Tel que convenu, vous trouverez ci-dessous mon offre de services dans la cause en
rubrique. Cette offre fait suite et formalise les discussions engagées depuis la mi-février et
en vertu desquelles certains travaux ont déjà commencés, tel que convenu.
Contexte
Dans le cadre de la controverse publique entourant le projet du Suroît, le Ministre des
Ressources naturelles, M. Sam Hamad, a demandé à la Régie de l’énergie de tenir des
audiences et de l’aviser quant à la nécessité et à la pertinence dudit projet. Face à cette
demande d’avis, la Régie a ouvert la cause R-3526-2004 et invite les intervenants à se
prononcer sur le sujet, y compris en ayant recours à des experts indépendants.
Les intervenants RNCREQ, ROEE, ACEÉ et RRSE veulent examiner une série de solutions
de rechange au projet comprenant notamment, une meilleure efficacité énergétique et une
accélération du développement de l’énergie éolienne. De plus, dans un souci d’assurer une
approche intégrée, les intervenants veulent développer, à partir de ces mêmes occasions,
des scénarios d’ensemble permettant d’assurer la sécurité des approvisionnements du
Québec. Enfin, dans un souci de développement durable, les intervenants veulent, dans la
mesure du possible, mesurer les effets économiques, sociaux et environnementaux de
chacun des scénarios afin de répondre pleinement à la demande du Ministre des
Ressources naturelles.
Le mandat
En collaboration avec la firme Hélimax, j’assurerai la réalisation d’une expertise commune
permettant de répondre à chacun des items indiqués ci-dessus. Plus précisément, le
mandat se divise en quatre volets :
Volet 1 : Analyse du potentiel d’efficacité énergétique
Ce volet consiste à explorer le potentiel d’amélioration de l’efficacité énergétique dans le
secteur de l’électricité au Québec et ce, afin de déterminer dans quelle mesure celle-ci
pourrait être améliorée à relativement courte échéance. Ce travail sera réalisé sous ma

direction par une équipe composée de moi-même, de Optimal Energy Inc (OMI) et du
Vermont Energy Investment Corporation (VEIC). Plus précisément, l’équipe :

Analysera la documentation existante concernant les programmes d’efficacité
énergétique d’Hydro-Québec
Préparera des propositions concrètes, basées à la fois sur les meilleures pratiques
externes et sur notre connaissance du contexte particulier du Québec, permettant,
le cas échéant, de bonifier l’approche d’Hydro-Québec de façon à augmenter
l’impact énergétique du Plan
Évaluera les coûts de même que la faisabilité pratique de ces propositions
Soulignons que l’OMI et la VEIC collaborent régulièrement aux fins du développement, de
l’analyse et de l’implantation de programmes d’efficacité énergétique, principalement mais
non uniquement dans le nord-est états-unien. L’OMI est une petite firme d’experts-conseil
en énergie composée de six personnes, alors que le VEIC, organisme responsable de la
réalisation des programmes d’efficacité énergétique dans l’État de Vermont, comprend une
petite division de quelques experts de renom dédiés à l’expertise-conseil externe. Ainsi, le
choix de travailler avec ces deux firmes nous offre les bénéfices d’une synergie bien rodée
et, ainsi, d’une meilleure qualité à moindre coût global.
Volet 2 : Collaboration avec les experts en énergie éolienne
Ce volet consiste à travailler en collaboration avec les experts retenus au sujet de l’énergie
éolienne, en l’occurrence la firme Hélimax Inc., afin d’assurer l’intégration harmonieuse des
résultats de leurs travaux au volet 3 ci-après. Je comprends par ailleurs que ces experts
seront mandatés afin de collaborer avec moi à cette même fin et dans les délais prescrits.
Volet 3 : Conception de stratégies d’ensemble
En fonction des résultats des volets 1 et 2, je concevrai différentes stratégies permettant, le
cas échéant, d’assurer la sécurité des approvisionnements à court/moyen échéance sans
avoir recours au projet du Suroît. Ces stratégies consisteront de combinaisons d’apports du
côté de la demande comme de l’offre, l’accent étant mis sur les apports de l’efficacité
énergétique et de l’énergie éolienne. Elles devront tenir compte de différents scénarios
d’équilibre offre-demande établis en fonction des prévisions d’Hydro-Québec et/ou d’autres
sources.
Volet 4 : Évaluation des effets économiques, sociaux et environnementaux des
stratégies
Ce dernier volet consiste à chiffrer, dans la mesure du possible, les impacts économiques,
sociaux et environnementaux des différentes stratégies élaborées au volet 3, et ce, dans le
but d’élucider pleinement les arbitrages présents et de faciliter le choix d’une stratégie
équilibrée s’inscrivant pleinement dans le contexte du développement durable.

Au-delà des items ci-dessus, pour les fins de ce mandat j’aurai à examiner la documentation
pertinente que déposeront Hydro-Québec, le MRNPF, la Régie de l’énergie ou d’autres
parties intéressées, de rédiger des demandes de renseignements à l’intention d’HydroQuébec et du MRNPF, de participer à des réunions d’intervenants, de participer à un ou des
séances d’information de la Régie, de me concerter avec certains experts d’autres
intervenants et, enfin, de préparer une présentation et de témoigner devant la Régie.
Équipe
L’équipe est organisée comme suit :

Phillip Dunsky. Je suis le gestionnaire du projet, ultimement responsable de l’ensemble
des volets décrits précédemment. Plus précisément, je travaillerai de concert avec
l’équipe OMI/VEIC dans le cadre du volet 1, en apportant mon expertise en matière
d’efficacité énergétique notamment pour m’assurer de la pertinence des analyses et
propositions eu égard au contexte québécois. Je m’occuperai également des volets 2, 3
et 4.

John Plunkett. M. Plunkett contribuera principalement au volet 1, en y apportant sa
connaissance approfondie des meilleures pratiques en matière d’efficacité énergétique
en Amérique du Nord. M. Plunkett coordonnera les travaux de l’équipe OMI/VEIC à ce
sujet.
•
Eric Belliveau. M. Belliveau contribuera principalement au volet 1. Il s’occupera de
l’analyse et de l’élaboration de propositions en matière d’efficacité énergétique pour ce
qui est du secteur CII.
•
Chris Neme. M. Neme contribuera principalement au volet 1. Il s’occupera de l’analyse
et de l’élaboration de propositions en matière d’efficacité énergétique pour ce qui est du
secteur résidentiel.

Budget global et explications
Il est convenu que, compte tenu de la nature du mandat, le présent budget ne peut être
qu’approximatif, le coût réel devant dépendre de l’évolution du dossier (ampleur des
renseignements fournis par Hydro-Québec et/ou d’autres, besoins de rencontres des
intervenants, etc.). Néanmoins, j’évalue de façon préliminaire le budget total comme suit :

Phillip Dunsky possède 12 années d’expérience dans le domaine de l’énergie. Au cours de sa carrière, il
a agi à titre de conseiller, d’analyste, de conférencier et de témoin expert – et est l’auteur d’un grand
nombre de publications spécialisées – au sujet des occasions et des moyens pour concilier les
impératifs économiques et environnementaux dans le secteur de l’énergie. Son expertise est axée

Responsable d’une équipe conçue pour concevoir et analyser un programme
d’efficacité énergétique à base communautaire et à grand déploiement. Le mandat
comprenait (i) coordination d’une petite équipe d’analystes du ministère, (ii) conception
du programme, y compris de l’approche marketing, de la structure organisationnelle,
des partenariats et des options de financement, (iii) réalisation d’analyses coûtsbénéfices, y compris la conception d’un modèle informatique pour prévoir les taux de
participation et de pénétration des mesures et les économies afférentes, (iv)
supervision d’études touchant la main d’œuvre et les implications fiscales, (v) analyse
des bénéfices environnementaux, (vi) validation du concept à partir de l’analyse de
programmes comparables en Amérique du Nord et (vii) présentation du programme,
conjointement avec le ministre des Ressources naturelles, au Sommet économique.
Également avis au sujet d’enjeux de la politique énergétique et reliés à l’efficacité
énergétique.

environ 50 réunions avec les représentants des entreprises énergétiques, groupes de
consommateurs, groupes environnementaux et autres et (iii) rédaction conjointe d’un
rapport unanime, comprenant quelques 200 recommandations en vue d’une nouvelle
politique énergétique.

John Plunkett has 25 years of experience in energy utility planning, concentrating on energy-efficiency
as a resource and business strategy for regulated and unregulated energy providers. Plunkett has
played key advisory and negotiating roles for clients on virtually all aspects of utility demand-side
management, including residential, industrial and commercial program design, implementation,
oversight, performance incentives, and monitoring and evaluation planning, and their respective roles in
business, regulatory, ratemaking, resource planning, and policy decisions. He has also led and/or

Project development and management for a non-profit consulting firm specializing in energy and urban
economic development. Project manager and economist for an investigation into the economic impact on
small generators from electric utilities’ grid-interconnection requirements. Coordinated research by three
electrical engineers, and analyzed the impact of interconnection costs on wind, hydroelectric and
cogeneration projects in seven utility service areas in New York. Provided technical coordination in
cases before the District of Columbia Public Service Commission involving gas and electric utility
demand management investment, non-utility generation pricing, both for the D.C. Office of People’s
Counsel.

Chris Neme is an economist with over sixteen years experience in analyzing utility resource planning.
He has extensive experience in economic analysis and the management of projects to assess the
adequacy, design, cost-effectiveness and evaluation of utility demand-side management programs.
Director of Planning & Evaluation, Vermont Energy Investment Corp., Burlington, Vt. (1993-present)
Manage staff of seven conducting energy efficiency program design, implementation planning and
evaluation work for a variety of clients. Reviewed and analyzed the DSM programs of more than 30
electric and gas utilities for clients in more than 15 states and provinces. Led extensive program design
work on behalf of public interest group-utility “collaboratives” in six states. Prepared and defended
regulatory testimony for utility planning and rate cases in both the United States and Canada. Have also
led work on efficiency projects sponsored by the U.S. Environmental Protection Agency’s ENERGY STAR
program, the Consortium for Energy Efficiency, Northeast Energy Efficiency Partnerships and several
other government agencies and non-profit organizations. Current projects include:
•
Efficiency Vermont: Lead all residential program planning and evaluation work (since EVT’s
inception in March 2000). This includes negotiation with the Public Service Board and
Department of Public Service on program goals, development of program design
modifications, development of reports and filings, and assistance to the DPS in evaluation
planning.
•
New Jersey Utilities-Natural Resources Defense Counsel Collaborative: Oversee all technical
assistance on the design of and implementation planning for eight statewide residential DSM
programs and one statewide renewable energy program (since 2000 for statewide
collaborative, since 1993 for PSE&G-NRDC collaborative). Personally lead work on two of the
programs (Electric HVAC and Gas HVAC). This involves facilitation of monthly meetings with
all seven electric and gas utilities in the state; negotiations with the utilities on budgets, goals,
and program designs; and extensive technical assistance on a variety of programmatic issues,
including the development of marketing plans and evaluation plans.
•
New York State Energy Research and Development Authority (NYSERDA): Leading analysis
of residential electric efficiency potential (over the next 20 years) for the state of New York and
five regions within the state. Scenarios analyzed include technical potential, economic
potential, potential likely to be captured by existing initiatives and potential that would be
captured as part of least cost approach to meeting greenhouse gas emission reduction targets.
•
Long Island Power Authority Clean Energy Plan: Led team that designed the four major
residential programs (three efficiency, one PV) incorporated into the plan in 1999. Currently
oversee extensive technical support to the implementation of those programs. This involves
assistance with the development of goals and budgets, development of savings algorithms,
cost-effectiveness screening, and on-going program design refinements.

Northeast Energy Efficiency Partnerships Residential HVAC Initiative: Have served as
NEEP’s Residential HVAC Program Manager since the inception of the initiative in late 1997.
Responsible for promoting NEEP’s program design concept to utilities in the Northeast,
providing technical support to efforts to implement the design, and promoting the adoption of
improved federal efficiency standards (and ENERGY STAR standards) for central air
conditioners.
•
Maine Consumer Advocate – Lead residential team analyzing achievable efficiency potential in
Maine, recommending residential efficiency program designs and providing other guidance in
a regulatory docket created to establish spending levels and other elements of a new system
benefits charge for the state.
Energy Policy Consultant, Lawrence Berkeley Laboratory, Gaborone, Botswana (1992)
Conducted both economic and institutional analyses of the potential for cost-effective end-use energy
efficiency improvements in southern Africa. Principal focus was on the electricity sector in Botswana.
Initiated discussions between the Botswana government and LBL on the benefits of energy efficient
building codes and the possibility of LBL developing such a code for Botswana.
Sr. Policy Analyst, Center for Clean Air Policy, Washington, D.C. (1986-1991)
Served as chief assistant to Executive Director of non-profit policy research institute. Responsible for
economic and political analysis of state, federal and international policies to address various air utilityrelated pollution problems and energy inefficiency. Duties included managing policy research
projects, including the work of both junior staff members and technical consultants; organizing and
mediating policy dialogues between environmentalists, industry representatives and government
officials; and providing guidance to state Governors, members of Congress and White House officials
on energy and environmental policy. Project responsibilities included $300,000/year effort to promote
utility investments in DSM programs in Ohio (including regulatory testimony) and several detailed
analyses of the magnitude of and options (including DSM) for reducing emissions mercury, sulfur
dioxide, carbon dioxide and other emissions of from fossil-fuel fired power plants.
