URBAN AND SOCIAL PLANNING AXES FOR A
DEVELOPMENT OF ACHARNES – ATHENS, 1999-2001.

The research project aims to define the main planning axis with a sustainable
development approach in order to have a better integration of the Olympic
village and illegal constructions that have been built over the past twenty
years. Acharnos is considered a separate city by the greek statistic service (in
2001, 10th city of Greece) although it is close to the center of Athens.
The first stage of the research project is the systematic analysis of the socioeconomic and urban data of this large area, which outlines are scarcely
defined and that has, the past years, undertaken big alterations due to:
•
Sometimes legal but mostly illegal occupation of the surrounding
farming land by new immigrant constructions.
•
Construction of great infrastructure (Attiki Odos motorway, regional
railway –at the south-, high-tension electricity lines, drinking water
aqueduct-for the needs of Athens-, etc…)
•
Construction of new industrial sites and warehouses without any
planning or infrastructure network.
The second phase of the research project is to define the problems and to
delineate the aim’s axis for a concerted urban politic. The capital point is to
integrate the Olympic village as an unity of 17.000 inhabitants and to link it to
the surrounding urban fabric.
The results of the research encounters three thematic units:
•
Urban Strategy Development Plan: delineation of aims and axis.
•
Creation of a Directing Planning Scheme.
•
Creation of urban plans according to specific axis and project.

Le projet de recherche a pour but de définir les grands axes d’aménagement
stratégique de la municipalité d’Acharnais en vu d’une meilleure intégration
du Village Olympique et des ensembles d’habitations illégales construites
durant les vingt dernières années. Le tout a travers une approche particulière
du développement durable pour cette municipalité proche du centre
d’Athènes, mais qui apparaît comme une ville a part par le service de
statistique grec (dixième ville de Grèce au recensement de 2001).
La première phase du projet a pour but l’analyse systématique des données
socio-économiques et urbaines de ce grand espace géographique aux
contours mal définis et, où durant les dernières années, ont eu lieu de grands
changements, dus à:
•
L’occupation tantôt légale mais souvent illégale des terrains agricoles
limitrophes pour la construction d’habitations de nouveaux immigrants.
•
La réalisation de grandes infrastructures comme l’autoroute Attiki
Odos, la ligne du train régional qui passent au sud, les lignes
électriques à grande tension, l’aqueduc d’eau potable pour la ville
d’Athènes, etc.…
•
La localisation de nouveaux sites industriels et de grands entrepôts,
sans aucun plan ni réseau d’infrastructure.
La deuxième phase a cerné ces problèmes et en même temps a définit les
grands axes pour une politique urbaine concertée. L’ insertion du Village
Olympique au lendemain des Jeux comme une unité urbaine de 17.000
habitants non autonome, tout en faisant partie intégrante de l’environnement
urbain, a été le point crucial de ce projet.
Les résultats de la recherche comportent trois unités thématiques:
•
Définition des buts et des axes pour un Plan de Développement Urbain
Stratégique.
•
Réalisation d’un Schéma Directeur d’Aménagement.
•
Création de Plans d’Urbanisme par axes et projets spécifiques.
