LATEST DECISIONS OF THE WORLD MOTOR
SPORT COUNCIL OF THE FIA REGARDING
KARTING
During its meeting on 12 December 2003 in Monaco, the World Motor
Sport Council of the FIA analysed an investigation into the current problems in Karting, conducted by Mr Marco Piccinini (Deputy President of
the FIA Sport) and Mr David Ward (FIA Consultant).
a) to licence the media rights to the CIK-FIA championships back to
the organisers in 2004;
b) to reconfirm the existing CIK-FIA policy aim of completing a total
transfer from 2-stroke to 4-stroke engines systems, but to review the
timescale of this change;
c) to delay the introduction of the CIK-FIA 4-stroke World Championship to 2006 at earliest, in conjunction with the application of fuel
injection and catalyst technologies;

The major recommendations adopted by the World Motor Sport Council
are the following ones :
d) to seek to positively contribute to the European Commission’s forthcoming report on recreational engines (including karts) and, therefore,
anticipate any regulatory requirements;
e) to adopt a single cylinder regulation for the proposed CIK-FIA 4stroke engines;
f) to adopt from 2005 a single engine/chassis per event rule;
g) that strong support continues to be given to the World Kart Formula
by the CIK-FIA and by ASNs worldwide;
A number of other matters are still under discussions and final decisions will be announced after the World Motor Sport Council of 24
March 2004.

LATEST DECISIONS OF THE EXECUTIVE
COMMITTEE AND PLENARY CONFERENCE OF
THE CIK-FIA
a) owing to the delay in introducing CIK-FIA 4-stroke engines, the
CIK-FIA 4-stroke Trophy, scheduled to take place in Braga/P on 20-22
August 2004, is cancelled;
b) the obligation for the top 12 drivers in the final classification of the
ICC European Championship to move to the Super-ICC category the
following year is henceforth limited to the top 6 only;
c) seven new countries have now joined the CIK-FIA, through their
respectives ASNs or clubs : Armenia (Karting Federation of Armenia),
Egypt (Automobile & Touring Club of Egypt), Ivory Coast (Fédération
Ivoirienne de Sport Automobile), Macedonia (Auto-Moto Association
of Macedonia), Oman (Oman Automobile Association), Qatar (Qatar
Motor Federation) and Syria (Automobile Club de Syrie);

During their meetings on 13 December 2003 in Monaco, both the
Executive Committee and Plenary Conference of the CIK-FIA took the
following decisions :
d) two new karting zones have been created : the South-East European Zone for Karting (composed of Bulgaria, Greece, Macedonia,
Romania, Turkey and Ukraine) and the Middle East Zone for Karting
(composed of Bahrain, Cyprus, Kuwait, Oman, Lebanon, Saudi Arabia,
Syria, the United Arab Emirates and, under reserve, Egypt and Qatar).

DERNIÈRES DÉCISIONS DU CONSEIL MONDIAL DU SPORT AUTOMOBILE DE LA FIA
CONCERNANT LE KARTING
Les principales recommandations adoptées par le Conseil Mondial du
Sport Automobile sont les suivantes :
a) rétrocéder les droits audiovisuels liés aux Championnats de la CIKFIA aux organisateurs en 2004;

A l’occasion de sa réunion du 12 décembre 2003 à Monaco, le Conseil
Mondial du Sport Automobile de la FIA a analysé l’enquête concernant
les problèmes rencontrés actuellement en karting, enquête qui fut
menée par MM. Marco Piccinini (Président Délégué de la FIA Sport) et
David Ward (Consultant de la FIA).
b) reconfirmer l’objectif actuel de la politique de la CIK-FIA qui consiste à passer des moteurs 2-temps aux moteurs 4-temps, mais revoir
le calendrier applicable à ce changement;
c) remettre à 2006 au plus tôt l’introduction du Championnat du
Monde de la CIK-FIA 4-temps, avec l’application de technologies d’injection et de pots catalytiques;
d) s’employer à contribuer de manière positive au rapport à venir de la
Commission Européenne sur les moteurs de loisirs (incluant les karts)
et, par conséquent, anticiper toute disposition réglementaire;
e) adopter une réglementation à cylindre unique pour les moteurs 4temps proposés par la CIK-FIA;
f) adopter à partir de 2005 une règle de 1 châssis/1 moteur par pilote
et par épreuve;
g) qu’un fort soutien continue d’être accordé au kart de Formule
Monde par la CIK-FIA et les ASN du monde entier;
Un certain nombre d’autres mesures sont encore en discussion et des
décisions finales seront annoncées à l’issue de la réunion du 24 mars
2004 du Conseil Mondial du Sport Automobile.

DERNIÈRES DÉCISIONS DU COMITÉ EXÉCUTIF ET DE LA CONFÉRENCE PLÉNIÈRE DE LA
CIK-FIA
A l’occasion de leurs réunions du 13 décembre 2003 à Monaco, le
Comité Exécutif et la Conférence Plénière de la CIK-FIA ont pris les
décisions suivantes :
b) l’obligation faite aux 12 premiers pilotes du classement final du
Championnat d’Europe ICC de monter en catégorie Super-ICC l’année
suivante est désormais limité aux seuls 6 premiers classés;
c) sept nouveaux pays ont rejoint la CIK-FIA, à travers leurs ASN ou
clubs respectifs : l’Arménie (Karting Federation of Armenia), l’Egypte
(Automobile & Touring Club of Egypt), la Côte d’Ivoire (Fédération
Ivoirienne de Sport Automobile), la Macédoine (Auto-Moto Association of Macedonia), Oman (Oman Automobile Association), le Quatar
(Qatar Motor Federation) et la Syrie (Automobile Club de Syrie);
d) deux nouvelles zones de karting ont été créées : la zone d’Europe
du Sud-Est pour le Karting (composée de la Bulgarie, la Grèce, la
Macédoine, la Roumanie, la Turquie et l’Ukraine) et la zone du MoyenOrient pour le Karting (composée de Bahrain, de Chypre, du Koweit,
d’Oman, du Liban, de l’Arabie Saoudite, de la Syrie, des Emirats
Arabes Unis et, sous réserve, l’Egypte et le Quatar).
