“we are the official representative”).
Should there be a right to veto a candidacy.
Will Manual Medicine be represented in a better way if FIMM membership was allowed to all
national or regional academic societies of physicians involved in MM/Manual Medicine?
We propose that FIMM should regulate membership in terms of representing MM/Manual
Medicine in the world as much as possible considering minimal numbers of individual members
per member-society and academic status. This could also be a financial advantage in addition
to the other considerations.

Considerations IX
From 1965 to 1995 FIMM consisted only of European member-societies. After 1995 members
from North America, Australasia and the Middle East joined FIMM. By tradition and by other
circumstances the centre of gravity in terms of FIMM activities remained mainly in Europe. This
may or has disadvantaged members from overseas and the development of MM/Manual
Medicine outside Europe in the past. Therefore Regional Chapters have been proposed:

We commented on the difficulties on publishing in the Moniteur belge in Considerations III.
As an international organisation with little resources it is extremely difficult to function with
French and German being the official languages and English being an working language
without official and legal recognition.
It is therefore proposed to change the statutes in terms of English being accepted as an official
language of the Federation/(Convention) in addition to French and German. This would make
necessary a change of the legal seat of FIMM (see Considerations III).
