COMITÉ INDÉPENDANT D’ÉVALUATION

INTRODUCTION
1.1
Comme vous le savez, l’évaluation intérimaire indépendante du Partenariat mondial
pour l’éducation suit son cours, sous la supervision du Comité indépendant d’évaluation (CIE)
auparavant désigné Comité de pilotage indépendant (CPI). Lorsqu’il s’est réuni en
audioconférence le 7 octobre 2013, le Conseil d’administration du GPE a pris la décision
suivante concernant la composition du Comité :
BOD/2013/10-02 – Approbation des termes de référence et de la composition
du Comité de pilotage indépendant de l’évaluation globale du Partenariat
mondial pour l’éducation :
Le Conseil d’administration approuve :
ii) cinq experts au total pour le CPI ; quatre experts sélectionnés parmi les cinq candidats
proposés ; le cinquième provenant d’un pays en développement et possédant si possible des
compétences complémentaires ainsi qu’une expérience de mise en œuvre de la politique.
1.2
Les membres dont les candidatures ont été approuvées pour siéger au Comité sont :

Pauline Rose, Professeur, International Education , Faculty of Education, Université de

Université de Londres (Royaume-Uni) ;

1.3
Depuis l’audioconférence du 7 octobre, aucune proposition spécifique n’a été reçue pour
pourvoir au cinquième siège vacant du Comité. Parallèlement, un autre siège s’est libéré après la
démission du Professeur Karen Mundy du CIE à la suite de sa nomination au poste de directeur
technique du Partenariat mondial pour l’éducation. Deux sièges sont donc à pourvoir au sein du
Comité.
2.
PROPOSITION
2.1
Le CIE a présenté au président du Comité des stratégies et des politiques (CSP) une
proposition en vue de pourvoir les deux sièges vacants, que le CSP a examinée et approuvée par
la suite.
2.2
Le professeur Fasli Jalal et M. Miguel Székely remplissent tous deux les critères définis
par le Conseil durant sa réunion par audioconférence du 7 octobre 2013. Selon le CIE, ils
apportent des atouts importants au Comité, comme l’expérience acquise à de hautes fonctions
dans l’administration nationale dans différents contextes. L’intégralité de la proposition du CIE
et les motifs de la recommandation des deux nouveaux membres figurent à l’annexe 1 (page 4)
du présent document. Les curriculums vitae des candidats sont joints à l’annexe 2, page 7, pour
le professeur Fasli Jalal, et l’annexe 3, page 19, pour M. Miguel Székely, respectivement.
2.3
Le président du CSP salue les actions menées par le CIE dans l’ensemble, et sa
présidente par intérim en particulier, pour identifier les deux nouveaux membres potentiels du
CIE.
2.4
Comme il a été indiqué plus haut, l’évaluation intérimaire indépendante suit son cours.
Une réunion doit se tenir à Washington du 3 au 5 septembre pour en examiner le rapport initial.
Le CIE a fait savoir au président du CSP qu’il est important que les membres proposés
participent à cette réunion afin d’assurer le bon fonctionnement de l’évaluation. Le Secrétariat
s’inquiète qu’en raison de l’imminence de cette réunion et de la difficulté potentielle à organiser
une audioconférence du Conseil durant le mois d’août, compte tenu des deux semaines de
préavis requises, les candidats proposés n’aient pas suffisamment de temps pour remplir les
formalités d’obtention de visas et préparer leur voyage. Par conséquent, le CSP propose au
Conseil de prendre une décision par approbation tacite.

Le Comité des stratégies et des politiques recommande au Conseil d’administration
d’approuver la décision suivante :

Annexe 1 : Proposition du CIE
Proposition de nomination de deux membres supplémentaires au Comité
indépendant d’évaluation
Contexte
À sa réunion du 26 mars 2014, le Conseil d’administration du GPE a approuvé la création d’un
Comité indépendant d’évaluation (CIE) composé ainsi qu’il suit :
« Le CIE se compose d’au moins cinq membres ayant des compétences dans les domaines du
développement international de l’éducation, de l’architecture et de l’efficacité de l’aide ainsi que
dans les méthodes d’évaluation des programmes de développement internationaux. Les
membres proposés sont choisis de façon à refléter diverses expériences institutionnelles (un
membre sera issu du Groupe indépendant d’évaluation de la Banque mondiale), ainsi que
diverses origines géographiques et approches méthodologiques.
Les membres sont engagés en tant que consultants indépendants, à l’exception du membre du
Groupe indépendant d’évaluation de la Banque mondiale, qui est nommé en sa qualité de
membre du personnel du Groupe indépendant d’évaluation. Le Secrétariat fournit un appui
administratif et financier au CIE. Le CIE et les prestataires de l’évaluation doivent rester
impartiaux dans toutes leurs interactions avec le Secrétariat. » (BOD/2014/03 DOC 01 REV.2).
Depuis lors, le CIE a fonctionné avec quatre membres, tout en cherchant un cinquième membre
originaire d’un pays en développement non anglophone (comme l’a demandé le Conseil du
GPE).
En juillet 2014, la présidente du CIE (Karen Mundy) a quitté ses fonctions pour occuper le poste
de Directrice technique du GPE.
Ainsi, deux sièges sont à pourvoir au sein du Comité. Les membres actuels du CIE sont :


Moses Oketch, chargé de cours en planification de l’éducation et développement
international, Institute of Education, Londres ;

Proposition
Le présent document a pour objet de demander au Conseil d’administration du GPE de bien
vouloir approuver la proposition de deux membres supplémentaires au CIE.
Ces deux membres ont été retenus sur la base des critères suivants :

Compétences définies dans le document du Conseil du GPE du 26 mars,
complémentaires à celles des membres du CIE en place ;

Au moins un membre originaire d’un pays non anglophone ;

Au moins un membre originaire d’un pays en développement ;

Au moins un membre ayant occupé de hautes fonctions dans une administration
nationale.
Une brève présentation des deux membres proposés est fournie ci-dessous, des informations
complémentaires étant contenues dans les CV figurant à l’annexe.
Les deux membres proposés — le professeur Fasli Jalal et M. Miguel Székely – remplissent les
critères définis par le Conseil du GPE. Ayant respectivement occupé de hautes fonctions au sein
des administrations indonésienne et mexicaine pendant longtemps, leur expérience en matière
d’élaboration de plans nationaux représente un atout supplémentaire pour le CIE, sous divers
angles.
Fasli Jalal
Le professeur H. Fasli Jalal est un ancien vice-ministre de l’Éducation nationale en Indonésie.
Titulaire d’un Ph.D. en nutrition obtenu à Cornell University (États-Unis) en 1991, il occupe
également une chaire en nutrition clinique à l’Université Andalas du Sumatra occidental depuis
2009.
Fasli Jalal a commencé sa carrière dans l’administration en 1991 comme chef du département de
nutrition au Bureau de la santé et la nutrition, Conseil national de l’aménagement du territoire,
en République d’Indonésie. En 2001, le ministre de l’Éducation nationale le désigne expert en
une éducation de qualité pour tous les enfants

ressources éducatives. Puis, sa carrière au ministère de l’Éducation nationale décolle. Cette
même année, il est nommé directeur général de l’Éducation non formelle et de la jeunesse. En
2005, il obtient le poste de Directeur général de l’Amélioration de la qualité des enseignants et
du personnel de l’éducation avant de devenir Directeur général de l’Enseignement supérieur en
novembre 2007. En janvier 2010, le président le fait vice-ministre de l’Éducation nationale.
Durant son parcours professionnel, Fasli Jalal a collaboré activement avec des organisations
internationales comme la Banque mondiale, la Banque asiatique de développement (BAsD) et le
Fonds monétaire international (FMI) en qualité de consultant.
Miguel Székely
Auparavant sous-secrétaire à la planification et l’évaluation au ministère du Développement
social au Mexique, Miguel Székely occupe actuellement le poste de Directeur du Center for
Education and Social Studies également au Mexique. Avant de rejoindre le ministère, il a été
successivement chercheur-économiste à la Banque interaméricaine de développement à
Washington de 1996 à 2001, et chef de l’Unité de l’aménagement du territoire au Bureau
exécutif de la planification stratégique et de l’aménagement du territoire entre 2001 et 2002.
M. Székely possède une grande expérience des évaluations. Il est membre du Conseil des
Commissaires de l’Initiative internationale pour les évaluations d’impact (3iE) et du Comité
d’évaluation externe de l’initiative « Programme pour les résultats » de la Banque mondiale. Il a
également siégé au Conseil consultatif international du Bureau de l’évaluation du PNUD.
Titulaire d’un Ph.D. et d’un Master en économie de l’Université d’Oxford, ainsi que d’un Master
en politiques publiques de l’ITAM, Miguel Székely a occupé des postes d’enseignant et de
chercheur à l’université d’Oxford, à El Colegio de México et à l’Instituto Tecnológico Autónomo
de México (ITAM). Il a longtemps étudié les aspects économiques du développement et a publié
de nombreux ouvrages sur la pauvreté, les inégalités et la répartition du revenu et de l’épargne
des ménages au Mexique.
